G. Summary of the Project

We propose the construction of a sky bridge from the ACAD building


leading to the third floor of the library building. This will serve as a connection
between the two buildings to provide better access to the library. The engineering
department of CNU will be asked to handle the construction.
II. PROJECT PROPOSAL PROPER

A. INTRODUCTION

With the amount of research and assignments a student is tasked today,


the library becomes an indispensable tool for the accomplishment of these tasks.
However, there are many factors which may affect the students’ use of the school
library. The amount of time a student has and the accessibility of the building are
some of these factors.

The amount of work students are given these days has made time a
commodity few are able to afford. Therefore, students no longer have the luxury
of spending time going to a distant, and difficult to access library building.
Instead, they turn to other sources, such as the internet, for information and
research materials. The problem with this, however, is that these online sources
are not always reliable sources of information. Aside from this, not all references
can be found online; in contrast, a wide variety of research materials and
references are easily available within the library for use by students if they had
the time to look.

As such, it would be advantageous if a means to improve the accessibility


of the library were implemented. Therefore, we propose the construction of a sky
bridge from the ACAD building leading to the library. We believe that this will
greatly improve the accessibility of the library to students, allowing them to
access it after classes. Also, students from other departments may freely visit
since the buildings are connected to each other.

The construction of a sky bridge will be beneficial not only for the students,
but for the university as well, as it provides a chance for the improvement of the
facilities available. With the active use of the library, the need for a wider, larger
range of reading materials and equipment will be necessary for the better
accommodation of its users. This will prompt a need for renovation and change
which, in turn, would lead to the improvement of the university.
B. RATIONALE

There is a need for us to improve the accessibility of the school library to


the students in Cebu Normal University. Unlike the other buildings, such as the
CN, ASAB, and ACAD buildings, which are connected to one another by a series
of stairs, the CNU library is a separate building, which stands near the ACAD
building. It is not as accessible as the other buildings since it has no connection
to the other buildings. Also, the undergraduate and nursing libraries are located
at the second and third floors, respectively. It is a steep climb to reach these
facilities, and requires time and energy from the students. As such, few people
come to visit the library, and prefer going to internet cafes to do their research
and assignments. This has resulted in the limited use of the school’s library
facilities, and the neglect of its available reference materials.

In order to improve the students’ access to the school library and its
resources, we propose the construction of a sky bridge. It will be a connection
from the ACAD building towards the library building. This will reduce the time and
energy the students spend in going to the library, and improve their number of
visits. Also, it will put the library’s available resources to use. With its increased
use, we may develop a need for the acquisition of more reference materials to
cater the students’ demand, as well as improve the facility. This will lead to the
further development of the university as a whole.

C. Project Description

A sky bridge connecting the third floor of the ACAD building to the third
floor of the library building is proposed to the constructed. Constructional
materials are to be used specifically cement, iron bars, and many others. This
would benefit all the users of the library, may they be students or faculty
members. Also, this would allow maximum utilization of the library.
D. Objectives

This project aims to provide easier access to the Cebu Normal University
library. Specifically, this aims to:

 Allow students to gain easier and faster access to the library


 Encourage students and the faculty as well to utilize the library
rather than rely on online data
 Give the library a chance to be used as intended
 Allow the university to expand and improve its facilities

E. Significance

Through the construction of the sky bridge connecting the ACAD building
to the library building both in third floor, the following would benefit:

Students. Having a sky bridge connecting the ACAD building to the third floor of
the library building would enable the students easier and faster access to the
library. Lesser time is spent and lesser energy is required to reach the library
compared to climbing flights of stairs. Of course, this is only applicable to those
who are at the third floor of the ACAD building who wants to go to the library or
the other way around. It is a lot advantageous rather than to go down then climb
again.

Faculty. This would help them get various information from books in the library for
the discussion rather than stick to what the internet provides. If the library is this
inaccessible, the faculty would be discouraged to go and those resort to online
researches.

Administration. This would enable them to have a sense of satisfaction knowing


that the library is functioning. The expenses in building the library would be
reasonable when it is being used by the intended beneficiaries.

University. This would allow room for improvement. Having a functional library
means additional facilities and updated books to cope up with the demand.
F. Project Components

A project proposal is to be submitted to university president for approval.


The university engineers will be explained about the flow of the project and its
objectives. Then, a bidding process will be conducted for the qualified
constructors of the project. Purchasing of the materials will be done and
construction will be started starting with the making of the framework, cementing
it, applying the roof, and furnishing and beautification of the sky bridge.

March 20- 25, 2010 - purchasing of the materials to be used

April 12- 26, 2010 - making the framework of the bridge concrete
(cementing)
April 27- May 2, 2010 - roofing of the bridge
May 3- 10, 2010 - furnishing of the bridge
May 11-15, 2010 - beautification of the bridge (application of paint)
