Overview
The
Director
of
Human
Resources
has
primary
responsibility
for
all
p ersonnel,
compliance,
employee
relations,
labor
relations
and
staff
d evelopment,
affirmative
action
a nd
equal
employment
opportunity
functions
of
the
University
and
provides
a dvice
and
counsel
to
s enior
leaders
on
a
range
of
p ersonnel
matters.
The
Director
also
participates
in
UMS
Human
Resources
initiatives
and
ensures
d elivery
of
s ystem-wide
s ervices.
Typical
Duties
&
Responsibilities
of
Position:
Provides
leadership
and
supervision
for
Human
Resources
Operations
including
o Compensation
and
b enefits
administration
and
processing
including
payroll,
workers
compensation,
leaves
and
p erformance
assessment.
o Creation
and
maintenance
of
hardcopy
and
electronic
human
resources
records
and
files.
o Coordination
and
monitoring
of
a ll
search
&
hiring
processes.
o Responding
to
internal
and
external
requests
for
s ervice,
information,
and/or
data.
o Establishing
and
maintaining
a
customer
s ervice
orientation
within
the
d epartment
and
across
campus.
o Effectively
supervise
and
mentor
s taff
o Administration
of
Human
resources,
Search
and
Wellness
budgets
Delivers
high
q uality
generalist
human
resource
s ervices
including:
o Facilitating
mandatory
and
optional
staff
development,
orientation
and
training
programs
including
UMS
programs
such
as
S upervisor
Development
Institute
(SDI).
Participates
in
planning
for
campus
d evelopment
days.
o Management
of
a ll
individual
p ersonnel
and
workforce
management
actions
including
hires,
promotions/demotions/transfers,
terminations
and/or
layoffs
as
n ecessary.
o Establish
and
/or
recommend
salary
ranges,
offers,
and
compensation
adjustments
and
monitor
salary
reports
for
equity,
compression
or
other
issues.
o Providing
professional
level
advice
and
counsel
to
supervisors,
faculty
and
administrators
and
managers
a cross
entire
range
of
employee
relations
and
organizational
matters
including
p erformance
assessment
and
management,
labor
relations,
corrective
a ctions,
dispute
resolution,
compensation
and
classification;
recruitment
and
retention;
and
organizational
structure
and
staffing.
o Develop,
implement,
and
assess
campus
HR
and
EEO/AA
p olicies
and
practices
to
ensure
compliance
with
employment
law,
Board
of
Trustees
p olicies
and
procedures
and
University
collective
bargaining
a greements
and
investigates,
refer
and/or
respond
as
Minimum
Qualifications

Knowledge

resources

and
operation.
Fully
proficient
knowledge
of
state
and
federal
employment
law.
Principles
and
practices
of
effective
management,
training
and
supervision.

professional
record
keeping,
writing,
reporting
and
project
management.
Enterprise
resource
systems.
Must
quickly

a
solid

knowledge
of
UMS
human
resources
and
Board
of
Trustee
policies
and
procedures,

bargaining

and
memoranda
of
understanding

Education
and/or
Experience:
Required
Bachelors
degree
in
human
resources,
business,
public
administration
or
closely
related
field
(or
unrelated
d egree
p lus
two
additional
years
of
relevant
experience)
Minimum
of
three
years
of
increasingly
responsible
salaried
Human
Resources
administrative
and
supervisory
experience.
Must
project
and
uphold
the
h ighest
ethical
standards
and
have
demonstrated
leadership
ability
and
excellent
interpersonal
a nd
communication
s kills.
Preferred
Masters
d egree
in
related
area
and/or
HR
Certification
or
advanced
training
Experience
in
h igher
education
or
non-profit
HR
and
in
collective
bargaining
environment.
