thespeedoflightchangingbythehour.
OvertheyearsIhaveoftenaskedmyphysicistcolleagueswhythelawsofphysicsare
whattheyare.Theanswersvaryfromthatsnotascientificquestiontonobody
knows.Thefavoritereplyis,Thereisnoreasontheyarewhattheyaretheyjustare.
Theideathatthelawsexistreasonlesslyisdeeplyantirational.Afterall,theveryessence
ofascientificexplanationofsomephenomenonisthattheworldisorderedlogicallyand

ofthereasonisthegrowingacceptancethattheemergenceoflifeintheuniverse,and
hencetheexistenceofobserverslikeourselves,dependsrathersensitivelyontheformof
thelaws.Ifthelawsofphysicswerejustanyoldragbagofrules,lifewouldalmost
certainlynotexist.
Asecondreasonthatthelawsofphysicshavenowbeenbroughtwithinthescopeof
scientificinquiryistherealizationthatwhatwelongregardedasabsoluteanduniversal
lawsmightnotbetrulyfundamentalatall,butmorelikelocalbylaws.Theycouldvary
fromplacetoplaceonamegacosmicscale.AGodseyeviewmightrevealavast
patchworkquiltofuniverses,eachwithitsowndistinctivesetofbylaws.Inthis
multiverse,lifewillariseonlyinthosepatcheswithbiofriendlybylaws,soitisno
surprisethatwefindourselvesinaGoldilocksuniverseonethatisjustrightforlife.
