WELCOME

On Behalf of Turkish Earthquake Foundation Earthquake Engineering Committee and


Prime Ministry Disaster and Emergency Management Presidency, we take great pleasure
in welcoming you to the Second European Conference on Earthquake Engineering and
Seismology (2ECEES) in Istanbul, Turkey during 24-29 August, 2014 as a joint event of
European Association of Earthquake Engineering (EAEE) and European Seismological
Commission (ESC).
We have received 2095 abstracts and 1004 full papers from 1868 corresponding authors
where 906 authors were from EAEE and 617 from ESC coming from 76 different
countries. We will be having about 750 oral and 800 poster presentations in addition to
13 keynote and 40 theme lectures by expert researcher mostly form Europe.
Istanbul has a fascinating location spreading over two continents, representing the
unique feature for serving as a bridge between different cultures. Istanbul provides
the perfect platform for discussing the major topics of Earthquake Engineering
and Seismology along with priority issues of global importance. Istanbul also has
an outstanding reputation for the large spectrum of hotels in world standards, with
the unique charm of the culinary art and shopping. Istanbul definitely promises an
unforgettable experience for all participants.
We are very grateful to all those who contributed to the organization and to the program
by submitting abstracts and papers.
We are certain 2ECEES will be one of the most successful and memorable events in
EAEE and ESC histories.

Dear participants of 2nd ECEES,

Dear Colleagues,

In the name of EAEE it is great honor and pleasure to greet this impressive gathering
of experts in the field of earthquake engineering and seismology and to wish you a
successful conference in Istanbul, one of the most beautiful cities in the world.

It is for the first time that we are holding the General Assembly of the European
Seismological Commission in Turkey, the country of high seismic activity and rich
seismic history, in Istanbul the industrial, commercial, cultural, and tourist centre of
the country. During the XX century and the beginning of the XXI the Turkey endured 30
earthquakes with magnitudes over 6, which took away about 85 thousand lives. Half
of these earthquakes had a magnitude M7.0. The senior generation of seismologists
remembers the tragic events of the catastrophic Izmit earthquake which happened 15
years ago, on the 17th of August 1999, with a magnitude of M=7.6, which took the toll of
over 17 thousand lives. This earthquake became the strongest on Turkish land for the
last 70 years.

The pleasure to address in this conference for me is even greater because it takes
place in the year when EAEE celebrates exactly 50 years since its establishment. This
organization is founded in Skopje (1964), at the first symposium of EAEE. Since then
every four years the symposium of ECEE is held in different countries all over Europe.
In cooperation with EAEE, conferences are organized by the National Associations
for Earthquake Engineering of the host countries. The progress of EAEE and thus
the development of European Earthquake Engineering can be best illustrated by
the continuously increase in the number of original and high quality papers that are
presented at conferences up to now.
The large number of scopes and topics (21) enables the program of the 2ECEES to be
composed of 745 oral and 783 poster presentations. These presentations, along with the
largest ever number of keynote speakers (13) and theme lecturers (29) can be expected
to yield new solutions in reduction of earthquake risks. I expect this joint conference
of EAEE and ESC, to increase synergy effect that started eight years ago. Thus, to the
presenters I would like to wish successful presentations at this conference, stimulating
discussions and further networking and cooperation in the future projects.
As the president of EAEE I would like to thank to the members of the organizing
committee, the members of the Honorary Committee and members of the scientific
committee for the current successful activities in the preparations of the conference.
Surely the conference sponsors should be also acknowledged.
Finally I want to congratulate the Prime Ministry of the Republic of Turkey, Disaster
and Emergency Management Presidency for their participation and support of the
conference and the main organizatar of 2ECEES i.e. the Turkish Earthquake Foundation
Earthquake Engineering Committee for the work so far and to wish a successful
conference in Istanbul.

Earthquakes do not know any state borders. Strong tremors cause damage to wider
areas than just the country which suffer them. Their impact is felt by the economy
regionally, sometimes even globally. Scientists of one country cannot solve all the
problems of seismology, including the most important one of them - earthquake
prediction. This is why we, representatives of different countries, gather at General
Assemblies to share the most recent scientific advancements and come up with new
lines of research and ways of solving upcoming problems. We are well acquainted
with the general composition of the environment in which earthquakes commence.
And yet we are not know how they are created, which physical mechanisms control
the seismic process, what precedes the occurrence of a disaster and how to minimize
damage caused by strong earthquakes. As practice shows, we are still far from mutual
understanding in communicating with the authorities and inhabitants of seismic zones.
The current General Assembly is being held in collaboration with the European
Association of Earthquake Engineering. It is our second joint Assembly. The first one,
as you remember, was held in 2006 in Geneva and gave a good chance for better
understanding of problems treated by each association. I hope that this joint Assembly
will be as fruitful for both organizations.

Dear Colleagues and Participants,


We are honored and very pleased to host the Second European Conference on Earthquake
Engineering and Seismology here in Istanbul. We wish all the success for the conference.
I would like to give you some background information about the Turkish Earthquake Foundation.
Studies on earthquakes and Earthquake Engineering in Turkey started after the devastating
earthquake that occurred in Erzincan in 1939. During the following years academic staff of
Istanbul Technical University (Istanbul Graduate School of Engineering at that time) took active
role in cooperation with the Ministry of Public Works in preparing the seismic codes and seismicity
map of Turkey.
With the leadership and guidance of late Professor Dr. Rifat YARAR preparations for the
establishment of Turkish National Committee on Earthquake Engineering started in 1965 after
the charter of International Association of Earthquake Engineering was issued. Turkish National
Committee on Earthquake Engineering was legally established in 1974 with members from
Istanbul Technical University, Bosphorus University and Middle East Technical University with the
support of Ministry of Public Works and Settlements. Professor YARAR was the chairman of the
committee till his death in 2004. This committee organized the 5th ECEE in 1975 and 7th WCEE
in 1980 in Istanbul. Also organized by the committee were the regional Seminars of European
Earthquake Association on Earthquake Engineering in Istanbul in 1976, 1979, 1982, and 1987. First
National Symposium on Earthquake Engineering was organized in Istanbul in 1985. After the
Erzincan Earthquake of March 13, 1992, the national conferences started to be held in every two
years.
After this earthquake, as a result of the joint venture of eight scientists, consisting of lecturers from
Faculty of Civil Engineering and Faculty of Mines of Istanbul Technical University, it was decided
to establish the Turkish Earthquake Foundation in the leadership of Prof. Dr. Rifat YARAR in order
to minimize the loss of life and property that our people and country suffer from earthquakes.
The founders have worked together with the distinguished lecturers of ITU, METU and BU. These
people have achieved great success in our country and abroad, especially after the big earthquake
of Erzincan in 1939 and have realized the need of the establishment of the Turkish Earthquake
Foundation under foundation status with the co-operation of Ministry of Public Works and
Settlements. The Foundation has brought together both the corporations that are active in this
field in our country and our countrys experts in earthquake science and earthquake engineering.
The founders have worked as a group and have prepared the necessary Foundation Bond at the
end of three meetings. The Foundation Bond has been registered in compliance with the Decree
No. 1993/95, Base No. 1992/851 dated 26.02.1993 issued by the Judge of Kadky 6th Civil Court
and has been found appropriate by the General Directorate of Foundations and accordingly has
been announced in the Official Gazette dated 15th April 1993 No: 21553. Prof. YARAR was also the
chairman of the Governing Board of the Foundation till his death in 2004. Therefore, all the works
were carried jointly by National Committee on Earthquake Engineering and Turkish Earthquake
Foundation. The 2nd and 3rd NCEE were held in Istanbul in 1993 and in 1995 respectively in
cooperation with the Chamber of Civil Engineers of Istanbul. The 4rd NCEE was held in Ankara in

1997. The 5th NCEE was held in Istanbul in 2003 since then it was decided to be held in every four
years. Therefore the 6th and 7th NCEE were held in Istanbul in 2007 and 2011 respectively again
with Chamber of Civil Engineers of Istanbul.
Since 2009 Turkish National Committee on Earthquake Engineering has decided to work as an
independent Earthquake Engineering Committee under Turkish Earthquake Foundation.
Turkish Earthquake Foundation aims at:
Collaborating with domestic and international institutes, public organizations and private
enterprises for earthquake preparedness and earthquake hazard mitigation,
Providing professional development on earthquake engineering and also raising awareness about
earthquakes by way of community oriented educations,
Providing technical assistance and funding scientific or technical researchers and giving a
scholarships to graduate students studying on earthquake engineering or seismology,
Working as a mentor, supervisor or inspector on earthquake resistant building design and
construction services,
Certificating professional experience and training technical staff,
Providing training and organizing events for raising awareness in society on earthquake disaster,
Collaborating with all institutions and citizens concerned.
Main areas of activities of TEF are:
Engineering and Consultation Services, Annual Earthquake Summits, Community-oriented
Trainings, School-oriented Trainings, Hospital-oriented Trainings, Visual and Hands-on
Trainings with MODSEA Mobil Earthquake Simulation Training Trailer, Disaster Mitigation
Projects, Conferences, Seminars, Meetings and Events, Bimonthly Journal Fay Hatt (Fault
Line) , Assessment of Seismically Safe Buildings, Construction of Earthquake Simulation Room,
Academic Publishing 101 items (Earthquake Reports, Technical and Research Reports)
Ongoing Activities are:
Bimonthly Journal Fay Hatt; Earthquake Summit Meetings; Our School is Getting Ready for
Earthquakes, Our Hospital is Getting Ready for Earthquakes, and Our Office is Getting Ready
for Earthquakes Projects; Visual and Hands-on Trainings with MODSEA Mobil Earthquake
Simulation Training Trailer (until this day have reached 190+ Schools and 85000 students and
teachers); Sismail Earthquake Information Board at schools; Earthquake Emergency Kit/Bag
(Individual or Corporate).
Turkish Earthquake Foundation-TEF, with sense of corporate and social responsibility, has
realized various trainings programs, conferences and also published many academic articles
and research projects. With the purposes of contribution to raising earthquake awareness and
disaster prevention on the society, TEF continues its visual, printed and practical projects with
meticulous efforts and great eagerness.

Slide Preview Room: All authors are required to give their ppt presentations to the
system coordinators at least two sessions prior to their presentations. Since standard
oral presentations are only 12 minutes, authors are recommended not to have more
than 15 slides in their presentations.
Time Allowance For Presentation: The time allocated for each presentation is 12
minutes. Careful time keeping is important for the smooth running of the session.
Please make sure not to overrun your allocated time.
Poster requirements: All posters will be displayed for 24 hours. The authors are
expected to place their posters at the assigned poster boards that have their abstract
numbers during the lunch break (13:00-14:30) on the day it is announced in the program
booklet. After 24 hours authors should remove their posters, otherwise they will be
removed by the conference personel and may not be recoverable.

Istanbul TransportatIon

Public transport in Istanbul comprises an extensive bus network, various rail systems, funiculars, and maritime services
for the more than 11 million inhabitants of the city spread over an area of 5712 km.
Taksim is the heart of Istanbul. Most of these lines begin / end in Taksim. Taksim Square is 7 - 8 minutes walking
distance to the Congress Venue.

Taxi
Taking a taxi is an easy and cheap way to get
around. You wont have a problem finding a taxi,
day or night. Taxis are bright yellow, with a roofmounted taksi sign. Theres no room for haggling
and no need to tip. If you cross the Bosphorus
bridges, the toll will be added to the fare.

Bus system
Buses are useful for heading up the Bosphorus
coast to Ortaky, Arnavutky, Bebek and beyond.
Most city buses (belediye otobs) are operated
by the municipality, but there are also private
versions (halk otobs). Municipal buses are red
and white or green; all have IETT written on the
front. Private ones are pale blue and green.
The informative website of the IETT www. iett.gov.
tr, the local transport authority, has an excellent
English version that includes maps and timetables.

The Marmaray
This is one of the major transportation
infrastructure projects in the world at present. The
entire upgraded and new railway system will be
approximately 76 km long. The Project provides an
upgrading of the commuter rail system in Istanbul,
connecting Halkal on the European side with
Gebze on the Asian side with an uninterrupted,
modern, high-capacity commuter rail system.

Funiculars
The older of these lines is the Tnel (the second
in the world after London). Two trains run every
3.5 minutes on a single rail line with a passing loop
half way between the termini, and a trip takes 1.5
minutes. 15,000 people are transported daily. The
modern funicular running between Kabata Taksim Square.

Metro
The Istanbul Metro is a mass-transit underground
railway network that serves the city of Istanbul,
Turkey. Founded in 2000, it now includes 10
stations. The system currently consists of one line.
This line is a north - south line. It is a serpentine
shaped line, and is fully underground. This is the
most popular for long distance travelling. This
ticket is valid in all metro, tram, light rail, funicular,
ferry boat & bus.

Bus Rapid Transit (BRT): The BRT system in
Istanbul is called Metrobs

Nostalgic Trams
By the end of 1990, a historic tram was put in
service along Istiklal Avenue between Taksim and
Tnel, which is a single 1.6 km-long line. About
641,000 people were transported by the nostalgic
trams in 2003 in European and Asian sides.

Ferryboats (Vapur)

An entire trip takes 42 minutes. The daily transport


capacity is 255,000 passengers. End of this line
connects to Taksim via Kabata Taksim funicular.

Ferryboats sail on 15 lines serving 27 seaports on


the shores of Bosphorus and Sea of Marmara.
Ferries carry 61 million passengers yearly.

Sultanahmet Mosque (Blue Mosque)

Hagia Sophia (Ayasofya) Museum

This mosque was built by Sultan Ahmet I during


1609 -1616 in the square carrying his name in
Istanbul. The architect is Sedefhar Mehmet Aa. It
is the only mosque in Turkey with six minarets.

Ayasofya was built, for nearly a thousand years ago, is


the largest enclosed space in the world, and still seen
as one of the worlds most important architectural
monuments. It is one of Turkeys most popular
attractions, drawn by the sheer spectacle of its size,
architecture, mosaics and art.

Caria (Kariye) Museum

Historical Grand Bazaar (Kapal ar)

This is actually Kariye Mosque, once the 11th century


church of St Saviour in Chora, is considered to
be the most important Byzantine monument in
Istanbul, after Aya Sofia.

It is the oldest and biggest closed bazaar in the


world, also known as the Grand Bazaar, has around
4000 shops and over 60 alleyways, covering a huge
labyrinth in the city centre.

Suleymaniye Mosque
At ones first glance there are two things that are
particularly remarkable in the ancient monuments
of the Ottomans: the choice of the site and the
perfect unity of the whole.

Egyptian Bazaar (Msr ars)


It is said that an old bazaar called Makron Envalos
previously existed where the current Egyptian Bazaar
stands. It was built by the taxes collected from Cairo,
Egypt and all sorts of spices and medicines were sold
there. Today, the bazaar has jewelry stores, herb and
spice sellers, gift shops, etc.

Topkap Palace
One of the most astounding and popular places to
visit in Istanbul is Topkap Palace, the symbolic and
political centre of the Ottoman Empire in between
the 15th and 19th centuries.

Galata Tower
It has been overlooking the Bosphorus and the historic
peninsula for hundreds of years. It is a medieval stone tower
in the Galata district of Istanbul, just to the north of the Golden
Horn. One of the citys most striking landmarks, it is a high,
cone-capped cylinder that dominates the skyline and affords
a panoramic vista of Old Istanbul and its environs.

stiklal Street
At the heart of Istanbul, stiklal Street is a 24-hours live
zone in Istanbul. Youll meet thousands of persons, doing
their business, shopping or just walking around. When the
day turns into night, youll again meet thousands of people
walking around the street, going to restaurants and night
clubs along the street.

The Maidens Tower (Leanders Tower)


A symbol of Istanbul. It was used as a watchtower
and a lighthouse sitting on a small islet located in the
Bosphorus strait off the coast of skdar in Istanbul,
Turkey. Nowadays serves as a restaurant to its visitors.
