2.1 Oracle
The Oracle e-Business Suite provides support
for enterprises to effectively manage customer
relationships, as well as services, production, delivery,
sales, revenue and expenses, all within a unique
system built on reliable information architecture.
Oracle e-Business Suite combines the most
complete and effective functions for managing
human resources with open and flexible
technology to enable enterprises to increase
productivity, performance and accuracy to
promote their business strategies.

2.5 ERP Cloud

ERP cloud is a new approach in deploying the
ERP system for enterprises and organisations. ERP
cloud is deployed and provided to enterprises in
the form of a service. ERP Service is stable, efficient
and compatible with systems in use.
ERP Service aims at customers who want to use
ERP solutions but not include all the management/
operation, maintenance and software/hardware
updates of the whole system.
When registering to use ERP Service, users can
access the ERP system everywhere, anytime from
any desktop, laptop or mobile device such as a
smartphone, iPad, etc. via LAN or internet.
Depending on the number of users and
applications used, enterprises will pay the service
fee monthly or annually.

environments

increasingly
popular for enterprises to perform strategic
resource planning (ERP), customer relationship
management, human capital management,

MAJOR PROJECTS
A wide range of enterprises have chosen FPT IS to
provide consulting services, deploy ERP systems
for modernizing business procedures, and install
IT applications for the entire enterprise. Some
major projects implemented by FPT IS are listed
below by sector:

State agencies

1.1 The TABMIS project: treasury and budget

management information systems for the
Ministry of Finance in Vietnam.
TABMIS (Treasury and Budget Management
Information System) was officially launched in
2000 as part of the World Bank-funded Public
Financial Management Reform Project (PFMRP).
By 2004, TABMIS had completed the consultation
and implementation of its international bidding
process. In 2006, bidding results were announced
and the contract, worth nearly $50 million, finally
went to IBM Singapore (and two subcontractors:
FPT and Oracle).
TABMIS aims to integrate individual components
of the Public Finance Management system into
a unified and centralised information system.

As a sub-contractor, FPT IS, in conjunction with

IBM, is responsible for the implementation of the
projects activities. FPT IS is also in charge of all
large-scale implementation activities including
the following main activities: providing and
delivering terminal equipments for users, training
end users, deploying nationwide for finance
agencies and the State Treasury in 63 provinces /
cities and nearly 600 districts across the country.
The project, funded by World Bank, aims to
enhance transparency in budget execution,
strengthening the accountability of financial
agencies at all levels and supporting the decisionmaking process of State administrative agencies.
The TABMIS project is implemented as a turnkey
project using available commercial software
from Oracle (the Oracle E-Business Suite) and
hardware infrastructure by IBM (the IBM p Seri
server) for deployment at central, provincial,
city and district level tax offices throughout
the country. The system is also connected to
other Government ministries and departments
to promote the collaborative management and
efficient utilisation of government resources.
By December 2012, FPT IS had successfully
deployed the TABMIS project for over 1,500 units,
completed more than 30,000 training man-days
for nearly 10,000 end users in all 63 provinces/
cities. TABMIS has been launched in around 1,500

financial units including financial agencies, the
treasury from State to province level and 43
related ministries/departments. The project team
has organised about 100 media conferences in all
provinces/cities. At peak times, the team used to
have approximately 150 presenters from different
member companies of FPT IS.

1.2 Implementing the central management

and treasury fund issuance system at
the State Bank (CMO)

The Central management and treasury fund

issuance system at the State Bank (CMO) project
was officially signed between FPT IS and the State
Bank of Vietnam on May 1, 2011. The Department
of Informatics Technology, State Bank of Vietnam,
is the investor of this VND49 billion project. This is a
large-scale project, involving 417 man-months and
69 branches of the State Bank in provinces/cities
across the country. The total staff engagement from
FPT IS is up to 50 members, some of them foreign
specialists from Singapore and Mexico.
This is the first project in Vietnam to build a
centralised treasury management system for
the State Bank of Vietnam (SBV), to manage and
monitor cash flow and predict demand.
The system helps predict the demand for cash
in the country based on historical factors and
influences such as GDP, CPI, season, etc. and allows
the SBV to efficiently plan for the minting and
printing of cash to meet demand.
It can also determine the reverse supply of all units
in local areas based on the anticipated demand, flow
and optimal reverse of cash needed. In addition to
confirming the actual situation, banks can also plan
the balance of money between the central and local
banks to ensure efficient cash flow in localities.
The system also manages and monitors the import,
export and inventory of money in accordance with
national codes, materials and series, and monitors
properties such as gold bullion, jewellery, cheques
and valuable documents by type and series. The
system is divided into two separate business
modules connected to each other to exchange
data: forecasting and planning, and storage and
vault operations.
The project was officially accepted on December
26, 2012 with impressive results: 69 locations
successfully deployed within only 65 days. The
system is operating in a stable manner and the
clients are satisfied.

Building a database for compulsory

vehicle insurance in Vietnamfor The
Vietnam Insurance Association

The Vietnam Insurance Association (VIA) and FPT

Information System (FPT IS) signed the contract
for Building a database for compulsory vehicle
insurance in Vietnam on January 5, 2012 at the Melia
Hotel in Hanoi. This is the first project in Vietnam
using new technology trends: GIS BI integration
(including BI for the insurance industry), combining
an analysis of data warehouse and database
maps, data integration from multiple sources and
infrastructure rental services.
This is a large and complex project. It requires the
automatic integration of data from multiple sources
with the variety of information systems at 29 insurers.
The successful implementation of the project has
brought new value to the authorities as well as
the insurance companies. It has built a complete
and updated database of motor vehicle insurance
to share within the sector, creating 48 key
performance indicators (KPI) and 16-dimensional
data analysis to serve current management
and meet future expansion demands. With its
modern technology platform, the system is
open and ready to connect to the database of
other sectors such as the licence plate database,
drivers licence database, registration databases,
medical databases, etc. Moreover, the successful
implementation of the project had highlighted
the impressive performance of FPT IS in 2012

Deploying the internal finance accounting

management system for the State Treasury

This project was deployed between February

2007 and February 2009 to build and install a
central internal finance accounting management
system for the Vietnam State Treasury, standardize
its processes and re-structure the organization.
The internal finance accounting management
system was developed based on the Oracle
e-Business Suite R12i ERP solution, but most
of the subsystems had to be edited, rewritten,
or localized in Vietnamese in order to meet the
management requirements of administrative
accounting and be user friendly.
The project was deployed at 800 points and 1000
finance accounting organizations with over 1600
users, and it continues to be expanded. The State
Treasury has become the first administrative
organization under the Ministry of Finance to
successfully deploy a centralized internal finance

accounting management system, enabling the

organization to search, control, and report directly
from the program to all levels and units in the
entire State Treasury system. The time for verifying
accounts has been reduced and data modification
during the process has been minimized. The system
supports entering input data, limits unnecessary
mistakes during the process and facilitates
consistent management of the whole organization.

Banking - Finance

2.1 Deploying the Banking Information

System for Vietnam Joint Stock
Commercial Bank for Industry and Trade
(Vietinbank) - the biggest ERP project for
the banking sector
This project involved deploying a management
system for internal finance, human resources,
payroll, and finance, banking and administrative
reports for Vietinbank.
FPT IS deployed an ERP management information
system designed for the banking sector with
business subsystems based on Oracle solutions to
help the Vietinbank optimize its financial and human
resources and allow it to advance quickly towards

world standard management processes. The

solutions package that FPT IS implemented were
integrated and packed into processes, functions
and management tools to handle the specific
requirements of the banking sector. It includes:
Internal finance management system based
on the Oracle eBusiness Suite, the worlds
leading ERP solution.
Management/reporting information system
based on Oracle Data Warehouse/Business
Intelligence solutions.
Human resources and payroll management
system based on the Oracle PeopleSoft
Human Capital Management solution, the
top human resources management system in
the world.
Finance - Banking management based on the
Oracle solution for managing and analysing
finances in the banking sector, which is the
most complete advanced integrated solution
suite in the field.
This US$4.3 million project will be deployed at
the head office and 144 branches of Vietinbank.
In the competitive environment of banking
- finance, providing suitable products to the
market quickly is essential. Management and
decision-making support systems like the ERP
specifically designed for the banking sector will

enable Vietinbank to upgrade its management
and tailor its services and products to keep up
with its customers changing demands.

2.2 The project to deploy the Oracle EBS R12

system for internal management at the

Military Bank

This is one of the first projects deploying the

Oracle EBS R12 internal management system
for a bank, comprising finance accounting,
debt management, and asset management,
as well as integrating with the core banking
system. This ERP project is being deployed for
the entire bank, including the head office and
most of its first and second level branches.
Director of Finance for the Military Bank, Ms. Le
Thi Loi, says: Applying the Oracle ERP solution
marks a significant milestone for the banks
management. We believe it will set a precedent
for the bank to consider deploying other
advanced management solutions in the future.

2.3 Implementing

internal
accounting
and sealing management software for
Vietnam Maritime Commercial Joint Stock
Bank (MSB)

FPT IS launched the Internal accounting and

sealing management software for Vietnam
Maritime Commercial Joint Stock Bank (MSB)
project on March 20, 2012. FPT IS installed Oracle
E-Business Suite R12 software; built the reporting
system and integrated the Oracle E-Business Suite
R12 with the information system of the Vietnam
Maritime Commercial Joint Stock Bank (MSB)
based on such professional requirements as:

Replacing
the
internal
accounting
management program - admin
Developing GL (general ledger) ERP module
as a GL enterprise
Ensuring the modernisation of internal
accounting management process
Supporting document rotation process
towards modernisation
Supporting automated accounting and risk
mitigation.
After eight months of implementation, the first
stage of the project is complete, including the
asset management subsystem (FA), general ledger
(GL) and asset storage management (TS). The
projects second stage began in January 2013.
The projects succeeded in implementing financial
modules, and splitting data and integrating data

from existing systems with ERP. From 500,000 to

600,000 records were split per day by only three
officers. At the end of the period, the number of
split records was up to 900,000 or even 1 million
copies per day.
Ms Nguyen Thi Luy, chief accountant of MSB and
ERP project director said: The ERP system was
implemented to replace our old system, and has
helped us reach our internal accounting control
targets. Financial transparency and a more
accurate, centralised database of information
resources allow us to update and analyse
information quickly and easily and raised our
administration to a very high level. Closing our
accounting period for 2012 was much easier,
simpler, and less time consuming or tedious than
in previous years.

Gasoline
Developing and deploying ERP for the
Vietnam National Petroleum Corporation
(Petrolimex)

The US$12.6 million project to provide and deploy

the ERP system for Petrolimex in September 2009
was the biggest ERP project in Vietnam at the time.
FPT IS developed and applied the ERP system
for all levels of the corporation and its member
companies, including branches, firms and
warehouses. The ERP business applications
installed included finance and administration
accounting; warehousing and purchasing
management;
special
petroleum
sales
management and other goods management for
the petroleum companies. This was a large scale
project deployed at 111 different locations with
nearly 1400 users at the corporation office and 41
member gasoline companies, as well as branches,
firms, and warehouses nationwide.

broad deployment at the 30 remaining Petrolimex
member companies.

FPT IS used a SAP solution, based on its research of

Petrolimex specifics and experience of deploying
other large scale ERP solutions. The specialized
SAP ERP solution for the petroleum sector offered
Petrolimex reliable processes, functions and
tools that had been tried and tested in major
petrol companies around the world, which was
an important element to ensure the projects
success and effectiveness. The project began
on November 12, 2009 and is expected to be
completed by January 1, 2012. The deployment
was divided into two phases. Phase 1 included
deploying the ERP for the corporate offices and

The ERP system will help Petrolimex modernize its

business management and support forecasting
demand and standardizing petrol importing
processes. This will help save cost for the company
and decrease the selling price of gasoline to the
market, which will benefit consumers.

Steel

FPT IS consulted on and deployed the SAP

ERP general management system for member
companies of the Thep Viet Corporation including
the ThepViet Co., Ltd parent company head office
in Ho Chi Minh City, Pomina Steel Mill in Binh
Duong province, and ThepViet Steel Corporation
at the Phu My Industrial Park.
The project was deployed within 18 months in
two phases to install subsystems including:

Goods purchasing, warehousing and
materials management (MM)
Sales and distribution channel management (SD)
Production (PP)
Quality control (QM)
Project management (PS)
Management analysis reporting (BI)
Plant and equipment maintenance (PM)
Payroll and human resources management (HR)
Since it was completed and put into operation
on December 1, 2008, the system has brought a
number of benefits to three member companies,
branches and representative offices of the Thep
Viet Corporation - Pomina including a reduced
accounting period shortened to three days;
automatic price calculations; less time spent on
calculating and checking data; more accurate
inventory data and effective management; and
an optimal reporting system. General Director
of Thep Viet Corporation - Pomina, Mr. Do Duy
Thai, said: The SAP ERP solution deployed by
FPT IS is one of the most useful tools helping
save costs and improve transparency at Thep Viet
Corporation - Pomina.

5.1 Consulting on and deploying the Oracle

ERP general management solution for
Dong Tam Group

The projects objective was to design a system

suitable for the corporate model which can
be expanded along with the development of
the enterprise; ensure a close link between
departments; and effectively support leaders in
accurate and timely decision making.

Group to computerize its operations at six member
companies and 37 branches across Vietnam. FPT

for managing the Dong Tam Groups general

The objective was to apply modern management

processes for business and production; provide
management information quickly, accurately
and effectively; manage human resources and
calculate payroll throughout the whole system.
Since the project was completed, the system
has centralized and unified management for
the entire Group. Data is strictly controlled and
precise information is provided quickly. The
Dong Tam Group has effectively applied modern
business processes to plan production and
manage commerce, logistics, human resources
and multidimensional finances.

Plus to the Vietnam Cement Industry
Corporation (VICEM)

The project deployed the budget/plan management

system Oralce Hyperion Planning Plus to the Vietnam
Cement Industry Corporation (VICEM). This was one
of the typical FPT IS projects in the first six months
of 2012. Officially signed in early 2012, the project
deployed the plan management system Hyperion
Planning, which was two-way connected to Oracle ERP
through Financial Data Quality Management (FDM).
The system was also connected with other accounting
applications of VICEM through intermediate formats
such as Excel, txt, etc.
The application system was deployed following a
three-layer model (workstations - application server
- database server), ensuring the highest performance

and security for applications and data.

All processes from preparation, review, approval, adjustment to budget
transfer were implemented on the Oracle planning system. When there
was a change in the current budget, the budget would be synchronised
to Oracle ERP GL through the write-back function of FDM to control the
implementation. Actual data were integrated at the end of the day from
ERP/other accounting system to Oracle Hyperion Planning.

Deploying the SAP ERP system for Thu Duc Housing Development
Joint Stock Company (Thu Duc House) was the pioneering ERP
project in the field of construction and real estate and it was
completed in nine months. It comprised eleven modules, the
most to be deployed concurrently so far, including:

The development of the Big C Vietnam Retail

Group together with its parent Casino Group
(France) required replacing the current
disconnected management system with a world
class centralized system. Based on its prestige and
experience in providing ERP services, FPT IS was
chosen by Big C Group as its trusted partner for
consulting and deploying the SAP ERP solution at
16 member companies across Vietnam, including
11 Big C supermarkets, the Vietnam - Japan Real
Estate Company and four newly-established
member companies.

the most important subsystems of the SAP retail

solution. The subsystems with interfaces that
can integrate with Big Cs current system are
the VLP sales system and the GOLD goods and
provision management system. FPT IS used the
most advanced Accelerated SAP (ASAP) method,
to deploy the Big C Vietnam system to ensure it
would be operational within six months.
The result was a harmonious combination of
the SAP retail solution and the non-SAP systems
already being used by Big C so the Groups
business activities were not interrupted. The
solution also brought Big C Vietnam a quick and
accurate system for management, accounting
and monitoring finances in line with the current
Vietnamese accounting standards.

Deploying the Oracle ERP system for

Tran Anh Digital World JSC (Tran Anh
Electronics and Computer Supermarket).

After 10 years of operation, the Tran Anh Company

has become one of Vietnams leading retailers
of electronic products, household appliances,
telephones, and digital and IT devices with
pioneering breakthrough market policies.
Tran Anhs ERP system installed in 2007 was
highly effective and connected the whole
company; management procedures are always
ensured and the right decisions made punctually.
So far, the system has fulfilled its role so we
decided to upgrade the current system to meet
our increasing business demands, improve our
competitiveness, and expand our distribution
network into a large scale retail corporation.
FPT ERP is one of the leading providers of Oracle

BIBICA also implemented the Oracle Process

Manufacturing (OPM), advanced supply chain
planning (ASCP) and integrated the distribution
management system (DSM) at five units: Bien Hoa
factory, Eastern Bibica, Hanoi factory, Bibica Hanoi
and Ho Chi Minh head office.
With over 10 years of experience in deploying
ERP Oracle, FPT IS successfully put the system
into operation just three months after signing the
contract. The project was accepted four months
later. Headquarters and all member units officially
had the system go live on January 2, 2013, a record
time for Oracle ERP implementation in Vietnam.

The Bien Hoa Confectionery Joint Stock Company

(Bibica) was one of the earliest companies to join the
securities market in Vietnam (since 2001). In early
October 2012, FPT IS officially signed a contract with
BIBICA to upgrade its Enterprise Resource Planning
(ERP) - Business ERP Oracle E Business Suite to
the new R12 version with the modules of finance,
goods purchasing and warehousing sub-systems.

management, billing and global GTM systems.
After 12 months of deployment, the ERP project
has given GTel management and decision-making
a facelift. Since the deployment, management is
integrated with billing and income control, banking
cash management, and the GTM Global corporate
information system, as well as the mail system for
managing and approving procurements.
