Thank you for your support of the Providers’ Council in 2010! During these uncertain economic times, I know
that organizations like yours are making tough choices about your marketing investments, and we appreciate
your continued involvement with the Providers’ Council.

Your Council membership not only contributes to our ability to strengthen community-based services for the
most vulnerable across the Commonwealth, but it also sets your organization apart as one which is committed

LEGISLATIVE ACTION: PROTECTING YOUR FUNDING AND PREVENTING COSTLY REGULATIONS


; Put human services at the center of the 2010 election by hosting our first ever human services
gubernatorial forum
; Helped defeat two potentially damaging ballot questions by advocating against cutting revenues for
our sector and repealing the affordable housing law
; Worked to pass a bill to allow group health insurance solutions to enter Massachusetts and began
actively pursuing opportunities for our members
; Convened the first Suffolk County human services legislative breakfast and encouraged others to
hold similar events statewide
; Secured language in the FY ’11 budget asking EOHHS to give a full report on their efforts to
implement Chapter 257, and also monitored the law, testified on rate proposals, & explored possible
appeals to advance fair rates for providers
; Successfully fought for reversal of FY ’10 9C budget cuts that impacted PCA services, the homeless,
and day hab programs, among others
; Met with Senator Scott Brown in Washington, D.C. as part of an ultimately successful national
campaign to advocate for important FMAP funding needed to save services in Massachusetts
; Developed the People First! Campaign, a coalition of 30 human service groups, which advocated to
prioritize budget funding to protect the state’s most vulnerable people and published the “People
First!” album
; Empowered members to hold voter registration drives and get out the vote (GOTV) efforts
; Worked with members to encourage responses to the U.S. Census and provided assistance on how to
count people served in “group quarters”
; Advocated with Mass Rehab Commission to spend stimulus funds on services, not infrastructure
; Led development of new Partnership/Plus program at Mass Rehab Commission
; Participated in Summit efforts to reform the UFR and Surplus Revenue Retention Policy

The Provider newspaper is the flagship publication of the Massachusetts Council of Human Service 
Providers, Inc., the Commonwealth’s largest human service trade association.  Published 11 times a 
year, The Provider is the authoritative source of news and views not only for Council members, but 
also  for  other  trade  associations,  non‐members,  legislators  and  state  managers.    Each  issue  of  The
Provider offers the latest news in the human service industry, updates on legislative and regulatory 
matters,  incisive  commentaries  on  the  latest  developments  in  the  human  service  industry,  a 
Legislator’s  column,  a  profile  of  a  provider  agency  as  well  as  personnel  and  agency  moves.    The
Provider’s circulation of over 2,000 includes most of the 1,400 human service vendors in the state’s
