Another case is if a
packet transfer is ongoing and if the packet transfer is going to continue using
a dedicated
channel on the WCDMA side. A setting of FDDQMIN as below,
FDDQMIN >usedFreqThresh2dEcno + a hysteresis
prevents the multi-RAT MS from starting measurements on GSM cells immediately in
case the
MS has made a cell reselection to WCDMA and ended up on a dedicated channel in W
CDMA.
The recommended parameter setting of FDDQMIN and FDDQOFF are the following:

Needed Features for GSM to UMTS Handover and Reselection:
1 .The feature "GSM-UMTS Cell Reselection and Handover" provides the basic mech
anisms for
handover and cell reselection from GSM to UMTS
-- This is the basic needed.
2.With the optional feature "Combined Handover Triggering GSM to WCDMA" it is fu
rther possible
to control if the MS shall include UTRAN cells in the measurement reports sent t
o the
network. Only UTRAN cells with CPICH RSCP values above a given CPICH RSCP thresh
old will
be included in the measurement reports.
In case the urgency criteria in the GSM cell are fulfilled, see Reference [4], h
andover to
UTRAN may be triggered regardless of the traffic load in the GSM cell.
3. With the feature "Handover with Usage of Service Indicator", the feature GSMUMTS Cell
Reselection and Handover is extended with a mechanism for the MSC to control in
which
system (GSM or UMTS) a connection preferably shall be served.
4. With the feature " Smooth GSM to WCDMA Unloading ", the feature GSM-UMTS Cell
Reselection
and Handover is extended with the possibility to limit the maximum number of han
dovers to
perform per second to UTRAN. Only the number of handovers that is triggered beca
use of
high traffic load in the GSM cell is limited. Furthermore, incoming handovers fr
om UTRAN, will
be rejected in case of high traffic load in the GSM cell.
