shall certify that all grading work was done under his pro
fessional direction in accordance with the recommendations of
the preliminary soil report or such modifications thereof as

If the preliminary soil report indicates
the presence of critically expansive soils
instability of
slopes or other soil problems which would lead to structural
damage a soil investigation of each lot in the subdivision
shall be made by a Civil Engineer who is registered by the
State of California
The soil investigation shall be made
after grading
and a report shall be submitted recommending
corrective action which is likely to prevent structural damage
to each structure proposed to be constructed in the subdivision
The report shall be filed with the Building Inspector
