We are a non-profit organization of motorcycle
enthusiasts from all walks of life. We lobby and
educate the government and the general public
to promote motorcycling in a safe and positive
image. We endeavor to enlist the cooperation and
participation of all organizations and individuals
that share a similar interest in preserving our
American tradition of FREEDOM. We promote
motorcycle safety, training, & political awareness.
We ARE NOT A CLUB OR A GANG. We
fund our work through toy runs, poker runs,
campouts, and other motorcycle activities. We
are your neighbors & friends who work, pay
taxes, and get involved with our community. We
serve and support our country and believe in
freedom. We use all legal means to protect our
rights without infringing on the rights of others.
OUR GOALS
To become a powerful and viable political force in
legislative matters concerning the motorcyclist.
To promote the safe riding habits without infringing
on individual freedoms.
To motivate the bikers to write letters to their
legislators before, during, and after the legislative
session.
To furnish our members with a newsletter to
keep all bikers informed in regards to upcoming
legislation.

Message

Hello everyone,
Last month was the ride to the Capitol. Saturday was
a small bike night in Monticello, Sunday was the State
Meeting, and Monday was the ride to the Capitol. I
want to thank the Gator Alley Chapter for setting up
a meeting with Matt Hudson. Matt Hudson took us
into the House of Representatives and explained the
operations on how everything is done.
May is Motorcycle Awareness Month. Anyone who
would like to put signs up in their yards can get them
at the Ft. Myers Bike Night.
Also this month, we will be taking additional
nominations for our new Board Officiers. At the end
of our meeting the nominations will be closed. In
June elections will be held.

Good Morning Freedom Fighters:
Hey Everyone,
I have good news to pass along.
Both HB 231 and SB 908 were heard today in committee meetings up at Tally and both passed without a single NO vote. This is
a big deal, one to be proud of. Both bills have just one more committee to make it through before going to the floor. The Bills have
come a long way, but they both have a tough journey remaining and those veterans of the legislative fight know. anything can
happen at any time.
LEGISLATIVE UPDATE: Today the Senate rolled SB 908 to its third reading. That means that the next thing they will do is vote on
it as the whole Senate. It is expected to pass, but ABATE needs another push tonight and all day tomorrow to help with requesting
the House to table HB 231 and pick up SB 908.
SB 908 is a stronger Bill than HB 231 because it still has the provisions that make a right or left turn directly in front of a vulnerable
road user illegal. As you know vehicles turning directly in front of us are a major cause of motorcyclists deaths.
Rep. Passidomo (who sponsors HB 231) is in favor of tabling HB 231 and going with SB 908. The Senate wants the House to table HB
231 and pick up SB 908. We just need you to help us nudge the House and show them that the people really want the House to table
HB 231 and to pick up and pass SB 908.
This is what I need you and everyone in your Chapter to do tonight, tomorrow, and this weekend.
Rep. Ritch Workman the Chair of the House Rules, Calendar, and Ethics Committee is the person who can help us table HB 231 and
put SB 908 on the House calendar. Rep. Workman represents the part of Brevard County that includes Melbourne, Satellite Beach,
and Patrick AFB. So I really need a concentrated push from our members in that area because you are his constitutes.
Please call his office and send him an email asking for his help. Below is what I sent him as an example. By the way Rep. Workman
also rides, he is one of us.

My name is ________, I am a member of ABATE of Florida, Inc. I am writing to ask for your help as Chair of the Rules, Calendar,
and Ethics Committee to lay HB 231 on the table and pick up SB 908.
SB 908 Traffic Safety by Sen. Altman is a stronger bill because it will help prevent the turning either left or right directly in front of a
Vulnerable Road User.
As a fellow motorcyclist, I know that you are aware that vehicles turning right or left directly in front of a Vulnerable Road User are
a leading cause of accidents and deaths to Vulnerable Road Users.

Please do this as soon as possible but we need it done before Monday. Remember you can call and email at anytime day or night, just
get everybody to do it before Monday.
This moment right here and right now is the reason why you have been making a relationship with your local legislators for the
past few years. Your local legislators know you they have a relationship with you they know that you are in their community
In many cases you know them personally Ask them for their support, and ask them for their help to save the lives of not just
motorcyclists, but all the Vulnerable Road Users out there.
UPDATE: Rep. Workman did put SB 908 on the House special order calendar for Monday. HB 231 is also on the special order
calendar for Monday so we will be watching to see what happens.
We are still in that area where things can still go wrong, but at least we keeping moving it in the right direction. This year is a great

example of exactly how hard and how much work it takes for something to go from a simple idea to a Bill, then the many twists and
turns through the committees, to the House and Senate floor, all the readings, then hopefully to the Governors desk for a signature.
Now you can help by calling and emailing your own Representative and ask them to support picking up SB 908 in place of HB 231.
You can call your Rep this weekend and leave a voice mail. The special order calendar gets heard in the House on Monday.
The way things are working out so far, our trip to Tally to walk the halls and meet face to face is coming at a most important time. This
year we actually can make the most important impression at Tally. This year at Tally we can make a difference This year can easily
be one of the most historic years in ABATE of Florida, Inc. history. I cannot wait to go to Tally and help make history I cannot wait
to be up there with my Brothers and Sisters who have all worked so hard for the past several years.
I do have one sincere request for those of you that will be up there at Tally, but I wont tell you my request until we are up at Tally. So,
congrats to all of you, and see you in Tally!

SB 1376 by Sen, Evers passed its first committee and is now in the Senate Transportation Committee.
I want to again thank all of you for your emailing and calling the committee members, It has really helped and we are getting good
feedback. However, we CANNOT stop we must keep calling and email when I send out the call for actions. I will be sending out the
alerts as the Bills are placed on the next committees.
This could be a Historic year for ABATE of Florida, Inc. and you need to be a part of the push to the rest of this session. You need to
be a part of ABATE of Florida, Inc history. You will want to be able to tell the new ABATE members that you help make history and
claimed the title Legislative Warrior.
No one wants to be the person who knows in their heart that they sat around and did nothing to help bring victory to motorcyclist
across Florida.

We need your help, I need your help.. please answer the call and lets all make history this year!!!
SUPREME COURT TURNS DOWN RED-LIGHT CAMERA CASE
The Florida Supreme Court this week declined to hear an appeal in a potentially far-reaching case about the way local governments
administer red-light camera programs.
The city of Hollywood asked justices to hear the case after the 4th District Court of Appeal ruled in October that the city violated
state law by relying on a private company to issue traffic citations to red-light runners. The case was filed by motorist Eric Arem, who
received a notice that a camera caught him failing to comply with a red-light signal.
Arem did not respond and then received a traffic citation generated by American Traffic Solutions, Inc., a company that had a contract
with Hollywood to provide cameras and other related services. A county judge found that Hollywood had improperly delegated
responsibilities to the private company and dismissed the citation.
A three-judge panel of the appeals court agreed. The Supreme Court, as is common, did not give reasons for declining to consider
the appeal by Hollywood. But in a brief filed in February, attorneys for the city noted that class-action lawsuits were filed against
Hollywood and other local governments after the appeals-court ruling, with plaintiffs demanding refunds of fines for red-light camera
violations. Also, the brief said the appeals-court ruling created confusion in the administration of red light camera safety programs
throughout Florida.
This situation threatens the ongoing efficient administration of these red light camera safety programs, thus undermining the Florida
Legislatures express authorization of these programs, the brief said.
Arems attorney filed a brief last month that said the dispute is a case of first impression --- a legal term that signals a first-of-its-kind
question. The brief said the appeals court concluded only law enforcement officers and traffic enforcement officers have the legal
authority to issue citations for traffic infractions.
An online docket indicates Hollywood last week filed a separate petition with the Supreme Court on the issue.
SCHOOL GUNS BILL LIKELY DEAD
A Senate bill that would allow school superintendents to tap employees or volunteers to carry concealed weapons on school property
was effectively killed by a committee Wednesday, meaning that two high-profile proposals blending firearms and education could fail
during the legislative session.
The Senate Education PreK-12 Committee agreed to temporarily postpone --- a procedural move similar to tabling --- the school
safety bill (SB 180). Because the committee is not scheduled to meet again, the legislation is bottled up and cant go before the full

Senate. It also cant be added to another bill on the Senate floor.


The bill was postponed as a courtesy to Sen. Greg Evers, the Baker Republican who sponsored the measure, according to Education
PreK-12 Chairman John Legg, R-Lutz. It would have failed if the panel voted on it, Legg said. It did not have the votes in this
committee, he said.
Technically, the language could still end up before the Senate. House lawmakers could attach the proposal to another bill, then send
it over to the Senate. The upper chamber would then be free to vote on that legislation --- but Legg said he thought that move was
unlikely.
Here is a quick update on what has happened the past few days at Tally. I will also be out of town until Sunday so you will not hear
anything from me.
If something big goes down in Tally I will contact the State BOD and have them send it out through their email contacts.
SENATE SEEKS TO END SPEED TRAPS
Prompted by a well-known speed trap in the North Florida town of Waldo, the Senate on Wednesday unanimously passed a bill that
would prevent local police from using traffic-ticket quotas. State law-enforcement agencies are barred from using ticket quotas, but
restrictions on cities and counties have not been so clear.
The bill (SB 264), filed by Sen. Rob Bradley, R-Fleming Island, would extend the prohibition to those agencies.
Also, the bill would require individual local governments to submit reports to the Legislature if traffic-ticket revenues cover more
than 33 percent of the costs of operating their law-enforcement agencies. Waldo, which is along U.S. 301 in Alachua County, was long
known as a speed trap.
But the towns police department disbanded last year, at least in part because officers disclosed they had been placed under a ticket
quota. Bradleys district includes Waldo.
CAMPUS GUN BILL HEADED TOWARD SHOWDOWN ON HOUSE FLOOR
A House bill that would allow people with concealed-weapons licenses to carry guns on the campuses of Florida colleges and universities
passed its final committee Thursday and is headed to the House floor.
The House Judiciary Committee voted 12-3 to approve the measure (HB 4005) by Rep. Greg Steube, R-Sarasota. In the Senate, an
identical bill (SB 176), by Sen. Greg Evers, R-Baker, has passed two committees and faces two more.
Lawmakers are moving forward with the proposal despite opposition from officials in the higher-education system. The debate follows
a shooting incident in November at Florida State University that left three people wounded. Much of the discussion during Thursdays
meeting focused on whether the measure would make campuses more or less safe.
National Rifle Association lobbyist Marion Hammer, for instance, contended that potential victims of rape and other crimes cant wait
for law enforcement to arrive.
The plain truth is, campuses are not safe, Hammer said. They are gun-free zones where murderers and rapists may commit their
crimes without fear of being harmed by the victims. Police do the best job they can, but the reality is they are not there when the attack
occurs.
Other supporters, like gun-rights proponent Eric Friday, said people with concealed-weapons licenses are not to be feared --- but
criminals are.
HOUSE KEEPS GUNS, AMMO IN SALES TAX HOLIDAY
Guns and ammunition remain in a proposed Independence Day sales-tax holiday on hunting gear that is part of a wide-ranging tax
cut package that advanced Tuesday in the House.
In supporting the $690 million tax-cut package (PCB FTC 15-05), the House Finance & Tax Committee rejected efforts by Democrats
to remove firearms and ammo from a proposed one-day sales tax holiday for July 4. Also, it rejected a separate amendment to remove
a tax exemption on admissions and membership fees for gun clubs. The tax package, which is expected to next go to the House
Appropriations Committee, awaits a Senate counter offer.
I think weve got a great broad-based tax package thats going to help millions of Floridians, all 20 million of them, said House
Finance & Tax Chairman Matt Gaetz, R-Fort Walton Beach.
Rep. Jose Javier Rodriguez, D-Miami, sought to remove firearms and ammo from the Independence Day tax holiday. He said the
proposal sends mixed messages, as law enforcement will be telling people at the same time not to fire guns into the air.
Its not an exaggeration to say that it really is a bad policy when we have law enforcement expending resources to address a public
safety issue and in our tax code he have the exact opposite incentive and were encouraging people to purchase ammunition for the
holiday, Rodriguez said.

But Rep. Frank Artiles, R-Miami, said the proposal could help increase tourism by promoting hunting and fishing in the state.
EMERGENCY GUN BILL EN ROUTE TO GOVERNOR
A measure that would allow people without concealed-weapons permits to pocket their legally owned guns during a declared
emergency is now headed to the governor.
The House voted 86-26 on Thursday to approve a proposal (SB 290) that would allow people to carry guns without concealed-weapons
licenses for 48 hours during mandatory emergency evacuations. The bill would only apply to people who legally own guns.
A spokeswoman for Gov. Rick Scott, who prodded the Florida National Guard to back a similar measure last year, wouldnt say on
Thursday if Scott would sign this years proposal.
If it gets to his desk hell review it, Scott spokeswoman Jackie Schutz said. Last years proposal died in the Senate, amid concerns by
the Florida Sheriffs Association and some Republican and Democratic senators.
But Sen. Jeff Brandes, R-St. Petersburg, made changes this year to address the concerns of law enforcement, such as adding the 48-hour
limit. The timeframe can be extended by the governor during a crisis.
SENATE HOLSTERS UNIVERSITY GUN PROPOSAL
The Senate likely will not move forward with a controversial measure that would allow people with concealed-weapons licenses to
carry guns on the campuses of Florida colleges and universities.
Senate Judiciary Chairman Miguel Diaz de la Portilla, R-Miami, said Thursday he doesnt plan to have the proposal (SB 176) go before
his committee, which would effectively kill the bill.
Ive polled the members of the Senate, and there doesnt seem to be too much support for that bill, said Diaz de la Portilla, whose
office has been getting calls from Second Amendment advocates about the measure.
The bill, which has cleared two committees, would need to get through the Judiciary and Rules committees to reach the Senate floor.
A House version (HB 4005) is ready to go to the House floor after clearing three committees.
House Speaker Steve Crisafulli, R-Merritt Island, said he was unaware of the latest development from the Senate. Obviously there is a
lot of legislation still before us, and well make those calls as they come along, Crisafulli said.

Dear Fellow ABATE Members,
Asking for REAL Power in Legislative Issues?
Recently, a lot of emails and notifications have gone out to ABATE members, asking
for persuasive communications to legislators, in getting some meaningful laws passed.
First of all and foremost, we are an MRO (Motorcycle Rights Organization). As far as
anyone knows, ABATE is the only political organization that fully works for the rights
and best interests of ALL motorcyclists throughout Florida.
Who else has a full time lobbyist? Also, we are an educative body. What other organization has a MSAP (Motorcycle
Safety and Awareness Program) within many of our schools and other venues? Who else has done so much to bring
forth public awareness of motorcyclists?
As your Chaplains, may we be so bold to ask, in conjunction with all ABATE does, that we ask the most powerful ally
for His wisdom, guidance, and favor? Philippians 4:6 says, Do not be anxious about anything, but in everything,
by prayer and petition, with thanksgiving, present your requests to God. Everything does include our legislative
purposes.
Ask Him to help us grow in numbers and keep us together in purpose. There is a quote of an unknown author, There
is strength in numbers. Perhaps the idea is taken from Gods words, given to us through the wisdom of King
Solomon, in Ecclesiastes 4:9-10: Two are better than one because they have a good return for their labor. For if
either of them falls, the one will lift up his companion. But woe to the one who falls when there is not another to
lift him up. Furthermore, if two lie down together they keep warm, but how can one be warm alone? And if one
can overpower him who is alone, two can resist him. A cord of three strands is not quickly torn apart.
How powerful can your prayers be? Read: John 15:7 If you remain in me and my words remain in you, ask
whatever you wish, and it will be given you. Also, read verse 16 You did not choose me, but I chose you and
appointed you to go and bear fruit--fruit that will last. Then the Father will give you whatever you ask in my
name. Nothing is too hard for God to answer. Now, you cant just ask for anything, it must be within the will of God.
Sometimes, we dont get the answers that we expect. God may be answering us in an unexpected way and/or may be
giving us something far better than what we asked. Just know that, All things work together for the good of those
who love the Lord and are called according to His purpose. - Romans 8:28
Let us pray Our Lord and our God, we thank you for who You are. We believe that everything we go through and
what the world is going through, You are still on the throne and still in control. Lord, we just place the cares, worries, and
desires of our heart for our lives and ABATE, into Your loving and kind hands. Please guide and direct us through the
legislative process. Give us Your wisdom and Your will be done. In the name of Jesus... Amen.
