participating in bidding for Petrobras.
These companies, Brazilians or foreigners, are eligible to provide to Petrobras high
complexity services or equipment/goods.

Since April 2012 the Suppliers Registration System was incorporated to
Petronect as a integrated tool and access point for companies registration
and bidding

Just to know
Petronect is an e-Procurement portal, which provides tools for
acquiring goods and services for Petrobras System companies. In its
business platform are carried out several transactions ranging from
requests for quotes and sending proposals to management of
orders and contracting.
Pretrobras bought, last year, through
Petronect, about 30 Billions dolars in
investment and operation. This
volume represents almost 3 times of
all e-comerce in Brasil.

SUPPLIERS QUALIFICATION & REGISTER

Commercial Requirements
Are applied just to companies who want to provide directly to Petrobras.
Equipment supplier may indicate a distributor which will
have to submit these information.
Distributor doesnt need to be a Brazilian company. But is indicated in
cases that Petrobras import in DDP (duty paid delivery).
Commercial Representative:
At the identification phase the company should indicate a Commercial
Representative. It is not mandatory, but it is advisable indicate someone of
the own company, or the same legal representative.

Legal Requirements
Proof of being duly established and registered in the country of origin;
Legal Representative in Brazil the company must provide its legal
representative in Brazil (Power of Attorney to an individual or to other
company);
Letter stating that the company is not bankrupt or in debt;
Accordance Term - Commitment Letter Through this document the
company shall formalize its intention of being included in Petrobras
Corporate Register;

NOTE: The signor should appear at one of the documents of registration of

the company, such as: Social Contract, Bylaws, Board of Directors,
Articles of Incorporation/Articles of Associations or any other official
document that grants powers to an Attorney of the foreign company..

Economic Requirements

Annual Reports with Audited Financial Statements or

Balance Sheet and Income Statement
Financial statements of foreign companies must be prepared under
IFRS (International Financial Reporting Standards) or US GAAP (Generally
Accepted Accounting Principles)

Economic calculation indices and acceptance criteria are public. They

are available in online instructions.

Technical Requirements for Materials &

Equipment
Depending on the material or equipment, the supplier must
comply with the following requirements:
Tradition (Main Sales, Reference Letters)
Facilities for Technical Assistance (in the case of
Automation Systems, Rotating Machinery, etc)
Mandatory Product Certification (API, ASME, ...)
Other Specific Requirements

SUPPLIERS QUALIFICATION & REGISTER

Technical Requirements for Services

Depending on services criticality, the supplier must comply
with the following requirements:
Tradition (List of Services Provided continuity
and Reference Letters)
List of equipment relating to services provided;
Main personnel curricula vitae
Other specific requirements

NOTE: in accordance to the Law, to perform any commercial

activity in Brazilian territory the company must have a subsidiary
or partner company in Brazil.

Commercial activity in Brazilian

territory

Its essencial to any company who wants to perform any

comercial activity in Brazilian territory to submit to one of the
alternatives according to Brazilian Civil Code.
1 Require authorization by executive branch wich will
authorize a subsidiarie to operate in Brazil
2 Register a new company acoording to the brazilian law.
The subsidiary must prove technology transfer by register at
National Industrial Property Institute
