• Responsible for the immediate supervision of an engineering design squad in the design and preparation of
construction phasing and implementation plans, functional preliminary plans, final plans, specifications, quantities
and cost estimates. Managed project production for a large number of diversified statewide projects.
• Responsible for scheduling projects and work assignments to employees, implement work polices and
procedures. Responsible for review of the department manpower, work assignments and balance of manpower.
• Review preliminary projects scope of work and develop manday estimates and cost estimates.
• Coordinate and communicate with NCDOT units and divisions, municipalities, contractors and FHWA
throughout the scoping, design and construction phases of highway projects. Develop staging plans for
implementation of bridges, roadway and tunnel rehabilitation. Negotiate with private engineering firms cost of
projects design/consultancy. Review and make recommendation for the approval of invoice payment and plans
prepared by private engineering firms.
• Represent the department at Project Quality Management workshops "partnering", pre-construction and
monthly construction conferences. Participate in field inspection, pre-advertisement, and pre-bid meetings.
• Participate in Value Engineering studies of major projects; make recommendation on cost savings and design
improvement/alternatives.
• Participate as a committee member in the development of Construction Work Zone Safety Standards and
Procedures. Participate as a committee member to develop Performance Appraisal Review procedures/manual for
the department, prepare job descriptions.
• Meet and discuss with employees their performance management plan and their key responsibilities &
dimensions for each work cycle and performance rating.
• Advice personnel on safety procedures related to office and site work conditions. Make periodically safety site
audits and advice field personnel on safety improvement & procedures. Prepare safety audit reports to the
management with recommendations for improvement.
