Government is defined as
According to Cario (2003), there is a definite distinction between
government and governance. She acknowledges that while the two concepts
signify the exercise of authority, in governance, there is no single focus. This
is because the power in governance is shared, and the authority lies not only
in the hands of the ruler, but by the consent and participation of the
governed as well. Basically, Cario (2003) emphasizes that government rules
and controls, but a state under a regime of governance orchestrates and
manages.
To rule is to be the sole authority with which the appropriate action of
the governed is to obey. On the other hand, to manage is

Ruling and controlling are ideal in a setting wherein the laws and
regulations that the authority provides are already in its perfect state where
everything is accounted for and well-justified to achieve nation growth. All the
citizens need to do is to abide by what the government requires, ergo ruling
and controlling.
But the Philippines is far from that ideal state. The structure of the
government, the policies implemented and the process of policy-making, the
way government officials use and misuse their authority and power, the lack
of involvement of a huge number of Filipinos, and many other aspects
surrounding the nation all need change and improvement. Governance can
just be the solution to this
It is true that the concept of government works in the Philippine
setting, but I believe that a state of governance would work better. We,
Filipinos, do not need another set of dictatorship a single-ruling entity
lording over the whole country to achieve nation growth. What we
ultimately need to make our nation thrive is the pro-active participation of all
involved actors the state, the market, and most importantly, the civil

society. As Cario (2003) put it, no one sector could manage society by
itself, but each had a role to play in making it move forward. The affairs of
the government are the affairs of all.
