Dear Administrator McCarthy:
I write to you to today to express my concern at changes to the Renewable Fuel
Standard (RFS) requirement for biodiesel. As Mayor of a community with intense
interest in how Washington affects our agricultural economy, our energy use, and
transportation, I urge you to reconsider this action.
The growth of the biodiesel industry in Illinois has been crucial, boosting our
economy and helping the environment. I was concerned, as many of my colleagues
in Illinois are as well, to see that the EPA would hold current RFS biodiesel
requirements in 2014, despite record production of 1. 7 billion gallons in 2013. This
would have the effect of drastically curtailing biodiesel production next year.
Bloomington has directly felt the impact of the benefit the biodiesel industry has
had on our economy. Soybean farmers populate central Illinois and have no doubt
benefited from the stabilizing effect of a secondary market for soybean oil.
Additionally, it has also become an important component of our economy
supporting approximately 5,623 jobs in Illinois. Last year alone, the biodiesel
industry supported $239 million in wages in the state and had an overall economic
impact of nearly $2.2 billion.
Biodiesel is currently the only advanced biofuel with national production at a
commercial scale. Every gallon ofbiodiesel produced reduces lifecycle green house
gas emissions by between 57 and 86 percent, compared to traditional petroleum
diesel. Since 2005, these emission reductions amount to the equivalent of taking
nearly 5.5 million cars off the road nationally.
Another concern I have is the damage municipalities such as ours experience from
congealed food waste resulting from the accumulation of fats, oils and grease. This
contributes to blocked storm drains and often leads to flooding. Clearing these
blocked drains and repairing damage due to flooding costs our city money every
year. Reduced biodiesel production would sharply decrease demand for used
cooking oil, leading to further flooding and greater costs to the city.
Recently, a bipartisan group of over thirty US Senators - including both Senators
Durbin and Kirk- signed a letter requesting that the EPA set the RFS requirements
for biodiesel at the current industry production level of 1. 7 billion gallons. Let me
add my voice to that of our state's Senators, Mayors, environmental leaders, and

municipal wastewater agencies and urge the administration to reevaluate the


proposed standards.
