Considerando que:
Los Estados miembros de la Convencin Marco de las Naciones Unidas sobre Cambio Climtico (CMNUCC)
han asumido la obligacin de presentar oficialmente sus Contribuciones Previstas Determinadas a Nivel
Nacional (INDC), como parte de las negociaciones de un nuevo Acuerdo mundial a suscribirse en el marco
de la COP-21 a finales de 2015 en Pars. Las INDC deben incluir un paquete de polticas y medidas de
mitigacin y deberan incorporar tambin un componente de polticas de adaptacin, con el fin de
fortalecer los compromisos actuales de cada Parte para el logro del objetivo ltimo de dicha Convencin
Solamente algunos pases han presentado sus INDC en el perodo inicialmente establecido en Varsovia
(COP-19) que fue marzo de 2015, flexibilizndose el cumplimiento hasta el 1 de octubre de 2015 en Lima
(COP-20);y ponindose en riesgo la verificacin de que el agregado de las intenciones de contribucin en
mitigacin a nivel global es consistente con la probabilidad de alcanzar la meta global acordada de
mantener el incremento de la temperatura media mundial por debajo de 2.0/1.5C con respecto a los
niveles pre-industriales; y minando an ms la opcin de distribuir los compromisos de reduccin de las
emisiones agregadas mundiales entre todas las partes, segn sus responsabilidades comunes pero
diferenciadas y capacidades respectivas para mitigar el cambio climtico
Quedan a la fecha menos de cinco meses para preparar y presentar el paquete de INDC, y por tanto, las
entidades que son puntos focales de la CMNUCC en cada pas deberan asumir medidas inmediatas para
cumplir con el compromiso de sus Estados y comunicarlo oficialmente tan pronto como sea posible antes
del 1 de octubre del ao en curso, de tal manera que el proceso de negociacin que se reanuda en Bonn en
junio, y que finaliza en Pars en noviembre, asegure que el prximo Acuerdo 2015 sea eficaz en el logro el
objetivo ltimo de la CMNUCC
Reiterando que:
El incumplimiento de los compromisos ante la CMNUCC tendra implicaciones en la sustentabilidad
ambiental de nuestros pases, as como en su viabilidad social y econmica, ya que la adopcin e
implementacin de polticas y medidas de mitigacin y adaptacin habilitaran el mejoramiento de la
calidad ambiental y reduccin de la vulnerabilidad; posibilitando la prevencin y reduccin de los efectos e
impactos negativos del cambio climtico en los sistemas naturales, poblaciones humanas y sectores
socioeconmicos

CALL TO PEOPLES,
AND NON-GOVERNMENTAL SECTORS AND STAKEHOLDERS
OF THE WORLD
In the process of negotiation of a new global agreement on climate change in 2015
The Salvadoran Round Table on Climate Change
Calls all non-governmental sectors and stakeholders to actively address and support the preparation of the
contributions of our States in order to promote social legitimization of a new global Accord on climate change
in 2015, guaranteeing that it is aimed to a real and affective mitigation, and enables timely and appropriate
adaptation to climate change,
Considering that:
Member states of the United Nations Framework Convention on Climate Change (UNFCCC) have adopted
the obligation to officially submit their Intended Nationally Determined Contributions (INDC), as part of
the negotiation process of a new global accord to be signed within the framework of the 21st Conference of
the Parties late 2015 in Paris. INDC must include a package of policies and measures for mitigation and
should also incorporate a component of adaptation policies, to strengthen existing commitments of each
Party to achieve the ultimate objective of the Convention
Only some countries have submitted their INDC in the period initially established in Warsaw (COP-19) that
was March 2015, flexibilizing its compliance until October 1, 2015 in Lima (COP-20); and risking verification
that the aggregate intended contributions in mitigation at global level are consistent with having a likely
chance to achieve the agreed global goal of holding the increase in global average temperature below 2
.0/1.5 C above pre-industrial levels; and further undermining the option of sharing the global aggregate
emission reduction commitment among all parties, according to their common but differentiated
responsibilities and respective capabilities to mitigate climate change
To date there are less than five months to prepare and submit the INDC package, and therefore, the
entities that are focal points to the UNFCCC in each country should take immediate measures to fulfill the
commitment of their States and formally communicate it as soon as possible before October 1st this year,
so that the negotiation process to be resumed in Bonn in June and ending in Paris in November, ensures
that the next 2015 Agreement be effective in achieving the ultimate objective of the UNFCCC
Reaffirming that:
Failure to comply with the commitments under the UNFCCC would have implications for the
environmental sustainability of our countries, as well as their social and economic viability, since the
adoption and implementation of mitigation and adaptation policies and measures would enable
environmental quality improvement and vulnerability reduction; as well as prevention and reduction of
climate change negative effects and impacts on natural systems, human populations and socio-economic
sectors
Observance of commitments and obligations under the UNFCCC, will contribute in a precautionary manner
to the fulfillment of state obligations under the Constitution and international law on human rights, among

others, the following: (i) the right of not to be arbitrarily deprived of life, (ii) the right of everyone that other
people not to act generating serious health threats, and (iii) the right of everyone that other people not to
act depriving them of their means of survival. In addition to the rights of indigenous peoples, rights of
children and women, including other civil, social, economic and environmental rights
INDC represent the national contribution to the new 2015 Agreement, and therefore, according to the best
practices in order to avoid double counting of carbon, the mitigation policies and measures package might
not consider emission(s) reductions that are traded to be accredited by another State, through any
emission(s) trading mechanism, including the Reducing Emissions from Deforestation and Forest
Degradation in developing countries mechanism (REDD) or any of its variations at landscape scale,
agriculture and livestock, marine-coastal areas or urban areas. The mitigation package submitted by some
countries that are buyers of emission reduction credits, based on the implementation of REDD in
developing countries, will not allow the 2015 agreement guarantees a real and effective mitigation of
climate change, being non additional and temporary reductions that also involve leakages to other areas
INDC shall exclude all mitigation or adaptation policies and measures that generate more social,
environmental or economic vulnerabilities to the countries, as maladaptation would be generated;
especially in those countries living in conditions of higher vulnerability and exposure to climate change
manifestations. Such is the case of measures that could erode biodiversity, pollute natural ecosystems,
damage human health, reduce access to life systems and livelihoods, prompt dependence and food
insecurity, increase human migration and weaken sovereignty of territories. Negative effects associated to
some response measures have already been documented and widely disseminated, as in the case of REDD
schemes in any of its variants, or another series of measures associated to carbon stocks enhancement or
adaptation in agriculture, including "climate smart agriculture" genetically modified organisms, biofuels
expansion and extractive investments in a broad sense
Remember that the ultimate objective of the UNFCCC is the stabilization of greenhouse gases (GHGs) in
the atmosphere at a level that would prevent dangerous climate change, so that adaptation to climate
change and associated variability yet to be viable for natural systems and the various human populations

Recognize that the multilateral process has gradually deviated from the principles, spirit and objective of
the UNFCCC, which threatens the effectiveness of mitigation and adaptation to climate change and the
efficacy of the 2015 Agreement. The dynamics of multilateral negotiations on climate change is being
determined essentially by an economic logic, focusing on the economic valuation of nature and of carbon
emissions trading. This logic has proved to be ineffective to face climate change as emissions have
continued to increase and its local adverse effects are remarkable

Get involved, responsibly and proactively, in the follow-up and accountability of delegations representing
their States in the multilateral UNFCCC process from now until COP-21 in Paris and beyond. The followup should focus on achieving a new agreement which would meet the global goal of holding the increase
in global average temperature below 2 .0/1.5 C above pre-industrial levels, to make adaptation viable
and reduce the risk of a magnified climate change. In this order, timely submission of INDC by all States
Parties to the UNFCCC and active work under the Ad Hoc Working Group on the Durban Platform and its
two working tracks are irreplaceable components

4. Become familiar and understand, from the respective areas, the methodologies and tools available in the
guidelines for the process of preparing the INDC on mitigation and adaptation; as well as for the
preparation of National Adaptation Plans, National Greenhouse Gas Inventories, National Appropriate
Mitigation Actions, Technological Needs Assessment and Technology Action Plans, sectoral, thematic and
territorial initiatives on adaptation, among others
5. Ensure and support from the respective mandates and capacities, the development and submission of
INDC in a manner that facilitates clarity, transparency and understanding of such contributions in form
and content, and through the agreed procedure for that purpose; based on National GHG Inventories,
reference and future scenarios of climate change, vulnerability and impacts assessments; emission(s)
scenarios and mitigation options, and adaptation scenarios, among others; for which countries have
received early financial resources and technical and methodological support as required
6. Promote and ensure that the level of ambition of the INDC is justified in the light of each country
vulnerability conditions, including for that purpose a component on adaptation policies and measures, and
as a priority those embodied in the National Adaptation Plans or sub-national adaptation plans; whose
scientific and technical support would be essential to access funding from the " Warsaw international
mechanism for loss and damage associated with climate change impacts in 2013 in Warsaw
7. Participate actively in national consultation processes for INDC preparation, claiming that such processes:
(i) to be conducted under the Principle of Free, Prior and Informed Consent; (ii) to ensure a wide inclusion
of different sectors and relevant stakeholders, and (iii) to guarantee mainstreaming a gender, childhood
and adolescence perspective, and the local and ancestral knowledge and experience of the various
territories, communities and indigenous peoples
8. Implement actions that encourage critical and purposeful analysis on climate change and demands on
concrete measures to face observed and potential impacts of climate change, in order to strengthen the
public and private policy framework on mitigation and adaptation, including INDC preparation; in order to
facilitate compliance with the international commitments of each State and promote climate change
national policies to provide appropriate responses in accordance to priorities and needs of vulnerability
reduction, environmental quality improvement and adaptation of territories, communities and
ecosystems in our country

Considrant que:
Les tats membre de la Convention Cadre des Nations Unies sur les Changements Climatiques (CCNUCC)
ont assum lobligation de prsenter officiellement leurs Contributions Prvues Dtermines au niveau
National (INDC), faisant partie des ngociations dun nouveau Accord mondial, tre souscrit dans le
cadre de la COP-21 fin 2015 Paris. Les INDC doivent inclure un paquet de politiques et mesures de
mitigation et devraient aussi incorporer un component de politiques dadaptation, afin de renforcer les
engagements actuels de chaque Partie pour laccomplissement de lobjectif ultime de la Convention
Seulement, certains pays ont prsent leurs INDC dans la priode prvue initialement Varsovie (COP-19)
en mars 2015, ceci flexibilisant laccomplissement jusquau 1er octobre 2015 Lima (COP-20) et mettant
ainsi en danger la vrification que la somme des intentions des contributions en mitigation au niveau
mondial est consistant avec la probabilit de parvenir au but global accord, de maintenir llvation de la
temprature moyenne mondiale au-dessous de 2.0/1.5C par rapport aux niveaux prindustriels; et
affaiblissant encore plus loption de distribuer les engagements de rduction des missions agrges
mondiales entre toutes les Parties, selon leurs responsabilits communes mais diffrencies et capacits
respectives pour mitiger les changements climatiques
cette date il ne reste plus que cinq mois pour prparer et prsenter le paquet dINDC, et pourtant, les
entits qui sont les points focales de la CCNUCC dans chaque pays, devraient assumer des mesures
immdiates pour accomplir lengagement de leurs tats et le communiquer officiellement aussitt que
possible avant le 1er octobre de lanne en cours, de telle faon que le procs de ngociation qui reprend
Bonn en juin, et qui finalise Paris en novembre, assure que le prochain Accord 2015 soit efficace pour
atteindre lobjectif ultime de la CCNUCC
Ritrant que:
Le non-respect des engagements devant la CCNUCC aurait des implications sur la viabilit
environnementale, sociale et conomique de nos pays, puisque ladoption et implmentation de politiques
et de mesures de mitigation et adaptation habiliteraient lamlioration de la qualit environnementale et la
rduction de la vulnrabilit; faisant possible la prvention et rduction des effets et des impacts ngatifs
des changements climatiques dans les systmes naturels, populations humaines et secteurs
socioconomiques

Il est urgent pour tous les secteurs et acteurs non gouvernementaux de:

Rappeler lobjectif ultime de la CCNUCC qui est la stabilisation de gaz effet de serre (GES) dans
latmosphre, un niveau qui vite (un) des changements climatiques dangereux, pour que ladaptation
aux changements climatiques et sa variabilit associe puisse encore tre viable pour les systmes
naturels et les diffrentes populations humaines.
2. Reconnatre que le procs multilatral sest cart progressivement des principes, esprit et objectif de la
CCNUCC, ce qui menace leffectivit de la mitigation et adaptation aux changements climatiques, et
lefficacit de lAccord 2015. La dynamique des ngociations multilatrales sur les changements
climatiques est rgie minemment par la logique conomiciste, centre sur la valorisation conomique de
la nature et la commercialisation des missions de carbone. Cette logique a dmontr tre ineffective pour
faire face aux changements climatiques, puisque les missions continuent daugmenter et ses effets
adverses locaux sont notoires.
