Thank you for your November 28. 2007 letter regarding your request to partner with
U.S. Immigration and Customs Enforcement (ICE). There are several programs available under
the umbrella of ICE Agreements of Cooperation in Communities to Enhance Safety and Security
(ACCESS).
It is through strategic discussions and efforts that strong partnerships between law enforcement
agencies (LEAs) and ICE are faci litated. Combining Federal. state and local resources has
proven successful in responding to those LEAs who seek assistance from ICE. I have requested
that the local ICE ACCESS liaisons work with your department to determine which ICE
ACCESS programs will best meet our joint needs.

We appreciate your continued interest in the U.S. Immigration and Customs Enforcement
(ICE) 287(g) Delegation of Authority Program, which cross-designates state and local
officers to enforce immigration law as authorized by the Immigration and Nationality
Act.
ICE is unable to support your agency's request for 287(g) Delegation of Authority
training at this time. This information was communicated to your office via telephone on
August 19, 2008, by then-Executive Director for the Office of State and Local
Coordination, Jim Pendergraph. Let me say that I regret any miscommunication that may
have occurred concerning this information. ICE and the Lake County Sheriffs Office
have a wonderful working relationship and the Office of Detention and Removal
Operations (DRO) will continue to provide coverage to your jail through its Criminal
Alien Program (CAP), which I understand has proven quite successful. If you feel that
your immigration enforcement needs are not be met through the CAP program, please
feel free to reapply for the 287(g) Program or consider any of the other partnership
opportunities available under the ICE ACCESS program.
ICE recognizes we have a shared public safety mission with local law enforcement and
we look forward to working with you to improve on this mission. Combining Federal,
state, and local resources has proven successful in safeguarding the public and we want to
build on that success by responding to the law enforcement communities that seek ICE
