it may be taken as the general arrangement of stars which has been in use from the beginning of the republic

Accompanying the report and adopted by Congress, was the following
"REMARKS AND EXPLANATION. The escutcheon is composed of the chief and pale, the two most

and rank among other sovereign powers. The escutcheon is born on the breast of an American eagle
without any other supporters, to denote that the United States ought to rely on their own virtue.
" REVERSE. The
pyramid signifies strength and duration. The eye over it and the motto allude to
the many signal interpositions of Providence in favor of the American cause.
The date underneath is that
of the Declaration of Independence, and the words under it signify the beginning of the new American era,
which commences from that date." *
The same seal was adopted by the First Congress of the United States in " An Act to provide for
the safe keeping of the Acts, Records and Seals of the United States, and for other purposes."

assembled shall be, and hereby is declared to be, the seal of the United States."
