moreeffectivelyasthousandsofmilesofpipelinesare
beingproposedtotransportnaturalgasandrelated
byproductstomarketsfromgaswellsthroughoutthe
Commonwealth.
DEPextendedageneralinvitationtostate
agencies,thelegislature,federalandlocalgovernments,
thepipelineandnaturalgasindustriesandenvironmental
groups,amongotherswhowereinterestedinbeingpart
oftheTaskForce.

ThePITFwillprovidetotheGovernorafinalreportdetailingthefindingsofthetask
forceinFebruary2016.
InPennsylvania,naturalgasdrillinghasoutpacedthedevelopmentoftheinfrastructure
neededtogetgastomarket.Gov.WolfcreatedthePipelineInfrastructureTaskForceinaneffort
topromoteunprecedentedcollaborationofstakeholderstofacilitatethedevelopmentofa
worldclasspipelineinfrastructuresystem.
ThepurposeandgoalsofthePITFaretodefineaseriesofbestpracticesto:
Plan,siteandroutepipelinesinwaysthatavoidorreduceenvironmentalandcommunity
impacts
Amplifyandengageinmeaningfulpublicparticipation
Maximizeopportunitiesforpredictableandefficientpermitting
Employconstructionmethodsthatreduceenvironmentalandcommunityimpact
Developlongtermoperationsandmaintenanceplanstoensurepipelinesafetyandintegrity
and
Ensurepipelinesafetyandintegrityduringoperationofthepipeline.
Weneedtoworkwiththeindustrytomakesurethatthepositiveeconomicbenefitsof
Pennsylvaniasrichnaturalresourcescanmorequicklyberealizedinaresponsibleway,said
Gov.Wolf.Thistaskforceispartofourcommitmenttoseeingthenaturalgasindustry
succeed.
JohnQuigley,actingsecretaryoftheDepartmentofEnvironmentalProtection,willserve
aschairmanofthetaskforce.

Overthenextdecade,wecouldseetheconstructionofasmanyas25,000milesof
gatheringlines.Thesearethelinesthatconnectthewellstotheprocessingstations.Wecanalso
expectanother4,000to5,000milesofmidstreamandtransmissionpipelinesinPennsylvania,
Quigleysaid.Nowisthetimeforacollaborativeconversationamongallstakeholdersstate,
federalandlocalgovernmentsindustryrepresentativesandenvironmentalandconservation
groups.
Theoversightofpipelinedevelopmentisachallengefortheindustryaswellasthehost
communities,asnosinglestateorfederalagencyhassoleauthority.

processofconsideringamendmentsto

(AdolphRDelaware),theHouseGOP
versionofaverybasicGeneralFundbudget.
Thebill,asitisnowwritten,includes$2.75millionforHeritageParks,forexample.
Sofar,only13amendmentshavebeenpostedforconsideration,butthatlistisexpected
togrow.
ThereareatleastthreeotherprioritybillsSenateandHouseRepublicanswant
consideredinJune,althoughthereisnoagreetolanguagebetweenthemonanyofthe
proposals

(CormanRCentre),theSenateRepublicanversionofpension
reform,isnowinthe
HouseStateGovernmentCommittee
whichhasscheduledaJune2hearing
onthebill.WithnoagreementwithHouseRepublicansandsignificantoppositionfromHouse
DemocratsandGov.Wolf,itwillbeheavilydebatedandprobablyamendedbytheHouse.A

HouseBill504
(GablerRClearfield),theHouseGOPversion
ofschooldistrictpropertytaxrelief,passedtheHouseMay13withsomebipartisansupport,but

SenateFinanceCommittee
whichhas
scheduledaJune10hearingonproposalstoincreasetheSalesandPersonalIncometaxeslike

LiquorPrivatization:

HouseBill466
(TurzaiRAllegheny),theHouseRepublicanliquor
privatizationproposal,passedtheHousewithapartylinevoteFebruary26.Itwasreferredtothe
SenateLawandJusticeCommittee
thenextday,buthasnotseenanyactiontheresince.Gov.
WolfandSenateDemocratshavealreadyexpressedtheiroppositiontothebillandSenate
RepublicanscannotagreeamongthemselvesonaSenateGOPversionofliquorprivatization.
HighonGov.Wolfslistofprioritiesisanewseverancetaxonnaturalgasproduction
whichhehasproposedtousetofundadramaticincreaseinfundingforbasiceducation.

TheSenateEnvironmentalResourcesandEnergyandFinanceCommitteeshave
scheduledaJune1hearing
onavarietyofseverancetaxproposalsnowpendingintheSenate,
including
SenateBill116
(Brewster(DAllegheny),whichisbilledastheGovernorsproposal.
However,lastweekcommentsbyKathleenMcGinty,theGovernorsChiefofStaff,at
thePennsylvaniaPressClub,
revealedseveraldifferences
betweentheGovernorsproposaland
SenateBill116.ThemajordifferencewastheSenatebillendstheexistingAct13drilling
impactfee,andMcGintysaidtheGovernorsproposalwouldcontinueit,thedifferencebeing
hundredsofmillionsofdollarsinrevenue.
BothSenateMajorityLeaderJakeCorman(RCentre)andHouseMajorityLeaderRep.
DavidReed(RIndiana)havesaidtimeandagaintheyareworkingtohaveanontimebudget
andexpressthehopeofsomesortofagreementwithGov.Wolf.
GiventhedifferencesbetweenthetwoRepublicanCaucusesandoppositionbyGov.
WolftokeyRepublicaninitiativesonpensionreformandliquorprivatization,itisdifficultto
anticipateanearlyagreementwithoutmajorcompromisesbythepartiesinvolved.
Sofar,theshotsbeingfiredbackandforthbetweentheRepublicansovernominations,
pensionreformandotherissuesdonotheraldanagreementbyJune30.

DEPsaidthepolicyhasbeensubstantivelyrevisedtoclarifyexistingprocessesfor

droughtwatchfor27countiesacrossPennsylvaniabecause
partsofthestatehavebelowaveragegroundwaterandin
someareassurfacewaterlevels.
Wearestillrecoveringfromaverydryfalland

belownormalprecipitationthiswinter,ActingDEPSecretaryJohnQuigleysaid.These
factorshavecontributedtolowgroundwaterandsurfacewaterlevelsmostlyinthenortheastand
centralportionsofthestate.
The27countiesunderthedroughtwatchareBerks,Bradford,Cambria,Carbon,Clinton,
Columbia,Indiana,Lackawanna,Lawrence,Luzerne,Lycoming,McKean,Mercer,Monroe,
Montour,Northumberland,Pike,Potter,Schuylkill,Snyder,Sullivan,Susquehanna,Tioga,
Union,Wayne,Westmoreland,andWyoming.
Thelackofgroundwaterrechargecancausewellfedwatersupplies,bothprivateand
public,togodry.AllPennsylvaniansareadvisedtoheedthisdroughtwatchbyconservingtheir
wateruseandconsumption.

ThroughacooperativeprogramwiththeU.S.GeologicalSurvey,DEPhelpsfunda
statewidenetworkofgaugestomonitorgroundwaterlevelsandstreamflows.Thisnetwork
providesthestatesdroughtcoordinatorwithcomprehensivedatathatisusedtodetermine
droughtclassifications.Inadditiontoprecipitation,groundwaterandstreamflowlevels,DEP
monitorssoilmoistureandwatersupplystorage.Thisdataissharedwithotherstateandfederal
agencies.

TheDepartmentofEnvironmentalProtectionsBureauofAbandonedMineReclamation
Wednesdayannouncedworkissettobeginnextmonthtoreclaimabandonedminelandsin
HazleTownship,LuzerneCountythatareclassifiedasasignificanthealthandsafetyhazard
underthefederalAbandonedMineLand(AML)Program.
The65.5acresofabandonedstripminelandisconsideredhazardousduetoitsproximity
tohomesandheavilytravelledRoute309.
Theworkinvolveseliminatinga1500foothighwall,withahighpointof100feet.The
wallislocatedapproximately350feetfromhomes.Itwillalsoincluderemoving820,000cubic
yardsofmaterial,mostlycoalrefuse,fromthePennysBankandLattimerBasinMineareasnear
theHazletonAirportandfillinginanoldstrippingpit.
TheminingoperationsofthePardeeBrothersCompanythatcreatedthedangerous
strippingpitdatebackto1929.
Oncetheprojectiscomplete,approximately1.2millioncubicyardsofonsiteand
adjacentcoalrefusematerialwillbereclaimedandrevegetated.Also,runofffromthesitewill
becontainedentirelyinthebackfilledpit.
Twoexistingculvertswillalsocontinuetodrainoffsiterunoffintothereclaimedpit.
Thepitwillcontainalowareawhererockfromthesitewillactasasumptodraintherunoff
intotheminepool.
Thisprojectwillnotonlyreclaimminelandthatcanbereusedforrecreationalor
developmentpurposes,butitalsohelpseliminatewhathasbeenaconstantreminderofthe
impactsleftbehindbytheearlyyearsofcoalmining,saidBAMRprogrammanagerMike
Korb.

DEPhasawardedJamesT.OHaraExcavatingofMoscow,LackawannaCounty,a$4
millioncontracttocompletetheproject,withworksettobegininJune.
TheprojectisbeingfundedbyPennsylvaniasfederalabandonedminelandgrant,which
issubsidizedbythecoalindustryviafeespaidoneachtonofcoalmined.
In2015Pennsylvaniareceived$44millionfromthefederalprogramtosupportDEPs

QualityProgrammetwithresidentsonMay20todiscussplansforexplorationofthefireandfor
airmonitoringatthesite.Previouslyconductedairmonitoringdidnotshowindicationsofany
dangerouslevelsofgasesintheneighborhoodsaroundthefire.
WhenDEPrepresentativesmetwithresidents,oneoftheirchiefconcernswasovernight
airmonitoring,saidDirectorofDEPsNortheastRegionalOffice,MikeBedrin.Additionalair
monitoringwilldetermineifanydangerouslevelsofgasesarepresent.
ThepropertyisownedbyPagnottiEnterprisesofWilkesBarre.HazletonShaft
Corporation,currentlyleasingtheportionofthepropertythatisactivelybeingmined,hasbeen
extinguishingthefirewithinthepermittedareasince2012.
DEPawardedtheemergencydrillingcontracttoMinichiEnterprises,Inc.ofDupont,
LuzerneCountythecompanywasthelowestbidderat$1,211,530.
TheprojectisbeingfundedbyPennsylvaniasfederalabandonedminelandgrant,which

Wednesdaytoclearlyprotectfrompollutionanddegradationthestreamsandwetlandsthatform
thefoundationofthenationswaterresources.
TheruleensuresthatwatersprotectedundertheCleanWaterActaremoreprecisely
definedandpredictablydetermined,makingpermittinglesscostly,easier,andfasterfor
businessesandindustry.
Theruleisgroundedinlawandthelatestscience,andisshapedbypublicinput.Therule
doesnotcreateanynewpermittingrequirementsforagricultureandmaintainsallprevious
exemptionsandexclusions.
Forthewaterintheriversandlakesinourcommunitiesthatflowtoourdrinkingwater
tobeclean,thestreamsandwetlandsthatfeedthemneedtobecleantoo,saidEPA
AdministratorGinaMcCarthy.Protectingourwatersourcesisacriticalcomponentofadapting
toclimatechangeimpactslikedrought,sealevelrise,strongerstorms,andwarmertemperatures

Today'srulemarksthebeginningofanewerainthehistoryoftheCleanWaterAct,
saidAssistantSecretaryfortheArmy(CivilWorks)JoEllenDarcy.Thisisagenerationalrule
andcompletesanotherchapterinhistoryoftheCleanWaterAct.Thisrulerespondstothe
public'sdemandforgreaterclarity,consistency,andpredictabilitywhenmakingjurisdiction
determinations.Theresultwillbebetterpublicservicenationwide."

Clearlydefinesandprotectstributariesthatimpactthehealthofdownstreamwaters.

TheCleanWaterActprotectsnavigablewaterwaysandtheirtributaries.Therulesaysthata
tributarymustshowphysicalfeaturesofflowingwaterabed,bank,andordinaryhighwater
marktowarrantprotection.Theruleprovidesprotectionforheadwatersthathavethese
featuresandscienceshowscanhaveasignificantconnectiontodownstreamwaters.
Providescertaintyinhowfarsafeguardsextendtonearbywaters.
Theruleprotects
watersthatarenexttoriversandlakesandtheirtributariesbecausescienceshowsthatthey
impactdownstreamwaters.Therulesetsboundariesoncoveringnearbywatersforthefirsttime
thatarephysicalandmeasurable.
Protectsthenationsregionalwatertreasures.
Scienceshowsthatspecificwaterfeatures
canfunctionlikeasystemandimpactthehealthofdownstreamwaters.Theruleprotectsprairie
potholes,CarolinaandDelmarvabays,pocosins,westernvernalpoolsinCalifornia,andTexas
coastalprairiewetlandswhentheyimpactdownstreamwaters.

facility.
Usinganaerobictreatmenttechnology,theplantwillconvertorganicpollutantsinthe
wastewaterintobiogascontainingvaluablemethane.Thismethanewillfuelelectrical
generatorswiththecapabilitytoproduceupto2.0megawattsofelectricity.
Asaresult,Miltonwillproduceenoughelectricalenergytopoweritsfacilitysaving
itself$300,000$400,000inannualenergycostswithexcessenergyavailableforsaletothe
gridgeneratinganewrevenuestream.

aboutournaturalworldandhowweareallconnectedtoit.Connectionsisthemainwaywedo
that,inpartnershipwithourfriendsatMillbrookMarsh.
Since1997,ClearWaterhasprovidedstudentsinpublicandprivateschoolsthroughout
centralPennsylvaniawiththeopportunityforhandsonlearningthroughoutdoorwatershed
education.Eachyeartheconservancypaysforthousandsofyoungsterstogoonfieldtripsto
MillbrookMarsh.
Byreachingouttoyoungergenerations,ClearWaterConservancyhopestoteachchildren
aboutthenaturalworld,encouragethemtotakeactionsforconservationandinspirethemto
sharewhattheylearnwithparentsandfriends.
TheConnectionsprogramissomethingthiscommunitycanbeveryproudof.Wehope
theopportunitytoseeawetlandecosystemupclose,exploreitwithanaturalistandconnecttoa
naturalplacethatisnearlyintheirbackyardwillhaveaprofoundeffectonthechildrenwho

SmallBusinessGrantsAwardedForPollutionPrevention,EnergyConservation

Gov.TomWolfThursdayannouncednearly140businessesacrossPennsylvaniawillsooninstall
energyefficiencyorpollutionpreventionprojectsbyusing
SmallBusinessAdvantageGrants
providedbytheDepartmentofEnvironmentalProtection(DEP).Thisyear,DEPawardedmore
than$980,000to139smallbusinesses.
Improvingenergyefficiencyhelpssmallbusinessesandhelpsimprovequalityoflifefor
allresidents,Gov.TomWolfsaid.Thesegrantswillhelpsmallbusinesses,improvethe
environmentandgrowtheeconomy.
PennsylvaniasSmallBusinessAdvantageGrantProgram,fundedthroughtheHazardous
SitesCleanupAct,helpsbusinesseswith100orfeweremployees.Itprovides50percent
matchingreimbursementgrantsofupto$9,500toimplementprojectsthatwillsave25percent
annuallyinpollutionpreventionorenergyrelatedcosts.
Thegrantswillcreatemorethan$2.5millioninprivatesectorinvestmentinsmall
businesses.
Fundingprojectslikethesenotonlyimprovestheenvironment,ithelpssmallbusinesses
becomemoreefficient,ActingDEPSecretaryJohnQuigleysaid.Iampleasedtosupport

WestNileVirusCarryingSamplesDetectedInYork,CentreCounties

TheDepartmentsofEnvironmentalProtectionandHealthFridayreporttheconfirmationofthe
first2015detectionsof
WestNileVirus
fromamosquitosamplethatwascollectedonMay22in
SpringettsburyTownship,YorkCountyandabirdfoundMay26inHarrisTownship,Centre
County.
DEPvigilantlymonitorsthemosquitopopulationacrossPennsylvania.WhenWestNile
Virusisidentified,DEPstaffworksquicklytopreventthespreadofthevirus,saidActingDEP
SecretaryJohnQuigley.TodaysannouncementservesasareminderthatallPennsylvanians
shouldtakeprecautionstoprotectagainstmosquitos.
Pennsylvaniabeganitsintegratedpestmanagementprogramin2004,andhassince
improvedidentificationandcontrolofmosquitopopulations.Theprogramroutinelysurveys
countiesbasedonhistoricalWestNileViruspresence.Whennecessary,DEPtreatsimpacted
areasusingeffectiveandsafecontrolsubstances.
Certainmosquitospeciescarrythevirus,whichmaycausehumanstocontractWestNile
feverorWestNileencephalitis,aninfectionthatcanresultininflammationofthebrain.Last

year,WestNileViruswasdetectedin39countiesandresultedin13humancases,includingone
fatality.
AlthoughmostpeopledonotbecomeillwheninfectedwithWestNileVirus,allareat
risk.Olderadultsandthosewithcompromisedimmunesystemsareatthehighestriskof
becomingillanddevelopingseverecomplications.
TheDepartmentofHealthwillbefollowingtheincidenceofthevirus,saidDepartment
ofHealthSecretaryDr.KarenMurphy.Weencouragealltousecautionpriortospendingtime
outdoors.
ThebestdefenseagainstWestNileVirusistopreventmosquitoesfrombreeding.
Mosquitoeslaytheireggsinstagnantwateraroundhomes,weeds,tallgrass,shrubbery,and
discardedtires.
Homeownersshouldtakeprecautionarymeasuresincluding:
Disposeofcans,buckets,plasticcontainers,ceramicpots,orsimilarcontainersthathold
water.
Drilldrainageholesinthebottomofoutdoorrecyclingcontainers.
Haveroofgutterscleanedregularly,particularlyiftheleavesfromsurroundingtreeshavea
tendencytoblockdrains.
Turnoverplasticwadingpoolswhennotinuse.
Turnoverwheelbarrowsanddonotletwaterstagnateinbirdbaths.
Aerateornamentalpoolsorstockthemwithfish.
Cleanandchlorinateswimmingpoolsandremoveanywaterthatmaycollectonpoolcovers.
Homeownerscanbuymosquitocontrolsubstances,suchasBtiproducts,atlawnand
garden,outdoorsupply,andotherstores.Btiisanaturallyoccurringsoilbacteriumthatkills
mosquitolarvabutissafeforpeople,pets,aquaticlife,andplants.
Additionally,thesesimpleprecautionscanpreventmosquitobites,particularlyforpeople
whoaremostatrisk:
Makesurescreensfittightlyoverdoorsandwindowstokeepmosquitoesoutofhomes.
Considerwearinglongsleevedshirts,longpants,andsockswhenoutdoors,particularlywhen
mosquitoesaremostactiveatdawnanddusk,orinareasknownforhavinglargenumbersof
mosquitoes.
Whenpossible,reduceoutdoorexposureatdawnandduskduringpeakmosquitoperiods.
Useinsectrepellantsaccordingtothemanufacturersinstructions.Aneffectiverepellentwill
containDEET,picaridin,oroiloflemoneucalyptus.Consultwithapediatricianorfamily
physicianifyouhavequestionsabouttheuseofrepellentonchildren,asrepellantisnot
recommendedforchildrenundertheageoftwomonths.

AsPennsylvaniansenjoythesummerweatheroutdoors,theyshouldbemindfulthat
beingoutdoorsincreasesthepotentialfortickexposure,saidMurphy.Wewanteveryoneto
understandthattheycanhavefunandenjoythiswarmweatherwhilealsostayingsafefromthe
dangersofLymedisease.
Lymediseaseisachronicillnesstransmittedthroughthebiteofaninfectedblacklegged
ordeertick.Symptomsincludefever,fatigue,headache,muscleachesandjointpain.Anearly
symptomisaredrashthatlookslikeabullseye.
Tickscanbefoundeverywhere,butindividualsshouldbeespeciallycautiousinareas
withdensebushesortallgrass.Whenoutdoorsuserepellentsandprotectiveclothing.After
outdooractivities,checkforticksand,ifoneisfound,promptlyremoveit.
Childrenwhohavebeenplayingoutsideshouldbecheckedforticksbytheirparentsor
guardians,saidActingPhysicianGeneralDr.RachelLevine.Ifyoudofindatickonyour
bodyoryourchildsbody,werecommendthatyouremovethetickcarefullywithasetoffine
tippedtweezers.Showeringwithintwohoursofoutdoorexposuremayalsohelpprevent
transmission.
PennsylvanialeadsthenationinreportedcasesofLymediseaseandarecentstudyfound
thatforthefirsttimeblackleggedtickswerefoundinall67counties.Lymediseasecanleadto

throughthenaturalarea.
TheOldGrowthForestNetworkisanationalorganizationworkingtopreserveancient
forestsfortheenjoymentofpresentandfuturegenerations.Incountiescapableofsupporting
forestgrowththeforestidentifiesatleastoneforestthatwillbeprotectedfromloggingandopen

TheKooserMountainFireTower,aCivilianConservationCorpserafiretower,has
comebacktolifeafterbeingclosedformanyyears.TheBureauofForestryusedthetower,
whichsitsonLaurelRidgeaboveHiddenValley,formanyyearsasalookouttodetectwildfires
inthearea.
Thestructureboastsastunningvistaabovethecanopyandwillbeanintegralpartof
upcomingpublicprogrammingcelebratingtheCCC,Dunnsaid.

PAParksandForestsFoundation
helpedtosecuregrantfundingtorehabilitatethe
tower.Renovationsincludedinstallationofnewstairs,landings,aroof,andwindows.
LaurelHillStateParkconsistsof4,062acresofmountainousterraininSomersetCounty.
The63acreLaurelHillLakeisafocalpointofthepark.LaurelHillissurroundedbythousands
ofacresofpristinestateparkandstateforestlands.

ThankstothecooperativeeffortsofthecosponsoringKeystoneTrailsAssociationand
ourbureausofstateparksandforestry,awealthofhealthyhikingactivitiesisbeingofferedtoall
agesandabilities,saidDepartmentofConservationandNaturalResourcesActingSecretary
CindyAdamsDunn.
For13yearsnow,thiseventhasbecomeincreasinglypopularaswereachouttothe
uninitiatedandofferawidevarietyofhighlyorganizedhikes,saidDunn.Thewelcomemat
isouttonovicesandtrailhardenedveteransalike,invitingthemtohikeinourstateparks,forests
andmunicipalgreenwaysinthisannualsalutetohealthyexerciseandtheserenityofthosevery
specialoutdoorsplaces.
Dunnnotedthatoutdoorrecreationsuchashikinginvigoratecitizensandcommunities,
creatingjobsthatpay,encouraginghealthylifestylesandpromotingenvironmentalstewardship.
Recenteconomicimpactstudiesof11ofthestateslongerrailtrailsshowtheyattract
morethan3millionvisitorsayear,andgeneratemorethan$91millioninuserspending
annually.
TheninedayHikingWeekconcludesJune7,andencompassesNationalTrailsDayon

Pennsylvaniaistheonlystateinthenationwith'woods'rightinourname.Gettingoutin
Penn'sWoodsduringHikingWeekwillrewardhikersofallagesandabilitylevels,saidKTA
PresidentWandaShirk.Wehavehundredsofmilesofblazedandwellmaintainedtrails,
providingeverythingfromtheproverbial'walkinthepark'tostrenuoushillclimbsthatcan
challengethemostfitofathletes.
There'ssomethingforeveryone,inanoxygenchargedenvironmentwithgreentrees,

birdcalls,springflowers,wildlife,andrejuvenationforall.Yourtimecan'tbebetterspent
anywhereelse.Hikingisagreatrechargeforbothmindandbody,"Shirksaid.
Allofthescheduledhikeshaveleadersandincludeavarietyoflengthsandterrain
fromeasystrollsalongurbangreenwaystostrenuoustreksinsomeofPennsylvaniasrugged
mountainareas.Specialhikesincludenighthikeswildflowerwalkshikesforpeoplewith
disabilitiesandpetandgeologywalks.
Nearly100hikesandwalkshavebeenplanned,withstateforestsandparksacrossthe

Theleavesaregreen,theflowersareinbloomand,onceagain,anewgenerationofwildlifeis
makingitsarrival.
Thistimeofyear,itsalmostacertaintythatPennsylvanianswillencounteryoung
wildlife,whetherintheirbackyardsorhighonamountain.Andsomeofthoseanimalswhether
theybeyoungdeer,birds,raccoonsorotherwildlifemightappeartobeabandoned.
Usually,theyarenotabandoned.Infact,theirmothersmightbewatchingoverthemfrom
somewherenearby.Andthebestthingpeoplecandoistoleavethoseanimalsalone.
Adultanimalsoftenleavetheiryoungwhiletheyforageforfood,buttheydontgofar
andtheydoreturn.Wildlifealsooftenreliesonanaturaldefensivetacticcalledthehider
strategy,whereyounganimalswillremainmotionlessandhideinsurroundingcoverwhile
adultsdrawtheattentionofpotentialpredatorsorotherintrudersawayfromtheiryoung.
Deeremploythisstrategy,anddeerfawnssometimesareassumedtobeabandoned
when,infact,theirmothersarenearby.
TheGameCommissionurgesPennsylvanianstoresisttheurgetointerferewithyoung
wildlifeorremoveanywildanimalfromitsnaturalsetting.
Suchcontactcanbeharmfultobothpeopleandwildlife.Wildanimalscanlosetheir
naturalfearofhumans,makingitdifficult,evenimpossible,forthemtoeveragainlivenormally
inthewild.Andanytimewildlifeishandled,theresalwaysariskpeoplecouldcontractdiseases
orparasitessuchasfleas,ticksandlice.
Wildlifethatbecomeshabituatedtohumansalsocanposeapublicsafetyrisk.Afew
yearsago,ayearling,sixpointbuckattackedandseverelyinjuredtwopeople.Theinvestigation
intotheincidentrevealedthataneighboringfamilyhadillegallytakenthedeerintotheirhome
andfeditasafawn,andtheycontinuedtofeedthedeerrightupuntilthetimeoftheattack.
Itisillegaltotakeorpossesswildlifefromthewild.Understatelaw,thepenaltyfor
suchaviolationisafineofupto$1,500peranimal.
Undernocircumstanceswillanyonewhoillegallytakeswildlifeintocaptivitybeallowed
tokeepthatanimal,andunderaworkingagreementwithstatehealthofficials,anyhighrisk
rabiesvectorspeciesconfiscatedafterhumancontactmustbeeuthanizedandtesteditcannotbe
returnedtothewildbecausetheriskofspreadingdiseaseistoohigh.
Animalsinfectedwithrabiesmightnotshowobvioussymptoms,butstillmightbeable
totransmitthedisease.Thoughanymammalmightcarryrabies,therabiesvectorspecies
identifiedintheagreementare:skunks,raccoons,foxes,bats,coyotesandgroundhogs.
Peoplecangetrabiesfromthesalivaofarabidanimaliftheyarebittenorscratched,orif
thesalivagetsintothepersonseyes,mouthorafreshwound.Thelasthumanrabiesfatalityin
Pennsylvaniawasa12yearoldLycomingCountyboywhodiedin1984.
Onlywildliferehabilitators,whoarelicensedbytheGameCommission,arepermittedto
careforinjuredororphanedwildlifeforthepurposesofeventualreleasebackintothewild.For
thosewhofindwildlifethattrulyisinneedofassistance,alistingoflicensedwildlife
rehabilitatorscanbefoundonthe
PAAssociationofWildlifeRehabilitators
website.
