EPAMARNE and EPF Ile-de-France combining efforts to boost

development and optimise Marne-la-Valle territory land coverage

The Local Planning and Development Authority for Marne-la-Valle (EPAMARNE) and the Land Use
Authority for Ile-de-France (EPFIF) have announced they have signed a partnership framework
agreement relating to land-use initiatives taken as part of the planning of Marne-la-Valles territory.
EPAMARNE and EPF Ile-de-France have already determined four priority projects:

The sustainable development cluster project around Cit Descartes: a centre of excellence
for Greater Paris, the Descartes Cluster represents one of the leading projects, devoted to
sustainable cities and construction, steered by EPAMARNE.

Increased density around RER stations: the neighbourhoods around RER stations represent
privileged centres for development in the new town. The objective is to strengthen the focal
potential and quality of those centres.

Urban renewal: Epamarne and EPF Ile-de-France will focus on supporting urban renewal
operations in several sectors of the new town.

Improved social housing distribution: Epamarne and EPF Ile-de-France will combine efforts in
developing social housing programmes throughout the Marne-la-Valle territory.

The five-year renewable agreement determines the major thrusts in development for the western
sector of the new town, with a view to ensuring that both Authorities efforts remain complementary
and efficient. Every intervention on the part of EPFIF will be sanctioned by a specific application
agreement. Accordingly, within the context of any preparatory land-use initiative with respect to an
EPAMARNE-owned development operation, a specific agreement shall be signed on a project-byproject basis between the local authority concerned, the EPA and EPFIF. Any operation being
considered will only go ahead once full consensus with the local authorities has been obtained.
EPAMARNE/EPAFRANCE Managing Director Pascal Berteaud states This new partnership will help
us delegate a certain amount of initiatives we are conducting regarding, for instance, land-use
surveys, thus allowing us to save considerable time in managing our development projects throughout
the territory.

About the EPAMARNE / EPAFRANCE Local Planning and Development Authorities


EPAMARNE and EPAFRANCE are two Local Planning and Development Authorities mandated by the
Government to facilitate the settlement and stimulate the development of Marne-la-Valle.
Their mandate is part of a close partnership with local authorities and a host of players. They get involved in all
settlement aspects of their respective territories: offices, businesses, housing and public facilities, transport
(roads, public transport, soft modes of travel), nature areas and farming areas, etc.
This involvement comes in multiple shapes: promoting the territory, marketing and prospecting companies, urban
innovation, designing and building new neighbourhoods as well as restructuring old ones, enhancing nature areas
and farming areas, supporting local authorities in completing facilities, selling land and supporting real-estate
developers and companies in carrying out their real-estate projects.

About Marne-la-Valle
Marne-la-Valle is one of five new towns founded in the Paris Region in the late 60s. With a total surface area of
15,214 hectares, it includes 26 municipalities stretching over 3 Departments. Its total population is about 300,000
and it has about 130,600 jobs.
Marne-la-Valles territory enjoys three major assets:

About EPF Ile-de-France
EPF Ile-de-France is the land-use operator on behalf of local authorities in Ile-de-France.
It is a free operational tool available to elected officials with building projects: it identifies, appraises, marshals,
manages and prepares the land required for housing stock growth, particularly rented social housing, and for
supporting economic development.
It is also a strategic tool serving the growth and planning of Ile-de-France: it supports and anticipates major
territorial policies.
EPF Ile-de-France is a provider of land for housing and jobs to benefit Ile-de-France inhabitants.
