Disaster Preparedness Training Workshop

What is a Hazard?

• A hazard is a physical (Natural) or human-made event

that can potentially trigger a disaster. Examples include earthquakes, mud-slides, floods,
volcanic eruptions, tsunamis, drought, economic collapse, and war. A hazard, on the other
hand, refers to the potential occurrence, in a specific time period and geographic area, of a
natural phenomenon that may adversely affect human life, property or activity to the extent of
causing a disaster. A hazard occurrence (the earthquake, the flood, or the cyclone, for In a
preliminary plan, even though the details of a disaster remain uncertain, you can identify
emergency shelter sites, plan and publicize evacuation routes, identify emergency water
sources, determine chains of command and communication procedures, train response
personnel and educate people about what to do in case of an emergency. All of these
measures will go a long way to improving the quality, timing and effectiveness of the
response to a disaster.

Coordination
Effective disaster response requires mutual trust and coordination of efforts and resources among the
many agencies and people involved in emergency response—including the affected local population
and local community based organizations, Civil Defense and government emergency structures, fire
brigades, health departments and clinics, Red Crescent/Red Cross Societies, international agencies,
NGOs and others. Memoranda of understanding, institutional policies, and joint preparedness
planning can serve as the basis for coordination.

Information management

Disaster preparedness and response depend on gathering, analyzing and acting on timely and accurate
information before (hazard and early warning information), during (disaster needs assessment) and
after disasters (progress of post-disaster recovery).
This requires that Caritas pre-determine what information they need, how it will be collected, who
will collect it, who will analyze it and how it will be integrated into a timely decision making process.
If Caritas is to respond to disasters in a timely fashion, they will need to develop procedures and
mechanisms for obtaining, analyzing and responding to early warning information related to hazard
detection, forecasting and alerts.
Early warning system

The purpose of early warning systems is to detect, forecast, and when necessary, issue alerts related to
impending hazard events. In order to fulfill a risk reduction function, however, early warning needs to
be supported by information about the actual and potential risks that a hazard poses, as well as the
measures people can take to prepare for and mitigate its a diverse impacts. Early warning information
needs to be communicated in such a way that facilitates decision making and timely action of
response organizations and vulnerable groups.

Early warning information comes from a number of sources: e.g. meteorological offices; Ministries of
Health (for example, disease outbreaks) and Agriculture (for example, crop forecasts); local and
indigenous sources; media sources, etc.

Resource Mobilization
It includes developing strategies, agreements and procedures for mobilizing and acquiring
emergency funds, supplies and equipment in the event of a disaster. A preparedness plan
Maintain a normal family and daily routine, limiting demanding responsibilities on yourself
and your family.
• Spend time with family and friends.
• Participate in memorials.
• Use existing support groups of family, friends, and religious institutions.
• Ensure you are ready for future events by restocking your disaster supplies kits and
updating your family disaster plan. Doing these positive actions can be comforting.

Recognize Signs of Disaster Related Stress

• Difficulty communicating thoughts.

• Difficulty sleeping.
• Difficulty maintaining balance in their lives.
• Low threshold of frustration.
• Increased use of drugs/alcohol.
• Limited attention span.
• Poor work performance.
• Headaches/stomach problems.
• Disorientation or confusion.
• Difficulty concentrating.
• Reluctance to leave home.
• Depression, sadness.
• Feelings of hopelessness.
• Mood-swings
• Overwhelming guilt and self-doubt.
• Fear of crowds, strangers, or being alone

The Disaster Management Cycle

It consists of a number of phases, each requiring a different range of response activities. The
different phases, however, are often grouped together under three main categories: the pre-
emergency phase, the emergency phase and the post-emergency phase.

Internal evaluation for animation and Development prog in

20/2.L
Internal evaluation team came in my area 20/2.L Renala khurd for evaluation of animation program. In
this team animation coordinator mr.Sadaqat sardar disaster coordinator mr.Babar and ms.maggi
animation coordinator caritas Multan were present and they did night stay in this area 20/2.L also. LDC
and Naya Rasta Cooperative Society members received the guest and said warmly welcome to all
evaluation team. In this evaluation they saw all record of different groups and LDC and cooperative.
Internal evaluation team did question to LDC about animation process as what is strength and flaws and
what are achievements in the result of animation program so LDC and cooperative members gave
answers and told all activities which are running by them

What are the impacts and results of animation program?

In which area caritas animator worked and he complete his animation process in the shape of ten steps so
in the result of ten steps and animation process in this community we can see different impact and result
as ;
1. Cooperative (Naya Rasta Cooperative Society )
2. Citizen Community Board Regd in social welfare okara
3. Women group
4. Youth group
5. Children group
6. Saving in Bank account
7. Integration and Collaboration with caritas department and other NGOs
8. Written Reports of meeting and different visits and monitoring and programs.
9. Self-help running activities in target community.
10. Monthly plans and reports.
11. Training and exposures and written reports.
12. LDC
13. Networking with government and other technical institution.
14. Involvement in government program as scholarship for needy and students.
15. Lenten campaign.
16. Cooperative saving amount in society joint account Rs, 1.35000
17. Volunteers list
18. Funds detail which we got from NGOs and Government institution.

What are the favoring and strong factors of animation program?

Positive change for community development and change for community behavior animation and
development program is a base foundation. For animation program after introductions survey is a very
favoring and strong factor because from this step we go in roots and know.
The conduction of community that what they have resources and what is possible for positive change.
From this program community realize that we are able we have skill and we can change our economical,
health, education, social, and religious condition. Community comes in CBOs and they work together and
every community and CBOs members accept them and they think together that how we can develop and
how we can get skill, job, small business and education.

What are the flaws and weakness of the Animation program?

After animation result community know that where we have resources and where we have weakness they
work on it and when they come in society many program and task they do self-help. But in some
programs and activities they can not do without money then animation and development program
shared his contribution with these target communities and mostly in animation and development
program we have no micro projects and this is a flaws and weakness
What are your recommendations for the improvement of the animation
program?
For animation and development program ten steps are very important and with ten steps process
animation and development program are dead. When we work on ten steps and we complete co process
then some requirement is must for every step which we ignore for example after social investigation and
need assessment we should work on drinking water but for it we have no project and funds. As in rural
area community need agriculture activities but on agriculture we have no project. Animation program is
better for community but after animation we should work with community on development program
which they want not which we want and which we have
- Is there need to Animate the people, if so why, if not why not?
Yes
In Renala khurd parish I am working in two areas one is a target area and other is a follow up area.
Target area name is 20/2.L this is a rural area and in this area Christian and Muslims living together and
Caritas is working for total human development of all the communities in this village. More people and
children’s are uneducated and unskilled in this village and children’s are working in factories and
vegetable market. Women and girls work in field and earn money because they have no skill and no
education. Christian community of this village was not united and they have no group no LDC no
cooperative no youth, children’s and
Women group for guidance and development. This is my target area and I completed CO process in this
target community. We searched local leaders which has positive think for development and social change.
So with the help of these leaders we organized different groups between children youth women and male.
We searched local Resources and utilized for improvement. We motivated people for cooperative and
collect saving in this society. Caritas Faisalabad arranged cooperative and leadership training with this
community after some workshops, meetings and trainings we united some male and female and organized
a cooperative society (Naya Rasta Cooperative Society) in this village and now they are working on small
business. We promote to skill in young girls and boys with the help of Non-Formal Education. We opened
a child working school in this village for those children’s which are not going to school but are working in
different places . So Child Labor program is working better in this area. Before people had not business
but now they are running small business because they are permanent member of cooperative.
The village of 20/2l is a small village of Renala Khurd city. Primary school is working in this school. This
village is near Lahore to Multan Motor Way by Pass. Parish house 4km far from this village and caritas
office Faisalabad 118km far from this village. Christian and Muslims are living together in this village
.Muslims is majority in this village. Animator has started the
Animation work since January 2007.Most majority of Christian are uneducated and more children are
working on shops and factory and vegetable market for earn something. Christian people are living in
village but not involve in agriculture.
But my suggestion is that after the step of need assessment we can not work on real need because we have
no project in caritas office. After co process we work with community on self-help activities. So when we
complete social investigation and we prepared area profile and then we have clear picture of this
community and area but after that target community
Want that caritas worked with them on real need and then they collect our local contribution and then
more time caritas has no funds and no project for on real need.
Are LDC members satisfied with the animation program?
All LDC members are satisfied with the animation program because they worked on it with caritas
animator and after this process they have difference and now they have success indicators in community
because in community they have cooperative society which is running successfully and in society account
they have big amount and with it in our community they have integration development and community
are involvement in different activities of caritas. What benefits does LDC get from animation program?
Are LDC members are satisfied with the work of the animator and coordinator?
Yes they are satisfied with the work of the animator and coordinator because in community more women
and male are working on small business and they have his own business in our village and they are
getting money and now their economically condition are better. Working children school and other
activities are there. So they are satisfied because they are looking change
Internal evaluation meeting in caritas office with board members and
national animation coordinator.
In caritas office Faisalabad internal evaluation for animation program held with the present of board
members of caritas Faisalabad and national coordinator of animation and development program. In this
meeting caritas Faisalabad office staff and field staff were also present.
In the start of this meeting animator Asher Nazir invited to executive secretary of caritas Faisalabad for
that she said welcome to all board members and national animation coordinator.
Mr. Sadaqat Sardar talked on objective of internal evaluation of animation and development program.
Animator Asher Nazir told about of strength and flaws and impact and strong factors of animation and
development program. In this presentation animation staff was involved and one by one more animators
sheared different topics with the help of charts. Board members Fr, Bashir appreciated the work of
animation staff and he said that with project this work and achievements are wonderful and this reward
goes to animators. National coordinator animation and development program said that style of
presentation is very better and all things which I required and my need with the help of charts and
shearing of animation team I am very impress.
With it he appreciated self-help activities which have done and in running without any project. National
animation coordinator said that yours suggestion and recommendations are acceptable and I am agree
with you for the exposure of Rawalpindi diocese and for it caritas national office approved funds for
your animation staff and in july2009 you can go for exposure in Rawalpindi diocese.
In the last of this presentation executive secretary of caritas Faisalabad said thanks to board members
and national animation and development coordinator for this initiative and time because in short notice
the all guest came. She appreciated the excellent work of animation staff which they are doing in fields.
She said that in every parish we are working with parish team and parish priest and parish team are fully
involve in our activities

Child labor coordinator visit and meeting with cooperative

In follow up area 20/2.L Renala khurd we visited to cooperative members house to house which are not
giving installments to cooperative society. Child labor coordinator said that recovery team should work
on recovery for those members who are not giving installments to Naya Rasta Cooperative Society which
is working in follow up area for child labor and small business. So she met to defaulters and she asked
reasons that why they are not giving installments to cooperative society. She said that if these members
shall not give installments to cooperative society other members could not take benefits from more loans.
Project coordinator from caritas Faisalabad said that recovery team should take interest for Recovery.

In this visit and meeting area animator Asher Nazir, president of cooperative and Recovery team
members and LDC members were present. So all members decided that we shall recover these
installments from those members still which members are not giving to cooperative society.

Child labor coordinator and project coordinator also visited small business which was benefited by
cooperative society and now they are earning money from his shops and they are giving installments
regular to cooperative society. With it caritas team visited child labor school who is working in Renala
khurd parish. So in this school they met with school teacher and children and asked about school
performance by school teacher and animator which are working for it. In the last child labor coordinator
and project coordinator decided that in coming month cooperative society should give loan for those
members which have paid all installments to cooperative. Because this amount only they can use for small
business which business they are doing so aging they can took loan from cooperative society.

Cooperative (NRCS)
In Follow up area 20/2.L Renala khurd Naya Rasta Cooperative Society is working against poverty and
before one year they have no saving and no loan for small business and no cooperative members in this
village. After animation (co) process we organize cooperative in this community and more members are
women and they are giving saving and they are taking loan from this cooperative society in 20/2.L. we
had been given (1.50000) loan to this cooperative society before one year and we are taking installments
every month from cooperative members regularly. So now we have been completed for cooperative
members (12) installments and now we are planning for new loan in follow up area 20/2.L.so some
recovery is in balance so now we are taking recovery from these members and we are preparing record
and recovery detail of all members which has taken loan from cooperative society. In first phase we were
fifteen (15) members and loan limit of every members was Rs.10.000 and this was decide that they shall
return these amount in (12) installments and every installment will be Rs.940 for every member of Naya
Rasta cooperative society . So phase first we have finished but some recovery still in balance. In this
month of Sep-Oct2009 we are working on Recovery because account department of caritas Pakistan
Faisalabad is checking record of recovery, saving. So this month we complete Recovery detail foam and
from the help of this foam we can understand present situation of recovery and cooperative

Seminar on BT Cotton
In Oct2009 I participated in cotton seminar and this seminar arranged by agriculture
department of caritas Pakistan Faisalabad for district okara. Many farmers which are growing
cotton in his fields were present from 10/4.L and 6/4.L parish. With agriculture extensional
worker animator Asher, Samson, and Saleem were also present for this seminar and other
arrangement. With agriculture coordinator from Caritas Faisalabad many guest were present
and in these guests district member

1. Mrs.Rifath Chuadhary. (District member okara )

2. Mr.Peter Shazad (Award)
3. Mr. Younis (farmers group okara)
4. Mr.sadique (Nazim UC 6/4.L )
5. Fr. Francis (parish priest 6/4.L )
6. Apana TV
7. Waqat TV
In this seminar resource persons talked with detail on cotton and they said that this cotton
seed and its crops is not better for our environment so we do not grow this seed because for
our health this cotton seed is not good and very harmful for us. So after all resource persons
shearing some farmers raise some question to all resource persons that if farmer do not use
this seed then what is other option and other seed which we grow and if this seed of cotton is
not better for environment and our health then tell us why government allow and why
government promote it. Agriculture coordinator gave response to these questions with very
detail and he said that government should bann this seed and company but government will
not did it because government takes profit from this company. He said that agricultural expert
are working for other cotton seed but still we can not suggest other seed. In the last of this
seminar animator Asher Nazir invited to Mr. Peter Shazad for the conclusion of this seminar
so peter shazad said that after many years I came in District Okara so when I was the Director
of caritas Pakistan Faisalabad then we worked many for agriculture for this area so many
people are know me and know my work. He said that from many years we are working on
agriculture and then we do not use fertilizer and pesticide but now we are using fertilizer and
pesticide for the grow of crop and if we do not use these things then we loose every things
because now we are not working on old things. He said that we should adopt organic farming
for our crops because when we use this fertilizer then our health and our environment will be
better and we should grow our seed which we have in our houses because these seed are
without of chemical.
In the last of this seminar peter shahzad appreciated to caritas Faisalabad action against this
cotton seed and awareness because many farmers were not know about bad effect of this
cotton seed and for this seminar now farmers have information about this seed that this is
very dangerous for our health and environment. Agriculture coordinator said thanks to all
guest and participants and in future they shall work with us against this cotton seed.
