Explain the purpose (why), the applicability (where), and the implementation
(where), of Part-M and the composition of part M (the 9 subparts).

Purpose of Part-M:
The purpose of Part-M is very simple, it is to establish the correct type of
measures that we need to do in-order to ensure that an aircraft is airworthy and
well maintained. Oversight of the continuing airworthiness of aircraft and the
issue of airworthiness review certificates the authority designated by the
member state of registry.
Applicability of Part-M:
EASA Aircraft when we speak about EASA aircrafts, we basically talks about the
aircrafts that is subjected to the regulations of airworthiness given by the
authority themselves. This regulation is under Regulation (EC) No. 1592/2002.
Non-EASA Aircraft unlike the EASA aircrafts, these types of aircrafts are also
subjected to the regulation of airworthiness itself, however, they will remain
subjected to a national level.
In addition to the two types mentioned above, aircrafts that are used in military,
police, customs, or similar services are also subjected to national regulations.

Describe the requirements necessary for ETOPS maintenance and dispatch.

The main purpose for having an ETOPS is for the operators to fly an extended
distance up to 180 min from the alternate airports. This is done by incorporating
specific hardware improvements and establishing specific maintenance and
operational procedures.
The maintenance control manual must be amended to address ETOPS
operations. The manual must include, either directly or by reference to
incorporated documents, the requirements described in chapter 4 of this manual.
All ETOPs requirements, including supportive program procedures, duties and
responsibilities, must be identified as being related to ETOPs. The amended
manual must be submitted to the PMI for approval with sufficient lead-time prior
to the scheduled commencement of ETOPs operations of the particular aeroplane
type, model and variant.
We will now mention the maintenance approach that the ETOPs applied to all
commercial aircrafts.

Engine health monitoring the maintenance that the ETOPS provided was
created in-order to ensure the safety and reliability of every flights
operating at extended distance from different airports and to reduce the
possibility of having a diversion or turn-around with one engine out. For
most common aircrafts that are not associated with ETOPs the aircraft
goes to scheduled maintenance in-order to predict such accident.
However, when it comes to ETOPs philosophy, they require a real-time
approach regarding the maintenance and this includes continuous
monitoring of the conditions in-order to identify problems before they
threaten the operation and safety of the aircraft.
Pre-departure service check the federal aviation authority requires some
of the ETOPs system to be checked before the flight. Boeing made sure
that the maintenance planning date documents were sufficient to meet
the FAA requirement. This is done because some of the systems related to
ETOPs were designed in-order to produce greater reliability and dispatch
requirements.
Event-oriented reliability program an event oriented reliability program
that is associated with ETOPs have a huge difference when compared to
normal reliability programs. Conventional reliability programs rely on
historical data or alert levels in-order to determine when such part is
subjected to investigation.
