WHEREAS, the Council finds that certain persons are storing

vehicles in side yards or parking vehicles in such a manner which

27

prevents the observation of the license tag from the right-of-way;

blight conditions; and


WHEREAS, the City of Jacksonville has a compelling interest in

BE IT ORDAINED by the Council of the City of Jacksonville:

This ordinance shall become
