Introduction
1 Malaysia Clinic was launched by Prime Minister of Malaysia, Dato Seri Najib
Abdul Razak on 7 January 2010 as a project that correspond to the 1Malaysia
concept of Rakyat Didahulukan, Pencapaian Diutamakan. The main aim of this
project is to help citizens with low income and facilitates them for their health
care. The first 1 Malaysia Clinic launched is in Flet Kampung Kerichi, Kuala
Lumpur and now there are 48 over 50 units of them that are operating all over
the country. 1Malaysia clinics are operated by hospital assistants (HA) and they
are allowed to give medication for minor ailments such as cough, flu and fever.
There are also services in checking blood and sugar levels. Furthermore, the
clinics are monitored by the Department of Health to ensure that all facilities and
medical supplies are sufficient. Cases that are critical are forwarded to hospital
or public clinics nearby for the further assistant of medical officer.

Research question:
To what extent does 1Malaysia Clinic achieves government policy in helping
citizens with low income in Kepala Batas, Pulau Pinang?
Objectives:
1. To determine how citizens respond to the 1Malaysia Clinics project held by the
government.
2. To identify peoples preferences in choosing clinics as there are a plenty of
private clinics with high quality services.
3. To identify which group of people who often use the service of 1Malaysia Clinic
in Kepala Batas.
Methodology:
1. Surveys from the local residents of investigation area.
2. Held an Interview session with private clinics management group.
3. Collecting data from the local district office.
Hypothesis:
1Malaysia Clinics does achieves government policy in helping people from low
income group.

Area of investigation background.


Kepala Batas, Pulau Pinang.
Kepala Batas is a town in the northern part of Penang, Malaysia, in Seberang
Perai Utara district. Around the 1960s, Kepala Batas became more densely
populated around Bertam, Pinang Tunggal and the surrounding area. Kepala
Batas is surrounded by paddy fields. The Bertam area had rubber plantations,
which have been replaced with oil palm plantations. Therefore, the majority of
the early Malay community worked as paddy growers and early immigrants and
foreigners were working in the plantation estate. Nowadays, the work in the
paddy fields has been replaced by machinery. Most of the Kepala Batas area has
been developed by the authorities and private companies. In the Bertam area,
the estate has been aggressively developed with a mixture of developments
consisting golf resorts, residential units, boarding schools and higher educational
institutions. There were about 17 131 people live in Kepala Batas in 2011 and the
population keeps growing till now.
