New Fiji Flag Response Unprecedented


Prime Minister Voreqe Bainimarama says
he is delighted with the unprecedented
response to the 23 flag designs.
Because of the positive feedback,
he announced the closing date for the
new flag design consultations had been
extended to December 31 this year.
Cabinet and then Parliament will
consider the new flag design when it
convenes next year.
In announcing the extension, Prime
Minister Voreqe Bainimarama said
he was delighted by the high level of
engagement Government was now
getting from the Fijian people.
After a relatively slow start, the national
debate on the new designs for the new
flag is now in full swing, he said.
We are getting an unprecedented number
of responses via our national flag website,
through email correspondence and

talkback radio. In addition, national flag


feedback teams have already returned
from Kadavu and certain parts of Lau,
are currently in Rotuma and Lomaiviti
and will soon be visiting the Yasawas,
Mamanucas, Vanua Levu and Taveuni.
The response these teams have been
receiving from the Fijian people has
been very positive. And the Government
recognises that they want more time to
consider what form the new flag should
take and are seeking more choices than
are being offered by the existing 23
designs.
While we had originally set a deadline
for the first phase of the flag selection
process to be completed, the Government
has decided to extend the period of
consultation. More choices are going to
be offered over the next few weeks and
months.

By extending the deadline, there is now


ample opportunity for Fijians of all ages
and backgrounds to further contribute and
consider what symbols most appropriately
represent our wonderful nation.
It has taken some time in the Fijian
way for many people to become fully
engaged and I very much welcome the
current lively debate on the flag designs.
We will soon be announcing precise
details of the revised timetable for
consultations. And I appeal to all Fijians
who have yet to do so to become involved
in the process in a spirit of cooperation,
collaboration, goodwill and nationhood.
I appeal to every Fijian to join our
quest for a flag that represents who we
are today, rather than our past, and that
we can fly proudly into the future as we
fulfill our vision to become a modern
nation state.

Penang Mill Targets 195,000 Tonnes Cane


Crush

As cane processing at the Penang Mill in


Rakiraki has started, the target this year
is to process at least 195,000 tonnes of
cane.
Mill general manager, Taito Kafoa, said
their objective this season was to surpass
previous seasons 171,000 tonnes.
Mr Kafoa said there was expectation for
a lot of improvement this time around.
The drier weather experienced in the
greater Ra province should ensure there
is more sugar content production, he
said.
But he stressed it was important to note
that sugar is made in the field and not in
the mill.
Actually in the mill, we just extract
sugar out of the cane. But the main
process is the farmers who have to make
sure they put the fertiliser and husbandry
at the right time, he said.
If it rains a lot, it affects the sugar
production as well.
Mr Kafoa said the Penang Mill also used
to get cane from Tavua in the past.
But, he said that would depend on
whether the Rarawai Mill is able to
process the cane fast enough or not.
We have been assisting them for past
three years, but that will be Rarawais
call if they need our assistance, he said.
Syrup Mill
Meanwhile, there are plans to set up

completed by 2017.
Mr Kafoa said: This is so that the new
syrup mill takes over the old Penang
Mill, which is to prepare us for the
varying sugar price.
Once we have that new syrup mill in,
syrup will be carted to Rarawai Mill to
process into sugar and molasses.
Avoid mill breakdown

To mitigate disruptions caused in the


event of a mill breakdown, Mr Kafoa
urged all farmers and lorry drivers to
work closely with the field officers.
Sometimes we have communication
breakdown because of the locality where
they stay, he said.
But if theres good communication
between the gang, field officers and the
mill, we should not have any problems.

New Minimum Wage Increase


THE country's new national minimum
wage of $2.32 came into effect from
Wednesday.
The Fijian Government has increased
the wage rates of the 10 Sectoral
Wages Regulations in its commitment
to accord Fijian workers their right to
a just minimum wage under the Fiji
Constitution.
The
Minister
for
Employment,
Productivity and Industrial Relations
Jioji Konrote said the Fijian economy has
achieved an unprecedented growth rate
in the last five years, with an estimated
growth for 2014 revised to 4.5 per cent
and 2015 forecasted as 4.3 per cent.
With our buoyant economic conditions,
it was important for Government to
ensure that Fijis workers receive the
benefits of the growing economy.
He said that the increase is a necessary
step taken by Government in its effort to
ensure that Fijian workers are accorded
decent wages, decent working conditions
and social protection.
He has encouraged employers to engage
in good-faith employment relations

their rightful wages and benefits, thus
ultimately achieving higher productivity
and sustainable businesses.
Employers are required to display the
written notice of the increased wage
rates in their workplaces informing the
workers of the increase. These notices
can be obtained from the various
Ministry of Employment offices around
Fiji. Failure by employers to display
these Regulations warrants a $100.00
penalty by the Ministrys Enforcement
Officers.
In an occurrence where an employer

fails to comply with the fixed penalty


notice, on conviction is liable to a fine
not exceeding $10,000 or a term of
imprisonment not exceeding 2 years or
both, and for a corporate body a fine not
exceeding $50,000.
The 10 industries expected to see an
increase in wage rates include, Printing
Trades, Wholesale & Retail Trades, Hotel
& Catering Trades, Garment Industry,
Sawmilling & Logging Industry, Road
Transport, Building & Civil & Electrical
Engineering Trades, Manufacturing
Industry, Mining & Quarrying Industry
and Security Services.

Agriculture Marketing Seeks $2.4M


Grant

The Agriculture Marketing Authority


(AMA) has requested Government for a
$2.4 million grant in order to be able to
reach its maximum potential.
This was the plea from the Ministry of
Agriculture-run entity to Prime Minister
Voreqe Bainimarama as he took a site
tour of the AMA premises in Nausori.

said the grant would make them also

A-G Sayed-Khaiyum Corrects Unions


Attorney-General Aiyaz Sayed-Khaiyum
hopes commonsense will prevail among
trade unions, whose narrow mindedness
is affecting the country.
Speaking about the impasse that continues
between Government and trade unions,
Mr Sayed-Khaiyum said Government had
already complied with core conventions
of the International Labour Organisation.
The focus:
We have complied with the ILO
convention in terms of freedom of
association, so for example, all of you
here working for a company and if you
decided to go and join a trade union that
may be based outside your organisation
with a secretariat outside your company,
you can do that.
But if all of you decide and say we dont
want to do that but we will form our own
collective bargaining unit, you can.
In the amendment it says if you form
your own bargaining unit, you know, in
house union if you like, you still deemed
to be a trade union. The Act, actually the
amendment, allows you to do that; allows
you to be deemed to be a trade union.
Giving people the freedom to join the
union outside or form your own within.
The unions objective to it? They are
saying you should not have the right to
form your own collective bargaining
unit within your organisation, you must
only join the guys outside. That in itself
is containing your freedom; you should
have the freedom whether to join them or
not to join them. So on that basis we are
saying we are compliant with freedom of

Collective bargaining:
The other issue was on collective
bargaining, it is allowed, you can all
go and have a discussion and have an
independent process. So if you fall within
the essential industries you can actually
have a collective agreement if you have
a dispute between the employer and the
employee you go to mediation if it doesnt
work out than you go to a arbitration
tribunal thats merely created as proposed.
Under the amendment bill now that would
be something similar to what we had in the
1970s and 80s and in which you have the
president of the tribunal.
You have the panel or representatives
from the employees and the panel from
the employers one or two each are
chosen whatever number it is it goes to
the tribunal and than any dispute you
have you come and argue the case before
the tribunal and they give the ruling and
thats it whatever decision made you
comply with it.
Thats essentially what they do in
Singapore and Singapore is not dragged
before the ILO saying that theyve
breached it, so they are the two key
issues that have been addressed under
the amendment bill. First up if you
say these are the complaints, we have
now addressed it, we can now have an
agreement on that but obviously they
are trying to introduce more issues, for
example, they are saying that the list of
essential industries is too wide they want
it shortened, they are also saying that there

should be a right to strike and indeed a


right to strike without notice. What we are
saying Fiji is a developing economy we
have natural disasters. We have all these
issues and we simply cant go and have a
right to strike without notice.
Essential industries:
For example in the tourism industry
,we are completely dependent mostly on
tourists being brought in by airlines so if
pilots suddenly decided to go on strike
just before the flight is about to take
off what sort of ramifications will that
have on the economy, disastrous, your
national airline will plummet in terms of
reputation. As it is we have some issues
when one aircraft gets damaged you see
all these consequential delays that bring
about a bad reputation so people will
choose to fly with another airline or they
may say that Fiji is too much of a hassle
and connectivity is not good.
These are the economic realities that
people need to realise and thats what
we are saying that even though the list
be longer than what they want the fact
is that youve got all these safe guards
built in ,you can have your trade unions
you can have your bargaining unit if
you want and you have the collective
bargaining .
Its very simple, you have to put the
country first you have to recognize the
economics of what we are saying, all
those core foundations are now being
complied with, we should go to the
ILO in November and say we have now

Fiji Water Unveils Fiji Fit


Fiji Water unveiled its new 750 ml
bottled water product Fiji Fit at the
Grand Pacific Hotel in Suva.
The new Fiji Fit bottles will officially
be launched in August and guests at
a cocktail held at Grand Pacific Hotel
were given a sneak preview of the new
look bottles.
The company celebrated twenty years
of operation by signing a Memorandum
of Understanding (MOU) with the
Water Authority of Fiji (WAF) and
by honouring the companys longest
serving employees.
Fiji Water President, David Ricananti
gave the guests an overview of the
companys history over the past 20
years in which he highlighted the
major contribution that Fiji Water has
made, both to the economy of Fiji and
to the wider community through the
companys programme of corporate
social responsibility.
Fiji Water CEO Rokoseru Nabalarua
welcomed the signing of the MOU with

WAF at the celebration as an opportunity


to provide funding that would assist 15
rural communities to pay their one-tenth
community contributions towards the
development of their respective water
supply system.
WAF CEO, Opetaia Ravai, said

that Fiji Waters assistance to these


rural communities would go a long
way, not only in improving their
water supply systems, but that the
ensuring effect would be an overall
improvement in their social-economic
advancement.

to push for it and go to individual countries
saying dont trade with Fiji because there
is a commission of enquiry or these things
are hanging over their head, that would
have a dire affect on jobs in Fiji .
For example if Coles supermarket has
decided to buy biscuits from Fiji and they
be getting a three four year contract
with the local manufacturing company
and they get pressurised by the unions
from here using the Australian unions
they may not buy the biscuits from Fiji,
the workers who work in the factory
will get affected, the employer who
employs them and our foreign exchange
so dont have a commission of enquiry
for the sake of it. Dont try and push

for commission of enquiry just because


you want to have your very own narrow
minded agenda. The reality is that less
than thirty per cent of the workforce is
unionised in Fiji.
Majority of the unions or the unionists
have actually thrived in being unionists
in state owned enterprises or in entities
that have state owned funding whether it
Fiji Airways, whether its FSC, whether
its public service, whether its AFL or
Fiji Pine.
There are of course workers who are
being exploited in Fiji. But you see a
very heavy absence of unions from those
areas. Its hard work for them. There
are some unions as well who are doing
wonderful work. They have a good
relationship with their employees and
some of them are in the private sector
also, you never hear them on television
or see them on television giving an
interview in a newspaper or television
but they are doing very well.
Unions holding Fiji ransom:
The final point I would like to make.
A number of these unionists who are
wanting to hold Fiji to ransom have been
involved in political parties themselves.
Theyve been leaders of political parties

and all of them have been unsuccessful in


the elections. Whether they pursue their
own political agenda, how we appeal to
them is we need to put Fiji first, we need
to put the workers first.
The amendments that have been
brought about in fact actually addressed
those core ILO convention issues and
lets move along in a collaborative
manner rather than sort of trying to hold
the axe on our head and drag us in the
international forum.

NZ, Fiji Sign Audit Software Deal


The Ministry of Finance and the
New Zealand government signed
the implementation of a new audit
management system at the ministrys
office.
The NZ High Commissioner, Mark
Ramsden, said the new computer-based
software would help streamline and
automate the audit process which is led
by the Internal Audit Division of the
ministry.
New Zealand has provided a grant of
approximately F$620,000 to purchase
specialised audit software, upgrade
associated hardware and support to
the salaries of the two new technical
staff who are being brought on to help
implement the system over the next two
years, he said.
The ministrys director, Mereani
Naisara, said the audit management

software would make the functions of


the Internal Audit Division compliant

with the international standards for the


professional practice of internal auditing.

Ratu Jope Passes Away


FORMER vice-president and Bau chief
Ratu Jope Naucabalavu Seniloli has
passed away at the age of 76.
This was confirmed by Ratu Jope's
nephew, Ratu Jone Rabici Seniloli.
Ratu Rabici said the Taukei Naua died
last Saturday at his home in Namadi
Heights, Suva.
The condolence gathering will begin on
Monday, July 6, on Bau Island and the
thanksgiving service will be held at Ratu
Cakobau Church after which he will be
finally laid to rest a short distance away
at Taro, Bau, Tailevu.

said Ratu Jope was a highly respected


teacher by profession and well respected
as a peer of the chiefs of Fiji.
"In the rugby field he had no match;
he was the best of his time and was
well respected by all those that played
against him including the All Blacks in
1968, the Tongans over the years, the
Maori All Blacks and the British teams
that we played against," Mr Rabuka
said.
Ratu Jope was vice-captain of the Fiji
team that included Mr Rabuka which
won against the Barbarians in 1970.
"He had that chiefly character that is rare

statesmen and elders in the community
and he was like that, also he was much
younger than those leading the country
at the time," Mr Rabuka said.
Ratu Jope who just celebrated his 76th

anniversary.
He is survived by his wife Adi
Varanisese Seru Seniloli and four
children, Adi Elenoa Balenaivalu, Adi
Alisi Lalabalavu, Ratu Wainiu Seniloli
and Ratu Peni Seniloli.

High Turnover For Virgin Oil


VIRGIN coconut oil is a key product
that caught the attention of the Prime
Minister, Voreqe Bainimarama, during
his tour at the Agriculture Marketing
Authority
(AMA)
in
Nausori.
Government delegations were showed

AMA marketing manager Alivereti Yaya
said more resources were needed as the
turnover for virgin coconut oil was high.

"We are currently exporting about 4000


liters of virgin coconut oil a month to
New Zealand."
Mr Yaya said with more resources to
help production, the agriculture industry
would have a better chance at securing
the Korean and the US markets.
He insisted an increase in resources
would further help the financial level of
those in rural areas who were growing

the coconuts used for making the oil.


"Virgin coconut oil is to try to help farmers
in the village to sell their produce.
"We are currently buying at 40-cents a
nut; we bring it here (agromarket) and
produce virgin coconut oil."
The Minister for Agriculture, Inia
Seruiratu, said improvements to the
industry would also benefit the economic
stability of people living in poverty in Fiji.

PNG Yet To Pay $20m


The Papua New Guinea government has
yet to hand Fiji the balance of the F$40
million (50m Kina) it had promised for
the 2014 General Elections.
The Minister for Foreign Affairs Ratu
Inoke Kubuabola confirmed this after
Fiji Sun had emailed him, Has the
PNG government handed the rest of the
$50million Kina it had promised to the
Prime Minister?

Ratu Inokes reply was Not yet.


The first installment was provided
before the elections and as promised the
next would be in 2015, he said.
He said the promised amount had yet to
be received.
Speaking to Radio New Zealand
International in February this year PNGs
Foreign Affairs Minister Rimbink Pato
said PNG had paid the first installment

before the election and it would pay the


remainder after the poll.
He said the remaining funds were ready
to be disbursed and he had reaffirmed that
PNG would continue to support Fiji in
implementing its parliamentary reforms.
The Papua New Guinea government
is committed to paying the balance of a
20-million US dollar grant to Fiji to help
pay for last years Fiji elections, he said.

Fiji Police In Human Rights Training


The Fiji Police Force is taking steps
to build a culture of respect for human
rights within its ranks.
For that, 35 members of the force
including sergeants, corporals and
constables attended a one-day human
rights workshop in Suva.
This is to recognise the significant role
of Police respecting, promoting and
protecting the rights of all citizens.
Deputy Commissioner of Police Isikeli
Ligairi said, At the end of the day, we
have to recognise that human rights are a
fundamental building block for democracy.
We have to support the development of
a Police force in Fiji that is accountable,
transparent, gender-aware and supportive
of human rights, he said.
The training is convened with support
from the United Nations Development
Programme (UNDP), in partnership
with the Secretariat of the Pacific

Fiji Water Aims To Sell 300 Million Bottles


Globally In 2015

As Natural Waters of Viti Limited celebrates


the 20th anniversary of Fiji Water this year,
the company aims to sell 300 million bottles
of Fiji Water globally in 2015.
Fiji Water has been in existence since
1995.
In 1996, they bought their plant in Yaqara and
they further invested in the company when
they bought Neptune Shipping in 2006.

Fiji Airways Granted Permission To Fly To


Tonga

Fiji Airways has been granted permission


to operate air services in Tonga.
While
signing
a
Memorandum
of Understanding to open up the
Tongan market to the national airline,
Attorney General and Minister for
Civil Aviation Aiyaz Sayed-Khaiyum
says the permission to operate air
services in Tonga is under the terms of
an agreement between the Fijian and
Tongan Governments.
Sayed-Khaiyum says Fiji Airways has
already been operating a flight within
Tonga between the capital, Nukualofa,
and the island of Vavau but on a charter
basis to the Tongan airline, Real Tonga.
Sayed-Khaiyum says the new agreement
allows for this flight to be now designated
as a Fiji Airways service with a Fiji
Airways flight number and also opens
up the possibility of the Fijian national
airline operating services to other

Tongan destinations and beyond.


He says the Tongan Government has
asked Fiji Airways not only to fly domestic
routes but also examine the feasibility of
operating services between Tonga and
Samoa, Niue and the Cook Islands.
He adds Fiji Airways has agreed to
assess the Tongan request and will make

a commercial decision in the near future.


Meanwhile, Tongan Minister for Civil
Aviation, Etuate Sungalu Lavulavu who
signed the MOU on behalf of the Tongan
Government says his Government was
looking to Fiji Airways for help because
the existing domestic airline in Tonga
was not reliable.

40-Year Old Widow, Sneh Anjeela Lata


Loses Only Son

Mourning the loss of her husband several


years ago was one thing. Now 40-year
old widow, Sneh Anjeela Lata feels like
there is little to live for after losing her
young son in a tragic bus accident.
Ms Lata could not contain her emotions
when the Fiji Sun team visited her home
in Vuci South, Nausori.
Her 12-year old son Shivan Kaushal Raj
was hit by a bus on Monday afternoon
at Vuci Road in Nausori when he was
crossing the road from the back of a bus.
He was hit by an oncoming bus.
He was a year 7 student at Dilkusha
Boys School in Nausori. Through her
tears, she said Shivan was going to look
after her when he became an architect
after her three daughters were married
and living with their own families.
Her extended family members claim that
the bus driver was speeding recklessly
and tried to overtake the parked bus
resulting in the accident.
Ms Lata, a market vendor in Nausori,
had no idea that her son was dead until
around 6pm. I only came to know when
my daughter started asking around.
Ms Lata then went to the Nausori Health
Centre where she saw her son lying
lifeless on the hospital bed.
I just cant believe it, Shivan is no
more, she said.
The road death toll now stands at 30
compared to 24 for the same period last
year.

Ocean Ambassadors Develop New Model


In bid to help save money and promote
environmental friendly fuel alternatives,
Ocean Ambassadors has developed a
new model.
During the Fiji Fuel Retailers Association
(FFRA) annual general meeting, the
company conducted a set up where the
Prime Minister Voreqe Bainimarama
trialed the product.
Ocean Ambassadors managing director
Captain Adrian Midwood said: We
are making a light crude oil which is
an environmentally-friendly alternative
fuel from the wasted plastic.
We just putting waste plastic over into
the kiln, heating it at 420 degrees which
gasifies the plastic and it goes over to the
other side and the water will just condense,
cools up and the oil will just sit on top.
It costs us 1KWh of the electricity for

Rosy Akbar Clarifies Remarks


The Minister for Women, Children and
Poverty Alleviation, Rosy Akbar has
clarified that the ministry does not and
will not interfere with the work of the
Police or the judicial system.
This is after the Director of Public
Prosecution Christopher Pryde issued
a statement on a comment made
the minister on Fiji Broadcasting
Corporation about ensuring severe
punishments being meted out for rape
cases by the courts.
A report broadcast and published on
the Internet by FBC News yesterday
entitled, Minister disgusted by rape
cases, wants severe sentences said the
Minister for Women and Children Rosy
Akbar in reference to recent statistics
released by the Office of the Director of
Public Prosecutions (ODPP) stated that
she will ensure that severe sentences
are meted out by the courts.
DPPs statement
In his statement, Mr Pryde said the
minister was to be advised that sentencing
was a judicial function and undertaken
carefully by the courts upon conviction of
an accused person in accordance with the
Sentencing and Penalties Decree 2009 and
the relevant judicial tariffs for the offence.
The courts impose sentences that reflect

the seriousness of the offending and take


into account the various aggravating
and mitigating factors particular to each
individual case, he said.
It is therefore inappropriate for the
Minister for Women and Children, as
a member of the executive branch of
Government, to attempt to interfere in
the sentencing process which is clearly a
judicial function.
In terms of criminal justice under section
117 of the Constitution, it is the Director of
Public Prosecutions alone that is responsible

for initiating criminal prosecutions or


withdrawing those prosecutions, charging
a person following careful review of the
evidence and prosecution.
However, Ms Akbar clarified that the
ministry did not interfere nor wished to.
We will not interfere with judiciary or
the Police, she said.
We only hope that the courts mete out harsher
punishments so that it acts as a deterrent.
We do campaigns on domestic violence
and rape, but we just hope that harsher
penalties are meted out.

Muslim Scholar Preaches


Against Radicalisation And
Extremism
Well known Muslim scholar Imam Afroz has told the Fiji Sun that he
is against religious radicalization and extremism.
Mr Afroz openly condemned the Islamic State in Iraq and Syria (ISIS)
and those who support ISIS, Al Qaeda or terrorism to Islamic religion.
ISIS has nothing to do with Islam. Its a bunch of people who
happened to be Muslims who are involved in politics of war, Imam
Afroz said.
They are killing people but as I have again said that ISIS and AlQaeda didnt arrive from vacuum.
The politics of war that continues through tyranny and colonisation of
US foreign policies, for example, are causing terrible terrorism in the
world out there, he said.
Ultimately, the reality of ISIS is again a problem of the politics
of war; it is not a problem in relation to a clash of civilizations or
religions, he said.
Imam Afroz is currently in Fiji to perform humanitarian work.

Life Sentence For Stabbing


A man has been sentenced to life in jail
for the murder of another person by the
High Court in Suva.
Yang Xiang Jiong was found guilty for
the murder of Robert Fong, also known
as Jan Qiu Kuang.
The two on April 8, 2012, went to Victoria
Parade, opposite a service station.
Justice Salesi Temo said it would appear

that Jiong with two others were waiting


near the Traps Bar Nightclub when the
victims vehicle arrived.
The three then jumped on him and
repeatedly stabbed him to death. The victim
was rushed to the hospital, but died later.
At the age of 34, this was Jiongs first
offence and he had been remanded in
custody since June 2013 for two years

and one month.


Justice Temo said for such offence, it
was mandatory that a life imprisonment
be given to him.
The judge sentenced Xiang for the murder
of Robert Fong to life imprisonment.
He is to serve a minimum term of 18 years
imprisonment before a pardon maybe
considered by the President of Fiji.

Twenty per cent of school management

Saudi Prince Alwaleed Bin Talal Promises


$41 Billion Fortune To Charity

Saudi tycoon Prince Alwaleed bin Talal


has promised his entire $US32 billion
($41.8 billion) fortune to charitable
projects in coming years in one of the
biggest ever such pledges.
The pledge is "maybe ... the first such big
announcement" of its kind in the region,
and is modeled on a charity established
by Microsoft founder Bill Gates in the
United States, the prince told reporters.
Prince Alwaleed said his charity "will
help build bridges to foster cultural

empower women, enable youth, provide
vital disaster relief and create a more
tolerant and accepting world".
The money "will be allocated according
to a well-devised plan throughout the
coming years", he said, but stressed
there was no time limit for the donation
to be spent.
He said he would head a board of trustees

would still be used after his death "for
humanitarian projects and initiatives".
The 60-year-old magnate belongs to the
Saudi royal family and is a nephew of
king Abdullah, who died on January 23.
In the conservative Muslim kingdom,
Prince Alwaleed, who holds no
government rank, is unusual for his high
profile and periodic comments about
economic issues.
He is the owner of Kingdom Holding,
which has interests ranging from the
media to the Euro Disney theme park and
the Four Seasons hotels and Citigroup.
The prince is constructing a tower in

the Red Sea city of Jeddah that is to

Woman Kept In Chains To Punish


Infertility

In a bizarre incident a village woman


was being kept in chains at her
husband's place for being infertile. The
woman identified as Sonmatiya Devi,
a resident of Mayapur village of the
Barachtti police station of the district
was rescued by the police following
a complaint made by the helpless
woman's brother.
As the story goes, Sonmatiya, 32 was
married to Sohan Yadav, resident of
Mayapur village about a decade back.
Torture began a couple of years after
marriage as the woman did not bear any
child. What started as taunts soon took
the form of physical torture and the
magnitude of torture went up with the
passage of time.
At one point of time when torture
became unbearable Sonmatiya fled to

her maternal home in Gauthia Mitha

Confirming the incident, Barachatti
SHO Ravi Prasad said that a case has
been instituted against Sohan Yadav and
his mother Munia Devi.
The mother and son have been arrested
and sent to jail, said the SHO. In their
statement given to the police, the mother

had lost her mental balance and as

US, Cuba Agree To Restore Diplomatic

Boy Had Been On Park Swing Two Days


When He Was Found Dead, Officials Say
The story was chilling and heartbreaking:
A 3-year-old boy was found dead in a
Southern Maryland park, his mother
pushing him on the swing.
More than a month after Ji'Aire Donnell
Lee's death, the Charles County Sheriff's
Office revealed more terrible details:
Ji'Aire was alive when his mother put
him on the swing. He stayed on it for
almost two days.
A medical examiner's office has ruled
that Ji'Aire's death was a homicide, and
the sheriff's office said Tuesday that he
died of hypothermia and dehydration
during his long time on the swing. The
autopsy report will be sent to the county
state's attorney's office, which will
decide whether to file charges against
Ji'Aire's mother, Romechia Simms.
Kristen Ayers, of the state's attorney's
office, said that because prosecutors had
not received the autopsy report, they
cannot say whether they will file charges.
Ji'Aire was dead when police found his
mother pushing him in Wills Memorial
Park the morning of May 22. At the time,
police were unsure when and how he died.
On Tuesday the sheriff's office said their
investigation revealed that Simms, 24,
arrived at the park in La Plata, Maryland,
with her son about 11:15 a.m. May 20.
Simms, who had previously experienced
a mental breakdown, stayed in the park
for nearly 44 hours, pushing Ji'Aire on
the swing. Early on the morning on May
22, someone who had spotted the pair
at the park the day before called police
to say that it was unusual that they were

still there.
At 6:55 a.m., after a night during which
the temperature fell to 51 degrees (10.5
degrees celcius), police found the dead
child and his mother in the park.
The police account differs from the
timeline previously offered to The
Washington Post by Simms's mother,
Vontasha Simms, who was living with
her daughter and grandson at a motel in
La Plata.
Vontasha said that Ji'Aire, a chubbycheeked preschooler nicknamed "Sumo,"
had gone to the Dollar Store and Burger
King with his mother on May 21 before
leaving for the park that evening.
When they didn't return, Vontasha said
she grew worried and at 12:30 a.m.
May 22 called her daughter. Romechia
assured her mother that they were on
their way home.
Diane Richardson, a spokeswoman for
the sheriff's office, said that Vontasha's
account was incorrect and that the
mother and son spent two nights in the
park.
"It's definitely Wednesday - that we know
for a fact," Richardson said. "There were
witnesses there. There's no indication
that she left."
Vontasha could not be reached to
comment. Last month, she said that
her daughter suffers from depression
and bipolar disorder. Romechia was
hospitalised after her son was found
dead but released in time for his funeral.

productive space," she wrote in April,
adding, "I have done everything in my
power since moving from D.C. to ensure
that my son has the best life that he can
have."
On May 11, Lee and the boy's mother
appeared before D.C. Superior Court
Judge Peter Krauthamer.
According to a transcript of the hearing,
Lee did not reiterate his fears about his
son's safety. The judge asked, "So is
there a reason why you two shouldn't
share this child? Is someone unfit here?"
Lee responded, "There's no one unfit."
Simms received custody on weekdays
and Lee on weekends. Eleven days later,
Ji'Aire was dead.

Regular exercise is a great way to relieve
stress and tension. It can be a source of
relaxation and even an escape from
hectic everyday events.
Escape with Exercise
* Take a brisk walk to clear your mind.
* Do simple stretches to release tension

Progressive Muscle Relaxation
Muscle tension often goes hand in hand

"progressive muscle relaxation" can

day and involves tensing and relaxing
various muscle groups. The muscle
groups you will focus on include neck
and shoulders, face, hands and arms,
buttocks and thighs, and calves and feet.
As you progress through each group,
you will begin to notice the tension
being released from your body. Here's
how it works:
* Begin in a comfortable position.
* Concentrate on one muscle group at a
time.
* Slowly tense those muscles and
hold for 2-3 seconds while breathing
normally. Then relax your muscles and
breathe deeply. Notice the difference in
how your muscles feel.

the deep breathing techniques described
below.

Deep Breathing
One symptom of stress is shallow, rapid
breathing. Deep breathing (also called
diaphragmatic breathing) can help return

Unplug the phone. Turn off the television.
* Sit in a comfortable position. Close your
eyes and concentrate on your breathing.
Become aware of each breath you take.
* Place one hand on your abdomen and
the other hand on your chest. Inhale

and count to six. Notice the movement
of your hands as you breathe. Your lower

top hand because deep breathing comes

What To Do When Kids Talk Back

Smart-alecky comments, sass, and


disrespectful gestures, such as eye rolls
and lip smacks, seem to be the norm when
children talk back to you nowadays. Try
these tips to nip your child's bold and
brash behavior in the bud.
Keep Your Composure
You don't have to put up with your
child talking back, but be careful about
how you react, because your response
can either improve or weaken your
relationship with your child. Be too
lenient, and the cheekiness could lead to
more worrisome behavior. Be too strict,
and your child could feel that he cant
express himself, which will lead to a
communication shutdown. Your child is
probably feeling some intense emotions
already, so if you don't keep your reaction
as mild as possible, a nasty power
struggle might ensue. Yelling, making
threats, or screaming "How dare you?
I'm your mother!" will only escalate the
situation. It's best to hold your tongue,
take some deep breaths, count to 10 (or

Expectations In First Half Of 2015

A look at some films that failed to live up


to the hype surrounding their release, in
the first half of 2015.
The first six months of 2015 have been a
mixed bag for Bollywood. While some
films unexpectedly proved to be box
office hits, many others failed to live up
to expectations.
And it was the latter category of films several big-ticket projects included - that
dealt a blow to the industry business. Hit
list points out the much hyped films of
this year so far that failed to impress the
audience.
'Bombay Velvet'
Lowdown: The Anurag Kashyap film
has been the biggest disappointment of
the year so far or, perhaps, the biggest
debacle in the last decade as trade experts
would like to put it. The ambitious
project starring Ranbir Kapoor, Anushka
Sharma and Karan Johar in lead roles
was made at a humongous cost of over
R140 crore. In fact, its marketing budget
alone was more than R25 crore, but the
film's collections at the ticket counters
failed to recover even that.
BO collections: Rs 23.67 crore
Verdict: Flop

Hamari Adhuri Kahani


Lowdown: Vidya Balan was expected to
break her series of flops with this Mohit
Suri film, whose trailer had been much
talked about. But a more or less cliched
story and characterisation worked against
it. It was also a setback for Emraan, who
has not delivered a hit at the box-office
since 'Raaz 3' (2012).

Roy
Lowdown: Much hype was built around
the Arjun Rampal-Jacqueline Fernandez
movie because of Ranbir Kapoor's
presence - the emerging star had not
been seen on screen for almost a year,
barring his 90-second role in PK last
year. A delayed release notwithstanding,
the film wooed crowds to the theatres
and got the biggest opening in 2015's
first quarter at Rs 9.25 crore. Gradually,
however, the business plummeted partly due of the content and partly due
to the cricket World Cup.

Verdict: Average

Shamitabh
Lowdown: Amitabh Bachchan and
Dhanush coming together in an R Balki
film plus debut of Kamal Haasan's
younger daughter, Akshara... this film
showed a lot of promise. However,
things turned out differently when it
went to the theatres. It proved to be a box
office disaster in spite of Big B's deep

baritone that was central to the plot.

Verdict: Flop

Tevar
Lowdown: This was the first big-ticket
film of 2015 featuring Arjun Kapoor
and Sonakshi Sinha as the lead pair,
and there were great expectations from
it. Though the film got off to a decent
start, the decreasing footfalls with each
passing day proved that the audience
had rejected the content. The budget
of this Amit Trivedi-directed film was
somewhere around Rs 40 crore and the
producers (Boney and Sanjay Kapoor)
had also ensured an elaborate media
campaign for it, but in vain.
BO collections: Rs 39 crore
Verdict: Flop

Mr X
Lowdown: From the time Emraan
Hashmi's look in the film was revealed,
the makers had set the public expectation
quite high. But much like the actor's
invisible character in the Vikram Bhatt
project, the impact was hardlyperceptible

with the Akshay Kumar-starrer 'Baby'
at the box office, but to disastrous
consequences. The only advantage was
that it was made on a low budget totaling
around Rs 25 crore.

When Rishi Fails To Recognise His


'Damini'

Veteran actor Rishi Kapoor, who is in the


midst of shooting "Kapoor and Sons",
says he did not recognise his "Damini"
co-star Meenakshi Seshadri on meeting
her after many years.
The 62-year-old actor took to microblogging website Twitter on Wednesday
morning to share a photograph of the
former actress and asked his fans to
guess who the actress was.
"Any guesses who this is? I didn't
recognise her for a moment. What a
lovely surprise. Name in 30 mins no
hints," Rishi tweeted.
The "Bobby" actor received many
answers.
He then replied: "99% got it right.
Meenakshi Sheshadhari as always
whenever in Mumbai pays us a visit
unannounced. Looking gorgeous."
Rishi also told his fans and well-wishers
about the "Damini" actress' whereabouts
and tweeted : "Damini, MS, lives happily
with hubby Harish Mysore and 2 kids,
girl and a boy in Dallas, U.S. Visiting
relatives, can work in film if a good role."
Rishi and Meenakshi have also worked
together in films like "Vijay", "Sadhna",

Welcome To Vancouvers Long, Messy


Rebuild
Its fitting that the Vancouver Canucks,
who struggled so mightily in April
to transition the puck in a first-round
playoff series loss to the Calgary Flames,
have appeared to struggle in making the
larger transition from a contending team
to a rebuilding one.
Jim Bennings Canucks rebuild isnt
a traditional one. There is no talk of
tanking on Griffiths Way. There are only
discussions of how winning is a crucial
part of the player development process.
We want to be competitive, Benning
told the media Wednesday afternoon.
We want to develop our kids in a
winning environment, so we want to be
competitive for a playoff spot.
Make no mistake though: despite the
Canucks short-term playoff aspirations,
this is a club that is looking to the future
and playing a longer game.
It has been an occasionally painful, and
messy process.
For Canucks fans its been frustrating
to observe, particularly as the rest of the
Pacific Division has actively improved,
and improved enormously. The Los
Angeles Kings have loaded up for one
more run, and the Calgary Flames and
the Edmonton Oilers have positioned
themselves to be juggernauts for years
to come.
Meanwhile the Canucks spent the past
few weeks housekeeping.
To make big moves you need cap space
and you need good young prospects
in your system, explained Benning,
summarizing his teams moves during a
busy week.
This wasnt Vancouvers year to make
those moves, to hear Benning tell it.
They didnt have cap space, and they
dont have the depth in their system.
Were just starting that process, I would
say, Benning continued. Weve had
now three good drafts and we dont
want to move any of our good young
prospects. Were just starting to build up
depth in our system.
Like at the 2015 NHL trade deadline,
this isnt a team thats carrying itself
like a contender. Its partly because they
recognize that theyre not at that stage
yet.
During the past seven days the Canucks
dealt Kevin Bieksa, a well liked, but
aging veteran who was penciled onto
their third defense pair; they dealt a

backup goaltender with the potential to


be a decent starter in fan favourite Eddie
Lack and they traded an underachieving
young forward in Zack Kassian.
In completing these deals the Canucks shed
enough cap space to retain key power-play
contributor Yannick Weber and to sign a
27-year-old puck mover in Matt Bartkowski
to affordable one-year contracts.
They willing parted with a fifth-round
pick in order to rid themselves of
Kassian and received in exchange a
useful contributing pugilist in Brandon
Prust. Bieksa netted the club a secondround pick from the Anaheim Ducks,
and Lack brought back a third-round
selection, which the club used to select
Guillame Briseboise.
Looked at individually, some of those
deals netted Vancouver poor value.
Lack generated less of a return on the
trade market than any of the other
goaltenders dealt over the past 10
days, and he has a legitimate shot at
outperforming all of them next season.
The way Bieksas situation played
out was modestly embarrassing for all
parties involved.
Kassian is still a work in progress, but
if he can figure it out, that trade could
be a steal for the Montreal Canadiens,
something Benning admitted willingly
on Wednesday.
With a young player, they have a window
of opportunity to prove what they can be
in the league and for whatever reason we
couldnt find it with Zack on a consistent
basis, Benning said. Thats not to say that
with a fresh start on a new team that he cant
be the player that he thinks he can be
As a whole however, Vancouver managed
to upgrade the speed and depth of their
back-end, they added some decent draft
picks, and they carved out salary cap
space for next summer and beyond.
If the moves were underwhelming
individually, on the whole, you can
see why the Canucks feel that their
gradualist approach to rebuilding took a
step forward.
Small as that step may be.
Were in a transition period where
weve got some good young players
now in our system, explained Benning.
When these guys are ready to play we
want the room for them to step in and
play. With cap room next year we can be
more active in the high-end unrestricted
market.

Finding room for young players, in part,


explains why the club allowed Shawn
Matthias and Brad Richardson to walk
in free agency. It also explains why they
deemed Kassian an expendable asset.
Basically we traded a right winger for a
left winger, so now, with (Jake Virtanen)
included in that group, we have five
right wingers, Benning said, explaining
that he wanted any young players who
earned a spot at training camp to have
that opportunity.
Brad was a real good player for us last
year, but we didnt want to get locked
in long term, on a player like that,
because we want to make sure when
our young kids are ready to come up
and play that theres an opportunity for
them, Benning added on the subject of
Richardson, referring to the potential
he sees in prospects Jared McCann and
Cole Cassels.
The risk that the Canucks are taking,
of course, is that theyll get stuck on
the fringes of the playoff picture and
prolong a potential period of mediocrity.
As teams like the Buffalo Sabres and the
Flames have recently demonstrated, you
can rebuild quite rapidly if youre bad
enough for a year or two.
Thats easy for analysts and fans to say
though, and tougher for a business to
execute. There is a high cost to rebuilding
in a market place that certainly doesnt
compare to Edmonton or Toronto when
it comes to fan loyalty.
So this is what rebuilding looks like
in Vancouver: a gradual, messy,
competitive process. Is it a misguided
process too? Time will tell.
