Captulo de Puerto Rico

July 1, 2015
Brent A. Wilkes
National Executive Director
1133 19th Street, NW, Ste. 1000
Washington, DC 20036

Dear Mr. Wilkes:

The Executive Board and the District Directors of Puerto Rico held a meeting on June 27,
2015, to discuss the issues raised in our previous letter dated June 9, 2015,. The Executive
Board and the District Directors approved the following actions by LULAC Puerto Rico:
LULAC Puerto Rico objects the lack of transparency, noncompliance with the LULAC
Constitution and other applicable norms, and outright hostility that the present LULAC
administration has demonstrated.
In protest to the actions of the present LULAC administration, LULAC Puerto Rico will
not be sending delegates to the upcoming LULAC National Convention and Assembly.
The official LULAC Puerto Rico delegation will be limited to the Executive Board
members and District Directors.
LULAC Puerto Rico reiterates its challenge to Local Councils 15249 through 15287 as
they were improperly organized and, as informed, 15 of which were accepted as part of
the present LULAC Administrations efforts to undermine the current LULAC Puerto
Rico Executive Board.
These determinations, duly approved by the LULAC Puerto Rico Executive Board and the
District Directors on June 27, 2015, are the result of the lack of transparency, respect, reliability,
and goodwill in the process shown by the current LULAC administration with regards to the
elections, assigning, implementation process and electoral rules. LULAC Puerto Rico, which for
26 years has been one of the largest, most active, and involved delegations in LULAC, will not
be party to the decline that the current administration has brought forth.
Moreover, we take this opportunity to express our condemnation to the comments made by
Mr. Donald Trump upon announcing his candidacy for the Republican nomination for President
of the United States of America. As you know, earlier this month Mr. Trump made grossly
offensive comments about the Mexican-American community. LULAC Puerto Rico deems
these comments to be an affront not only to Mexican-Americans, but to Latin- and Hispanic-

Americans as a whole, a community that has greatly contributed to our nations growth. LULAC
Puerto Rico vehemently condemns Mr. Trumps unfortunate declarations.
In light of this, the actions of some members of the National Board and acting President are
equally unfortunate and undermine the moral stature LULAC, at a time when our beloved
organization needs to effectively oppose that kind of attitude Mr. Trump has shown. By ignoring
the mandate of a majority of the LULAC or those who has different opinions or thoughts in order
to retain power of the largest and oldest Latin- American association. These actions and personal
agendas hurts LULAC's standing at a time when LULAC's mission is most important.
LULAC Puerto Rico condemns all that serves to shrink the value of the Hispanic- and LatinAmerican community, both through speech or actions, in equal measure.
Sincerely,

Prof. Abdiel A. Martnez Barrios
