Job Description: Lead Researcher

Tobique First Nation


The Role
The Joint Economic Development Initiative Inc. (JEDI) is collaborating with Tobique First Nation
to conduct labour market research in relation to employment opportunities arising from major
projects such as those in natural resources and shipbuilding.
The Lead Researcher will be responsible for the development of a skills inventory of Tobique
First Nation. This community-driven research project will assist Tobique band members to gain
employment in future development opportunities. The resulting database of skilled Aboriginal
labour will inform community and industry leadership, as well as justify training-to-employment
programs in the First Nation.
To carry out this work, JEDI is hiring a Lead Researcher to coordinate research activities in
Tobique First Nation. Reporting to an Oversight Committee (consisting of JEDI staff, Tobique
First Nation staff, and industry representation), the Lead Researcher will perform the following
research duties related to the project.
Major Responsibilities
The Lead Researcher will be responsible for the following:

Research and Data Collection

Assist in research involving the Tobique First Nation membership, collect human resource
data, identifying skill gaps and training opportunities based on the above.
Populate an effective database system containing an inventory of skilled Aboriginal workers
in Tobique First Nation.
Perform data entry and updating for entries into the Tobique labour market database.
Complete the final report detailing the skills inventory of Tobique First Nation.

Project Management and Administration

Manage the project promotions and research budget.


Hire and supervise two (2) interviewers for short-term employment.
Coordinate and attend Oversight Committee meetings.
Take minutes of meetings as required.
Participate in a performance review.

Community Engagement

Promote survey participation in the community.

Educate Tobique First Nation membership on what labour market information (LMI) can do
for them.
Promote and monitor online participation in the Tobique Workforce Survey.

Perform other related duties, as required.


Qualifications
A post-secondary degree in a related discipline such as Arts, Education, or Business
Administration with a minimum of 2 years experience in a similar role that included
performing research, analyzing, and forecasting.
An understanding of Aboriginal employment issues in the province of New Brunswick.
An understanding of the Maliseet cultural environment.
A working knowledge of database development.
Knowledge of Federal and Provincial employment and training programs.
Familiar with local, regional, provincial, and national labour market information (LMI) and
with Employment Insurance, labour legislation and/or other programs or services that may
impact clients and/or the project
Familiar with the Right to Information and Protection of Privacy Act, Personal Health
Information Privacy and Access Act, Canadian Standards and Guidelines for Career
Development Practitioners, use of standardized and non-standardized career assessment
instruments, Code of Ethics of the Canadian Counseling and Psychotherapy Association,
and other relevant standards, guidelines, and policies.
Current drivers license.
Criminal Record Check.
Other activities as directed by the Project Oversight Committee.
