Orion Resources, Inc. - Founder/Owner - President and Chief Executive Officer, March 1992 - Present

The company was established as a West Virginia C corporation in 1992 to purchase coal from independent producers and
sell the coal directly to domestic and overseas end users. In 2000 the company began to transition to other business
interests and since 2003 has concentrated primarily on permitting, managing and marketing residential, commercial and
energy developments. The company acts as a consultant, agent or independent contractor for a variety of clients such as:

Energy Projects Development Manager, August 2009 – Present

-Responsible for the identification, permitting, financing and development of innovative energy production projects
in West Virginia and Central Appalachia
-Extensive involvement with local, state and federal regulatory agencies as well as corporate, labor and environment
interests to develop viable energy projects

The Huber Group (Windermere, Fl) – Manager of Development – December 2004 - Present

-Managed the leasing, build out and sale of commercial retail space at Gateway Commons Shopping Plaza in
Lewisburg, WV. Tenants included: AT&T, Verizon, Game Stop, Army, Navy and Marine Career Centers.
-Market and sale of outparcels of Gateway Commons Shopping Plaza.
-Responsible for overseeing the design, permitting and development of Susan Estates, a proposed residential
subdivision, consisting of approximately two hundred multi-family and single family housing units in Greenbrier
County, WV.
-Responsible for overseeing the design, permitting and construction and sale of Blackbird Village Town Homes, a
town home development in the City of Lewisburg, WV.
-The projects require extensive interaction with City and County elected officials, planning commissions, zoning
officials and members of the general public individually and at public hearings.

Cost Segregation Services. Inc. (Baton Rogue, LA) - Account Manager, October 2007 - Present

-Market the company's service of providing IRS approved cost segregation engineering studies as a strategic tax
savings tool allowing companies and individuals who have constructed, purchased, expanded, or remodeled any kind
of commercial real estate to increase their cash flow through accelerated depreciation
Capito for Congress - Finance Director, February - December 2006

-Responsible for overseeing all fundraising activity during the 2006 election period.

Fairview Holdings LLC - Founding Member, December 2004 - Present

-Co-owner of 33 acres of undeveloped commercial and residential property in Lewisburg, WV.

First Summer LLC - Founding Member, June 2000 - November 2007

-Established the greater Atlanta, GA franchise territory for Kabloom retail flower stores.
- Negotiated, administered, assigned and terminated leases for retail establishments and franchise development
agreements.
-Administered and directed all business operating functions.

May Associated Companies LLC -Founding Member, May 1999-September 2003

-Obtained all necessary state and federal permits to dredge four areas totaling 11 miles of the Kanawha River.
-Secured bank financing for construction of the dredge facility; and oversaw design and construction of the dredge.
-Sold the marketable coal produced by the dredge.
-Provided towboat and coal off-loading services to American Electric Power Company's Kanawha River
Plant.

-Secured long term coal purchase agreements with numerous independent producing companies, and sold the coal
directly to end users.
-Responsible for all aspects of transporting the coal from the mine to the consumer.
-Permitted, designed, constructed and managed three coal dock companies located on the Kanawha and Big Sandy
Rivers serving as President.
-Responsible for negotiating the purchase of the Bull Creek coal properties from AEP.
-Maintained a $13,500,000 line of credit with Pittsburgh National Bank
-1997 coal sales totaled over 5 million tons with gross revenues exceeding $105,000,000.

Delta Terminals, Inc. - Director of Marketing, March 1989 - February 1992

-Responsible for the purchase, transportation, inventory and sale of all the coal produced by several independent
producers.

The Catterton Group - Director of Marketing and Research, March 1989 - February 1992

-Responsible for the purchase, transportation, inventory and sale of all coal produced by Battle Ridge Companies.
-Assisted in the management of several venture capital investments including the permitting, acquisition,
construction, operation and sale of Cyrus Dock Company on the Big Sandy River.
-Involved in the marketing of coal reserves owned by Mower Lumber Company in Randolph County, WV.
- Oversaw the certification and removal of leaking underground storage tanks and efforts to remediate contaminated
soils.

WEST VIRGINIA STATE GOVERNMENT EMPLOYMENT

Administrative Assistant to the Commissioner - WV Department of Energy, April 1988 - February


1989

-Participated in all facets of the Department's operations including regulatory, policy and administrative
responsibilities for the Division of Mines and Minerals, Division of Health, Safety & Training, Division of

Abandoned Mine Lands and Reclamation, and the Division of Oil & Gas).
-Responsible for the direct supervision of the Department's administrative units, such as accounting and finance,
data processing, personnel and payroll, and the administrative support sections.
-The Department was responsible for expenditures in excess of $50 million annually in federal and state
appropriations.
-Represented the Governor on the State Advisory Council for the National Governors Association's Energy and
Environment Committee.

Deputy Commissioner - WV Department of Energy (Gubernatorial appointment), April 1986 -


April 1988

-Intimately involved in all facets of the Department's operations including activities relating to the Division of
Mines and Minerals, Division of Oil & Gas, Abandoned Mine Lands Program, and various administrative
units; administering all matters requiring a decision or directive from the Commissioner's Office.
-Responsible for establishing the agency's procedures, policies and guidelines having primary responsibility
for implementing the Department's organizational framework and supervised all personnel matters for the
agency's 350 employees.
-Instrumental in restructuring the Department's expenses in a manner that allowed for the continuation of the
agency's functions while absorbing a 36% cut in state general revenue funding from $8.2 million to FY 57-88
funding level of $5.3 million.
-Represented the Governor on the State Advisory Council for the Energy and Environment Committee of the
National Governors' Association. During this period, the Governor served as Chairman of the Energy &
Environment Committee and Chairman of the Southern States Energy Board.

Director- Division of Mines & Minerals —WV Department of Energy (Gubernatorial


appointment), November 1985-April 1986

-Statutorily responsible for administering and directing the regulatory duties of state government as they related
to health & safety matters of the mining industry and the permitting and reclamation of all mines and quarries
in the state.
-Director of the department's largest division, and responsible for the direct supervision of approximately 250
of the department's 350 employees including the individuals in the permit review sections and all surface and
underground mine inspectors.
-Instrumental in the planning and implementation of consolidating 23 pre-existing disenfranchised field
offices into six full service regional offices and in the decentralizing of the day-to-day routine administrative
duties of the department from the headquarters in Charleston to the regional level.
-Oversaw the development of a new efficient mine permit review process which eliminated unnecessary,
redundant and inefficient procedures.
-Represented the Governor on the State Advisory Council for the National Governors Association Energy and
Environment Committee.

Marketing Director - WV Coal Development Authority, January 1984 - November 1985

-Assisted in the development and implementation of strategies which expand the state's energy industries, with
particular emphasis on coal.
-Developed marketing and promotional efforts targeting energy intensive industries such as electric utilities,
steel, chemical, paper and cement, which operate production facilities in the eastern half of the country, as
well as multi-national and foreign corporations operating overseas.
-Established and maintained extensive contact with top level executives of energy producing and consuming
companies, transportation companies, trade associations and government agencies.
-Responsible for the day-to-day operation of the office including administrative and budgetary duties.
-Served as toe Governor's staff representative to the National Governors Association Energy and Environment
Committee.
-Appeared before legislative committees on coal marketing, research, and transportation matters.
-Worked with federal agencies to achieve funding for coal and energy projects.
-Prepared energy related correspondence, speeches and testimonies on behalf of the Governor.

Market Analyst- WV Coal Development Authority, December 1981 - December 1983

-Identified and researched markets for West Virginia coal. Coordinated and participated in marketing meetings
at the corporate headquarters of over sixty major electric utility companies. These meetings usually included
the CEO or President of the utility, the Director of Fuel Procurement and several senior staff personnel.
-Other duties included the extensive preparation of briefings, testimonies, speeches and correspondence for the
Governor, on subjects including coal and energy markets and technologies, international trade, coal transportation,
state and federal environmental regulations, industrial and economic development, and state and federal
legislation.
-Served as the state contact for inquiries regarding fuels supplies and energy information.
-Responsible for the development and administration of a national advertising campaign utilizing business periodicals,
trade journals and direct mail.

-Provided staff support for the Governor in his capacity as Chairman of the Committee on Energy & Environment of
the National Governors Association. The Governor chaired this Committee for three consecutive years. Worked
closely with the Governor in establishing the West Virginia Coal Commission and provided the day-to-day staffing
activities associated with the Commission.

Manager. Energy Research and Policy Analysis -Governor's Office of Economic and Community
Development, Energy Development Division, December 1980 - December 1981

-Handled domestic and foreign requests regarding the purchase of West Virginia energy products, particularly coal.
-Prepared and presented numerous briefings for the Governor on a variety of state and national energy issues including
Fuel Use Act, Natural Gas Policy Act, coal conversion and synthetic fuels legislation and Clean Air Act amendments,
coke and steel production and import quotas.
-Worked extensively with private developers and various state and federal agencies to increase energy producing and
consuming industries in West Virginia.
-Evaluated the potential of various energy production and utilization alternatives as they apply to the state's resources.
-Worked closely with the President's Coal Commission, National Governors Association Committee on Energy and
Environment and the Appalachian Regional Commission.
-Spent one week in the Republic of China as the Governor's representative encouraging the increased use of West
Virginia coal and meeting with existing customers Tiapower and China Steel.

Coal Policy Analyst - Director's Office, Governor's Office of Economic and Community Development,
July 1978 -December 1980

-Prepared numerous briefings for the Director of GOECD on the state's energy and steel manufacturing industries.
-Handled requests from parties interested in purchasing West Virginia energy products.
-Coordinated and participated in numerous marketing sessions with foreign coal buying delegations; this included
briefings on U.S. and West Virginia coals and the coal industry, mine tours, meetings with the Governor and West
Virginia coal producing companies.
-Extensive work with industrial clients interested in locating or expanding energy production projects in West
Virginia.
-Evaluated the potential of various coke plant facilities, energy production and combustion technologies, working
closely with the Engineering School at West Virginia University and private organizations.
-Briefed the Governor and other department heads on West Virginia coal and energy industries in preparation for two
trade missions to Japan.

Research Economist II - WV Fuel and Energy Office, November 1976 - June 1978

-Developed state contingency plans for various fuel shortages and was actively involved in the implementation
of such plans during shortages and curtailments, working closely with the Public Service Commission, utilities, and
fuel oil distributors.
-Participated in the operation and administration of the State set-aside petroleum allocation program.
-Major responsibility for development, writing and implementing the state's energy conservation programs.

Research Economist - WV Commission on Energy, Economy and Environment,
October 1975 - October 1976

-Reviewed national energy and environmental legislation and energy producing and utilization technologies as they
applied to West Virginia's resources and state and local economies.
-Researched and compiled the government publications entitled: "Catalog of Applications and Permits
Pertaining to Deep Mining, Coal Processing and Related Activities," March 1976, 350 pages. The catalog
was a complete instructional guide for complying with all state and federal underground coal mining
regulations.
-Researched and compiled the government publication entitled: "West Virginia Energy Handbook," January
1977, 175 pages. The book provides a comprehensive reference source of West Virginia energy production,
distribution and consumption data, with a less comprehensive U.S. section for comparison.
-Attended numerous legislative hearings, committee meetings, as well as Public Service Commission, Air
Pollution Control Commission and Department of Natural Resources hearings.
