Eighteenth Senate Minutes

13 February 2009

1. Call to Order. Meeting was called to order 1:30 pm by VP Wooster.


2. Roll Call. Senator Atkinson absent.
3. Additions or corrections to agenda. Changed Rivera to Cruz line item 6, c, vi.
4. Approved Agenda. The agenda was approved.
5. Approve Minutes. Minutes were approved.

6. Constitutional Amendment 18.001. Moved to second reading by Senator Brown,


seconded by Senator Morgan.
a. Senator Brown moved to amend the top line to 20 pt. font, change 2008 to
2009, place session after 2008-2009, add a colon after Constitution, indent
State in Sec 1, indent State in Sec 2, amend Sec 2. To read Article I shall
now be amended to read, un-capitalize the “A” in Amendment in the
Statement of Fact, and omit the space before “this” in the statement of
fact. Seconded by Morgan. Passed.
b. Senator Brown moved to add Sec 3. to read, “Therefore, all instances of
‘Associated Students of Washington State University at Vancouver’ will
now read ‘Associated Students of Washington State University
Vancouver.’ Seconded by Harman. Passed.
c. Called to Question by Senator Brown. Seconded by Senator Harman.
Passed.
d. Constitutional Amendment passed.
7. Constitutional Amendment 18.002. Moved to second reading by Senator Chu,
seconded by Senator Whitling.
a. Senator Brown moved to amend the top line to 20 pt. font, change the date
to read 10 February 2009, add a colon after Constitution, paragraph down
Amendment, Add Sec 1., Add Sec 2., add a space under Sec 1., add a
space under Sec 2., in the statement of fact change 20 to Twenty and add
(20%), change 14 to Fourteen and add (14%). Seconded by Chu. Passed.
b. Chu: Why was 15% chosen?
c. Myers: We know we can get 15% to vote; Try a little bit harder; don’t
want to make it too easy or too hard to pass.
d. Whitling moved to add a comma to be placed after “provided” in Sec 2.
Shaw Second. Passed.
e. Brown moved to amend “and the ASWSUV Constitution…amendment.”
in the statement of fact to “the current requirements for amending the
ASWSUV Constitution are exceedingly restrictive.” Myers Second.
Passed.
f. Whitling Call to Question. Chu Second. Constitutional Amendment
Passed.
8. Constitutional Amendment 18.003. Moved to second reading by Senator
Whitling, seconded by Senator Shaw. Passed.
a. Senator Brown moved to amend the top line to 20 pt. font, delete the
brackets around 18.003, move “session” to the same line, change the date
to read 2009, after “AN ACT Relating to” add “Amending Article IV of
the ASWSUV Constitution,” change “Article IV Amendment 5” to
18.003, add a comma after Sec 1. Article IV, add a comma after Sec 2.
Article IV, indent paragraph after Sec 1, indent paragraph after Sec 2,
delete constitutional in the top line of the statement of fact, add ($400)
after cap in the statement of fact, amend “increased duties expected of
senators” to read “the time and effort required to complete senatorial
duties,” change the signature area to be uniform to the other amendments.
Seconded by Kleinschmidt. Passed.
b. Whitling Call to Question. Chu Second. Constitutional Amendment
Passed.
9. Constitutional Amendment 18.004. Moved to second reading by Senator
Whitling, seconded by Senator Kleinschmidt. Passed.
a. Senator Brown moved to amend the top line to 20 pt. font, add “session”
after 2008-09, change the date to read 2009, after “AN ACT Relating to”
add “Amending Article IV of the ASWSUV Constitution,” after Sec 1.
add “Article IV Section 5 reads as follows:,” add Article IV Section 5,
delete “Clause a,” amend “will now read” to “shall now be amended to
read,” indent paragraph after Sec 2, capitalize pro-tempore, add “of the”
after (15%0, un-capitalize “Amendment,” change the signature area to be
uniform to the other amendments. Seconded by Shaw. Passed.
b. Harman Call to Question. Aday Second. Constitutional Amendment
Failed.

ii. Programming – Met with Dave Smith about lockers, WRC only
active committee yet no set meetings, FSC info: Magazine Rack
being designed, Mural see Jenna or Michelle.
iii. Finance – Half the budget is spent, $5059 per meeting can be
spent.
iv. Rules and Regulations – Still researching Non-disclosure
agreement.
v. Budget- Met last Sunday, Meeting again on 2/22 at noon, critique
the final budget request, plan to present to senate on 2/27, Sterr
will be presenting.
