Targeted and won $300 million IT enterprise services contract during a decline in the Defense Intelligence Agency
budget by developing a select program team and launching a five year plan to secure the contract. Resulted in
largest enterprise IT services contract ever awarded within the Companys sector.

Expanded DOD IT and R&D engineering services business unit from $225 million to more than $300 million in four
years. Streamlined merged acquisitions operations to reduce personnel and systems redundancies, process
inefficiencies, high-overhead cost and under-performing sales revenues. Divested non-core specialty business to
achieve a profit-to-cash ratio over 1.0, reduced cash conversion from over 70 days to under 50, and improved win
rate by 10%. Increased customer satisfaction by 50 basis points and business unit productivity by 6%.
Addressed attrition of quality management talent with employee development plan to retain high performing staff
members. Developed assessments of company tier one leadership providing organizational development, training
and mentorship. Increased technical certifications by 10% within 12 months and mentoring of first time leaders by
30%, reducing the loss of high potential talent by 2% under the industry average.
Won multiple award umbrella contract for Army C4ISR engineering services delivery with a ceiling of $6 billion.
Targeted new markets for diversification to reverse shrinking business base of 5% for three prior years. Identified
sustainable markets within the core competencies of the organization. Pursued entry into the Army C4ISR
engineering services market developing a capture strategy and investment business case, and selecting a capture
team and support staff to secure a large umbrella contract with the Army. Established collaboration process with

Lead team preparing business case for $5 billion joint Department of Homeland Security, and Justice and Treasury
Department Integrated Wireless Network systems engineering contract. Selected 15-member capture team and 10
strategic subcontractors for 18 months effort to develop a unique low cost cellular based communications system.
Recognized as one of two phase-one contract finalists winning $2 million contract to proceed with final systems
design for the IWN Program.
Created advanced functional programs team to pursue the billion-dollar federal and state government market.
Utilized R&D and technology innovations to provide solutions for competitive opportunities and establish a proposal
process to win high value contracts. Created a new process for competitive bidding and revised the criteria for R&D
investments. Drove unique business model with corporate collaboration for bib development to expand products and
services. Increased sector win rate by 5% within 18 months in C4ISR, NRO, Army C2, Air Force and state
government markets. Introduced new R&D vetting processes saving $6.5 million in annual budget cost.
Developed proposal for $3 billion Next Generation Enterprise Network for the US Navy to provide secure, net-centric
data and services to Navy and Marine Corps personnel. Prepared detailed opportunity development plan with
concept of operations and baseline requirements accepted by the Navy. Over 75% of proposal recommendations
incorporated into final proposal requirements allowing the company to proceed to the next phase of NGEN
acquisition.
Upgraded critical public safety communications and data management infrastructure for the Pennsylvania State
Police. Developed reliable statewide radio and data communications providing secure connections with federal and
local public safety and DHS agencies. Won $123 million contract to replace 20 year old communication
infrastructure with new system based on current secure communication technologies.
