Speech about home burglary at Residents in Taman Indah

Good morning everyone and greetings to everyone . I'm the
President of the Resident's Association (RA) in Taman Indah like to thank
all the members of the association who are present at today's meeting.
For your information, the purpose of the meeting today is about the home
burglary problem that is frequently occuring in our residents of Taman
Indah lately.
Ladies and Gentlemen,
Before I talk about this home burglary problem, I want to mention
here what is meant by home burglary ? Home burglary means a criminal
offense of breaking and entering a building illegally for the purpose of
committing a crime. Burglary, at common law, was the trespasser
breaking and entering of the dwelling of another at night with an intent to
commit a felony therein. It is an offense against possession and
habitation. According to the criminal sense burglary third edition of the
dictionary is an action either individually or collectively entering a
person's home without permission for the purpose of robbery.
Home burglary problem occurs in all countries in the world. For
example, the incidence of burglary that took place in Cairo in 2011. The
thieves broke into Johor Rab'ah Boarding House when the students left the
area for Friday prayers. The thieves managed to steal a laptop computer
belonging to four students. In fact, the case of home burglary is no
exception that occurs in Malaysia. The home burglary by criminals in
Malaysia occur in many locations such as in urban, suburban, in the
villages, in a residential area and in the apartment houses. Whether it
occurs on a festive holiday season or not. For example, by Muhammad
Amirul Afiq Mastor a special Utusan Malaysia journalists on 26 August
2011 that the Criminal burglary during Hari Raya increased by almost 50
percent in each year. In fact, it increased dramatically in the week before
and the week after the festival.

However, the latest statistics have shown the police report the
occurrence of a decrease in the percentage of home burglary cases,
especially in the festive season. This decline can be seen through the
number of different cases of home burglary during the Hari Raya festival.
In 2013 a total of 43 cases of home burglary were reported compared to
59 cases in 2012 in the same time period. Another example, the problem
of home burglary that occurred outside the festive season is a daily news
report said on May 6 2015.

An unemployed man was sentenced to four years' imprisonment by
the Sessions Court, after pleading guilty to breaking into the home of an
information technology executive and successful stole goods worth
RM30,000.
Ladies and gentlemen,
My question to all members, how can we reduce the number of
cases of domestic burglary? Here clearly shows that there are definitely
certain steps that can be done to overcome home burglary by criminals.
This is the reason today I want to talk about home burglary incidents that
occurred among the residents in Taman Indah and the recommendations
that I can give to avoid these incidents from occurring again.
As we already know that there are three cases of home burglary
that have occurred at our residents in Taman Indah in the last two weeks.
The frequency of three cases of home burglary is worrying the people in
this residents of Taman Indah. The first incident occurred in the house of
Haji Salleh. At that time, his family was not at home because he was
managing his wedding feasts in his village for three days. The burglars
successfully entered his house by breaking the padlock on the doormounted front grille of his living room. Haji Salleh was only aware of the
incident after returning home. He lost some jewellery and personal laptop
that amounting to RM 13000.00. Then after four days the same incident
also happened to Madam Maimunah. The incident occurred in the

afternoon after she was out to work. Madam Maimunah is a single mother
who is working made the job of the criminals to burglar her house easier. I
believe the criminals have long observed Madam Maimunah to know at
what time she was not at home. She lost cash of RM 3000.00. The third
incident occurred last night at Mr. Yaccobs family. During the incident his
family was out to eat at a Restaurant Haji Putih near the town of Tiram
from 8.00 to 10.00 pm. Even though the distance from his home to the
restaurant that only takes 20 minutes the burglar managed to steal his
tablet and cash in estimated losses RM 1000.00 .The criminals had
burgled his house without having to take a long time which is within two
hours. This situation shows that he is a skilled and has become a habit of
doing home burglary.

The Incidents of home burglary the residents in Taman Indah that I
had just mentioned is a serious matter that needs to be addressed by us.
However, before I propose a few steps we can do several precaution to
prevent this home burglary. Something related to the burglary of houses
we need to know .Those are the status of these criminals , who is the
target , whether the tools used to break into the house and techniques of
criminals broke into the home. Knowledge about the status of criminals,
who is the target , tools used and techniques used to break into the house
can help us make it easier to avoid the incidence of home burglary from
happening again.
Ladies and Gentlemen,
Usually home burglary is committed by drug addicts, the poor, the
unemployed, immigrants, students , vindictive, groups of thugs, people
who have financial problems like debt with

loan shark and people are

making as a hobby while that person does not have any financial
problems. The criminals also target to specific people such as the rich,
people whose life of luxury, the people who a lot of money and people
who has high position in a job. While, the tools used to break into the
house was like a tool screwdriver, spanner, steel scissors, grander and set
Allen key various sizes. Then, the techniques used by criminals to break
into the house through the gate, broke the door lock, padlock break,
cutting the main door grill, cut a windows grill, cut jagged iron windows,
smashed the windows, through the roof and through the empty space of
air

conditioning.

Therefore,

there

are

some solutions

that

can

recommend here to address this issue. The solution consists of two

measures of action which requires the cooperation of all parties and
individual action. Among the actions that I can recommend here is as
follows:
First, create a voluntary program of movement. A voluntary program
of patrolling at night by the residents in Taman Indah. This movement
require take turns patrolling day in the evenings between 9.00 pm to 5.30
am. Whereas, the interval between 9.00 to 5.30 in the morning session
requires three rounds. The first group are members of the patrol between
the hours of 9.00 pm to 12.00 pm, the second group were members of the
patrol between the hours of 12.00 pm to 3.00 am and the third group
between the hours of 3.00 am to 5.30 am. Therefore , each member of the
group need to patrol the area to ensure that the residents in Taman Indah
have any activity of home burglary by criminals .The patrols can be done
on foot, by bike and ride such us a car or MPV.

Second,

neighbourhood

watch.

The

neighbourhood watch concept is a practice of cooperation and concern for

all people in this residents of Taman Indah. In the event of suspicious
activity in a house the nearest neighbours of the house need to be
sensitive, caring and act promptly. For example, catching criminals or
immediately make a report to the police. In addition, the concept of

neighbourhood watch will also establish friendly relations, close and

helping each other. For example, ask neighbours to help monitor your
home or give a duplicate key to a neighbouring house that is reliable as
long as we are not at home is an act of mutual help to foster friendly
relations with close neighbours. In fact, this neighbourhood watch is a
very important concept that should not be taken lightly by us because
failure in the concept of neighbourhood can bring a lot of harm and loss to
us all. Particularly in cases involving crimes such as home burglary that is
occurring the residents in Taman Indah.
Third, ask for help from the police station to place a mobile police bit
at the centre of operations in burglary hot spots. The police stations
should be placed on a permanent basis to monitor the entry and exit of
vehicles, especially at night. Anyone suspicious will be stopped and
searched by police. Apart from that, the police will also make regular
patrols around the residents in Taman Indah. Also, it facilitates the prompt
action of the police in the event home burglary by criminals. For example,
action to inform the police station move when we want to leave the house
for long periods of time will grant facilities for the police to act
immediately if there are signs of suspicious happens in our homes. Our
cooperation with the police can prevent any crime, especially a crime
home burglary problem.
Fourth, avoid things that may attract thieves to break into
someone's house. The things that can attract the attention of criminals to
break into a house with a bush area around their home and fence made
with flowering plants that allows criminals to hide , leaving the stairs
outside the house, leaving the plant equipment or other objects that can
be used to break into the house , put a note on the main door written no
one at home, have a pile of stuff outdoors subscription such as
newspapers during we are not at home, the windows and the balcony did
not have a strong grill cover, let the phone ring sounds that are not
repealed its online home and do not turn on the lights in the house from
morning till night during we are not at home. Therefore, knowing the

things that can attract the attention of thieves to break into someone's
house will help us prevent such incidents from occurring.

Fifth, strengthen the main door, the kitchen door and windows of the
house. Among the ways to strengthen the main door, the kitchen door and
windows of the house is put up and streamline gate grille iron fences that
can be folded with iron clasp, install the main door of the house with
mortise-putting (mortise) fine or lock peg (Rim Latch) having a latch off
(Dead Molting), lock bar also must be supported by a strong key and use
the padlock house with a strong padlock ring cover (strong closed shackle
padlock). Measures to strengthen and streamline the main door and
windows are our own initiative. Whether the tools that we buy at the store
or by way of a special orders from skilled people.
Sixth, when leaving home make sure your house keys is not left in
the shoe, under the doormat, under the pots, in the mailbox and others
outside your home. Leave house keys outside the house is a common
thing that is done by most of us. Such action constitutes wilful negligence
by us. Besides that, it shows us less concerned with safety measures in
our homes from criminals. For example, preferably duplicate keys of our
house to be submitted to the nearest neighbour credible when we leave
the house.
Seventh, Install security lights if we leave the house for long
periods. Install security lights either within or outside the house that can
go out or lights up automatically or periodically as if the lamp is lit up at
night. Put the lights on in the house at least one light such as light
household or kitchen and so on. The house lights blazing mark as if we
were at home. Apart from that, you should never leave a note on the door
that says no one at home. In fact, remove the wire line home phone to
avoid ringing phone. The ringing home phone that often sound without

taken can attract attention and provide an opportunity for criminals to

break into the house.
Eighth, the use of electronic safety devices to avoid breaking into
the house by criminals. For example, the electronic safety devices that
can be used by us are installing cctv. The cctv installation requires four
items enabled. It is one unit DVR either 4 channel BNC output or one VGA
output or one network model , SATA Hard Disk (80Gb), 4 dome cameras
and computer monitors . Then, we determine the location of the CCTV
installation based on a view that will be controlled either far, near, dark or
light conditions. Make sure the placement angle CCTV camera under the
roof to prevent rain, wind and so on. The CCTV footage can also be
connected to the smartphone. This will allow us to know and see the
situation on the record by CCTV wherever we are.

Members of the association,
As I have explained in my speech earlier. So, here I could give two
conclusions related to the burglary of the house. The first conclusion is
about home burglary by criminals. This problem occurs in all countries,
including in Malaysia. The locations which often happens home burglary in
Malaysia are in urban, suburban, in the villages, in a residential area and
in the apartment houses . Whether, it occurs in a festive holiday season or
not. Therefore, the home burglary problem has to do with our residence in
Taman Indah which often occur in the last two weeks. As I mentioned
earlier, the incident has occurred to the home of Haji Salleh, Madam
Maimunah house and Mr. Yaccob house. This is a problem that is worrying
us all and need for some of the solutions that should be implemented so
that this incident does not happen again to our residents in Taman Indah.
The second conclusion are that, some of my suggestions for avoid
the problem of home burglary that occurred to our residents in Taman
Indah.

are

spots, avoid things that may attract thieves to break into someone's
house like has a bush at area house, if you leaving home make sure your
home keys is not left in the shoe, under the doormat , in pots , in the
mailbox and others outside the home, Install security lights are either on
resident's in Taman Indah inside or outside the house that can go out or
lights up automatically if we leave the house for a long time and using
electronic security devices such as CCTV to record images that occur
outside our homes. So, here I expect all members to think about it and
take suggestions on steps to resolve the problem of home burglary that I
have mentioned it earlier.
Ladies and Gentlemen,
Lastly, I as a President Resident's Association in Taman Indah hopes
that the cooperation of all parties to address issues that are taking place
in our resident's in Taman Indah. I also hope all my suggestions about
prevent the problems associated with residential burglary in the home of
this we can do together. This is because the cooperation and concerted
action by all parties to prevent the home burglary not happen again at the
resident's in Taman Indah. I end my speech with thank you.
