Re: Rights of Migrants
A country who has more than one and a half new migrants per year since 2010 1
and when 65% of their population is a mixed between many foreing ethnic
groups knows the importance of having a very careful and useful regulation for
the rights of migrants. For this reason, the Republic of Panama had in a
migratory control program since 2010 to 2015 called Crisol de Razas for
legalize the situation of many illegal migrants and gain better work and life
conditions. However, because many of this migrants use their permission for
illegal actions as illegal drug trade our goverment decided to cut the program
and start a new migratory control, more strong and efficent than the Crisol de
Razas that will be start at the end of 2015.
Despite of these migratory programs, Panama strongly believes that the help of
other countries can contribuite to improve the rights of migrants and understand
the needs of a good regulation according to the social and economic topics of
every country. As current and active members of the United Nations Committe
of Migrant Workers and despite Panama didnt ratified the International
Convention on the Protection of the Rights of All Migrant Workers and Members
of their Families, Panama will do it when the United Nations approved some
issues than had been exposed in the Universal Periodic Review in way to
consider the life situation of their citizens and the increase of violence and
illegal situation as a consequence of a weak, non efficent migration control of
other countries, especially in Latin American countries
Considering the current situation of our contry and also the situation of many
contries in the world, the Republic of Panama proposes two important control
solutions based in economical and social topics that are the key of the success
of every change. 1) A strong control of migration programs without forgetting the
human rights and the right of liberty of every person. With the help of countries
as China, United States and Caribbean countries whe can make important
changes. Also, our Information Centre for Migrants in cooperation with the
United Nations will help to explain new migrants about their rights, things are
allow and not allow to do in our countries. Its a right of a citizens know the
regulation of their country and a extraordinary way to prevent illegal issues and
2) Countries have to forget that they are working for themselves, its a team
work when despite the continent our migrants came, the consequences are the
same. If we approved rights for migrants according to our countries, we wil have
excellent economical results (the Panama Canal its our principal proof of
economical success because countries cooperation) and social stability. In
conclusin, the Republic of Panama wishes to cooperate with the awareness of
this important topic as Rights of Migrants, and strongly believe is the key to
success in the future.
