PREFACE
TheE3/EU+3(China,France,Germany,theRussianFederation,theUnited
Kingdom and the United States, with the High Representative of the European
Union for Foreign Affairs and Security Policy) and the Islamic Republic of Iran
welcomethishistoricJointComprehensivePlanofAction(JCPOA),whichwill
ensure that Irans nuclear programme will be exclusively peaceful, and mark a
fundamental shift in their approach to this issue. They anticipate that full
implementation of this JCPOA will positively contribute to regional and
internationalpeaceandsecurity.Iranreaffirmsthatundernocircumstanceswill
Iraneverseek,developoracquireanynuclearweapons.
Iran envisions that this JCPOA will allow it to move forward with an
exclusivelypeaceful,indigenousnuclearprogramme,inlinewithscientific
andeconomicconsiderations,inaccordancewiththeJCPOA,andwithaview
tobuildingconfidenceandencouraginginternationalcooperation.Inthis
context,theinitialmutuallydeterminedlimitationsdescribedinthisJCPOA
will be followed by a gradual evolution, at a reasonable pace, of Irans
peaceful nuclear programme, including its enrichment activities, to a commercial
programme for exclusively peaceful purposes, consistent with international
nonproliferationnorms.
The E3/EU+3 envision that the implementation of this JCPOA will
progressivelyallowthemtogainconfidenceintheexclusivelypeacefulnatureof
Iransprogramme.TheJCPOAreflectsmutuallydeterminedparameters,
consistent with practical needs, with agreed limits on the scope of Irans
nuclear programme, including enrichment activities and R&D. The JCPOA
addresses the E3/EU+3s concerns, including through comprehensive measures
providingfortransparencyandverification.
The JCPOA will produce the comprehensive lifting of all UN Security
CouncilsanctionsaswellasmultilateralandnationalsanctionsrelatedtoIrans
nuclear programme, including steps on access in areas of trade, technology,
finance,andenergy.
PREAMBLEANDGENERALPROVISIONS
i. TheIslamicRepublicofIranandtheE3/EU+3(China,France,Germany,the
RussianFederation,theUnitedKingdomandtheUnitedStates,withtheHigh
RepresentativeoftheEuropeanUnionforForeignAffairsandSecurityPolicy)
havedecideduponthislongtermJointComprehensivePlanofAction
(JCPOA).ThisJCPOA,reflectingastepbystepapproach,includesthe
reciprocalcommitmentsaslaiddowninthisdocumentandtheannexeshereto
andistobeendorsedbytheUnitedNations(UN)SecurityCouncil.
ii. ThefullimplementationofthisJCPOAwillensuretheexclusivelypeaceful
natureofIran'snuclearprogramme.
iii. IranreaffirmsthatundernocircumstanceswillIraneverseek,developor
acquireanynuclearweapons.
iv. SuccessfulimplementationofthisJCPOAwillenableIrantofullyenjoyits
righttonuclearenergyforpeacefulpurposesundertherelevantarticlesofthe
nuclearNonProliferationTreaty(NPT)inlinewithitsobligationstherein,and
theIraniannuclearprogrammewillbetreatedinthesamemannerasthatofany
othernonnuclearweaponstatepartytotheNPT.
v. ThisJCPOAwillproducethecomprehensiveliftingofallUNSecurityCouncil
sanctionsaswellasmultilateralandnationalsanctionsrelatedtoIransnuclear
programme,includingstepsonaccessinareasoftrade,technology,financeand
energy.
vi. TheE3/EU+3andIranreaffirmtheircommitmenttothepurposesand
principlesoftheUnitedNationsassetoutintheUNCharter.
vii. TheE3/EU+3andIranacknowledgethattheNPTremainsthecornerstoneof
thenuclearnonproliferationregimeandtheessentialfoundationforthepursuit
ofnucleardisarmamentandforthepeacefulusesofnuclearenergy.
viii. TheE3/EU+3andIrancommittoimplementthisJCPOAingoodfaithandina
constructiveatmosphere,basedonmutualrespect,andtorefrainfromany
actioninconsistentwiththeletter,spiritandintentofthisJCPOAthatwould
undermineitssuccessfulimplementation.TheE3/EU+3willrefrainfrom
imposingdiscriminatoryregulatoryandproceduralrequirementsinlieuofthe
sanctionsandrestrictivemeasurescoveredbythisJCPOA.ThisJCPOAbuilds
ontheimplementationoftheJointPlanofAction(JPOA)agreedinGenevaon
24November2013.
ix. AJointCommissionconsistingoftheE3/EU+3andIranwillbeestablishedto
monitortheimplementationofthisJCPOAandwillcarryoutthefunctions
providedforinthisJCPOA.ThisJointCommissionwilladdressissuesarising
fromtheimplementationofthisJCPOAandwilloperateinaccordancewiththe
provisionsasdetailedintherelevantannex.
x. TheInternationalAtomicEnergyAgency(IAEA)willberequestedtomonitor
andverifythevoluntarynuclearrelatedmeasuresasdetailedinthisJCPOA.
TheIAEAwillberequestedtoprovideregularupdatestotheBoardof
Governors,andasprovidedforinthisJCPOA,totheUNSecurityCouncil.All
relevantrulesandregulationsoftheIAEAwithregardtotheprotectionof
informationwillbefullyobservedbyallpartiesinvolved.
xi. AllprovisionsandmeasurescontainedinthisJCPOAareonlyforthepurpose
ofitsimplementationbetweenE3/EU+3andIranandshouldnotbeconsidered
assettingprecedentsforanyotherstateorforfundamentalprinciplesof
internationallawandtherightsandobligationsundertheNPTandother
relevantinstruments,aswellasforinternationallyrecognisedprinciplesand
practices.
xii. TechnicaldetailsoftheimplementationofthisJCPOAaredealtwithinthe
annexestothisdocument.
xiii. TheEUandE3+3countriesandIran,intheframeworkoftheJCPOA,will
cooperate,asappropriate,inthefieldofpeacefulusesofnuclearenergyand
engageinmutuallydeterminedcivilnuclearcooperationprojectsasdetailedin
AnnexIII,includingthroughIAEAinvolvement.
xiv. TheE3+3willsubmitadraftresolutiontotheUNSecurityCouncilendorsing
thisJCPOAaffirmingthatconclusionofthisJCPOAmarksafundamentalshift
initsconsiderationofthisissueandexpressingitsdesiretobuildanew
relationshipwithIran.ThisUNSecurityCouncilresolutionwillalsoprovide
fortheterminationonImplementationDayofprovisionsimposedunder
previousresolutionsestablishmentofspecificrestrictionsandconclusionof
considerationoftheIrannuclearissuebytheUNSecurityCouncil10years
aftertheAdoptionDay.
xv. TheprovisionsstipulatedinthisJCPOAwillbeimplementedfortheir
respectivedurationsassetforthbelowanddetailedintheannexes.
xvi. TheE3/EU+3andIranwillmeetattheministeriallevelevery2years,orearlier
ifneeded,inordertoreviewandassessprogressandtoadoptappropriate
decisionsbyconsensus.
I.
IranandE3/EU+3willtakethefollowingvoluntarymeasureswithinthe
timeframeasdetailedinthisJCPOAanditsAnnexes
NUCLEAR
A.ENRICHMENT,ENRICHMENTR&D,STOCKPILES
1. Iran'slongtermplanincludescertainagreedlimitationsonalluranium
enrichmentanduraniumenrichmentrelatedactivitiesincludingcertain
limitationsonspecificresearchanddevelopment(R&D)activitiesforthefirst8
years,tobefollowedbygradualevolution,atareasonablepace,tothenext
stageofitsenrichmentactivitiesforexclusivelypeacefulpurposes,asdescribed
inAnnexI.Iranwillabidebyitsvoluntarycommitments,asexpressedinits
ownlongtermenrichmentandenrichmentR&Dplantobesubmittedaspartof
theinitialdeclarationfortheAdditionalProtocoltoIransSafeguards
Agreement.
2. IranwillbeginphasingoutitsIR1centrifugesin10years.Duringthisperiod,
IranwillkeepitsenrichmentcapacityatNatanzatuptoatotalinstalled
uraniumenrichmentcapacityof5060IR1centrifuges.Excesscentrifugesand
enrichmentrelatedinfrastructureatNatanzwillbestoredunderIAEA
continuousmonitoring,asspecifiedinAnnexI.
3. IranwillcontinuetoconductenrichmentR&Dinamannerthatdoesnot
accumulateenricheduranium.Iran'senrichmentR&Dwithuraniumfor10
yearswillonlyincludeIR4,IR5,IR6andIR8centrifugesaslaidoutin
AnnexI,andIranwillnotengageinotherisotopeseparationtechnologiesfor
enrichmentofuraniumasspecifiedinAnnexI.IranwillcontinuetestingIR6
andIR8centrifuges,andwillcommencetestingofupto30IR6andIR8
centrifugesaftereightandahalfyears,asdetailedinAnnexI.
4. AsIranwillbephasingoutitsIR1centrifuges,itwillnotmanufactureor
assembleothercentrifuges,exceptasprovidedforinAnnexI,andwillreplace
failedcentrifugeswithcentrifugesofthesametype.Iranwillmanufacture
advancedcentrifugemachinesonlyforthepurposesspecifiedinthisJCPOA.
Fromtheendoftheeighthyear,andasdescribedinAnnexI,Iranwillstartto
manufactureagreednumbersofIR6andIR8centrifugemachineswithout
rotorsandwillstoreallofthemanufacturedmachinesatNatanz,underIAEA
continuousmonitoringuntiltheyareneededunderIran'slongtermenrichment
andenrichmentR&Dplan.
5. Basedonitslongtermplan,for15years,Iranwillcarryoutitsuranium
enrichmentrelatedactivities,includingsafeguardedR&Dexclusivelyinthe
NatanzEnrichmentfacility,keepitslevelofuraniumenrichmentatupto
3.67%,and,atFordow,refrainfromanyuraniumenrichmentanduranium
enrichmentR&Dandfromkeepinganynuclearmaterial.
6. IranwillconverttheFordowfacilityintoanuclear,physicsandtechnology
centre.Internationalcollaborationincludingintheformofscientificjoint
partnershipswillbeestablishedinagreedareasofresearch.1044IR1
centrifugesinsixcascadeswillremaininonewingatFordow.Twoofthese
cascadeswillspinwithouturaniumandwillbetransitioned,includingthrough
appropriateinfrastructuremodification,forstableisotopeproduction.The
otherfourcascadeswithallassociatedinfrastructurewillremainidle.Allother
centrifugesandenrichmentrelatedinfrastructurewillberemovedandstored
underIAEAcontinuousmonitoringasspecifiedinAnnexI.
7. Duringthe15yearperiod,andasIrangraduallymovestomeetinternational
qualificationstandardsfornuclearfuelproducedinIran,itwillkeepits
uraniumstockpileunder300kgofupto3.67%enricheduraniumhexafluoride
(UF6)ortheequivalentinotherchemicalforms.Theexcessquantitiesaretobe
soldbasedoninternationalpricesanddeliveredtotheinternationalbuyerin
returnfornaturaluraniumdeliveredtoIran,oraretobedownblendedto
naturaluraniumlevel.Enricheduraniuminfabricatedfuelassembliesfrom
RussiaorothersourcesforuseinIran'snuclearreactorswillnotbecounted
againsttheabovestated300kgUF6stockpile,ifthecriteriasetoutinAnnexI
aremetwithregardtoothersources.TheJointCommissionwillsupport
assistancetoIran,includingthroughIAEAtechnicalcooperationas
appropriate,inmeetinginternationalqualificationstandardsfornuclearfuel
producedinIran.Allremaininguraniumoxideenrichedtobetween5%and
20%willbefabricatedintofuelfortheTehranResearchReactor(TRR).Any
additionalfuelneededfortheTRRwillbemadeavailabletoIranat
internationalmarketprices.
B.ARAK,HEAVYWATER,REPROCESSING
8. Iranwillredesignandrebuildamodernisedheavywaterresearchreactorin
Arak,basedonanagreedconceptualdesign,usingfuelenrichedupto3.67%,
inaformofaninternationalpartnershipwhichwillcertifythefinaldesign.The
reactorwillsupportpeacefulnuclearresearchandradioisotopeproductionfor
medicalandindustrialpurposes.TheredesignedandrebuiltArakreactorwill
notproduceweaponsgradeplutonium.Exceptforthefirstcoreload,allofthe
activitiesforredesigningandmanufacturingofthefuelassembliesforthe
redesignedreactorwillbecarriedoutinIran.AllspentfuelfromArakwillbe
shippedoutofIranforthelifetimeofthereactor.Thisinternationalpartnership
willincludeparticipatingE3/EU+3parties,Iranandsuchothercountriesas
maybemutuallydetermined.Iranwilltaketheleadershiproleastheowner
andastheprojectmanagerandtheE3/EU+3andIranwill,before
ImplementationDay,concludeanofficialdocumentwhichwoulddefinethe
responsibilitiesassumedbytheE3/EU+3participants.
9. Iranplanstokeeppacewiththetrendofinternationaltechnological
advancementinrelyingonlightwaterforitsfuturepowerandresearchreactors
withenhancedinternationalcooperation,includingassuranceofsupplyof
necessaryfuel.
10. Therewillbenoadditionalheavywaterreactorsoraccumulationofheavy
waterinIranfor15years.Allexcessheavywaterwillbemadeavailablefor
exporttotheinternationalmarket.
11. Iranintendstoshipoutallspentfuelforallfutureandpresentpowerand
researchnuclearreactors,forfurthertreatmentordispositionasprovidedforin
relevantcontractstobedulyconcludedwiththerecipientparty.
12. For15yearsIranwillnot,anddoesnotintendtothereafter,engageinanyspent
fuelreprocessingorconstructionofafacilitycapableofspentfuelreprocessing,
orreprocessingR&Dactivitiesleadingtoaspentfuelreprocessingcapability,
withthesoleexceptionofseparationactivitiesaimedexclusivelyatthe
productionofmedicalandindustrialradioisotopesfromirradiatedenriched
uraniumtargets.
C.TRANSPARENCYANDCONFIDENCEBUILDINGMEASURES
13. ConsistentwiththerespectiverolesofthePresidentandMajlis(Parliament),
IranwillprovisionallyapplytheAdditionalProtocoltoitsComprehensive
SafeguardsAgreementinaccordancewithArticle17(b)oftheAdditional
Protocol,proceedwithitsratificationwithinthetimeframeasdetailedinAnnex
VandfullyimplementthemodifiedCode3.1oftheSubsidiaryArrangements
toitsSafeguardsAgreement.
14. Iranwillfullyimplementthe"RoadmapforClarificationofPastandPresent
OutstandingIssues"agreedwiththeIAEA,containingarrangementstoaddress
pastandpresentissuesofconcernrelatingtoitsnuclearprogrammeasraisedin
theannextotheIAEAreportof8November2011(GOV/2011/65).Full
implementationofactivitiesundertakenundertheRoadmapbyIranwillbe
completedby15October2015,andsubsequentlytheDirectorGeneralwill
provideby15December2015thefinalassessmentontheresolutionofallpast
andpresentoutstandingissuestotheBoardofGovernors,andtheE3+3,intheir
capacityasmembersoftheBoardofGovernors,willsubmitaresolutiontothe
BoardofGovernorsfortakingnecessaryaction,withaviewtoclosingthe
issue,withoutprejudicetothecompetenceoftheBoardofGovernors.
15. IranwillallowtheIAEAtomonitortheimplementationofthevoluntary
measuresfortheirrespectivedurations,aswellastoimplementtransparency
measures,assetoutinthisJCPOAanditsAnnexes.Thesemeasuresinclude:a
longtermIAEApresenceinIranIAEAmonitoringofuraniumoreconcentrate
producedbyIranfromalluraniumoreconcentrateplantsfor25years
containmentandsurveillanceofcentrifugerotorsandbellowsfor20yearsuse
ofIAEAapprovedandcertifiedmoderntechnologiesincludingonline
enrichmentmeasurementandelectronicsealsandareliablemechanismto
ensurespeedyresolutionofIAEAaccessconcernsfor15years,asdefinedin
AnnexI.
16. Iranwillnotengageinactivities,includingattheR&Dlevel,thatcould
contributetothedevelopmentofanuclearexplosivedevice,includinguranium
orplutoniummetallurgyactivities,asspecifiedinAnnexI.
17. Iranwillcooperateandactinaccordancewiththeprocurementchannelinthis
JCPOA,asdetailedinAnnexIV,endorsedbytheUNSecurityCouncil
resolution.
SANCTIONS
18. TheUNSecurityCouncilresolutionendorsingthisJCPOAwillterminateall
provisionsofpreviousUNSecurityCouncilresolutionsontheIraniannuclear
issue1696(2006),1737(2006),1747(2007),1803(2008),1835(2008),1929
(2010)and2224(2015)simultaneouslywiththeIAEAverified
implementationofagreednuclearrelatedmeasuresbyIranandwillestablish
specificrestrictions,asspecifiedinAnnexV.[1]
19. TheEUwillterminateallprovisionsoftheEURegulation,assubsequently
amended,implementingallnuclearrelatedeconomicandfinancialsanctions,
includingrelateddesignations,simultaneouslywiththeIAEAverified
implementationofagreednuclearrelatedmeasuresbyIranasspecifiedin
AnnexV,whichcoverallsanctionsandrestrictivemeasuresinthefollowing
areas,asdescribedinAnnexII:
i. TransfersoffundsbetweenEUpersonsandentities,includingfinancial
institutions,andIranianpersonsandentities,includingfinancialinstitutions
ii. Bankingactivities,includingtheestablishmentofnewcorrespondentbanking
relationshipsandtheopeningofnewbranchesandsubsidiariesofIranianbanks
intheterritoriesofEUMemberStates
iii. Provisionofinsuranceandreinsurance
iv. Supplyofspecialisedfinancialmessagingservices,includingSWIFT,for
personsandentitiessetoutinAttachment1toAnnexII,includingtheCentral

20. TheEUwillterminateallprovisionsoftheEURegulationimplementingallEU
proliferationrelatedsanctions,includingrelateddesignations,8yearsafter
AdoptionDayorwhentheIAEAhasreachedtheBroaderConclusionthatall
nuclearmaterialinIranremainsinpeacefulactivities,whicheverisearlier.
21. TheUnitedStateswillceasetheapplication,andwillcontinuetodoso,in
accordancewiththisJCPOAofthesanctionsspecifiedinAnnexIItotake
effectsimultaneouslywiththeIAEAverifiedimplementationoftheagreed
nuclearrelatedmeasuresbyIranasspecifiedinAnnexV.Suchsanctions
coverthefollowingareasasdescribedinAnnexII:
i. FinancialandbankingtransactionswithIranianbanksandfinancialinstitutions
asspecifiedinAnnexII,includingtheCentralBankofIranandspecified
individualsandentitiesidentifiedasGovernmentofIranbytheOfficeof

persontoengageinactivitieswithIranconsistentwiththisJCPOAandlicense
theimportationintotheUnitedStatesofIranianorigincarpetsandfoodstuffs.
23. EightyearsafterAdoptionDayorwhentheIAEAhasreachedtheBroader
ConclusionthatallnuclearmaterialinIranremainsinpeacefulactivities,
whicheverisearlier,theUnitedStateswillseeksuchlegislativeactionasmay
beappropriatetoterminate,ormodifytoeffectuatetheterminationof,the
sanctionsspecifiedinAnnexIIontheacquisitionofnuclearrelated
commoditiesandservicesfornuclearactivitiescontemplatedinthisJCPOA,to
beconsistentwiththeU.S.approachtoothernonnuclearweaponstatesunder
theNPT.
24. TheE3/EUandtheUnitedStatesspecifyinAnnexIIafullandcompletelistof
allnuclearrelatedsanctionsorrestrictivemeasuresandwillliftthemin
accordancewithAnnexV.AnnexIIalsospecifiestheeffectsoftheliftingof
sanctionsbeginningon"ImplementationDay".Ifatanytimefollowingthe
ImplementationDay,Iranbelievesthatanyothernuclearrelatedsanctionor
restrictivemeasureoftheE3/EU+3ispreventingthefullimplementationofthe
sanctionsliftingasspecifiedinthisJCPOA,theJCPOAparticipantinquestion
willconsultwithIranwithaviewtoresolvingtheissueand,iftheyconcurthat
liftingofthissanctionorrestrictivemeasureisappropriate,theJCPOA
participantinquestionwilltakeappropriateaction.Iftheyarenotableto
resolvetheissue,IranoranymemberoftheE3/EU+3mayrefertheissuetothe
JointCommission.
25. IfalawatthestateorlocallevelintheUnitedStatesispreventingthe
implementationofthesanctionsliftingasspecifiedinthisJCPOA,theUnited
Stateswilltakeappropriatesteps,takingintoaccountallavailableauthorities,
withaviewtoachievingsuchimplementation.TheUnitedStateswillactively
encourageofficialsatthestateorlocalleveltotakeintoaccountthechangesin
theU.S.policyreflectedintheliftingofsanctionsunderthisJCPOAandto
refrainfromactionsinconsistentwiththischangeinpolicy.
26. TheEUwillrefrainfromreintroducingorreimposingthesanctionsthatithas
terminatedimplementingunderthisJCPOA,withoutprejudicetothedispute
resolutionprocessprovidedforunderthisJCPOA.Therewillbenonew
nuclearrelatedUNSecurityCouncilsanctionsandnonewEUnuclearrelated
sanctionsorrestrictivemeasures.TheUnitedStateswillmakebesteffortsin
goodfaithtosustainthisJCPOAandtopreventinterferencewiththerealisation
ofthefullbenefitbyIranofthesanctionsliftingspecifiedinAnnexII.The
U.S.Administration,actingconsistentwiththerespectiverolesofthePresident
andtheCongress,willrefrainfromreintroducingorreimposingthesanctions
specifiedinAnnexIIthatithasceasedapplyingunderthisJCPOA,without
prejudicetothedisputeresolutionprocessprovidedforunderthisJCPOA.The
U.S.Administration,actingconsistentwiththerespectiverolesofthePresident
andtheCongress,willrefrainfromimposingnewnuclearrelatedsanctions.
Iranhasstatedthatitwilltreatsuchareintroductionorreimpositionofthe
sanctionsspecifiedinAnnexII,orsuchanimpositionofnewnuclearrelated
sanctions,asgroundstoceaseperformingitscommitmentsunderthisJCPOA
inwholeorinpart.
27. TheE3/EU+3willtakeadequateadministrativeandregulatorymeasuresto
ensureclarityandeffectivenesswithrespecttotheliftingofsanctionsunder
thisJCPOA.TheEUanditsMemberStatesaswellastheUnitedStateswill
issuerelevantguidelinesandmakepubliclyaccessiblestatementsonthedetails
ofsanctionsorrestrictivemeasureswhichhavebeenliftedunderthisJCPOA.
TheEUanditsMemberStatesandtheUnitedStatescommittoconsultwith
Iranregardingthecontentofsuchguidelinesandstatements,onaregularbasis
andwheneverappropriate.
28. TheE3/EU+3andIrancommittoimplementthisJCPOAingoodfaithandina
constructiveatmosphere,basedonmutualrespect,andtorefrainfromany
actioninconsistentwiththeletter,spiritandintentofthisJCPOAthatwould
undermineitssuccessfulimplementation.SeniorGovernmentofficialsofthe
E3/EU+3andIranwillmakeeveryefforttosupportthesuccessful
implementationofthisJCPOAincludingintheirpublicstatements[2].The
E3/EU+3willtakeallmeasuresrequiredtoliftsanctionsandwillrefrainfrom
imposingexceptionalordiscriminatoryregulatoryandproceduralrequirements
inlieuofthesanctionsandrestrictivemeasurescoveredbytheJCPOA.
29. TheEUanditsMemberStatesandtheUnitedStates,consistentwiththeir
respectivelaws,willrefrainfromanypolicyspecificallyintendedtodirectly
andadverselyaffectthenormalisationoftradeandeconomicrelationswithIran
inconsistentwiththeircommitmentsnottounderminethesuccessful
implementationofthisJCPOA.
30. TheE3/EU+3willnotapplysanctionsorrestrictivemeasurestopersonsor
entitiesforengaginginactivitiescoveredbytheliftingofsanctionsprovided
forinthisJCPOA,providedthatsuchactivitiesareotherwiseconsistentwith
E3/EU+3lawsandregulationsineffect.Followingtheliftingofsanctions
underthisJCPOAasspecifiedinAnnexII,ongoinginvestigationsonpossible
infringementsofsuchsanctionsmaybereviewedinaccordancewithapplicable
nationallaws.
31. ConsistentwiththetimingspecifiedinAnnexV,theEUanditsMemberStates
willterminatetheimplementationofthemeasuresapplicabletodesignated
entitiesandindividuals,includingtheCentralBankofIranandotherIranian
banksandfinancialinstitutions,asdetailedinAnnexIIandtheattachments
thereto.ConsistentwiththetimingspecifiedinAnnexV,theUnitedStateswill
removedesignationofcertainentitiesandindividualsontheSpecially
DesignatedNationalsandBlockedPersonsList,andentitiesandindividuals
listedontheForeignSanctionsEvadersList,asdetailedinAnnexIIandthe
attachmentsthereto.
32. EUandE3+3countriesandinternationalparticipantswillengageinjoint
projectswithIran,includingthroughIAEAtechnicalcooperationprojects,in
thefieldofpeacefulnucleartechnology,includingnuclearpowerplants,
researchreactors,fuelfabrication,agreedjointadvancedR&Dsuchasfusion,
establishmentofastateoftheartregionalnuclearmedicalcentre,personnel
training,nuclearsafetyandsecurity,andenvironmentalprotection,asdetailed
inAnnexIII.Theywilltakenecessarymeasures,asappropriate,forthe
implementationoftheseprojects.
33. TheE3/EU+3andIranwillagreeonstepstoensureIransaccessinareasof
trade,technology,financeandenergy.TheEUwillfurtherexplorepossible
areasforcooperationbetweentheEU,itsMemberStatesandIran,andinthis
contextconsidertheuseofavailableinstrumentssuchasexportcreditsto
facilitatetrade,projectfinancingandinvestmentinIran.
IMPLEMENTATIONPLAN
34. IranandtheE3/EU+3willimplementtheirJCPOAcommitmentsaccordingto
thesequencespecifiedinAnnexV.Themilestonesforimplementationareas
follows:
i. FinalisationDayisthedateonwhichnegotiationsofthisJCPOAareconcluded
amongtheE3/EU+3andIran,tobefollowedpromptlybysubmissionofthe
resolutionendorsingthisJCPOAtotheUNSecurityCouncilforadoption
withoutdelay.
ii. AdoptionDayisthedate90daysaftertheendorsementofthisJCPOAbythe
UNSecurityCouncil,orsuchearlierdateasmaybedeterminedbymutual
consentoftheJCPOAparticipants,atwhichtimethisJCPOAandthe
commitmentsinthisJCPOAcomeintoeffect.Beginningonthatdate,JCPOA
participantswillmakenecessaryarrangementsandpreparationsforthe
implementationoftheirJCPOAcommitments.
iii. ImplementationDayisthedateonwhich,simultaneouslywiththeIAEAreport
verifyingimplementationbyIranofthenuclearrelatedmeasuresdescribedin
Sections15.1.to15.11ofAnnexV,theEUandtheUnitedStatestakethe
actionsdescribedinSections16and17ofAnnexVrespectivelyandin
accordancewiththeUNSecurityCouncilresolution,theactionsdescribedin
Section18ofAnnexVoccurattheUNlevel.
iv. TransitionDayisthedate8yearsafterAdoptionDayorthedateonwhichthe
DirectorGeneraloftheIAEAsubmitsareportstatingthattheIAEAhas
reachedtheBroaderConclusionthatallnuclearmaterialinIranremainsin
peacefulactivities,whicheverisearlier.Onthatdate,theEUandtheUnited
StateswilltaketheactionsdescribedinSections20and21ofAnnexV
respectivelyandIranwillseek,consistentwiththeConstitutionalrolesofthe
PresidentandParliament,ratificationoftheAdditionalProtocol.
v. UNSecurityCouncilresolutionTerminationDayisthedateonwhichtheUN
SecurityCouncilresolutionendorsingthisJCPOAterminatesaccordingtoits
terms,whichistobe10yearsfromAdoptionDay,providedthattheprovisions
ofpreviousresolutionshavenotbeenreinstated.Onthatdate,theEUwilltake
theactionsdescribedinSection25ofAnnexV.
35. ThesequenceandmilestonessetforthaboveandinAnnexVarewithout
prejudicetothedurationofJCPOAcommitmentsstatedinthisJCPOA.
DISPUTERESOLUTIONMECHANISM
36. IfIranbelievedthatanyoralloftheE3/EU+3werenotmeetingtheir
commitmentsunderthisJCPOA,IrancouldrefertheissuetotheJoint
Commissionforresolutionsimilarly,ifanyoftheE3/EU+3believedthatIran
wasnotmeetingitscommitmentsunderthisJCPOA,anyoftheE3/EU+3could
dothesame.TheJointCommissionwouldhave15daystoresolvetheissue,
unlessthetimeperiodwasextendedbyconsensus.AfterJointCommission
consideration,anyparticipantcouldrefertheissuetoMinistersofForeign
Affairs,ifitbelievedthecomplianceissuehadnotbeenresolved.Ministers
wouldhave15daystoresolvetheissue,unlessthetimeperiodwasextendedby
consensus.AfterJointCommissionconsiderationinparallelwith(orinlieu
of)reviewattheMinisterialleveleitherthecomplainingparticipantorthe
participantwhoseperformanceisinquestioncouldrequestthattheissuebe
consideredbyanAdvisoryBoard,whichwouldconsistofthreemembers(one
eachappointedbytheparticipantsinthedisputeandathirdindependent
member).TheAdvisoryBoardshouldprovideanonbindingopiniononthe
complianceissuewithin15days.If,afterthis30dayprocesstheissueisnot
resolved,theJointCommissionwouldconsidertheopinionoftheAdvisory
Boardfornomorethan5daysinordertoresolvetheissue.Iftheissuestillhas
notbeenresolvedtothesatisfactionofthecomplainingparticipant,andifthe
complainingparticipantdeemstheissuetoconstitutesignificantnon
performance,thenthatparticipantcouldtreattheunresolvedissueasgroundsto
ceaseperformingitscommitmentsunderthisJCPOAinwholeorinpartand/or
notifytheUNSecurityCouncilthatitbelievestheissueconstitutessignificant
nonperformance.
37. Uponreceiptofthenotificationfromthecomplainingparticipant,asdescribed
above,includingadescriptionofthegoodfaitheffortstheparticipantmadeto
exhaustthedisputeresolutionprocessspecifiedinthisJCPOA,theUNSecurity
Council,inaccordancewithitsprocedures,shallvoteonaresolutionto
continuethesanctionslifting.Iftheresolutiondescribedabovehasnotbeen
adoptedwithin30daysofthenotification,thentheprovisionsoftheoldUN
SecurityCouncilresolutionswouldbereimposed,unlesstheUNSecurity
Councildecidesotherwise.Insuchevent,theseprovisionswouldnotapply
withretroactiveeffecttocontractssignedbetweenanypartyandIranorIranian
individualsandentitiespriortothedateofapplication,providedthatthe
activitiescontemplatedunderandexecutionofsuchcontractsareconsistent
withthisJCPOAandthepreviousandcurrentUNSecurityCouncilresolutions.
TheUNSecurityCouncil,expressingitsintentiontopreventthereapplication
oftheprovisionsiftheissuegivingrisetothenotificationisresolvedwithin
thisperiod,intendstotakeintoaccounttheviewsoftheStatesinvolvedinthe
issueandanyopinionontheissueoftheAdvisoryBoard.Iranhasstatedthatif
sanctionsarereinstatedinwholeorinpart,Iranwilltreatthatasgroundsto
ceaseperformingitscommitmentsunderthisJCPOAinwholeorinpart.
AnnexINuclearrelatedmeasures
A.GENERAL
1. ThesequenceofimplementationofthecommitmentsdetailedinthisAnnexisspecifiedin
AnnexVtotheJointComprehensivePlanofAction(JCPOA).Unlessotherwisespecified,the
durationsofthecommitmentsinthisAnnexarefromImplementationDay.
B.ARAKHEAVYWATERRESEARCHREACTOR
2. IranwillmodernisetheArakheavywaterresearchreactortosupportpeacefulnuclear
researchandradioisotopesproductionformedicalandindustrialpurposes.Iranwillredesign
andrebuildthereactor,basedontheagreedconceptualdesign(asattachedtothisAnnex)to
supportitspeacefulnuclearresearchandproductionneedsandpurposes,includingtestingof
fuelpinsandassemblyprototypesandstructuralmaterials.Thedesignwillbesuchasto
minimisetheproductionofplutoniumandnottoproduceweapongradeplutoniuminnormal
operation.Thepoweroftheredesignedreactorwillnotexceed20MWth.TheE3/EU+3and
Iransharetheunderstandingthattheparametersintheconceptualdesignaresubjectto
possibleandnecessaryadjustmentsindevelopingthefinaldesignwhilefullypreservingthe
abovementionedpurposesandprinciplesofmodernisation.
3. Iranwillnotpursueconstructionattheexistingunfinishedreactorbasedonitsoriginaldesign
andwillremovetheexistingcalandriaandretainitinIran.Thecalandriawillbemade
inoperablebyfillinganyopeningsinthecalandriawithconcretesuchthattheIAEAcanverify
thatitwillnotbeusableforafuturenuclearapplication.Inredesigningandreconstructingof
themodernizedArakheavywaterresearchreactor,Iranwillmaximisetheuseofexisting
infrastructurealreadyinstalledatthecurrentArakresearchreactor.
4. Iranwilltaketheleadershiproleastheownerandastheprojectmanager,andhave
responsibilityforoverallimplementationoftheArakmodernisationproject,withE3/EU+3
participantsassumingresponsibilitiesregardingthemodernisationoftheArakreactoras
describedinthisAnnex.AWorkingGroupcomposedofE3/EU+3participantswillbe
establishedtofacilitatetheredesigningandrebuildingofthereactor.Aninternational
partnershipcomposedofIranandtheWorkingGroupwouldimplementtheArak
modernisationproject.TheWorkingGroupcouldbeenlargedtoincludeothercountriesby
consensusoftheparticipantsoftheWorkingGroupandIran.E3/EU+3participantsandIran
willconcludeanofficialdocumentexpressingtheirstrongcommitmentstotheArak
modernisationprojectinadvanceofImplementationDaywhichwouldprovideanassuredpath
forwardtomodernisethereactorandwoulddefinetheresponsibilitiesassumedbythe
E3/EU+3participants,andsubsequentlycontractswouldbeconcluded.Theparticipantsofthe
WorkingGroupwillprovideassistanceneededbyIranforredesigningandrebuildingthe
reactor,consistentwiththeirrespectivenationallaws,insuchamannerastoenablethesafe
andtimelyconstructionandcommissioningofthemodernisedreactor.
5. IranandtheWorkingGroupwillcooperatetodevelopthefinaldesignofthemodernised
reactorandthedesignofthesubsidiarylaboratoriestobecarriedoutbyIran,andreview
conformitywithinternationalsafetystandards,suchthatthereactorcanbelicensedbythe
relevantIranianregulatoryauthorityforcommissioningandoperation.Thefinaldesignofthe
modernisedreactorandthedesignofthesubsidiarylaboratorieswillbesubmittedtotheJoint
Commission.TheJointCommissionwillaimtocompleteitsreviewandendorsementwithin
threemonthsafterthesubmissionofthefinaldesign.IftheJointCommissiondoesnot
completeitsreviewandendorsementwithinthreemonths,Irancouldraisetheissuethrough
thedisputeresolutionmechanismenvisagedbythisJCPOA.
6. TheIAEAwillmonitortheconstructionandreporttotheWorkingGroupforconfirmationthat
theconstructionofthemodernisedreactorisconsistentwiththeapprovedfinaldesign.
7. Astheprojectmanager,Iranwilltakeresponsibilityfortheconstructionefforts.E3/EU+3
partieswill,consistentwiththeirnationallaws,takeappropriateadministrative,legal,technical,
andregulatorymeasurestosupportcooperation.
E3/EU+3 parties will support the purchase by Iran, the transfer and supply of
necessary materials, equipment, instrumentation and control systems and technologies
required for the construction of the redesigned reactor, through the mechanism
establishedbythisJCPOA,aswellasthroughexplorationofrelevantfundingcontributions.
8. E3/EU+3partieswillalsosupportandfacilitatethetimelyandsafeconstructionofthe
modernizedArakreactoranditssubsidiarylaboratories,uponrequestbyIran,throughIAEA
technicalcooperationifappropriate,includingbutnotlimitedtotechnicalandfinancial
assistance,supplyofrequiredmaterialsandequipment,stateoftheartinstrumentationand
controlsystemsandequipmentandsupportforlicensingandauthorization.
9. Theredesignedreactorwilluseupto3.67percentenricheduraniumintheformofUO2with
amassofapproximately350kgofUO2inafullcoreload,withafueldesigntobereviewed
andapprovedbytheJointCommission.Theinternationalpartnershipwiththeparticipationof
IranwillfabricatetheinitialfuelcoreloadforthereactoroutsideIran.Theinternational
partnershipwillcooperatewithIran,includingthroughtechnicalassistance,tofabricate,test
andlicensefuelfabricationcapabilitiesinIranforsubsequentfuelcorereloadsforfutureuse
withthisreactor.DestructiveandnondestructivetestingofthisfuelincludingPostIrradiation
Examination(PIE)willtakeplaceinoneoftheparticipatingcountriesoutsideofIranandthat
countrywillworkwithIrantolicensethesubsequentfuelfabricatedinIranfortheuseinthe
redesignedreactorunderIAEAmonitoring.
10. Iranwillnotproduceortestnaturaluraniumpellets,fuelpinsorfuelassemblies,whichare
specificallydesignedforthesupportoftheoriginallydesignedArakreactor,designatedbythe
IAEAasIR40.IranwillstoreunderIAEAcontinuousmonitoringallexistingnaturaluranium
pelletsandIR40fuelassembliesuntilthemodernisedArakreactorbecomesoperational,at
whichpointthesenaturaluraniumpelletsandIR40fuelassemblieswillbeconvertedtoUNH,
orexchangedwithanequivalentquantityofnaturaluranium.Iranwillmakethenecessary
technicalmodificationstothenaturaluraniumfuelproductionprocesslinethatwasintendedto
supplyfuelfortheIR40reactordesign,suchthatitcanbeusedforthefabricationofthefuel
reloadsforthemodernisedArakreactor.
11. AllspentfuelfromtheredesignedArakreactor,regardlessofitsorigin,forthelifetimeofthe
reactor,willbeshippedoutofIrantoamutuallydeterminedlocationinE3/EU+3countriesor
thirdcountries,forfurthertreatmentordispositionasprovidedforinrelevantcontractstobe
concluded,consistentwithnationallaws,withtherecipientparty,withinoneyearfromthe
unloadingfromthereactororwheneverdeemedtobesafefortransferbytherecipient
country.
12. IranwillsubmittheDIQoftheredesignedreactortotheIAEAwhichwillincludeinformationon
theplannedradioisotopeproductionandreactoroperationprogramme.Thereactorwillbe
operatedunderIAEAmonitoring.
13. IranwilloperatetheFuelManufacturingPlantonlytoproducefuelassembliesforlightwater
reactorsandreloadsforthemodernizedArakreactor.
C.HEAVYWATERPRODUCTIONPLANT
14. AllexcessheavywaterwhichisbeyondIran'sneedsforthemodernisedArakresearch
reactor,theZeropowerheavywaterreactor,quantitiesneededformedicalresearchand
productionofdeuteratesolutionsandchemicalcompoundsincluding,whereappropriate,
contingencystocks,willbemadeavailableforexporttotheinternationalmarketbasedon
internationalpricesanddeliveredtotheinternationalbuyerfor15years.Iran'sneeds,
consistentwiththeparametersabove,areestimatedtobe130metrictonnesofnucleargrade
heavywateroritsequivalentindifferentenrichmentspriortocommissioningofthe
modernisedArakresearchreactor,and90metrictonnesafterthecommissioning,including
theamountcontainedinthereactor.
15. IranwillinformtheIAEAabouttheinventoryandtheproductionoftheHWPPandwillallowthe
IAEAtomonitorthequantitiesoftheheavywaterstocksandtheamountofheavywater
produced,includingthroughIAEAvisits,asrequested,totheHWPP.
D.OTHERREACTORS
16. Consistentwithitsplan,Iranwillkeeppacewiththetrendofinternationaltechnological
advancementinrelyingonlyonlightwaterforitsfuturenuclearpowerandresearchreactors
withenhancedinternationalcooperationincludingassurancesofsupplyofnecessaryfuel.
17. Iranintendstoshipoutallspentfuelforallfutureandpresentnuclearpowerandresearch
reactors,forfurthertreatmentordispositionasprovidedforinrelevantcontractstobe
concludedconsistentwithnationallawswiththerecipientparty.
E.SPENTFUELREPROCESSINGACTIVITIES
18. For15yearsIranwillnot,anddoesnotintendtothereafter,engageinanyspentfuel
reprocessingorspentfuelreprocessingR&Dactivities.Forthepurposeofthisannex,spent
fuelincludesalltypesofirradiatedfuel.
19. For15yearsIranwillnot,anddoesnotintendtothereafter,reprocessspentfuelexceptfor
irradiatedenricheduraniumtargetsforproductionofradioisotopesformedicalandpeaceful
industrialpurposes.
20. For15yearsIranwillnot,anddoesnotintendtothereafter,develop,acquireorbuildfacilities
capableofseparationofplutonium,uraniumorneptuniumfromspentfuelorfromfertile
targets,otherthanforproductionofradioisotopesformedicalandpeacefulindustrial
purposes.
21. For15years,Iranwillonlydevelop,acquire,build,oroperatehotcells(containingacellor
interconnectedcells),shieldedcellsorshieldedgloveboxeswithdimensionslessthan6cubic
metersinvolumecompatiblewiththespecificationssetoutinAnnexIoftheAdditional
Protocol.ThesewillbecolocatedwiththemodernisedArakresearchreactor,theTehran
ResearchReactor,andradiomedicineproductioncomplexes,andonlycapableofthe
separationandprocessingofindustrialormedicalisotopesandnondestructivePIE.The
neededequipmentwillbeacquiredthroughtheprocurementmechanismestablishedbythis
JCPOA.For15years,Iranwilldevelop,acquire,build,oroperatehotcells(containingacellor
interconnectedcells),shieldedcellsorshieldedgloveboxeswithdimensionsbeyond6cubic
metersinvolumeandspecificationssetoutinAnnexIoftheAdditionalProtocol,onlyafter
approvalbytheJointCommission.
22. TheE3/EU+3arereadytofacilitateallofthedestructiveandnondestructiveexaminationson
fuelelementsand/orfuelassemblyprototypesincludingPIEforallfuelfabricatedinoroutside
IranandirradiatedinIran,usingtheirexistingfacilitiesoutsideIran.ExceptfortheArak
researchreactorcomplex,Iranwillnotdevelop,build,acquireoroperatehotcellscapableof
performingPIEorseektoacquireequipmenttobuild/developsuchacapability,for15years.
23. For15years,inadditiontocontinuingcurrentfueltestingactivitiesattheTRR,Iranwill
undertakenondestructivepostirradiationexamination(PIE)offuelpins,fuelassembly
prototypesandstructuralmaterials.TheseexaminationswillbeexclusivelyattheArak
researchreactorcomplex.However,theE3/EU+3willmakeavailabletheirfacilitiestoconduct
destructivetestingwithIranianspecialists,asagreed.ThehotcellsattheArakresearch
reactorinwhichnondestructivePIEareperformedwillnotbephysicallyinterconnectedto
cellsthatprocessorhandlematerialsfortheproductionofmedicalorindustrialradioisotopes.
24. For15years,Iranwillnotengageinproducingoracquiringplutoniumoruraniummetalsor
theiralloys,orconductingR&Donplutoniumoruranium(ortheiralloys)metallurgy,orcasting,
forming,ormachiningplutoniumoruraniummetal.
25. Iranwillnotproduce,seek,oracquireseparatedplutonium,highlyenricheduranium(defined
as20%orgreateruranium235),oruranium233,orneptunium237(exceptforuseas
laboratorystandardsorininstrumentsusingneptunium237)for15years.
26. IfIranseekstoinitiateR&DonuraniummetalbasedTRRfuelinsmallagreedquantitiesafter
10yearsandbefore15years,Iranwillpresentitsplanto,andseekapprovalby,theJoint
Commission.
F.ENRICHMENTCAPACITY
27. Iranwillkeepitsenrichmentcapacityatnomorethan5060IR1centrifugemachinesinno
morethan30cascadesintheircurrentconfigurationsincurrentlyoperatingunitsattheNatanz
FuelEnrichmentPlant(FEP)for10years.
28. Iranwillkeepitslevelofuraniumenrichmentatupto3.67percentfor15years.
29. Iranwillremovethefollowingexcesscentrifugesandinfrastructurenotassociatedwith5060
IR1centrifugesinFEP,whichwillbestoredatNatanzinHallBofFEPunderIAEA
continuousmonitoring:
29. Allexcesscentrifugemachines,includingIR2mcentrifuges.ExcessIR1centrifugeswillbe
usedforthereplacementoffailedordamagedcentrifugesofthesametypeonaoneforone
basis.
29. UF6pipeworkincludingsubheaders,valvesandpressuretransducersatcascadelevel,and
frequencyinverters,andUF6withdrawalequipmentfromoneofthewithdrawalstations,which
iscurrentlynotinservice,includingitsvacuumpumpsandchemicaltraps.
30. ForthepurposeofthisAnnex,theIAEAwillconfirmthroughtheestablishedpracticethefailed

uranium.For10yearsandconsistentwithitsenrichmentR&Dplan,Iran'senrichmentR&D
withuraniumwillonlyincludeIR4,IR5,IR6andIR8centrifuges.Mechanicaltestingonupto
twosinglecentrifugesforeachtypewillbecarriedoutonlyontheIR2m,IR4,IR5,IR6,IR
6s,IR7andIR8.Iranwillbuildortest,withorwithouturanium,onlythosegascentrifuges
specifiedinthisJCPOA.
33. Consistentwithitsplan,Iranwillcontinueworkingwiththe164machineIR2mcascadeat
PFEPinordertocompletethenecessarytestsuntil30November2015orthedayof
implementationofthisJCPOA,whichevercomeslater,andafterthatitwilltakethese
machinesoutofthePFEPandstorethemunderIAEAcontinuousmonitoringatNatanzinHall

34. Consistentwithitsplan,Iranwillcontinueworkingwiththe164machineIR4cascadeatPFEP
inordertocompletethenecessarytestsuntil30November2015orthedayofimplementation
ofthisJCPOA,whichevercomeslater,andafterthatitwilltakethesemachinesoutofthe

35. IranwillcontinuethetestingofasingleIR4centrifugemachineandIR4centrifugecascade

38. Iranwillcommence,uponstartofimplementationoftheJCPOA,testingoftheIR8onsingle
centrifugemachinesanditsintermediatecascadesandwillcommencethetestingofupto30
centrifugesmachinesfromoneandahalfyearsbeforetheendofyear10.Iranwillproceed
fromsinglecentrifugestosmallcascadestointermediatecascadesinalogicalsequence.
39. For10years,Iran,consistentwiththeestablishedpractice,willrecombinetheenrichedand
depletedstreamsfromtheIR6andIR8cascadesthroughtheuseofweldedpipeworkon
withdrawalmainheadersinamannerthatprecludesthewithdrawalofenrichedanddepleted
uraniummaterialsandverifiedbytheIAEA.
40. For15years,IranwillconductalltestingofcentrifugeswithuraniumonlyatthePFEP.Iranwill
conductallmechanicaltestingofcentrifugesonlyatthePFEPandtheTehranResearch
Centre.
41. ForthepurposeofadaptingPFEPtotheR&DactivitiesintheenrichmentandenrichmentR&D
plan,Iranwillremoveallcentrifugesexceptthoseneededfortestingasdescribedinthe
relevantparagraphsabove,exceptfortheIR1cascade(No.1)asdescribedbelow.Forthe
fullIR1cascade(No.6),IranwillmodifyassociatedinfrastructurebyremovingUF6pipework,
includingsubheaders,valvesandpressuretransducersatcascadelevel,andfrequency
inverters.TheIR1cascade(No.1)centrifugeswillbekeptbutmadeinoperable,asverifiedby
theIAEA,throughtheremovalofcentrifugerotorsandtheinjectionofepoxyresinintothesub
headers,feeding,product,andtailspipework,andtheremovalofcontrolsandelectrical
systemsforvacuum,powerandcooling.Excesscentrifugesandinfrastructurewillbestoredat
NatanzinHallBofFEPunderIAEAcontinuousmonitoring.TheR&DspaceinlineNo.6willbe
leftemptyuntilIranneedstouseitforitsR&Dprogramme.
42. ConsistentwiththeactivitiesintheenrichmentandenrichmentR&Dplan,Iranwillmaintainthe
cascadeinfrastructurefortestingofsinglecentrifugesandsmallandintermediatecascadesin
twoR&Dlines(No.2andNo.3)andwilladapttwootherlines(No.4andNo.5)with
infrastructuresimilartothatforlinesNo.2andNo.3inordertoenablefutureR&Dactivitiesas
specifiedinthisJCPoA.AdaptationwillincludemodificationofallUF6pipework(including
removalofallsubheadersexceptasagreedasneededfortheR&Dprogramme)and
associatedinstrumentationtobecompatiblewithsinglecentrifugesandsmallandintermediate
cascadetestinginsteadoffullscaletesting.
43. Consistentwithitsplanandinternationallyestablishedpractices,IranintendstocontinueR&D
onnewtypesofcentrifugesthroughcomputermodellingandsimulations,includingat
universities.Foranysuchprojecttoproceedtoaprototypestageformechanicaltestingwithin
10years,afullpresentationto,andapprovalby,theJointCommissionisneeded.
H.FORDOWFUELENRICHMENTPLANT
44. TheFordowFuelEnrichmentPlant(FFEP)willbeconvertedintoanuclear,physics,and
technologycentreandinternationalcollaborationwillbeencouragedinagreedareasof
research.TheJointCommissionwillbeinformedinadvanceofthespecificprojectsthatwillbe
undertakenatFordow.
45. IranwillnotconductanyuraniumenrichmentoranyuraniumenrichmentrelatedR&Dandwill
havenonuclearmaterialattheFordowFuelEnrichmentPlant(FFEP)for15years.
46. For15years,Iranwillmaintainnomorethan1044IR1centrifugemachinesatonewingof
theFFEPofwhich:

IAEAcontinuousmonitoring.TheJointCommissionwillbeinformedabouttheconceptual

46. Forfourcascadeswithallassociatedinfrastructureremainingexceptforpipeworkthatenables
crossovertandemconnections,twowillbeplacedinanidlestate,notspinning.Theothertwo
cascadeswillcontinuetospinuntilthetransitiontostableisotopeproductiondescribedinthe
previoussubparagraphhasbeencompleted.Uponcompletionofthetransitiontostable
isotopeproductiondescribedintheprevioussubparagraph,thesetwospinningcascadeswill
beplacedinanidlestate,notspinning.

51. TheIAEAwillestablishabaselinefortheamountofuraniumlegacyfrompastenrichment
operationsthatwillremaininFordow.IranwillpermittheIAEAregularaccess,includingdaily
asrequestedbytheIAEA,accesstotheFFEPinordertomonitorIran'sproductionofstable
isotopesandtheabsenceofundeclarednuclearmaterialandactivitiesattheFFEPfor15
years.

57. Allenricheduraniumhexafluorideinexcessof300kgofupto3.67%enrichedUF6(orthe
equivalentindifferentchemicalforms)willbedownblendedtonaturaluraniumlevelorbesold
ontheinternationalmarketanddeliveredtotheinternationalbuyerinreturnfornatural
uraniumdeliveredtoIran.IranwillenterintoacommercialcontractwithanentityoutsideIran
forthepurchaseandtransferofitsenricheduraniumstockpileinexcessof300kgUF6in
returnfornaturaluraniumdeliveredtoIran.TheE3/EU+3willfacilitate,whereapplicable,the
conclusionandimplementationofthiscontract.Iranmaychoosetoseektosellexcess
enricheduraniumtotheIAEAfuelbankinKazakhstanwhenthefuelbankbecomes
operational.
58. Alluraniumoxideenrichedtobetween5%and20%willbefabricatedintofuelplatesforthe
TehranResearchReactorortransferred,basedonacommercialtransaction,outsideofIran
ordilutedtoanenrichmentlevelof3.67%orless.Scrapoxideandotherformsnotinplates
thatcannotbefabricatedintoTRRfuelplateswillbetransferred,basedonacommercial
transaction,outsideofIranordilutedtoanenrichmentlevelof3.67%orless.Incaseoffuture
supplyof19.75%enricheduraniumoxide(U3O8)forTRRfuelplatesfabrication,allscrap
oxideandotherformsnotinplatesthatcannotbefabricatedintoTRRfuelplates,containing
uraniumenrichedtobetween5%and20%,willbetransferred,basedonacommercial
transaction,outsideofIranordilutedtoanenrichmentlevelof3.67%orlesswithin6months
ofitsproduction.Scrapplateswillbetransferred,basedonacommercialtransaction,outside
Iran.Thecommercialtransactionsshouldbestructuredtoreturnanequivalentamountof
naturaluraniumtoIran.For15years,Iranwillnotbuildoroperatefacilitiesforconvertingfuel
platesorscrapbacktoUF6.
59. Russiandesigned,fabricatedandlicensedfuelassembliesforuseinRussiansupplied
reactorsinIrandonotcountagainstthe300kgUF6stockpilelimit.Enricheduraniumin
fabricatedfuelassembliesfromothersourcesoutsideofIranforuseinIran'snuclearresearch
andpowerreactors,includingthosewhichwillbefabricatedoutsideofIranfortheinitialfuel
loadofthemodernisedArakresearchreactor,whicharecertifiedbythefuelsupplierandthe
appropriateIranianauthoritytomeetinternationalstandards,willnotcountagainstthe300kg
UF6stockpilelimit.TheJointCommissionwillestablishaTechnicalWorkingGroupwiththe
goalofenablingfueltobefabricatedinIranwhileadheringtotheagreedstockpileparameters
(300kgofupto3.67%enrichedUF6ortheequivalentindifferentchemicalforms).This
TechnicalWorkingGroupwillalso,withinoneyear,worktodevelopobjectivetechnicalcriteria
forassessingwhetherfabricatedfuelanditsintermediateproductscanbereadilyconvertedto
UF6.Enricheduraniuminfabricatedfuelassembliesanditsintermediateproducts
manufacturedinIranandcertifiedtomeetinternationalstandards,includingthoseforthe
modernisedArakresearchreactor,willnotcountagainstthe300kgUF6stockpilelimit
providedtheTechnicalWorkingGroupoftheJointCommissionapprovesthatsuchfuel
assembliesandtheirintermediateproductscannotbereadilyreconvertedintoUF6.Thiscould
forinstancebeachievedthroughimpurities(e.g.burnablepoisonsorotherwise)containedin
fuelsorthroughthefuelbeinginachemicalformsuchthatdirectconversionbacktoUF6
wouldbetechnicallydifficultwithoutdissolutionandpurification.Theobjectivetechnicalcriteria
willguidetheapprovalprocessoftheTechnicalWorkingGroup.TheIAEAwillmonitorthefuel
fabricationprocessforanyfuelproducedinIrantoverifythatthefuelandintermediate
productscomportwiththefuelfabricationprocessthatwasapprovedbytheTechnical
WorkingGroup.TheJointCommissionwillalsosupportassistancetoIranincludingthrough
IAEAtechnicalcooperationasappropriate,inmeetinginternationalqualificationstandardsfor
nuclearfuelproducedbyIran.
60. IranwillseektoenterintoacommercialcontractwithentitiesoutsideIranforthepurchaseof
fuelfortheTRRandenricheduraniumtargets.TheE3/EU+3willfacilitate,asneeded,the
conclusionandimplementationofthiscontract.Inthecaseoflackofconclusionofacontract
withafuelsupplier,E3/EU+3willsupplyaquantityof19.75%enricheduraniumoxide(U3O8)
anddelivertoIran,exclusivelyforthepurposeoffabricationinIranoffuelfortheTRRand
enricheduraniumtargetsforthelifetimeofthereactor.This19.75%enricheduraniumoxide
(U3O8)willbesuppliedinincrementsnogreaterthanapproximately5kgandeachnew
incrementwillbeprovidedonlywhenthepreviousincrementofthismaterialhasbeenverified
bytheIAEAtohavebeenmixedwithaluminumtomakefuelfortheTRRorfabricatedinto
enricheduraniumtargets.IranwillnotifytheE3/EU+3within2yearbeforethecontingencyof
TRRfuelwillbeexhaustedinordertohavetheuraniumoxideavailable6monthsbeforethe
endofthe2yearperiod.
K.CENTRIFUGEMANUFACTURING
61. ConsistentwithitsenrichmentandenrichmentR&Dplan,Iranwillonlyengageinproductionof
centrifuges,includingcentrifugerotorssuitableforisotopeseparationoranyothercentrifuge
components,tomeettheenrichmentandenrichmentR&DrequirementsofthisAnnex.
62. Consistentwithitsplan,IranwillusethestockofIR1centrifugemachinesinstorage,which
areinexcessoftheremaining5060IR1centrifugesinNatanzandtheIR1centrifuges
installedatFordow,forthereplacementoffailedordamagedmachines.Wheneverduringthe
10yearperiodfromthestartoftheimplementationoftheJCPOA,thelevelofstockofIR1

63. Consistentwithitsplan,attheendofyear8,IranwillcommencemanufacturingofIR6and
IR8centrifugeswithoutrotorsthroughyear10atarateofupto200centrifugesperyearfor
eachtype.Afteryear10,Iranwillproducecompletecentrifugeswiththesameratetomeetits
enrichmentandenrichmentR&Dneeds.IranwillstorethematNatanzinanaboveground
location,underIAEAcontinuousmonitoring,untiltheyareneededforfinalassemblyaccording

67. ForthepurposeofincreasingtheefficiencyofmonitoringforthisJCPOA,for15yearsor
longer,forthespecifiedverificationmeasures:

monthsfromthedateoftheimplementationoftheJCPOA,andwillgenerallyallowthe
designationofinspectorsfromnationsthathavediplomaticrelationswithIran,consistentwith
itslawsandregulations.
O.TRANSPARENCYRELATEDTOURANIUMORECONCENTRATE(UOC)
68. IranwillpermittheIAEAtomonitor,throughagreedmeasuresthatwillincludecontainment
andsurveillancemeasures,for25years,thatalluraniumoreconcentrateproducedinIranor
obtainedfromanyothersource,istransferredtotheuraniumconversionfacility(UCF)in
EsfahanortoanyotherfutureuraniumconversionfacilitywhichIranmightdecidetobuildin
Iranwithinthisperiod.
69. IranwillprovidetheIAEAwithallnecessaryinformationsuchthattheIAEAwillbeabletoverify
theproductionoftheuraniumoreconcentrateandtheinventoryofuraniumoreconcentrate
producedinIranorobtainedfromanyothersourcefor25years.
P.TRANSPARENCYRELATEDTOENRICHMENT
70. For15years,IranwillpermittheIAEAtoimplementcontinuousmonitoring,includingthrough
containmentandsurveillancemeasures,asnecessary,toverifythatstoredcentrifugesand
infrastructureremaininstorage,andareonlyusedtoreplacefailedordamagedcentrifuges,
asspecifiedinthisAnnex.
71. IranwillpermittheIAEAregularaccess,includingdailyaccessasrequestedbytheIAEA,to
relevantbuildingsatNatanz,includingallpartsoftheFEPandPFEP,for15years.
72. For15years,theNatanzenrichmentsitewillbethesolelocationforallofIran'suranium
enrichmentrelatedactivitiesincludingsafeguardedR&D.
73. Iranintendstoapplynuclearexportpoliciesandpracticesinlinewiththeinternationally
establishedstandardsfortheexportofnuclearmaterial,equipmentandtechnology.For15
years,Iranwillonlyengage,includingthroughexportofanyenrichmentorenrichmentrelated
equipmentandtechnology,withanyothercountry,orwithanyforeignentityinenrichmentor
enrichmentrelatedactivities,includingrelatedresearchanddevelopmentactivities,following
approvalbytheJointCommission.
Q.ACCESS
74. RequestsforaccesspursuanttoprovisionsofthisJCPOAwillbemadeingoodfaith,withdue
observanceofthesovereignrightsofIran,andkepttotheminimumnecessarytoeffectively
implementtheverificationresponsibilitiesunderthisJCPOA.Inlinewithnormalinternational
safeguardspractice,suchrequestswillnotbeaimedatinterferingwithIranianmilitaryorother
nationalsecurityactivities,butwillbeexclusivelyforresolvingconcernsregardingfulfilmentof
theJCPOAcommitmentsandIran'sothernonproliferationandsafeguardsobligations.The
followingproceduresareforthepurposeofJCPOAimplementationbetweentheE3/EU+3and
IranandarewithoutprejudicetothesafeguardsagreementandtheAdditionalProtocol
thereto.Inimplementingthisprocedureaswellasothertransparencymeasures,theIAEAwill
berequestedtotakeeveryprecautiontoprotectcommercial,technologicalandindustrial
secretsaswellasotherconfidentialinformationcomingtoitsknowledge.
75. InfurtheranceofimplementationoftheJCPOA,iftheIAEAhasconcernsregardingundeclared
nuclearmaterialsoractivities,oractivitiesinconsistentwiththeJCPOA,atlocationsthathave
notbeendeclaredunderthecomprehensivesafeguardsagreementorAdditionalProtocol,the
IAEAwillprovideIranthebasisforsuchconcernsandrequestclarification.
76. IfIransexplanationsdonotresolvetheIAEAsconcerns,theAgencymayrequestaccessto
suchlocationsforthesolereasontoverifytheabsenceofundeclarednuclearmaterialsand
activitiesoractivitiesinconsistentwiththeJCPOAatsuchlocations.TheIAEAwillprovideIran
thereasonsforaccessinwritingandwillmakeavailablerelevantinformation.
77. IranmayproposetotheIAEAalternativemeansofresolvingtheIAEAsconcernsthatenable
theIAEAtoverifytheabsenceofundeclarednuclearmaterialsandactivitiesoractivities
inconsistentwiththeJCPOAatthelocationinquestion,whichshouldbegivendueandprompt
consideration.
78. Iftheabsenceofundeclarednuclearmaterialsandactivitiesoractivitiesinconsistentwiththe
JCPOAcannotbeverifiedaftertheimplementationofthealternativearrangementsagreedby
IranandtheIAEA,orifthetwosidesareunabletoreachsatisfactoryarrangementstoverify
theabsenceofundeclarednuclearmaterialsandactivitiesoractivitiesinconsistentwiththe
JCPOAatthespecifiedlocationswithin14daysoftheIAEAsoriginalrequestforaccess,Iran,
inconsultationwiththemembersoftheJointCommission,wouldresolvetheIAEAsconcerns
throughnecessarymeansagreedbetweenIranandtheIAEA.Intheabsenceofan
agreement,themembersoftheJointCommission,byconsensusorbyavoteof5ormoreof
its8members,wouldadviseonthenecessarymeanstoresolvetheIAEA'sconcerns.The
processofconsultationwith,andanyactionby,themembersoftheJointCommissionwould
notexceed7days,andIranwouldimplementthenecessarymeanswithin3additionaldays.

80. Iranwilldeclarealllocationsandequipment,namelyflowformingmachines,filamentwinding
machinesandmandrelsthatareusedforproductionofcentrifugerotortubesorbellows,and
willpermittheIAEAtoimplementcontinuousmonitoring,includingthroughcontainmentand
surveillanceonthisequipment,toverifythatthisequipmentisbeingusedtomanufacture
centrifugesonlyfortheactivitiesspecifiedinthisJCPOA.

5.1.TheUnitedStatescommitsto:[11]
5.1.1.Allowforthesaleofcommercialpassengeraircraftandrelatedparts
andservicestoIranbylicensingthe(i)export,reexport,sale,leaseortransfertoIranof
commercialpassengeraircraftforexclusivelycivilaviationenduse,(ii)export,reexport,
sale,leaseortransfertoIranofsparepartsandcomponentsforcommercialpassenger
aircraft, and (iii) provision of associated serviced, including warranty, maintenance, and
repairservicesandsafetyrelatedinspections,foralltheforegoing,providedthatlicensed
itemsandservicesareusedexclusivelyforcommercialpassengeraviation[12]
5.1.2. License nonU.S. entities that are owned or controlled by a U.S.
person[13]toengageinactivitieswithIranthatareconsistentwiththisJCPOAand

7. EffectsoftheliftingofU.S.economicandfinancialsanctions:
7. AsaresultoftheliftingofsanctionsspecifiedinSection4above,beginningonimplementation
daysuchsanctions,includingassociatedservices,wouldnotapplytononU.S.personswho
carryoutthefollowingorthat:[14]
7. Financialandbankingmeasures[15](SeeSections4.1.1to4.1.7)
Engageinactivities,includingfinancialandbankingtransactions,withthe
Government of Iran, the Central Bank of Iran, Iranian financial institutions and other
IranianpersonsspecifiedinAttachment3tothisAnnex,includingtheprovisionofloans,
transfers, accounts (including the opening and maintenance of correspondent and
payable through accounts at nonU.S. financial institutions), investments, securities,
guarantees, foreign exchange (including Rial related transactions), letters of credit and
commodity futures or options, the provision of specialised financial messaging services
and facilitation of direct or indirect access thereto, the purchase or acquisition by the
GovernmentofIranofU.S.banknotes,andthepurchase,subscriptionto,orfacilitation
oftheissuanceofIraniansovereigndebt.[16]
7. Insurancemeasures(SeeSection4.2.1)
Provideunderwritingservices,insurance,orreinsuranceinconnection
withactivitiesconsistentwiththisJCPOA,includingactivitieswithindividualsandentities
setforthinAttachment3tothisAnnex,includingunderwritingservices,insurance,orre
insuranceinconnectionwithactivitiesintheenergy,shipping,andshipbuildingsectorsof
Iran, for the National Iranian Oil Company (NIOC) or the National Iranian Tanker
Company(NITC),orforvesselsthattransportcrudeoil,naturalgas,liquefiednaturalgas,
petroleumandpetrochemicalproductstoorfromIran.
7. Energyandpetrochemicalsectors(SeeSections4.3.1to4.3.6)
ArepartoftheenergysectorofIranpurchase,acquire,sell,transportor
market petroleum, petroleum products (including refined petroleum products),
petrochemical products or natural gas (including liquefied natural gas) to or from Iran
provide to Iran support, investment (including through joint ventures), goods, services
(including financial services) and technology that can be used in connection with Irans
energy sector, the development of its petroleum resources, its domestic production of
refinedpetroleumproductsandpetrochemicalproductsorengageinactivitieswithIrans
energysector,includingNIOC,NITC,andNICO).
7. Shipping,shipbuildingandportsectors(SeeSections4.4.1to4.4.2)
Are part of the shipping or shipbuilding sectors of Iran own, operate, control or
insure a vessel used to transport crude oil, petroleum products (including refined
petroleum products), petrochemical products or natural gas (including liquefied natural
gas)toorfromIranoperateaportinIran,engageinactivitieswith,orprovidefinancial
services and other goods and services used in connection with, the shipping and
shipbuilding sectors of Iran or a port operator in Iran (including the port operator(s) of
Bandar Abbas[17]), including port services, such as bunkering and inspection,
classification, and financing, and the sale, leasing, and provision of vessels to Iran,
includingtotheIslamicRepublicofIranShippingLines(IRISL),NITC,andSouthShipping
LineIranortheiraffiliates.
7. Goldandotherpreciousmetals(SeeSections4.5.1to4.5.2)
Sell,supply,exportortransfer,directlyorindirectly,toorfromIran,goldandother
preciousmetals,orconductorfacilitateafinancialtransactionorprovideservicesforthe
foregoingincludingsecurity,insuranceandtransportation.

[3] For the purposes of this Annex, the term "associated services" means any service
including technical assistance, training, insurance, reinsurance, brokering, transportation or
financial service necessary and ordinarily incident to the underlying activity for which sanctions
havebeenliftedpursuanttothisJCPOA.
[4] Unless specifically provided otherwise, the sanctions lifting described in this Section
does not apply to transactions that involve persons still subject to restrictive measures and is
withoutprejudicetosanctionsthatmayapplyunderlegalprovisionsotherthanthosereferredtoin
Section1.NothinginthisJCPOAreflectsachangeinIran'spositiononEUsanctions.
[5]ForthepurposesofU.S.legislation,Iranianpersonmeans(A)anindividualwhoisa
citizenornationalofIranand(B)anentityorganisedunderthelawsofIranorotherwisesubject
tothejurisdictionoftheGovernmentofIran.
[6]ThesanctionsthattheUnitedStateswillceasetoapply,andsubsequentlyterminate,or
modify to effectuate the termination of, pursuant to its commitment under Section 4 are those
directed towards nonU.S. persons. For the purposes of Sections 4 and 67 of this JCPOA, the
term nonU.S. person means any individual or entity, excluding (i) any United States citizen,
permanentresidentalien,entityorganisedunderthelawsoftheUnitedStatesoranyjurisdiction
withintheUnitedStates(includingforeignbranches),oranypersonintheUnitedStates,and(ii)
any entity owned or controlled by a U.S. person. For the purposes of (ii) of the preceding
sentence, an entity is owned or controlled by a U.S. person if the U.S. person: (i) holds a 50
percentorgreaterequityinterestbyvoteorvalueintheentity(ii)holdsamajorityofseatsonthe
board of directors of the entity or (iii) otherwise controls the actions, policies, or personnel
decisionsoftheentity.U.S.personsandU.S.ownedorcontrolledforeignentitieswillcontinueto
begenerallyprohibitedfromconductingtransactionsofthetypepermittedpursuanttothisJCPOA,
unless authorised to do so by the U.S. Department of the Treasurys Office of Foreign Assets
Control(OFAC).

Order(E.O.)13622,asamendedbySection15ofE.O.13628andSection16ofE.O.13645.The
citations listed in Section 4 include authorities under which secondary sanctions will no longer
applyasaresultofactionsdescribedinSection4.8.1.
[8] Removal of NIOC from the SDN List, as provided for in Section 4.8.1, will include
resolutionofrelateddesignationsanddeterminations.

[12] Licenses issued in furtherance of Section 5.1.1 will include appropriate conditions to
ensurethatlicensedactivitiesdonotinvolve,andnolicensedaircraft,goods,orservicesarere
sold or retransferred to, any person on the SDN list. Should the United States determine that
licensed aircraft, goods, or services have been used for purposes other than exclusively civil
aviation enduse, or have been resold or retransferred to persons on the SDN List, the United
States would view this as grounds to cease performing its commitments under Section 5.1.1 in
wholeorinpart.
[13] For the purposes of Section 5.1.2 of this JCPOA, a nonU.S. entity is owned or
controlledbyaU.S.personiftheU.S.person:(i)holdsa50percentorgreaterequityinterestby
voteorvalueintheentity(ii)holdsamajorityofseatsontheboardofdirectorsoftheentityor(iii)
otherwisecontrolstheactions,policies,orpersonneldecisionsoftheentity.
[14] Unless specifically provided otherwise, the sanctions lifting described in this Section
does not apply to transactions that involve persons on the SDN List and is without prejudice to
sanctionsthatmayapplyunderlegalprovisionsotherthanthosecitedinSection4.Nothinginthis
JCPOAreflectsachangeinIran'spositiononU.S.sanctions.
[15]ForthepurposesofthecessationofapplicationoftheprovisionssetoutinSections
4.1.14.1.7,theeffectsdescribedfornonU.S.financialinstitutionsextendtotheactivitiesoutside
ofU.S.jurisdictionofinternationalfinancialinstitutions.
[16] NonU.S., nonIranian financial institutions engaging in transactions with Iranian
financialinstitutions(includingtheCentralBankofIran)notappearingontheSDNListwillnotbe
exposedtosanctionsasaresultofthoseIranianfinancialinstitutionsengagingintransactionsor
banking relationships involving Iranian individuals and entities, including financial institutions, on
the SDN List, provided that the nonU.S., nonIranian financial institution does not conduct or
facilitate,andisnototherwiseinvolvedin,thosespecifictransactionsorbankingrelationshipswith
theIranianindividualsandentities,includingfinancialinstitutions,ontheSDNList.

A.General
1. IranandE3/EU+3decidedtocooperate,amongothers,includingthroughIAEAtechnical
cooperation,whereappropriate,andwithoutprejudicetotheexistingbilateralagreements,in
differentareasofcivilnuclearcooperationtobedevelopedwithintheframeworkofthis
JCPOA,asdetailedinthisAnnex.Inthiscontext,theJointCommissionwillalsosupport
assistancetoIran,includingthroughIAEAtechnicalcooperationprojects,asappropriate.
2. AllcivilnuclearcooperationprojectsunderthisJCPOAwillbemutuallydeterminedbythe
participatingstatesandwillbeconsistentwiththeJCPOAandthenationallawsand
regulationsoftheparticipatingparties.
3. ThecivilnuclearandscientificcooperationprojectsenvisionedbetweenIranandtheE3/EU+3
aspartofthisJCPOAmaybeundertakeninavarietyofformats,withavarietyofpotential
participants.AgivenprojectundertakenbytheE3/EU+3willnotnecessarilyinclude
participationbyallE3/EU+3parties:

40reactoratArakintoamodernised,notexceeding20MWth,heavywatermoderatedand
cooledresearchreactor,basedontheagreedconceptualdesign(asattachedtoAnnexI).
5. Iranwilltaketheleadershiproleastheownerandastheprojectmanager,andhave
responsibilityforoverallimplementationoftheArakmodernisationproject.AWorking
GroupcomposedofE3/EU+3participantswillbeestablishedtosupportandfacilitatethe
redesigningandrebuildingofthereactor.AninternationalpartnershipcomposedofIran
andtheWorkingGroupwouldimplementtheArakmodernisationproject,withE3/EU+3
participantsassumingresponsibilitiesasdescribedinAnnexI.TheWorkingGroupcould
beenlargedtoincludeothercountriesbyconsensusoftheparticipantsoftheWorking
GroupandIran.E3/EU+3participantsandIranwillconcludeanofficialdocument
expressingtheirstrongcommitmentstotheArakmodernisationprojectinadvanceof
ImplementationDaywhichwouldprovideanassuredpathforwardtomodernisethe
reactorandwoulddefinetheresponsibilitiesassumedbytheE3/EU+3participants,
especiallyinthekeyareassuchasredesign,designreviewandcertification,reactorcore
manufacturing,fueldesign,fabricationandsupply,safetyandsecurity,spentfuel
treatmentordisposition,aswellasconcerningthesupplyofmaterials,equipment,
instrumentationandcontrolsystems,andsubsequentlycontractswouldbeconcluded.
TheparticipantsoftheWorkingGroupwillprovideassistanceneededbyIranfor
redesigningandrebuildingthereactor,consistentwiththeirrespectivenationallaws,in
suchamannerastoenablethesafeandtimelyconstructionandcommissioningofthe
modernisedreactor.
5. IranandtheWorkingGroupwillcooperatetodevelopthefinaldesignofthemodernised
reactorandthedesignofthesubsidiarylaboratoriestobecarriedoutbyIran,andreview
conformitywithinternationalsafetystandards,suchthatthereactorcanbelicensedbythe
relevantIranianregulatoryauthorityforcommissioningandoperation.
5. Iranwillcontinuetoassumetheprimaryresponsibilityforfinancingthemodernisation
project.Additionalfundingarrangementsfortheproject,includingforIAEAprojects
supportingtheArakmodernisationproject,willbedeterminedbasedontheofficial
documentandcontractstobesubsequentlyconcluded.
6. NuclearFuel
6. E3/EU+3parties,asappropriate,willsupportassistancetoIran,includingthroughthe
IAEA,asappropriate,inmeetinginternationalqualificationstandardsfornuclearfuel
fabricatedbyIran.

appropriate,jointdesignandfabrication,therelevantlicensesandfabricationtechnologies

7. ToimplementotheraspectsofthisJCPOAandinsupportofabroaderopeningofscientific
engagementsbetweentheE3/EU+3andIran,theE3/EU+3andIranwillseekcooperationand
scientificexchangeinthefieldofnuclearscienceandtechnology:
7. Acceleratorbasednuclearphysicsandnuclearastrophysicsresearch,andstableisotope
productionininternationalcollaborationatthenuclear,physics,andtechnologycentreat
theFordowfacility.IranwillrequestfromtheE3/EU+3andotherinterestedpartiesspecific
proposalsforcooperativeinternationalnuclear,physics,andtechnologyprojectsandwill
hostaninternationalworkshoptoreviewtheseproposals.Thegoalistorealise
internationalcollaborativeprojectswithinafewyears.Thetransitioningtostableisotope
productionoftwocascadeswillbeconductedinajointpartnershipbetweentheRussian
FederationandIranonthebasisofarrangementstobemutuallyagreedupon.

theE3/EU+3andelsewhereto,amongotherthings,sharelessonslearnedonestablishingand
maintainingregulatoryindependenceandeffectiveness,andtrainingonimplementingnuclear
safety culture and best practices facilitate exchanges and visits to nuclear regulatory
authorities and nuclear power plants outside of Iran focusing on best practices for safe
operation and enhance and strengthen domestic emergency preparedness and severe
accidentmanagementcapability.
ProvidesupportandassistancetoenableIrantojoinrelevantconventionsonnuclear
safety and security, e.g. through workshops or seminars furthering accession to such
commitments. Such workshops or seminars could also take place under the auspices of the
IAEA.

1. TheJointCommissionisestablishedtocarryoutthefunctionsassignedtoitintheJCPOA,

3. Procedures
3. TheJointCommissionwillmeetonaquarterlybasisandatanytimeuponrequestofaJCPOA
participanttotheCoordinator.TheCoordinatorwillconveneameetingoftheJoint
Commissiontobeheldnolaterthanoneweekfollowingreceiptofsucharequest,exceptfor
consultationsinaccordancewithSectionQofAnnexIandanyothermatterthatthe
Coordinatorand/oraJCPOAparticipantdeemurgent,inwhichcasethemeetingwillbe
convenedassoonaspossibleandnotlaterthanthreecalendardaysfromreceiptofthe
request.
3. MeetingsoftheJointCommissionwillbeheldinNewYork,Vienna,orGenevaasappropriate.
Thehostcountryshouldfacilitateentryformalitiesforthoseattendingsuchmeetings.
3. TheJointCommissionmaydecidebyconsensustoinviteobserverstoattenditsmeetings.
3. ExceptasprovidedinSection6ofthisAnnexwhichwillbesubjecttotheconfidentiality
procedureoftheUN,theworkoftheJointCommissionisconfidentialandmaybesharedonly
amongJCPOAparticipantsandobserversasappropriate,unlesstheJointCommission
decidesotherwise.
4. Decisions
4. ExceptasstatedotherwiseinthisAnnex,decisionsbytheJointCommissionaretobe
madebyconsensus.
4. EachJCPOAparticipantwillhaveonevote.DecisionsoftheJointCommissionaretobe
takenbytheRepresentativeortheDeputyRepresentativeorothersuchalternateasthe
JCPOAparticipantmaydesignate.
4. ThevoteofeachJCPOAparticipantwillbemadeknowntoallotherJCPOAparticipantsif
anyJCPOAparticipantrequestsarecordedvote.
4. MattersbeforetheJointCommissionpursuanttoSectionQofAnnexIaretobedecided
byconsensusorbyaffirmativevoteoffiveJCPOAparticipants.Thereisnoquorum
requirement.
4. TheCoordinatorwillnottakepartindecisionmakingonnuclearrelatedtransfersand
activitiesassetoutinSection6ofthisAnnex.

5. EachJCPOAparticipantwillberesponsibleforitsowncostsofparticipatingintheJoint
Commission,unlesstheJointCommissiondecidesotherwise.
5. JCPOAparticipantsmayrequestthattheCoordinatorcirculatesanotificationtotheother
JCPOAparticipantsatanytime.Uponsucharequest,theCoordinatorwillcirculatesuch
notificationwithoutdelaytoallJCPOAparticipants.
6. ProcurementWorkingGroup
6. Withthepurposeofestablishingaprocurementchannel,theJointCommissionwill,except
asotherwiseprovidedbytheUnitedNationsSecurityCouncilresolutionendorsingthis
JCPOA,reviewanddecideonproposalsbystatesseekingtoengagein:

usingtheirflagvesselsoraircraftto,orfortheuseinorbenefitof,Iran,andwhetherornot

outinINFCIRC/254/Rev.12/Part1,and,iftheendusewillbeforIran'snuclearprogramme
setoutinthisJCPOAorothernonnuclearcivilianenduse,allitems,materials,
equipment,goodsandtechnologysetoutinINFCIRC/254/Rev.9/Part2(orthemostrecent
versionofthesedocumentsasupdatedbytheSecurityCouncil),aswellasanyfurther
itemsiftherelevantStatedeterminesthattheycouldcontributetoactivitiesinconsistent
withtheJCPOAand,
8. theprovisiontoIranofanytechnicalassistanceortraining,financialassistance,
investment,brokeringorotherservicesrelatedtothesupply,sale,transfer,manufacture,
oruseoftheitems,materials,equipment,goodsandtechnologydescribedin

9. acquisitionbyIranofaninterestinacommercialactivityinanotherStateinvolvinguranium
mining,productionoruseofnuclearmaterialsandtechnologiesaslistedin

Iran,itsnationals,andentitiesincorporatedinIranorsubjecttoitsjurisdiction,orby
individualsorentitiesactingontheirbehalfordirection,orbyentitiesownedorcontrolled
bythem.
6. TheJointCommissionwilldischargeitsresponsibilityforreviewingandmaking
recommendationsonproposalsfornuclearrelatedtransferstooractivitieswithIranthrougha
ProcurementWorkingGroup.
6. EachE3+3StateandIranwillparticipateintheProcurementWorkingGroup.TheHigh
RepresentativewillserveastheCoordinatoroftheProcurementWorkingGroup.
6. ExceptasotherwiseprovidedbytheJointCommissionortheUnitedNationsSecurityCouncil
resolutionendorsingthisJCPOA,theProcurementWorkingGroupwillconsiderproposals
accordingtothefollowingprocess:
1. Uponreceiptofaproposal,includingallnecessarysupportinginformation,byaState
seekingtoengageintransfersandactivitiesreferencedinSection6.1,theCoordinatorwill
forwardtheproposal,throughappropriatemeans,withoutdelaytotheProcurement
WorkingGroupand,whentheproposalrelatestoitems,material,equipment,goodsand
technologyintendedtobeusedinnuclearactivitiesauthorizedbytheJCPOA,totheIAEA.
TheProcurementWorkingGroupwillhaveupto30workingdaystoconsideranddecide
ontheproposal.
2. NecessarysupportinginformationforpurposesofSection6.4.1means:(a)adescription
oftheitem(b)thename,address,telephonenumber,andemailaddressoftheexporting
entity(c)thename,address,telephonenumber,andemailaddressoftheimporting
entity(d)astatementoftheproposedenduseandenduselocation,alongwithanend
usecertificationsignedbytheAEOIortheappropriateauthorityofIranattestingthestated
enduse(e)exportlicensenumberifavailable(f)contractdate,ifavailableand(g)
detailsontransportation,ifavailableprovidedthatifanyoftheexportlicensenumber,
contractdate,ordetailsontransportationarenotavailableasofthetimeofsubmittalof
theproposal,suchinformationwillbeprovidedassoonaspossibleandinanyeventas
conditionofapprovalpriortoshipmentoftheitem.
3. EachparticipantintheProcurementWorkingGroupwillhavetocommunicatetothe
Coordinator,within20workingdays,whetheritapprovesorrejectstheproposal.The
timelineforconsiderationmaybeextendedforanadditionalperiodof10workingdaysat
therequestofaparticipantoftheProcurementWorkingGroup.
4. TheproposalwillberecommendedforapprovalassoonastheCoordinatorreceives
formalapprovalsfromalltheProcurementWorkingGroupParticipantsorif,attheendof
the30workingdayperiod,theCoordinatorhasreceivednodisapprovalsfromanyofthe
ProcurementWorkingGroupParticipants.Ifattheendofthe30workingdayperiod,the
proposalhasnotbeenrecommendedforapproval,theproposalmay,attherequestofat
leasttwoWorkingGroupParticipantswithin5workingdays,bereferredtotheJoint
Commission,whichwoulddecideonapprovaloftheproposalbyconsensuswithin10
workingdays.Otherwisetheproposalwillberecommendedfordisapproval.The
disapprovingJCPOAparticipant(s)shouldproviderelevantinformationregardingthe
disapprovaltotheJointCommissionasappropriate,takingintoaccounttheneedto
protectconfidentialinformation.
5. TheCoordinatorwillcommunicatetherecommendationoftheJointCommissiontothe
UnitedNationsSecurityCouncilnolaterthan35workingdays,orincaseofreferraltothe
JointCommissionnolaterthan45workingdaysfromthedatetheCoordinatortransmitted
theproposalandallnecessarysupportinginformationtotheProcurementWorkingGroup.
6. Exceptasdecidedotherwisebyconsensus,theProcurementWorkingGroupwillmeet
everythreeweeksforreviewingtheproposals.Whensomeoftheproposalstobe
reviewedrelatetoitems,material,equipment,goodsandtechnologyintendedtobeused
innuclearactivitiesauthorizedbytheJCPOA,theIAEAmaybeinvitedtoattendthe
meetingasanobserver.
6. AllJCPOAparticipantswillactinaccordancewiththeprocurementchannelandwillonly
engageintransfersandactivitiesreferencedinSection6.1followingapprovalbytheJoint
CommissionandtheUnitedNationsSecurityCouncil.Iranwillnotuse,acquire,orseekto
procuretheitems,materials,equipment,goods,andtechnologyreferredtoinSection6.1of
thisAnnexfornuclearactivitieswhichareinconsistentwiththisJCPOA.
6. AnyJCPOAparticipantmayreferaprocurementrelatedactivitytotheJointCommissionunder
thedisputesettlementmechanismifitisconcernedthatsuchactivityisinconsistentwiththis
JCPOA.
6. IranwillprovidetotheIAEAaccesstothelocationsofintendeduseofallitems,materials,
equipment,goodsandtechnologysetoutinINFCIRC/254/Rev.12/Part1(orthemostrecent
versionofthesedocumentsasupdatedbytheSecurityCouncil)importedfollowingthe
procedureunderSection6ofthisAnnex.
6. Iranwillpermittheexportingstatetoverifytheenduseofallitems,materials,equipment,
goodsandtechnologysetoutinINFCIRC/254/Rev.9/Part2(orthemostrecentversionof
thesedocumentsasupdatedbytheSecurityCouncil)importedfollowingtheprocedureunder
Section6ofthisAnnex.Uponrequestoftheexportingstate,oriftheJointCommissiondeems
necessarywhenapprovingaproposalfortransfer,theJointCommissionwillprovideexpertise
totheexportingstate,includingexperts,asneeded,toparticipateintheenduseverification.
6. TheProcurementWorkingGroupwillrespondtorequestsforguidanceonprocurement
activitiesfromthirdparties,ascommunicatedbytheCoordinator.TheProcurementWorking
Groupwillendeavortorespondtosuchrequestsforguidancewithin9workingdaysfromthe
datetheCoordinatorsubmitsittotheProcurementWorkingGroup.
6. TheJointCommissionwillreporttotheUnitedNationsSecurityCouncilatleastevery6
monthsonthestatusoftheProcurementWorkingGroup'sdecisionsandonany
implementationissues.
7. WorkingGrouponImplementationofSanctionsLifting
7. TheJointCommissionwilldischargeitsresponsibilitiesforreviewingandconsultingonissues
relatedtotheimplementationofsanctionsliftingasspecifiedinthisJCPOAassistedbya
workinggroupontheimplementationofsanctionslifting.
7. TheJointCommissionparticipantswillparticipateinthisworkinggroup.TheHigh
Representativewillserveascoordinatorofthisworkinggroup.
7. IfatanytimefollowingtheimplementationdayIranbelievesthatanyothernuclearrelated
sanctionorrestrictivemeasureincludingrelateddesignationsoftheE3/EU+3ispreventingthe
fullimplementationofthesanctionsliftingasspecifiedinthisJCPOA,theJCPOAparticipantin
questionwillconsultwithIranwithaviewtoresolvingtheissue.Iftheyarenotabletoresolve
theissue,IranoranymemberoftheE3/EU+3mayrefertheissuetotheworkinggroup.
7. Theparticipantsoftheworkinggroupwillreviewandconsult,withaviewtoresolvingtheissue
within30workingdays.
7. Ifafterinvolvementoftheworkinggroup,theissueremainsunresolved,anyparticipantofthe
JCPOAmayreferittotheJointCommission.

2. UponconclusionofthenegotiationsofthisJCPOA,theE3/EU+3(China,France,Germany,
theRussianFederation,theUnitedKingdomandtheUnitedStates,withtheHigh
RepresentativeoftheEuropeanUnionforForeignAffairsandSecurityPolicy)andIranwill
endorsethisJCPOA.
3. PromptlyaftertheconclusionofthenegotiationsofthisJCPOA,theproposedUNSecurity

6. AdoptionDaywilloccur90daysaftertheendorsementofthisJCPOAbytheUNSecurity
Councilthroughtheresolutionreferredtoabove,oratanearlierdatebymutualconsentofall
JCPOAparticipants,atwhichpointthisJCPOAcomesintoeffect.
7. BeginningonAdoptionDay,JCPOAparticipantswillmakenecessaryarrangementsand
preparations,includinglegalandadministrativepreparations,fortheimplementationoftheir
JCPOAcommitments.
8. IranwillofficiallyinformtheIAEAthat,effectiveonImplementationDay,Iranwillprovisionally
applytheAdditionalProtocol,pendingitsratificationbytheMajlis(Parliament),andwillfully
implementthemodifiedcode3.1.
