TheMEPCadoptedamendmentstoregulation12ofMARPOLAnnexI,concerningtanksforoilre
(sludge).Theamendmentsupdateandrevisetheregulation,expandingontherequirementsfor
dischargeconnectionsandpipingtoensureoilresiduesareproperlydisposedof.
ExtensionofGreatBarrierReefandTorresStraitPSSAadopted
TheMEPCadoptedaresolutiontoextendtheeasternlimitofthecurrentGreatBarrierReefandT
StraitParticularlySensitiveSeaArea(PSSA)toencompassthesouthwestpartoftheCoralSea,
AustraliasCoralSeaCommonwealthMarineReserve(CMR),aremoteoceanecosystemwhich
providesrefugeforawiderangeofthreatened,migratoryandcommerciallyvaluablespecies.

aimedatreducingtheriskofshipcollisionsandgroundingsbyseparatingopposingtrafficstreams

CommitteeonNavigation,CommunicationsandSearchandRescue(NCSR)inMarchandwere
submittedtoMSC95inJuneforadoption.
Ballastwatermanagementstatusandtechnologiesreviewed
TheMEPCreviewedthestatusoftheInternationalConventionfortheControlandManagementof
ShipsBallastWaterandSediments(BWMConvention),2004,whichisclosetoreceivingsufficien
ratificationstomeettheremainingentryintoforcecriterion(tonnage).ThenumberofContracting
Governmentsiscurrently44,representing32.86%oftheworldsmerchantfleettonnage.TheBWM
Conventionwillenterintoforce12monthsafterthedateonwhichnotfewerthan30States,the
combinedmerchantfleetsofwhichconstitutenotlessthan35%oftheworldsgrosstonnage,have
ratifiedit.
TheMEPCfolloweduptheresolutiononMeasurestobetakentofacilitateentryintoforceoftheB
ConventionadoptedbyMEPC67,includingtheagreedreviewoftheGuidelinesforapprovalofba
watermanagementsystems(G8),andconsideredtheinterimreportoftheCorrespondenceGroup
thereviewoftheGuidelines.TheCorrespondenceGroupwasreestablishedtocontinueworkingo
review.
ARoadmapfortheimplementationoftheBWMConventionwasagreed,whichemphasisesthat
movers,i.e.shipswhichinstallballastwatermanagementsystemsapprovedinaccordancewithth
currentGuidelines(G8),shouldnotbepenalized.TheRoadmapinvitestheCommitteetodevelop
guidanceoncontingencymeasuresandtoexpandthetrialperiodassociatedwiththeGuidanceon
ballastwatersamplingandanalysis(BWM.2/Circ.42)intoanexperiencebuildingphase.
TheCommitteedevelopeddraftamendmentstoregulationB3oftheBWMConventiontoreflect
AssemblyresolutionA.1088(28)onapplicationoftheConvention,withaviewtoapprovalatMEPC
andconsiderationforadoptiononcethetreatyentersintoforce.Thedraftamendmentswillprovide
appropriatetimelineforshipstocomplywiththeballastwaterperformancestandardprescribedin
regulationD2oftheConvention.
TheCommitteereceivedaprogressreportonastudy,initiatedbyMEPC67,ontheimplementatio
theballastwaterperformancestandarddescribedinregulationD2oftheBWMConvention.Thes
isbeingexecutedbytheIMOSecretariatinpartnershipwiththeWorldMaritimeUniversity(WMU),
anonlinesurveyhasbeenlaunched(SeeBriefing08/2015
).Thefinalstudyreportwillbesubmitte
MEPC69,scheduledforApril2016.

Approval(fivesystems)andFinalApproval(onesystem),followingconsiderationofthereportsof
30thand31stmeetingsoftheJointGroupofExpertsontheScientificAspectsofMarineEnvironm
Protection(GESAMP)BallastWaterWorkingGroup.
Furtherdevelopmentofenergyefficiencyguidelinesforships
TheMEPCcontinueditsworkonfurtherdevelopingguidelinestoassistintheimplementationofth
mandatoryenergyefficiencyregulationsforinternationalshippingand:
adoptedamendmentstoupdatethe2014GuidelinesonsurveyandcertificationoftheEnergy
EfficiencyDesignIndex(EEDI)andendorsedtheirapplicationfrom1September2015,atthesa
timeencouragingearlierapplication
adoptedamendmentstothe2013InterimGuidelinesfordeterminingminimumpropulsionpower
maintainthemanoeuvrabilityofshipsinadverseconditions,forthelevel1minimumpowerlines
assessmentforbulkcarriersandtankers,andagreedonaphaseinperiodofsixmonthsforthe
applicationoftheamendmentsand
adoptedamendmentstoupdatethe2014Guidelinesonthemethodofcalculationoftheattained
fornewships.

TheCommitteeconsideredaprogressreportfromthecorrespondencegroupestablishedtoreview
statusoftechnologicaldevelopmentsrelevanttoimplementingphase2oftheEEDIregulations,as
requiredunderregulation21.6ofMARPOLAnnexVIandreestablishedthecorrespondencegrou
furthertheworkandsubmitaninterimreporttoMEPC69.
Textagreedforfurtherdevelopmentofadatacollectionsystemtoanalysetheenergyefficiencyof
TheMEPCagreedtextforfurtherdevelopmentasthefulllanguageforadatacollectionsystemfor
consumptionofships,whichcanbereadilyusedforvoluntaryormandatoryapplicationofthesyst
thisregard,theCommitteenotedthatapurposeofthedatacollectionsystemwastoanalyseener
efficiencyandforthisanalysistobeeffectivesometransportworkdataneedstobeincluded,buta
stagetheappropriateparametershavenotbeenidentified.
Theproposedtextreferstoshipsof5,000GTandabovecollectingdata,toincludetheshipidentif
number,technicalcharacteristics,totalannualfuelconsumptionbyfueltypeandinmetrictonsand
transportworkand/orproxydatayettobedefined.Themethodologyforcollectingthedatawould

Datawouldbeaggregatedintoanannualfigureandreportedbytheshipowner/operatortothe
Administration(flagState)whichwouldsubmitthedatatoIMOforinclusioninadatabase.Access
databasewouldberestrictedtoMemberStatesonlyanddatawouldbemadeanonymous.
TheMEPCagreedtorecommendtotheIMOCounciltheholdingofanintersessionalworkinggrou
September2015to:furtherconsidertransportworkand/orproxiesforinclusioninthedatacollectio
systemfurtherconsidertheissueofconfidentialityconsiderthedevelopmentofguidelinesidentifi
thetextandtosubmitareporttoMEPC69.
GHGreductiontargetforinternationalshippingconsidered
TheMEPCconsideredasubmissionfromtheMarshallIslands,callingforaquantifiablereduction
forgreenhousegasemissionsfrominternationalshipping.
Duringthediscussion,theMemberStatesthatspokeacknowledgedandrecognisedtheimportanc
theissuesraisedbytheMarshallIslandsandalsorecognisedthat,despitethemeasuresalreadyt
bytheOrganizationregardingthereductionofemissionsfromships,morecouldbedone.
However,whilstexpressinggratitudetotheMarshallIslandsforthesubmission,theCommitteetoo
viewthatthepriorityatthisstageshouldbetocontinueitscurrentwork,inparticularthefinalization
mechanismforthecollectionofdatatoaccuratelymeasureemissionsfromships.TheMarshallIsl
proposalcouldthenbefurtheraddressedatanappropriatefuturesessionoftheCommittee.Then
toconsidertheproposalfurtherwasrecognisedandtheCommitteealsolookedforwardtoasucce
UNclimatechangeconference(UNFCCCCOP21meeting)inParislaterthisyear.
Revisedairpollutionguidanceandrequirementsagreed
TheMEPCconsideredanumberofamendmentsandrevisionstoexistingguidanceandrequireme
relatedtoairpollutionmeasuresandinparticular:
adoptedamendmentstothe2009Guidelinesforexhaustgascleaningsystems(resolution
MEPC.184(59)).Theamendmentsrelatetocertainaspectsofemissiontesting,regarding
measurementsofcarbondioxide(CO2)andsulphurdioxide(SO2),clarificationofthewashwate
dischargepHlimittestingcriteriaandtheinclusionofacalculationbasedmethodologyforverific
asanalternativetotheuseofactualmeasurements

dualfuelandgasfuelledenginesand
adoptedamendmentstothe2011GuidelinesaddressingadditionalaspectstotheNOXTechnic
Code2008withregardtoparticularrequirementsrelatedtomarinedieselenginesfittedwithSel
CatalyticReduction(SCR)Systems(resolutionMEPC.198(62)).
TheCommitteealsoagreed,forconsistencyandsafetyreasons,toproceedwiththedevelopment
guidelinesforthesamplingandverificationoffueloilusedonboardships.
Sulphurreviewtobeinitiatedthisyear
TheMEPCagreedtermsofreferenceforthereview,requiredunderregulation14(SulphurOxides
(SOx)andParticulateMatter)ofMARPOLAnnexVI,oftheavailabilityofcompliantfueloiltomeet
globalrequirementsthatthesulphurcontentoffueloilusedonboardshipsshallnotexceed0.50%
onandafter1January2020.TheIMOSecretariatwasrequestedtoinitiatethereviewby1Septem
2015,withaviewtothefinalreportofthefueloilavailabilityreviewbeingsubmittedtoMEPC70
(autumn2016)astheappropriateinformationtoinformthedecisiontobetakenbythePartiesto
MARPOLAnnexVI.
ASteeringCommitteeconsistingof13MemberStates,oneintergovernmentalorganisationandsix
internationalnongovernmentalorganizationswasestablishedtooverseethereview.
Thesulphurcontent(expressedintermsof%m/mthatis,byweight)offueloilusedonboardsh
requiredtobeamaximumof3.50%m/m(outsideanEmissionControlArea(ECA)),fallingto0.50
m/monandafter1January2020.Dependingontheoutcomeofthereview,thisrequirementcould
deferredto1January2025.WithinECAs,fueloilsulphurcontentmustbenomorethan0.10%m/m
Fueloilqualitycorrespondencegroupreestablished
TheMEPCconsideredthereportofthecorrespondencegroupestablishedtoconsiderpossiblequ
controlmeasurespriortofueloilbeingdeliveredtoaship.Thecorrespondencegroupwasre

TheMEPCadoptedthe2015GuidelinesforthedevelopmentoftheInventoryofHazardousMater
(IHM),TheIHMisrequiredundertheHongKongInternationalConventionfortheSafeand
EnvironmentallySoundRecyclingofShips,2009(thetreatyisnotyetinforce).

TheMEPCapprovedtwosetsofguidelinestoassistinoilspillresponse,developedbytheSub
CommitteeonPollutionPreventionandResponse(PPR):
Guidelinesoninternationaloffersofassistanceinresponsetoamarineoilpollutionincidentinten
asatooltoassistinmanagingrequestsforspillresponseresourcesandoffersforassistancefrom
countriesandorganizationswhenconfrontedwithlarge,complexorsignificantoilspillincidents.
GuidelinesfortheuseofdispersantsforcombatingoilpollutionatseaPartIII(Operationaland
technicalsheetsforsurfaceapplicationofdispersants).PartsI(Basicinformation)andII(National
policy)oftheIMODispersantGuidelineshavealreadybeenapprovedandwillbepublishedtogeth
withPartIII.PartIV,coveringsubseadispersantapplication,isunderdevelopmentandwilltakein
accounttheexperiencegainedfromtheDeepwaterHorizonincidentaswellasotherrelatedtechn
developments.
