Bailiff and Civil Process Services
Marion County Sheriffs Office (MCSO)
692 NW 30th Ave., Ocala, FL 34475

Dear Sheriff Blair and Lt. Sowder,

Please find attached a PDF copy of a warning I received May 6, 2015 from the Marion County
Sheriff for a traffic violation, a wrong turn on red into the Oak Run development where I live.
The warning issued at 9.09 PM appears to show case # s-15011216 by Deputy Sheriff I.D. No.
4741. This is a request for the name of the Deputy Sheriff, as I cannot read his signature.
I am grateful that the Deputy Sheriff issued me a warning instead of a moving violation. I plan to
enter this warning into evidence relative to disability in my home foreclosure case in Marion
County, case no. 13-CA-115, Reverse Mortgage Solutions, Inc. v. Neil J. Gillespie, et al. In order to
properly cite to the warning, I need the name and proper spelling of Deputy Sheriff I.D. No. 4741.
On or about March 3, 2015 I visited the Marion County Courthouse, 110 NW 1st Ave., Ocala,
Florida 34475, and spoke unsuccessfully with Jonathan Lin, Trial Court Administrator, and
Tameka Gordon, the purported ADA Coordinator for Marion County, about public records, and
my Title II disability accommodation request under the Americans with Disabilities Act (ADA).
I also spoke unsuccessfully with one or more MCSO Deputy Sheriffs about civil process service,
and serving case documents and/or ADA documents on Ms. Gordon and/or Grace A. Fagan,
General Counsel, and acting ADA Coordinator, for Marion County and the Fifth Judicial Circuit.
This is not a criticism of the MCSO Deputy Sheriffs I spoke with, as it appears they did not
understand what I wanted. For example, I was not able to recall the name of the judge assigned
to my foreclosure case (Judge Stancil) when asked for this information by a MCSO Deputy
Sheriff. Apparently I was not able to successfully communicate with another MCSO Deputy
Sheriff that my Title II ADA disability request pertained to the Court in Marion County, and not
the U.S. District Court, Middle District of Florida, Ocala Division, to which she referred me.
The Civil Court in Marion County found me indigent under section 57.081 and section 57.082,
Florida Statutes (2014). Does that waive the service of process fees charged by the MCSO?
Please advise. If not, I will make arrangement to pay the service of process fees to MCSO.
Thank you in advance for the courtesy of a response.
Sincerely,

Neil J. Gillespie

SHERIFF FEES.DOC
RE: Letter to Sheriff Chris Blair and Lt. Bill Sowder Jun-16-2015

Mr. Gillespie,

The officer that issued you a written warning was Deputy Doody 4741. I have
attached our service fees set by Florida Statute regarding the Sheriffs Office only. Regarding
indigent standing, I am unaware of a blanket indigent wavier document. Each process service
has a separate indigent wavier so that would have to be addressed at the time presented to
the Sheriffs Office Civil Division. You can contact Sgt Parr at 352-402-6019 if she is not
there leave her a message and she will get back with you. Hope this helps good luck.

Captain Bill Sowder
