CHAPTER-1
UNIVERSITY AT A GLANCE
Established on 2nd April, 2003, Chaudhary Devi Lal University, Sirsa is named after Jan
Nayak Chaudhary Devi Lal, the former Deputy Prime Minister of India and the former Chief
Minister of Haryana. The University had been recognized by the University Grants
Commission and declared eligible for Central Assistance under Section 12 (B) of UGC Act
vide UGC letter No. F.9-17/2003 (CPP-1) dated 17.02.2009.
This University, set up by the Government of Haryana under an Act 9 of 2003 passed by the
State Legislature, has a sprawling campus of 213 Acres 4 Kanal 12 Marlas at Barnala Road,
Sirsa. The main objective of the University is to facilitate, promote and excel in Higher
Education, Research and Consultancy in the contemporary as well as emerging areas of
knowledge. The inception of high-tech culture involving computer-based facilities, internet
connectivity and modern administrative techniques are integral characteristics of this
University. To enhance the standard of higher education and increase the research activities,
the University is connected to National Knowledge Network (NKN). This connectivity has
been provided through One Gbps (optical fiber) dedicated line under NMEICT project of
Ministry of HRD India. Wi-Fi facility has also been provided in the University campus.
There are 16 Teaching Departments offering 38 courses in the University. Well-known,
reputed and experienced academicians and professionals have been associated in preparing the
academic curriculum of different courses. It is important to mention here that special attention
has been given to follow the guidelines of the UGC and other regulatory bodies in preparing
the course curriculum. The university also offers various courses through the University
Centre for Distance Learning. The emphasis is to impart quality education by providing
congenial and liberal atmosphere in the campus through the promotion of extracurricular
activities. Sports events of North Zone and All India Intervarsity level and University Youth
Festival were successfully organized in addition to encouraging students to participate in such
activities and events outside the campus to enable them achieve overall growth of their
personality.
The University has two Teaching Blocks, Guest House, Vice Chancellors residence and 91
houses for the teaching and non-teaching staff and four well-furnished hostels for boys and
girls. Majestic building of Science Block is occupied by the Departments of Physics,
Chemistry, Biotechnology, Food Science & Technology, Energy & Environmental Sciences
and Mathematics. The University has its own Media Centre equipped with hi-tech gadget. The
University has well-equipped laboratories. The University has an impressive building
housing Vivekanand Library. There is a good stock of books and study material of high
standard in the University library. Research journals of National and International repute are
being subscribed. The construction of Administrative Block is in the full swing. Proposals for
the construction of more residential quarters for Faculty and Staff, Children Park, Teaching
Block No. 3 and the building for University Centre for Distance Learning are in pipeline.
The University has ATM facility of State Bank of India. A branch of Oriental Bank of
Commerce with ATM facility is also located in the University Shopping Complex, which also
houses the University Health Centre. Medical facilities have been made available to the
students and staff through a regular Medical Officer and technical staff.

The University has adopted innovative methods for conducting University examinations. The
University has also made a distinction in timely declaration of results. The students of this
university have shown commendable results in academics as well as co-curricular activities.
With the present pace of progress already acquired, the university looks forward to having a
promising future.
ACADEMIC PROGRAMMES
The University offers the following academic programmes in the area of Technology,
Management, Commerce, Law, Mass Communication, Humanities, Social Sciences, Physical
Science and Education mostly at the Post Graduate level. All these courses have been
designed in consultation with luminous academicians especially taking into consideration the
special needs of the society and the professional world. Emphasis is laid on both theoretical

COLLEGES BRANCH
44 Colleges of Sirsa and Fatehabad districts and 1 Sanskrit Mahavidyalya have been affiliated
to Chaudhary Devi Lal University, Sirsa. Two more colleges (Govt. College for Women,
Ratia & Jan Nayak Ch. Devi Lal Memorial College, Sirsa) were affiliated with this University
during the year 2012. Now, total 46 colleges (18 Degree Colleges, 27 Education Colleges and
01 Law College) are affiliated with this University. The Colleges Branch, headed by the
Dean of Colleges constantly works in coordination with the affiliated Colleges/Institutes for
promotion and raising the standards of education being imparted by them. More specifically,
the Colleges Branch constituted various Selection Committees for the purpose of selection in
the colleges. Till date approximately 13 Principals, 115 Lecturers, 48 Instructors and 60 NonTeaching Staff have been appointed in the colleges affiliated with this University. New
courses have been introduced in Shah Satnam Ji Boys College Sirsa, Shah Satnam Ji Girls
College Sirsa (B.Sc. Non-Medical & B.Sc. Non-Medical with Computer Science (vocational))
& M.M. College, Fatehabad (M.A. Punjabi & Hindi). Guidelines for admissions have been
prepared (under the Chairmanship of Dean of Colleges) for the affiliated colleges and
circulated to all the concerned colleges. The committees have been constituted for Periodical
Inspection and inspection for grant of extension in provisional affiliations and most of the
colleges have been inspected till date. Elections have also been conducted in Shah Satnam Ji
Boys College Sirsa, Shah Satnam Ji Girls College Sirsa , M.M. College, Fatehabad, Janta

GENERAL BRANCH
The General Branch handles various purchases Security Section and outsourcing for the
University. A large number of articles have to be purchased to keep pace with the fast
growing demands for creating sound infrastructure. The purchases in the University are being
made through the recommendation of Central Purchase Committee constituted by the Honble
Vice-Chancellor as per guideline given in University Accounts Code Volume-I.
Central Purchase Committee (CPC) is constituted for making purchase costing more than Rs.
10000/-. A Departmental Purchase Committee is constituted by the Central Purchases
Committee to make purchase up to Rs. 10000/-.
The jurisdiction of the Central Purchase Committee (CPC) is for making purchases costing
more than Rs. 10000/- and Departmental Purchase upto Rs. 10000/-. The purchase (s) upto

Rs. 3000/- are made by the respective Departments/Branches without involving the Central
Purchase Committees and without inviting quotations for making the system more flexible.

The grant of Rs. 1,40,00,000/- was received from the FC&PS to Govt. Haryana,
Welfare of Scheduled Castes and Backward Classes Department, Haryana, Chandigarh
for Construction of Hostels for OBC girls in CDLU, Sirsa.

CONSTRUCTION BRANCH
Kurukshetra University Chaudhary Devi Lal Post Graduate Regional Centre Sirsa was set up
during the year 2000. Later on in April 2003 it was declared a full-fledged University named
Chaudhary Devi Lal University, Sirsa. The University had been recognized by the University
Grants Commission and declared eligible for Central Assistance under Section 12 (B) of UGC
Act vide UGC letter No. F.9-17/2003 (CPP-1) dated 17.02.2009.
The work of Administrative Block and Multipurpose Hall are in progress. Proposal of more
residential houses such as C, D, H & F-type houses for teaching and non-teaching staffs,
Children Park, Solar Water Heater Systems for Hostels and Recycling of effluent of STP
Water are in pipeline. Further as per availability of funds, Teaching Blocks and hostels will be
constructed in the campus. CCTV Cameras have been provided on both the Girls Hostels &
Main Gates of the University to strengthen the security system. Further, the work of
installation of CCTV Cameras in Teaching Block & Boys Hostels is being executed. The
laboratories of Science blocks have been furnished by providing lab tables. The facility of lift

has also been provided in the Teaching Block-II (Science Block). To provide the electricity in
the university campus around the clock, Silent DG set has been provided.
VIVEKANAND LIBRARY
Libraries are an integral part of almost all educational institutes in India. The Library of
Chaudhary Devi Lal University Sirsa was established in the year 2003 with a small
infrastructure, handful of staff, books and other equipments. It was housed in Tagore Bhavan
till the year 2009. On 03 April, 2010, Sh. Bhupinder Singh Hooda, the Honble Chief Minister
of Haryana inaugurated the New Library Building. And in the middle of the year 2010, the
Library was shifted in the New Building in the centre of the University and is presently called
Vivekananda Library, Chaudhary Devi Lal University, Sirsa.
The library of Chaudhary Devi Lal University, Sirsa truly is an outstanding library with the
modern infrastructures and a huge collection of books, journals, research papers, dissertations,
CDS which are of immense use for the research scholars, teachers, students, etc.
The University has provided budgetary provisions of Rs. 33 lacs. to the Library out of which
Rs. 15 lacs. for books and Rs. 18 lacs. for journals has been spent during the year 2012. The
Library, at present not only allows the members to borrow books or other resources, but also
provides reading rooms where the readers can study peacefully. The library opens from 9.00
AM to 5.00 P.M. but the reading hall remains open for the readers for reading upto 2.00 A.M.
in the night, six days in a week. The University library recorded about 65000 users and 2051
members this year.
During this year many reference books, multivolume books and other useful books quantity of
which is about 2353, have been purchased so far. As far as Indian and Foreign Journals are
concerned, the Library is subscribing 130 Indian and foreign journals at present, besides 15
newspapers and 18 magazines. The University Library set up a thesis and dissertation section
last year. The work of subject-wise classification of thesis and dissertation section has been
started during this year.
The process of computerization of library is going on with a membership of INFLIBNET,
Ahmedbad. Consequently the library is availing the facility of access of e-journals through the

consortium. The library has taken membership of DELNET also and accordingly the ILL
(Inter-Library Loan) facility has become available in this year and accordingly about 2500
national and international libraries have become accessible and the opportunities of
consultation of books, journals articles and thesis/dissertations etc can be availed from these
libraries. The library is in the process of entering into MOU of Shodh Ganga and Shodh
Gangotri under which the problem of Plagiarism of research will be brought under control.
To keep in touch with the updates in library profession, the professional staff is being
provided full support and opportunities by the University administration and accordingly Dr.
Rajiv Vij, Assistant Librarian has attended National Conference on Librarianship in Digital
Era held in January 2012 at Guru Nanak Dev University, Amritsar and presented a paper. He
also attended UGC sponsored refresher course in Social Sciences in September, 2012 at Guru
Jambeshwar Universty of Science and Technology, Hisar. He is also member of Indian
Library Association, Life member of Haryana Library Association and District President of
Sirsa District. Besides the above participations and presentations he has a credit of following
paper publications:

HOSTELS
There are four hostels-two for girls and two for boys, namely, Harki Devi Bhawan (Girls
Hostel-I), Kalpana Chawla Bhawan (Girls Hostel-II), Lajpat Rai Bhawan (Boys Hostel-I) and
Sardar Patel Bhawan (Boys Hostel-II) accommodating 905 (566 Girls and 339 Boys) students.
The hostels have been provided with electronic gadgets including electric geysers, 32 Plasma
TVs alongwith Dish/DTH facility and water cooler with RO system. The hostels subscribe to
several national and regional dailies and magazines for enabling the students to know what is
happening around the world. Sport facilities for girls include table tennis and badminton
courts, while the boys have an additional facility for volley ball. Medical facilities to all hostel
residents are provided through the university Health Centre located in the University premises.

The Chief Warden along with Wardens makes every possible effort to see that the students get
hygienic food and cleaner surrounding within and outside the hostel premises. They always
respond to the complaints of hostel residents in a positive manner.

Sports activities of the University are being run under the Sports Council. The University has

Note: A Multipurpose Hall is under construction and likely to be completed soon.

The University Health Centre located in the shopping complex on the 1st floor has sufficient
place for running OPD, Dispensary and Inward. The Centre has a regular medical officer,
pharmacist, staff nurse and a labortary technician and the team provides medical
consultaion, basic lab testing and medicines free of cost to all the students and staff
members and their families. The Health Centre also provides 1st line of treatment in
emergency cases. The process for the full-fledged development of university health centre is
in process and will be accomplished very soon.

IT Cell
IT Cell of CDLU has been officiating on the top floor of the Vivekanand Library. Various
projects being handled under IT Cell are as under:
1. Fiber-based Local Area Network (LAN)
The process of lying the optical fiber for the High Speed LAN has been completed All
important buildings have been connected through optical fiber. Moreover, the
provision for connecting 400 nodes has also been completed. Practical implementation
of LAN is under process.
2. Establishment of Computer Centre
With the efforts of the IT Cell, the UGC has sanctioned the establishment of Computer
Centre in the University. The principal objective of the University Computer Centre
(UGC) is to provide readily available facilities of computer milieu to students,
research scholars, teachers and staff of the University. Its associated objective is also
to automate administrative and secretarial wings of the University with an aim to cater
to the needs of the entire University.
3. University Website
I.T. Cell has been successful in maintaining and updating University Website
efficiently, effectively & promptly. Being very descriptive and useful, the number of
global visitors on website is increasing rapidly.

SC/ST Cell
This SC/ST Cell has been established to provide facilities to the SC/ST students of the
University as per the instructions of the UGC/State Government from time to time. SC/ST
Cell functions as a Grievances Redressal Cell for the grievances of the SC/ST students and
employees of the University and renders them necessary help in solving their academic as
well as administrative problems. The Cell also performs any other work assigned from time
to time to promote higher education among these two communities suffering from economic,
social and educational deprivations. UGC Cell for coaching facilities for SC/ST, Minorities
and OBC (non-creamy layer) students has been established and a Computer Lab with internet
facility has been made available to SC/ST students. The main objective of the SC/ST Cell is
to ensure proper implementation of various schemes of University Grants
Commission/Government of India/State Government introduced from time to time.

2. Campus Placement for the post graduate students (Chemistry) was organized on
16.03.2012 for recruitment in Jubiliant Chemsys Limited, Noida.
3. Two parallel seminars in association with United States-India Educational
Foundation (USIEF), New Delhi were organized by the Cell on 21.03.2012 i.e.
Fulbright Fellowship Opportunity the U.S. for the research scholar and faculty
members of the University and Higher Education in the U.S. for the under
graduate and post graduate students of the University.
4. 522 books of competitive examinations were purchased for the students of all
streams during 2012.
RTI CELL
The RTI Cell deals with RTI applications and RTI appeals on behalf of the University
under provision of the RTI Act, University Act, University calendars and rules and
regulations and provides the information to the seekers.

updated knowledge and their research aptitude can be developed.
