Philippine Government and Constitution

Course Description

Philippine Government and Constitution delves primarily on the study


of state and its elements with the primordial consideration of the
government as one of its essential elements. The course focuses on
the three branches of the Philippine government: to wit; the legislative
department, the executive department and the judicial department
and how their respective powers are defined and delimited by the
1987 Constitution. Paramount topics under the 1987 Constitution are
also discussed with a focus on the declaration of principle and state
policies and the Bill of Rights.

Course Outcomes

At the end of the course, the students should be able to:


1. Identify the different forms of government;
2. Illustrate the paradigm of the Republic of the Philippines;
3. Distinguish the different powers of the three departments of the
government;
4. Explain the importance of Bill of Rights in their rights as citizens
and as students;
5. Identify their rights as students based on jurisprudence.

Classroom Policies

1. All rules pertaining to student discipline under the TCA Revised Student Handbook shall be strictly
implemented.
2. Students who come to class late shall not be permitted to enter the class. Late means arrival in class 3
minutes after the class starts.
3. Exercises shall be submitted on the date announced by the professor. Late exercises shall not be accepted
unless on meritorious and compelling grounds duly sworn before a notary public.
4. If one third of the class fail to attend a lecture day, it shall mean a class boycott and all who are absent shall
be not be admitted to class unless a written explanation, duly sworn by a notary public, stating the reasons
thereof, be given to the professor the day following such absence.
5. Failure of a student to participate in any class participation shall mean a no grade on such participation.
6. The professor reserves the right to amend, modify, or reverse any of the rules afore stated as the
circumstances warrants.
