LocalBreakerBackupProtection
The most common and very expensive equipment in power generation plant, transmission
substation and distribution substation is transformer. Therefore greater care is given for the
protectionoftransformer.Differentrelayservesthispurposeandwillopenthecircuitbreakerin
accordancewiththeelectricalandmechanicalparameters.
Thetableshowsthedifferentfaultconditionsanditsprotectionphilosophy.

LBB(LocalBreakerBackup)protectionformulatedforthefaultclearanceofasystembytripping
othercircuitbreakerswhentheappropriatecircuitbreakerfailtooperate.
LBB(LocalBreakerBackup)protectionprovidesanadditionaldelayof100to250millisecondsto
the transformer Circuit Breaker and its back up circuit breaker. The tripping operation of LBB
consistoftwotrippingsequenceonewithadelayof100millisecondstothecircuitbreakerand
secondwithdelayof250millisecondsgiventoisolateupstreamsidefeeders.

LBBprotectionintransformerpanel
KSEBnowsuggestthefollowingmodificationforthecurrentlyexistingLBBcircuit.
1. The transformer panel consists of a DC supply which also powers the LBB protection. This
shouldbeavoidedandaseparateDCsourcemustbeprovidedtoLBBprotectionbecauseon
the failure of DC source may results in malfunctioning of master trip relay and other circuit
breakerincludingtheoperationofLBB.
2. ThefailureoftheDCsupplyintransformerpanelisafrequenteventinlargesubstations.So
theNCcontactsofDCsupervisionrelaysofBreakerpanelsshouldbewiredtoenergizeLBB.
On programming the numerical relays like Areva P642 for back up over current and earth
faultprotectionandformechanicalprotectionlikebuchholzrelaytripLBBprotectioncanbe
doneinaneffectivemanner.
3. Install an electro mechanical over current and earth fault relay like CDG 31to isolate the
upstreamsideoffeederbreakerssincetheserelaysdoesnotneedanypowersupply.
4. LBBisinitiatedwiththehelpoflockoutrelayortriprelay(86)andafailureinthisrelaymay
affecttheLBBprotection,soindividualrelaycontactsarewiredtoLBB.
LBBcanbeeasilyimplementedbyaddingprogramstorelayslikeP642inthetransformerpanel
alongwithaelectromechanicalrelaypanelforovercurrentandearthfaultprotection.Therefore
noadditioncostisinvolvedinthistechnique.
The reports from KSEB suggest that the following hazards can be avoided if LBB have been
properlyimplemented.
10MVA, 66/11KV transformer became damaged due to the mal function of HV side breaker at
Kalamassery 220 KV substation. A similar event happened in Vaikom 110KV substation, 11 KV
panels were burnt out due to cable end box fault in 11 KV incomer. The safety of these highly
expensiveequipmentscanbeassuredbyLBBwiththesuggestedmodification.
