Consideration of a resolution for stop signs at two locations: San Carlos &
9th and Santa Fe & 2nd.

RECOMMENDATION(S): Adopt a resolution approving the placement of stop signs on


San Carlos at 9th Avenue and on Santa Fe & 2nd Avenue.
EXECUTIVE SUMMARY:
On June 30, 2015, the Traffic Advisory Safety Committee discussed the potential
implementation of stop signs in two different locations in town. The first location discussed
was San Carlos Street at the intersection on 9th Avenue to stop traffic traveling north and
south. Several factors were raised, including limited sight for cross traffic on 9th Avenue
entering San Carlos Street, the existence of a cross walk at that intersection for pedestrian
traffic and the speed of vehicles observed on San Carlos Avenue between 8th and 13th
Avenues.
The second location discussed was at the corner of Santa Fe and 2nd Avenue. This
intersection is along the truck route and is currently only controlled by three existing stop
signs for east, west and south bound traffic. Vehicles traveling north are not required to stop.
The lack of a stop sign at the intersection creates a safety concern for residents backing out
of driveways and pedestrians using the roadway.
ANALYSIS/DISCUSSION:
The installation of additional stop signs on the corners of San Carlos Avenue and 9th Avenue
will allow pedestrians to safely cross knowing that vehicles have to stop at the intersection.
Vehicles traveling north and south on San Carlos Avenue will do so at a slower speed which
enhances the safety of pedestrians and other motorists. This item was also brought up during
Public Comment at the June 2, 2015 City Council meeting.
The installation of additional stop signs on the corners of Santa Fe and 2nd Avenue will reduce
the risk of traffic accidents due to the current existence of an uncontrolled intersection and will
reduce the speed of vehicles entering and exiting town, which is a safety concern for
pedestrians and motorists.

FISCAL IMPACT:

Fiscal Impact: $1,200 for materials; $600 labor; Total $1,800

PREVIOUS COUNCIL ACTION/DECISION HISTORY:

In October 2013, Council approved the installation of two stop signs at the intersection of
Dolores and gth Avenue to reduce speed and improve pedestrian safety for North and South
bound traffic.

RESOLUTION 2015A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF


CARMEL-BY-THE-SEA AUTHORIZING THE INSTALLATION OF TWO ADDITIONAL
STOP SIGNS AT THE INTERSECTION OF SAN CARLOS & 9TH AVENUE AND TWO
STOP SIGNS AT SANTA FE & 2ND AVENUE.

WHEREAS, the Traffic Safety Committee unanimously approved the installation of


additional stop signs on San Carlos Avenue, stopping north and south traffic at 9th
Avenue; and
WHEREAS, a review of the sight revealed safety issues concerning a cross walk
on San Carlos Avenue at the intersection; and
WHEREAS, the installation of stop signs will aid in pedestrian safety and reduce
the speed of vehicles traveling on San Carlos; and
WHEREAS, the Traffic Safety Committee unanimously approved the installation
of one additional stop sign on Santa Fe and Second Avenue; and
WHEREAS, one stop sign to be installed for northbound traffic on Santa Fe
Street; and
WHEREAS, the stop signs will reduce the risk of collisions and slow traffic
entering and exiting on the truck route.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF CARMEL-BY-THE-SEA DOES:
1. Concur that adding a stop sign on north and southbound San Carlos Avenue at
9th Street will improve motorist and pedestrian safety by converting the
intersection into a three-way stop.
2. Concur that adding stop signs for northbound Santa Fe Street and westbound
2nd Avenue will improve motorist and pedestrian safety by converting the
intersection into a four-way stop.
3. Authorize Public Works to install stop signs on north and southbound San
Carlos Avenue at the intersection of 9th Avenue and a stop sign on northbound
Santa Fe Street and westbound 2nd Avenue.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMELBY-THE-SEA on this 3rd day of August, 2015 by the following vote:
