Re: Rules on Allotment of agents to Development Officers

The revised rules on allotment of agents to Development Officers were


issued vide our Circular Ref. Mktg./ZD/19/2009 dated 10.8.2009.

We have received suggestions from our Offices to consider certain


relaxation in the rules on allotment of agents to Development Officers. The
matter was examined and the competent authority has approved the following
one time relaxation in the allotment rules and they are as under:

1. Clause 2 (v) of circular dated 10.8.2009 provides that the maximum of


agents that can be allotted to a confirmed Development Officer in a year
shall not be more than 5 agents. It has been decided that the agents who
have been allotted prior to the applicability of the new circular dated
10.8.2009 should not be counted as allotted agents to a Development
Officer while arriving at the total number of allotted agents.

2. As per the present rules, agents recruited by confirmed Development


Officers and who have become direct due to their exit cannot be allotted to
probationary Development Officers. It has been decided that after allotment
of agents to the confirmed Development Officers, if there are still agents
who have not completed 5 years left for allotment, they can be allotted to
Probationary Development Officers subject to consent of the agent/s.
However, the maximum number of agents that can be allotted to a
probationary Development Officer as per the circular dated 10.8.2009 and
this circular shall not exceed 5.

3. The Competent Authority has allowed the following further relaxation in the
rules for allotment of agents to confirmed Development Officers:

4. As per the present rules, an agent who has brought an average FPI of Rs. 5
lakhs in the preceding 3 financial years is non-allottable. This condition can
be relaxed upto 10% in FPI in genuine cases on merits by the Regional
Manager (Marketing) on receiving specific recommendations of the
Sr./Divisional Manager in-charge of the Divisional Office and on being
satisfied that such an allotment would be for the benefit of the concerned
agent.
