Theyre off to see the wizard !

Its time to pop on your red sparkly heels and follow the
yellow brick road because the Wizard of Oz is coming to
Bacchus Marsh.
Presented by the Performing Arts Headquarters (PAHQ),
the beloved childrens classic will see Dorothy (played
by Kitty Robinson) join her friends Scarecrow (Dee
Davidson), Tin Man (David Heaton) and Lion (Alex
Mordaunt) as she journeys to the Emerald City.

PAHQ volunteer producer, Mai Pyin said the fun filled


family show would feature a number of well-known
songs such as Over the Rainbow and Follow the Yellow
Brick Road, which would be performed by a live orchestra
alongside an array of costumes, lights and special effects.
Weve also tried to include a lot of fun and humour, and
the cast really provides a lot of comedy in their delivery.
However for those who know the show there are some
scenes that are quite serious, so we have made sure to
provide a lot of realism in those moments, she said.

Flood guide valuable tool

Bacchus Marsh residents
can feel at ease when it
comes to potential floods
thanks to a new Local Flood
Guide.
The Victoria State Emergency Service (VICSES), in
partnership with Moorabool
Shire Council, have developed the guide to support
Bacchus Marsh residents
and businesses to plan and
prepare for future flood
events.
The guide outlines local
flood risk information, including maps that show
the areas of Bacchus Marsh
vulnerable to flooding,
historical information on
past floods in the district
and information on flood
warnings.
The guide also contains
information on how to prepare for flooding and how
to obtain further timely and
accurate information.

said the guide would provide households and individuals with the tools to act
quickly and responsibly to
minimise the impact and
ultimately the cost of floods.

Regional Operations Manager, Peter Keppel said
whilst the main priority for
the SES was the protection
of life, there would be times
when they could not serve
everyone.
We need people to be resil-

ient and we need them to be


prepared. If they follow the
guide they will come out of
the disaster in a much better
state than they would have if
they were underprepared,
he said.
The
Bacchus
Marsh
Flood Guide was officially
launched at the VICSES unit,
located on Gisborne Road
Bacchus Marsh, last Tuesday
August 4.

Patients must pay a $23 fee


at the Ballan GP Superclinic
from 1 September.
Patients under the age of 16,
those with a pension or concession card or with a long
term complex health issue
will not be required to pay
the gap and continue to be
bulk billed.
All patients requiring after
hours GP consultations and
all presentations to emergency at the hospital will be
required to pay the new $23
gap fee.
Ballan District Health and
Care CEO Wayne Weaire
branded the fee a copayment and said that the
money will be used to improve services at the centre
and hire two registrars.
As much as we may want
to continue the clinic as 100
per cent bulk billed, the
reality is for us to deliver a

more robust service to the


community, a co-payment
for services is required, Mr
Weaire said.
The registrars are another
way we are able to provide
more service to the Ballan
community and the opportunity for us to train and develop the future generation
of doctors.
Member for Ballarat Catherine King, who lobbied for
and opened the bulk-billing
GP Superclinic, said the fee
introduction is the result of
a four-year freeze on Medicare rebates for GPs.
This announcement is entirely due to Tony Abbotts
attack on general practice
and the entire blame for this
decision rests with Tony
Abbott.
A community meeting on
the fee increase will be held
on Wednesday 26 August
from 5.30pm at the Ballan
Mechanics Hall.

Attention all commuters


Notice of forum runs just as late as the trains

Commuters have been provided little notice of a forum
to be held by V/Line and
Public Transport Victoria
(PTV) in Bacchus Marsh this
week.
Despite the forum being
scheduled for this Thursday
13 August, a media release
was provided only in time
to appear in the Tuesday 11
August edition of The Moorabool News.
The forum will be held at
St Bernards Hall, 61 Lerderderg Street Bacchus Marsh,
from 6-7.30pm.
The statement said that the
purpose of the forum is to allow PTV and V/Line to hear
from residents/commuters
about their ideas for the
transport needs of Melton

and Bacchus Marsh.


Feedback will help to shape
a new Regional Network Development Plan which is setting out public transport priorities in the short, medium
and longer term in regional
Victoria.
It follows the shambolic implementation of a new timetable on 21 June this year
that saw carriages taken
from the Ballarat line to be
used on other lines leaving
commuters having to stand
for the length of their journeys, or being unable to fit
onto carriages.
Commuter anger was increased by the chronic lateness of train services as a
result.
East Ward Councillor John
Spain said he was only notified of the forum last week.

better than no talking, he
said.
Its good theres a forum,
but it certainly hasnt been
widely advertised. Now its
a matter of making sure as
many people as possible are
aware of the forum.
Cr Spain said he travels
to Melbourne about three
times per month on the train
but says he is lucky as he
can choose off-peak services.
He said that instead of a
forum, which many people
will not want to attend, V/
Line could have held an
information booth on the
train platform so that commuters could go up and have
a conversation with them
then, rather than an evening
session.

Cr Spain said he has heard
from many commuters who
have had to catch different
services since the implementation of the new timetable
to ensure that they get a seat
and some have even had to
change their work hours.
He questioned whether

the growth of the communities in Bacchus Marsh and
Ballan.
So that our commuters
can at least get a ride in the
morning - more than half
our workers commute out of
the shire for work every day,
and car parking at Bacchus
Marsh is often full.

Budget
increase
as demand
grows

will be operating with an annual budget increase of $2.3
million this financial year.
The State Government announced last week the service will receive $45.5 million a more than five per
cent increase on last years
funding.
The funding will be used
to open four maternity care
and elective surgery points
of care, which will enable it
to treat an extra 800 patients
each year.

1 cup plain our
3/4 cup (packed) dark brown sugar
3/4 cup rolled oats
3/4 cup coconut
1 teaspoon ground cinnamon
1 teaspoon ground nutmeg

2/3 cup butter (melted)


1 teaspoon vanilla essence
Ice cream or custard, to serve
Directions:
1. Preheat oven to 180C.
2. Peel, core and cut apple into 2cm cubes. Place apple filling
ingredients into a pan, stirring until apple is just soft and then
transfer into a baking dish.
3. To make the crumble topping, place the ingredients into
a large bowl and mix until just combined. Evenly spoon the
crumble mixture over the apple.
4. Bake for 4045 minutes, or until the crumble is golden and
the apples are soft. Serve with custard or vanilla ice-cream.

Council
Map depicts
unapproved retail giant clips

A vital set of documents
guiding Councils Moorabool 2041 strategy will
not yet be released, amid
controversy over an as-yet
unapproved Bunnings development being marked on
a map.
The presentation of the documents at the August council meeting caused uproar in
the public gallery, with about
35 members of the public attending the meeting held
in the Lerderderg Librarys
James Young Room.
Four documents comprise
the proposed Integrated
Strategy the Economic
Development Strategy, the
Retail Strategy 2041, the
Agribusiness Analysis Proposed Parwan Employment
Precinct and the Industrial
Strategy.
A report prepared by council officers recommended
that the documents be endorsed to go out for public
comment however one of
the documents, the Retail
Strategy, labelled an area on
a map as Bunnings even
though the proposed development had not yet gone out
for public comment or approved by council.
Two objectors noted the
Bunnings reference on the
map, claiming that it proved
that council had already
made its decision on the
proposal.
Part of the Retail Strategy
includes indicative map areas within the community
to have what they call bulky
goods stores, and within the
Retail Strategy there was a
picture where the proposed
Bunnings would go and
people were concerned that
meant that Bunnings would
go ahead, but its actually
just indicative as one of the

The August council meeting heard that the two signs
would have been placed on
top of the double-storey Bacchus Marsh Print and Copy
building, but the application
for a permit was refused.
The proposed signs would
have each had dimensions
of approximately 2m by 6m
and an area of approximately 12sqm.
Although the signs were
not proposed to have been illuminated or animated, and
would have been on display
for a maximum of five years,
a report prepared by council officers recommended
that the permit application
be refused and councillors
agreed.

What the councillors said


This is four inter locking documents, not just one. If we
are not in agreeance now, we should not put it out. They
are only documents prepared by consultants for council,
said West Ward Councillor Tom Sullivan.
I am not happy with some aspects of these documents.
But I think we need to engage with the public and the
wider audience, so I oppose the deferral, said East Ward
Councillor John Spain.
This is just for public consultation; this is purely for eyelevel strategy. Lets give the community the opportunity to
provide some feedback, said East Ward Councillor Dave
Edwards.
I seek for the document to be deferred. It has missed the
mark, said Woodlands Ward Councillor Pat Toohey.
It is not the right time to put it out for public consultation,
not the right time to put out the Retail Strategy, it needs
more work in my opinion, fellow councillors have raised
concerns with these documents, councillors must be
comfortable before going out to public consultation and
I dont believe they are, said East Ward Councillor Tonia
Dudzik.
I had three councillors who werent convinced it was
good, and three that were, so at the end of the day I
decided to err on the side of safety, said Central Ward
Councillor Paul Tatchell.
Councillor Allan Comrie voted with Crs Edwards and
Spain but did not speak or debate the item.

I understand why people
would be concerned, by having a picture in there saying
Bunnings would be indicative that its going ahead, but
the two arent directly related. Its just identifying an
area for bulky goods.

documents as an integrated
strategy.
If we look at this whole
package as just Bunnings
we miss the point of public exhibition. Its about the
economic development of
the shire into the future,
the retail map in terms of
economic development, it
gives us a road map of what

Moorabool rates should not
be capped by a Local Government Minister who has
never even visited the Shire,
according to Mayor Paul
Tatchell.
The Essential Services Commission last week released a
draft report into developing
a framework for a rates capping policy that was an election promise by the Labor
State Government.
The policy would mean that
council could not raise its
rates above the Consumer
Pricing Index rate of inflation without putting its case
to do so before the ESC.
Minister for Local Government Natalie Hutchins said
the report underscored the
need for change, after an average rate increase of six per
cent every year for the last 15
years.
However this years rate
increase in Moorabool averages 4.1 per cent.
CPI has been averaging 1.5
per cent, however it is based
on the increase in price of
a set shopping basket of
groceries that cannot be related to the expenditure of a
council.
Ms Hutchins said the Labor
Government will now be
reviewing the draft advice
of the ESC, with the ESCs
final report due at the end of
September.
Ms Hutchins said she
would also be seeking feed-

back from her Fair Go Rates


Reference Group, which includes representatives from
the local government sector
and Ratepayers Victoria.
Our Fair Go Rates Cap
will stop the excessive rate
increases of the past, which
have been at double or triple
the rate of inflation, she
said.
Mayor Tatchell said that
rates capping policies have
been tried repeatedly over
the years and have always
failed but he pointed out
that people could actually
lose jobs if council is forced
to cap its payroll increases at
the CPI level.
Its a ridiculous argument
that Natalie Hutchins has
put forward, he said.

Im all for rates staying


down, but these people dont
live in the real world and
their fees and parking fines,
the state government fees,
they dont just go up with
CPI - its hypocritical.
We shouldnt have our
rates capped by a Local
Government minister who
has never even been to
Moorabool.
Ms Hutchins office declined to comment when
asked if the Minister had
ever been to Moorabool.
If Cr Tatchell has strong
views on our Fair Go Rate
cap, Id encourage him to
make his own submission as
part of this consultation process, a spokesperson said.

Investigating hard
rubbish collections

Moorabool Shire Council


is talking rubbish and it
doesnt come cheap.
The issue of waste management in the shire has come
under fire recently with
two councillors questioning
whether council is putting
enough funding into rehabilitating the shires decommissioned landfills; a move
that comes following nearby
shires being forced to fork
out millions of dollars to fix
old tips.
But in the midst of the discussion, council is putting
together a survey for residents in relation to starting
up a hard rubbish collection
service.
It will likely be a user-pays
model, explained CEO Rob
Croxford.

As part of the Moorabool


Waste Management and
Resource Recovery Strategy
adopted by Council in June
2014, Council will investigate options for hard waste
services, with a focus on
community demand and
willingness to pay for service options, Mr Croxford
said.
Council is currently developing a survey for residents
regarding this issue.
Meanwhile, the monitoring
of two previous landfill sites
currently being rehabilitated
continues.
There are no active landfills in the Shire managed
by Council although we
currently undertake annual
monitoring of two closed
landfills, one in Bacchus
Marsh and one in Ballan,

explained Councils General


Manager of Infrastructure,
Phil Jeffrey.
To safeguard against future possible liabilities associated with old landfills, a
rehabilitation fund is being
established. In the 2015/16
Budget, $225,000 has been
set aside for this fund and
this builds on allocations
made in the 2013/14 and
2014/15 financial years.
As well as setting aside this
money for future, Council
has managed to reduce the
waste charge to all ratepayers in the 2015/16 Budget.
Council has three transfer
stations at Bacchus Marsh,
Ballan and Mt Egerton
where locals can dispose of
their rubbish on a scale of
fees available for viewing at
councils website.

Public Transport Forums

Residents are Invited by Don Nardella MP, PTV and V/Line to two transport
forums to be held in Melton and Bacchus Marsh.
Ideas from residents/commuters about local transport needs are being sought
to assist in the Network Development Plan in determining public transport
priorities in the short, medium and longer term.

the region at the 2015 South
West Master Builders Regional Building Awards.
Shane Cook Homes, of
Bacchus Marsh, was commended for the outstanding
craftsmanship on a multiunit development located on
Simpson Street, Ballan.

Mr Cook said the development, which took approximately two-years to
complete, was a unique
and unusual build that he
couldnt believe had taken
out the Master Builders
award.
I think what the judges
looked at was that it was a
challenging building site,
naturally there was a slope
and to build a development
on the fall of the land was
something they recognised,
he said.
The development also fits
in really well with the tones
and materials that were
used. They referred to the
rock work as a really appealing part of the finish.
Mr Cook thanked Mr and
Mrs Eskdale and Mr and
Mrs Hodgson for the opportunity to build such a wonderful home.
We really didnt expect
this at all. Of course we had
our fingers crossed, but with
a unit development you
dont know what youre up
against. The awards cater all
the way from Victoria to the
South Australian border and
on to Mildura, so the area
is quite substantial. To win
in an area like that is really
wonderful, and is a huge pat
on the back to the Eskdales,
the Hogdons and everyone
else involved.

Concern for waterways

One of the most picturesque views of the Werribee
River has been branded an
eyesore.
Following severe storms, a
large tree has fallen into a
section of the river located at
the entrance of the Bacchus
Marsh Avenue of Honour
and despite months passing
it is still yet to be removed.
Rick Dickson, a Bacchus
Marsh resident for 16-years,
said the lack of removal gave
visitors a poor impression of
how much the community
was valued.
For years I have been telling people that if you look at
the river from that entrance
it will be the best view youll
ever see. It used to be this
long expansive river that
you could have put a canoe
in, but now it has this big
dirty tree in it that has just
ruined the whole view, he
said.
I just dont understand
how it hasnt been removed,
its such a popular area.
The tree is literally right in
the middle of a prime tour-

ist spot, visitors come off the


freeway from Melbourne
and stop there and the locals
also use it for the walking
track.
The walking track, otherwise known as the river
circuit, is a 2.9km walk that
highlights the Avenue of
Honour elm trees and nearby river.
It not only spoils the view,
but its actually dangerous
too, Mr Dickson said.
It wont be long before a
child climbs onto the tree
from the riverbank and falls
in. Somebody must be responsible for the removal.
Mr Dickson said he was
concerned about raising the
issues to the authorities, as
he believed he would only
be handballed around with
no result.
My reason for saying this
is that a similar situation
happened years ago near the
Grant Street bridge next to
the pub [Stoneys Club], and
that tree is still in the river.
Nobody has taken responsibility of removing it.
Melbourne Water Waterways Manager (Western re-

gion), Cameron Howie said

were a regular feature of rivers and creeks in Australia.
Melbourne Water conducts regular maintenance
activities along its waterways, including the Werribee and Lerderderg Rivers.
These maintenance activities
include litter and debris removal as well as weed control, he said.
Fallen trees and branches
improve habitat by providing areas where fish can
avoid predators as well as
creating spawning sites.
Where possible, Melbourne
Water aims to retain fallen
trees and branches in the
large rivers and creeks we
manage unless there is a
strong and well-supported
case for removal. This may
include public safety issues
or threats to infrastructure.
Mr Howie was interviewed
last week by the Moorabool
News and said Melbourne
Water would be sending
maintenance crews out to
conduct a review of the fallen trees in question over the
coming week.

Court in action

A hapless thief caught redhanded on CCTV cameras
told police it wasnt him,
but his friends wearing his
clothes and driving his car.
Sean Edwards, of Bacchus
Marsh, was found committing three petrol drive-offs
over a three-month period
in 2014, however made no
admissions to police, stating
it must have been his friends
who often drove his 2007
Toyota Hilux Ute.

In April of this year, the accused was then caught on


camera stealing a womans
handbag from her car, which
was parked in the Bacchus
Marsh Village shopping cen-

tre car park.

Edwards was seen on CCTV


footage running through a
nearby service station with
the handbag, yet upon his
arrest stated that it must
have been his friends, who
he refused to name, wearing
his clothes.

However three months


later, Edwards has appeared
in the Bacchus Marsh Magistrates Court, where on
Friday (August 7) he pleaded
guilty to charges of theft.
Edwards solicitor stated
that the thefts were simply
opportunistic,
however
revealed that the spike in
offending had occurred
around the same time as an
alleged near death experi-

ence at work.

Edwards, who had previously been employed as an


electrician for Yarra Trams,
was allegedly standing on a
tram when he came within
close contact to overhead
wires, the court heard.

Magistrate Jones said there


was no excuse for Edwards
careless behaviour.
You dont go into a petrol
station if you dont have the
money, he said.

And as for the owner of the


handbag that will have a
huge impact on her. If you
get into anymore trouble you
will, without a doubt, be sent
away.
Edwards was fined $1000
plus compensation.

Born September 21,1933, the


beloved Mt Wallace resident
passed away peacefully at
his home on July 14, in his
82nd year.
Over 300 people attended a
service in Ballarat on Tuesday (July 21), where they
celebrated a life that was led
with what his son referred to
as loyalty, fairness, honesty
and a great sense of fun.
A community man, Reg had
ties to the Mt Wallace table
tennis club and hall commit-

tee, the Ballan football and


tennis clubs and was a member of the CFA for over 50
years, with some time spent
as captain and honoured
with a Life Membership.
In a tribute spoken by his
son Colin, son-in-law Gerard
and grandchildren Emma
and John, Regs great sense
of humour and love of life
was remembered fondly.

Gerard reflected on the love


Reg had for his wife, which
he said began at a dance in
Anakie and ended with her
by his side as he closed his
eyes.
Reg and Marlene married
on July 6, 1957 in Geelong
and ran the family farm
business together for most of
their life.
John too noted the love his

grandfather had for Marlene, despite his most common phrase being dont tell
your grandmother, which
he said was shortly followed
by a surprisingly cold pack
of VBs and well, theyre not
going to drink themselves!
Emma, commonly referred
to by her pop as Poo, recalled his constant poking
and prodding with what began with his knobbly fingers and later turned into his
walking stick or a hot spoon.
Pop was the biggest tormenter god ever gave breath
too, she said.
Reg was the loving husband
of Marlene for 58 years, the
much-loved father of Margie (dec.), Colin and Deb,
Julie and Gerard Dooly and
the loving pop of John and
Emma.

Subdivision denied

A permit application to subdivide a block in Lerderderg
St Bacchus Marsh has been
refused.

The August Moorabool


Shire Council meeting heard
objections to the proposal
raised by former Mayor Michael Tudball.

The proposal is to build two


homes behind an existing
home in Lerderderg St, with
the two new homes facing
the next-door-neighbour, St
Bernards Church and Parish Centre.

Mr Tudball is the Chairperson of the St Bernards


Parish Council, and said
that functions are held at
the venue which are an important source of income
for the Church and that the
development would give
two more objectors to any
functions.
Mr Tudball told the meeting

that two neighbours have


already objected to functions being held at the venue
and complaints have been
lodged to council wanting to
have the permit curfew time
changed from 12pm to 11pm
despite functions having
been held at the centre for
the past 30 years.

He also objected on the


grounds of keeping with the
current streetscape.

A report prepared by council officers recommended


that the permit be granted,
however an alternate motion
to refuse the permit was put

the Parish centre from having functions, full stop, Mr
Tudball said.

Lerderderg St is one of few


streets in Bacchus Marsh for
which we can claim neighbourhood character, there
are no other multi-developments in Lerderderg St.

Applicant Ben Knight told


the meeting that he felt the
application complied with
all of councils guidelines.
If all permits are in place

Location plays a big role,


there is high demand to live
in that area and that street.

Councillors
discussed
whether it is a matter of
buyer beware or if council
should take adjoining neighbours into consideration, or
if the Centres permit should
be made as a footnote on development permits.

The alternate motion stated


that the proposal was an
overdevelopment of the
site and not in line with
the Moorabool Planning
Scheme.

Dear Editor,
Im glad that finally, after six
weeks, the Shadow Minister
for Public Transport, David
Hodgett has made time in
his busy schedule to take a
train to Ballarat.
Some 38 days since the
introduction of the new Regional Rail Link timetable,
Mr Hodgett wandered up
on a non-peak service to join
his new Liberal colleague
Josh Morris for a photo opportunity where they cried
crocodile tears for regional
Victorians.
Josh Morris may be too
young to remember the longstanding neglect of regional
Victoria by the Liberals. It
was the Liberals, under Jeff
Kennett that closed so many
of our country rail lines and
allowed Ballarat rail services
to fall into a poorly maintained state. Only under Labor were rail lines reopened
to Ararat and Maryborough
and a new station built at
Wendouree.
Labors Regional Fast Rail
project also saw the modernisation of our line which has
resulted in a near tripling of
patronage.
More recently, it was the
same Liberals that neglected
regional Victoria when they
failed to order any new V/

Line carriages in their first


two years of government
and although they promised a passing loop at Ballan
ahead of the 2010 election,
this was never constructed.
While Josh has been whinging and whining, Ive
spent the past six weeks frequently catching trains from
Ballarat and Ballan, seeking
feedback from rail travellers
about their experience and
concerns, which Ive passed
on directly to the Minister
and senior V/Line staff.
Ballarat rail travellers are
owed an apology for rail services that have not been up
to scratch - an apology that
the Premier, Minister and
I have been more than prepared to make.
However, the people of
Ballarat and Moorabool
wouldnt want to hold their
breath waiting for the Liberals to apologise for letting
us down so badly when it
comes to public transport
investment. Like many Liberals before him, including
Bronwyn Bishop, Josh has
found that sorry seems to be
the hardest word.

Dear Editor,
As shadow parliamentary
secretary for rural and regional transport, I had the
opportunity over the winter
break to experience firsthand regional rail and bus
networks across the state.
In Mildura, Bendigo, Shepparton, Ballarat and Geelong
the story was the same: bus
timetables do not connect
with trains, peak-hour trains
are overcrowded, car parks
are overflowing, services
are unreliable, there is a lack
of adequate rolling stock,
signals are breaking down,
there are track closures, public transport services to rural
and remote towns are infrequent, and then there was
the implementation fiasco of
the regional rail link.
On the Ballarat to Southern Cross peak service I
found overcrowding and
poor punctuality on arrival,
so passengers then missed
metropolitan connections.
Delays at the Deer Park junction, where the Geelong line
joins the Ballarat line, insufficient carriages on both the
Ballarat and Geelong lines
and insufficient services for
commuters are causing chaos and frustration for public
transport users.
During the regional rail link
implementation not one government minister was seen;

there were only denials and


excuses from the Premiers
office.
The lack of rail freight connections from our food and
fibre production areas, the
lack of commitment to the
Murray Basin rail project
and the lack of vision for
intermodal sites like Warrnambool and Hamilton
demonstrate that there is
no long-term planning for
regional rail and road transport, and this beggars belief.
The Andrews government
opposed the eastwest link
and ditched the West Gate
distributor. It will now saddle Melbourne bound travellers and commuters with
tolls on a proposed western
distributor and a 70-year
lease for the port of Melbourne. These measures will
further congest traffic movement around the port and
the Melbourne CBD, making
it harder for regional motorists travelling in Melbourne.
Public transport users and
motorists are frustrated and
angry with the Andrews
Labor government, a government showing incompetence in managing transport
issues with a total disregard
for regional Victorians.

Gate opens
for visitors

A planning permit application for an accommodation venue for bridal parties at Myrniong has been
approved.
The decision was made at
the August council meeting, after the matter was
deferred from a previous
council meeting.
The house in Pykes View
Road, Myrniong, can now be
used as an accommodation
site for bridal parties however, the permit has a number of strict conditions.
A maximum of five guests
is allowed, it may only be
used at weekends and owners must apply to council for
it to be used for a mid-week
wedding, and can only be
used 25 weekends per year.
Objections were originally
lodged to the permit application, however they were
withdrawn following the
conditions.
Southern Rural Water also
has a permit condition that
no more than five guests
may stay at the property.
The issue also previously
raised
questions
over
whether or not it was located
within a gated community.
East Ward Councillor John
Spain said he was concerned

about compliance with the


permit conditions.
How do we know it is a
bona fide wedding party
and not a bucks night? he
asked.
Robert Eskdale, speaking
on behalf of Peter Alexander
the applicant, said he had no
such concerns.
We are quite comfortable
with the compliance, I am
sure Mr and Mrs Alexander
would know as they live
opposite.
Cr Spain also said that with
a limit of five guests but
a house with four double
bedrooms, there would be a
temptation to fill the rooms.
I understand on the wedding day there may be more

Emerging young leader

Living in Blackwood is not


enough for Daniel Emmerson he wants to lead the
area into growth, prosperity and a bright future for
youth.
And leadership is coming
naturally to the 25 year old,
while having grown up in
the area provides him with a
unique perspective on what
needs to be done.
I try to get involved in
community organisations
for the betterment of the
community, Mr Emmerson
explained.
Theres nothing for young
people in Blackwood, Greendale, Gordon, Mt Egerton to
do unless you want to go to
the pub which might I say
the Blackwood Hotel does
have the best chicken parmas in the state. And local
business is the backbone of a
community.
Lobbying somewhat ferociously to have mobile
towers built in Blackwood,
Greendale and other blackspots in the shire has been a
focus over recent years for
the IT consultant.

events in Bacchus Marsh?
And what happens if you
live in Gordon and dont
have a car - what are you going to do? Young people cant
even get a train to see their
friends in Ballan or Bacchus
Marsh because the trains are
having major problems at
the moment, and Im disappointed that the local members Geoff Howard, Don
Nardella and Sharon Knight
arent doing anything to fix

the problem.
I dont think that young
people are being looked
after.
Its his passion for youth issues that drove Mr Emmerson to undertake the Moorabool Leadership Program
which teaches skills to
future community leaders,
and from which he recently
graduated.

in Blackwood and you dont

my phone for work. Growing up in the shire gives me
a unique perspective and
shaped my view that these
conversations need to happen with the different levels
of government and with the
relevant people within the
shire.
Living in Blackwood and
commuting to Melbourne
for his work, its his home
community that Mr Emmerson wants to work for.
I really love the atmosphere and love the area, and
its a place where I would
definitely recommend more people should move
to regional Victoria, its far
better in many ways than
the city.
I did the Moorabool Leaders program to make a difference not only as a young
person in the shire, but as
someone in the Blackwood
area that wanted to see
the betterment of the area
around me. So much of the
focus these days within the
shire is Bacchus Marsh - and
thats great because thats
where a lot of the young
families are, but there are
more areas that are just as
relevant and need their voic-

interesting data that should
be part of any discussion of
the merits of increasing renewable energy (for the following details I am indebted
to The Australia Institute)
based on three questions.
Will the price of power go
up? What about all those
jobs in coal? And what about
the RET being a tax?

Will the price of power go


up? Even a review conducted by a climate sceptic admitted that increased renewable energy put downward
pressure on power prices.
The Australian Newspaper responded to Labors
policy by redefining one of
the fundamental principles
of economics. Contrary to
centuries of conventional
wisdom, the paper believes
that increasing supply actually increases prices. All the
economic textbooks in the
world will need an update.
What about all those jobs in
coal? Renewable energy creates far more jobs than coal.
The United Nations estimates that renewables create
more jobs per megawatt of
capacity than coal or gas. A
megawatt of solar creates up
to 11 times more jobs than a
megawatt of coal. Encourag-

ing investment in renewable


energy is, in this way, a job
creator.
What about the RET being
a tax? There is only one way
you can call a renewable energy target a tax: if you dont
know what taxes are. Confusingly, the government
seemed perfectly capable of
determining what is and is
not a tax up until now. The
deficit levy, which, like a
tax, applies a 2 per cent rate
on those who earn above
a certain rate in taxable income, is not a tax. The broadening of the GST to include
overseas imports under
$1000 isnt a tax increase,
because it simply increases
the amount consumers pay
in tax. The deposit tax on
banks isnt a tax, because...
well need I say more?
The government, too, does
not see its own renewable

community engagement.

Instead of just doing the


program for ourselves, we
wanted to go out and actively explore assisting the
community and make it a
practical activity other than

is really hitting regional Victoria hard and that affects
young people and people of
all ages.

The involvement has so


far included a drug forum,
A Way Forward, held in
Bacchus Marsh, and a pilot
discussion on forming a
Drug Action Group rallying around the anti-drug
agenda.

Its a very worthwhile

across the shire and its going to hopefully be running

Price growth for larger homes

The desire for space is driving
growth in the price of larger homes
in regional Victoria in the year to
June 30.
Three and four-bedroom houses
increased by 5.8 per cent and 4.9
per cent respectively over the past
12 months. The location that saw
the highest bedroom median was
Gisborne where four-bedroom
homes increased 8.8 per cent over
the year to a median of $608,000
the highest in regional Victoria.
This was followed by four-bed-

room houses in Ocean Grove,


up two per cent to a median of
$577,500, and four-bedroom homes
in Highton which rose 1.4 per cent
to $527,500.
Four-bedroom houses in Alfredton near Ballarat increased 5.1 per
cent over the year to a median of
$410,000 while three-bedroom
homes in Geelong West ($492,500),
Ocean Grove ($471,250), Highton ($451,250), Kyneton ($407,600),
Belmont ($390,000) and Bendigo
($382,500) made up the top 10 most
expensive regional centres over the
year.
The latest REIV data only includes

suburbs which had 50 sales or more


over the year. When this criterion
is excluded, Barwon Heads was the
most expensive suburb in regional
Victoria with a four-bedroom median price of $835,000 and a threebedroom median price of $735,000,
up more than 15 per cent over the
year.
The popular surf coast location
reached an overall median price
of $811,000 in the June quarter,
significantly higher than the metro
Melbourne median of $706,000.
Other regional centres performing
well, but with less than 50 sales, are
Point Lonsdale with a June quar-

terly median of $647,000, Woodend


with a $605,000 median and Macedon with a median of $590,000.
The majority of these regional
centres benefit from their location
either on the coast or surrounded
by natural forest, yet still relatively
close to Melbourne.
Regional Victoria is also home to
the states most affordable locations, especially for three-bedroom
homes.
Morwell in eastern Victoria is
the states most affordable town
with the median price for a threebedroom home just $153,000. Also

in the top three locations were Mildura ($218,000) and Kyabram in the
states north ($220,000).
Three-bedroom homes in Shepparton
($226,500),
Wonthaggi
($233,750),
Corio
($238,250),
Bairnsdale ($239,000), Wendouree
($239,750), Sebastopol ($240,000)
and Traralgon ($256,500) round
out the states 10 most affordable
towns.

goalers, earning her best on

game flowing against a

hard for the entire match

the girls dug deep to dominate the last quarter 14 to 7
goals to take a vital 10 goal

In a tight finals like game
Ballan played as a complete
team unit to match Buninyong despite their dominating GS. Down by eight
going into the last quarter
Ballan dug deep to bring
the scores level, Buninyong
scored a couple of late goals
but the girls can be proud
of their efforts and know
they have what it takes to
match it with the top sides.

meet last Saturday.
The athletes enjoyed
running
through
the pine plantation
and into the bushlands surrounding the
reservoir. The course was a little slippery
due to the mid-week rain, and the older
athletes found the course challenging as
they tackled a tough climb through the bush
before returning back onto the gravel road.
There will be no Cross Country next week
as the season concludes on Saturday 15th

August at Masons Lane, with a handicap


meet being conducted. Athletes will still
compete in their age groups but will start off
with handicap staggered times, as athletes
aim to run down runners to claim line
honours. The theme of our final meet will be
Crazy Socks.
After all races have concluded athletes
and families will come together for Season
Presentations, followed by morning tea.
The Track & Field season will commence
on Saturday 10th October at Masons
Lane Reserve. Registration Days will be
held on Friday 18th & 19th September.

freshen up and get ready for the last 2 games of the Home and
Away Season. This weekend we travel away to play Ballarat and a

The Bacchus Marsh Womans Football team played Jacana on the
weekend and with 4th spot on the line and an opportunity to play
finals Jacana threw everything at the Marsh girls but to their credit
and with key players missing from the team they stood up when it
counted. In a controversial situation Jacana had too many players
on the field in the 3rd quarter so the 3rd 1/4 goals were removed
from the score which gave the victory to the Marsh girls. The
Marsh girls now progress to their First Semi Final against Manor
Lakes next Saturday at Avalon Airport Oval, Werribee and it is a
very winnable game. Good Luck Girls.

2015 competition season on
the weekend. The Barwon
Calisthenics Competitions
for these groups were held
at the Wyndham Cultural
Centre.
The Sub Juniors were first
to compete on the Saturday,

performing five routines


they started their day in
style by winning the Figure
March, followed by Honourable Mention for Clubs, 3rd
for Free Exercises and Rods
and they closed out the day
with a Highly Commended.

the closest match of the day
and the Blues went head to

thrilling and tough encounter. Fyffe was again on fire
around the goals and Austin
Bongart also kicked a couple
of goals. Dylan Trickey did
a superb job in defence and
gave great drive in atrocious conditions. Campbell
Sparrow put in another
great effort in the ruck and
certainly held his own. In
the last quarter however the
Bombers sniffed they had
a chance and in the dying
minutes they snatched the
lead for the first time . Both
teams gave their all and the
Blues had their chances but
let it slip in the end. They are
still are in the top eight but

in for the entire match with
the boys able to recover the
next day on their annual

The Buninyong ground


was in a torrid state by the
time the seniors entered the
arena. The Bombers got the
jump on the Senior Blues
with a four goal advantage
at the first break and played
to the conditions. The Blues
tried to reel in their opponents but the ball became
progressively harder to
handle as the game wore
on. Steve Campbell was the
only multiple goal scorer for
the day and he worked hard
with Locky Herring also doing his fair share of bullocking in the tough conditions.
Their opponents were more
accurate up forward and that
also made the result appear
more dramatic. The Blues
had their share of the ball
but lacked their run of previous matches. This Saturday
Ballan take on Hepburn at
home for the last home and
away match of the season
and remain locked at 7th on
the ladder and assured of a
finals berth for the first time
in over a decade.

competition later that morning.
