Foreword

The goal of development cannot be achieved without bringing in inclusivity for the
Persons With Disabilities (PWDs) in every walk of our lives. Immense and aggressive
planning needs can be fulfilled if the numbers are known and utilized for the best
interest of these persons. In the absence of regular Census, in the case of Pakistan,
the effort by the Helping Hand for Relief and Development (HHRD) to run
projections for the PWDs is a noble effort. I would stress that with the ratification of
the Convention on the Rights of the Persons with Disabilities by Pakistan, the
Government needs to be proactive in removing obstacles that befell PWDs at
national level. This cannot be done unless the data pertaining to them and their
rights is not known. After 1998, when National Census took place, no effort has
been undertaken by any public or private sector organization to conduct survey
about the PWDs at any level. In this situation, the effort made by HHRD to produce
latest data for 2012 is highly appreciating and this will help to meet various
challenges concerning PWDs particularly with regard to planning purpose.
Governments (Federal and Provincial) need to do more to support PWDs by
implementing various Policies and Action Plans particularly the UN Convention on
the Rights of Persons with Disabilities. This further requires integrating the needs of
PWDs into national Millennium Development Goals (MDGs) agendas. A concrete
action plan along with lines of MDGs must be developed using the skills,
information and data prepared by the HHRD.
I congratulate HHRD for undertaking this task and wish that the Government of
Pakistan acknowledges this effort and use these projections in the interest of PWDs
and in implementing its policies, the Convention on Rights of Persons With
Disabilities and other international instruments. I hope that the efforts result
fruitful and the PWDs to be included in our usual thinking and planning.

Preface
The latest data for the year 2012 regarding Persons With Disabilities (PWDs) have
been given in this book. The disability rate has been increased up to 2.65% as
compared 2.54 % in 1998.With the projection of district wise data of PWDs as of
today show that more than 5 million people fall in this category in Pakistan. There
are some other scattered and partial surveys available on disability that show the
disability rates are higher up to 10.0% or more in Pakistan. However, in this resource
book, we focused and considered only the national data source.
The resource book Persons with Disabilities (PWDs) Statistics in Pakistan 2012 is
first of its kind which shows consolidated data at district level by gender, area and
type of disability. It contains the projected data for the year 2012 at national,
provincial and district level. The data for 119 districts related to the four provinces;
Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan have been included in this
book. Further, district wise comparative statements showing disability rates,
within each province have been included.
The concept and pattern of data projection have been adopted in this book on the
same pattern as used by former Population Census Organization (now Pakistan
Bureau of Statistics) in its publications. The population growth rates were
determined separately for all those districts where the jurisdictions and
administrative set up have been changed in past few years however, we used the
same parameters for different disabilities as were determined in last census .
In this resource book you will not find the PWDs data and projections for the areas
of Azad Jammu & Kashmir and Gilgit Baltistan due to non availability of basic
source of baseline data of census reports 1998 at public level. Similarly the PWDs
data and projections of FATA are not available in this resource book as census
reports of FATA are available but census data for disability was not processed for
FATA in last census.
With these few exceptions and limitations this resource book covered the data of
all other 119 districts of Pakistan. Table number (1) shows the overall data of PWDs
at national level in Pakistan. The chapter No.1 describes the background, coverage

& limitations and structure of report whereas chapter No.2 deals with the data
collection, projection procedures, methodology and tabulation patterns. In
chapter No. 3, provincial level estimates of PWDs have been discussed. Chapter No.
4 shows the district wise comparisons in each province and district wise PWDs
statistics (by gender, area and type of disability) for 119 districts of four provinces of
Pakistan.
I hope, Insha Allah the detailed data incorporated in this publication at national,
provincial and district level will facilitate the researchers, policy makers, planners,
government departments, INGOs, NGOs, welfare organizations, community and
also it will help to address the issues and vulnerabilities of PWDs.
Here I must mention day and night efforts of Mr. Muhammad Akram Awan*, for
collection, compilation, projections, tabulation of data and finalization of this
resource book.
At the end, I may request to all readers and stakeholders to give their feedback and

This is Their Right
Rehab Now, the National Conference on Comprehensive Rehabilitation, is being organized by Helping
Hand for Relief and Development (HHRD) in Islamabad this year. This is being done in order to raise
awareness amongst the people, media, government and nongovernment organizations, as well as
academic and other sectors of the society. The message RehabNow and HHRD hopes to bring across is
the fact that any sort of help needed to rehabilitate a person with disability is his/her right not a
privilege. Moreover, society must give this right back to the disabled people with no delay or hesitation.
HHRD is striving to enhance quality of life by responding to emergency situations in a timely manner;
this is being done by placing developmental projects in order to address the needs in areas of suffering.
The need of already scarce services on physical rehabilitation was aggravated by the massive
destruction caused by the earthquake and several other emergencies which repeatedly struck
Pakistan. However the ratio of other disabilities is also alarming and is putting immense pressure on our
national economy.
Helping Hand for Relief and Development is doing scalable interventions including physical
rehabilitation by using low cost but more effective materials, interest free microfinance loans and
enhanced level of skills for women and youth to play their part in the growing economy of Pakistan.
The quality of life would also improve with integrated health services, awareness, education support
and water for life in the same selected communities. Another important program provides support to
orphans in these areas. We invite interested organizations and individuals to join hands in the service of
helping humanity.
Our organization started all these projects in Pakistan with a clear understanding that no intervention
can be successful without proper need assessment and establishing baselines. The focus remained on
integration of services and optimum use of resources. The HHRD rehabilitation program also requires
detailed data and information at district and union council levels to effectively address the disabilities
whether they are physical, mental, visual and hearing impairments or a combination of any of these
moving towards the concept of inclusive development.
The task assigned to research and development has resulted into a resource book. I appreciate and
commend the work completed by this team who has prepared this unique resource book with data
updated for the year 2012. The data compiled in this book will be helpful for future research and
proposed programs for rehabilitation of persons with disabilities in the country. We seek its
dissemination to a broader community of researchers and doers who can make use of it for intended
purposes.

Message
Being a Physical therapist I had the opportunity to interact with Medical and Physical Rehab
Professionals around the World, in reference to Persons With Disabilities (PWDs) their plight, issues and
rights. The drastic situation of paraplegic population which I observed upon my coming back to
Pakistan from USA and while assuming the position of CEO Paraplegic Center, this situation became
worst after Earthquake of October 2005 in the far flung areas of KP and AJK.
It's pertinent to mention that Helping Hand for Relief and Development (HHRD), embarked upon an
ambitious program of the Comprehensive Physical Rehabilitation of persons with Spinal Cord Injuries
(SCIs) and amputees, who were the direct victims of the October 2005 devastating Earthquake.
After establishing 3 model Rehabilitation Centers, Helping Hand Comprehensive Physical Rehab
Program (HH-CPRP) has successfully served the Physical Rehabilitation needs of more than 90,000
persons with all kinds of musculoskeletal and neuromuscular conditions in Muzaffarabad, Mansehra,
Mingora-Swat and Chakwal, within a short span of 5 years. Helping Hand for Relief and Development
has experience and expertise in the field of physical rehabilitation but still, there is long way to go to
address the issues of PWDs with physical and other disabilities as well. For a comprehensive
rehabilitation and empowerment there is a need to have a good, authentic and grassroots data.
In context of Pakistan, a lot has been said and done, yet no authentic source of data exists anywhere,
which can be used as baseline to address their concerns and built upon it.
Professionals and Organizations working in this arena are perplexed, as they have to choose from the
two extremes of the census of 1998 (indicating that the prevalence of disabilities in Pakistan is 2.54%
only) and the latest World Report on Disability (which states that about 15% of the World population
lives with some form of disability).
I personally think the reality is somewhere in the middle and this wonderful resource book seems to be
the 1st step in the right direction. I appreciate the Research and Development Team of HHRD, headed
by the renowned researcher Mr. Muhammad Akram Awan who spent time and prepared a useful
resource book which will help public and private sectors, researchers, planners, implementers and
educationists equally.
The expanding horizon for Comprehensive Rehabilitation Program of HHRD is a ray of hope for
persons with disabilities. I hope this book will work as a baseline for guiding us to achieve the realistic
goals, patching the gaps, inShaAllah.

The disability In Pakistan is an important issue as 2.54% of population is disable
out of total population is disable out of total population of Pakistan. The federal
government is striving for the realization of rights of Persons With Disabilities
and it is evident from the National Policy of Person with Disabilities launched in
2002 under the defunct Ministry of Social Welfare & Special Education. INGOs,
NGOs, UN agencies and Disabled Persons Organizations are making efforts on
their part for the wellbeing of disabled population in Pakistan.
After the 18th Constitutional Amendment in 2011, the provincial governments have been
empowered to take further initiatives for the realization of the rights of Persons With Disabilities.
The report in hand on Persons With Disabilities (PWDs) Statistics in Pakistan 2012 is first ever
report of its kind. The data presented in this book based on projection on 1998 census at district
and provincial level will be instrumental in bringing rights based programming for Persons With
Disabilities in public and development sectors. This report will also beneficial for the individuals
and organizations to plan, execute and evaluate the programs in a more economical and effective
manner.

for Relief & Development is in your hands. This book is showcasing the beauty coming out of
dedication of its compiler and commitment of his team to the cause of more than five million persons
who are in need of concerted efforts to be known and cared by us all.
I was very happy being consulted during compilation of this book and to be honored to comment on
this unique effort of my ex colleague Muhammad Akram Awan. He has been a delighted and healthy
personality throughout his career in statistics organization and has shown full zeal in compiling this
book too.
In fact, I was amazed when he firstly discussed this idea with me and I could not resist my involvement
in its further development. The cause of knowing more and with accuracy the number of persons with
disabilities was focus of this effort and I am happy that by the end of day we could get closer to this
goal. This book has brought in the limelight few issues which I regret, despite our aspirations, we could
not resolve not being good or bad bureaucracy, but due to the way we are structured and follow the
hollow patterns.
The issue of a thoughtful data collection process has become clearer looking at the investment Helping
Hand for Relief & Development (HHRD) has put into this effort. Several consultations and preconditions
are very important before doing census related activities, I learned while browsing through this book,
such as the issue of defining several types once training is given and data collected there is no remedy
to this problem. Another important learning is the preparation of tabulation plan that shall always look
forward to the future needs.
In my sincere view, the research mantra requires broader consultations and honest deliberations. I
commend HHRDs loyalty to our national issues and their looking for solutions to the problem of each

Executive Summary
Background
This resource document contains latest data for 2012, has been prepared
through critical and detailed analysis of the data, pertaining to PWDs, from the
last population census in Pakistan.
Pakistan is a large country with an estimated population of 180.7 million (as of
July 2012) making it the sixth most populous country in the world.
Pakistan suffers from poor health status (reflected by poor key health
indicators like 350/100,000 maternal mortality ratio, 70/1,000 infant mortality
ratio) and facing polio as a major public health problem). The country suffered
several natural disasters following the massive earthquake of 2005, while
militancy in its northern belt is also causing a lot of disabilities.
Definitions
There is a wide variation regarding definition of disability. Internationally,
disability is understood following the International Classification of
Functioning, Disability and Health (ICF) of WHO (2001). Disability is an
umbrella term for impairments, activity limitations, and participation
restrictions.
For the purpose of population census, Pakistan has adopted the following
definition:A person who on account of injury, disease or deformity is handicapped for
undertaking any gainful profession or employment, in order to earn his
livelihood and includes a person who is blind, deaf, physically handicapped or
mentally retarded.
Facts about the PWDs
Reliable and authentic data is a basic tool for eective and ecient planning.
The data on PWDs contained in the resource book reveals very exciting and
eye-opening facts about Pakistan. With a view to highlight the plight of the
PWDs, several important and crucial facts are revealed:

Total population of PWDs (5.035 million) in Pakistan, is astonishingly


more than the population of any of the individual countries population
of Norway, New Zealand, Lebanon or Kuwait. From within Pakistan,
PWDs population is more than the combined population of three cities
i.e. Multan, Hyderabad and Peshawar.

By type of disability, crippled population constitute 19.2 % of total


PWDs, multiple disabilities 8.3 %, blind 8.2 %, mentally retarded 7.6 %,
deaf 7.5 % and insane 6.4%. Thus the number of crippled populations
(964,000) is more than the total population of Bhutan (738,000 in 2011),
number of blind (412,000) is more than the total population of Maldives
(320,000 in 2011).
Current annual growth rate of disabilities is going unchecked - at 2.65 %
per annum as compared to the annual growth rate (2.03%) of total
population of Pakistan. There is a need to commission research on this
higher growth rate in the population of PWDs and draw policies and
implementation strategies to alleviate the miseries of PWDs.
There is need to investigate the causes of very high prevalence of PWDs
population in certain districts, e.g. Karachi East (10.3%) and Awaran
(9.7%). It means that every 10th person of Karachi East and Awaran
suffers from any type of disability. More over, Kharan (8.7%), Chakwal
(7.7%), Malakand (7.6%) and Jhang (7.2%) is estimated to have PWDs in
the population.
It is estimated that around 1.4 million (28.9% of total number of PWDs)
are the children of school going age (including 0.6 million girls) who do
not have access to special schools due to limited capacity in existing
special schools and also transportation problems. There is need to
address the education and skill development requirements of Children
With Disabilities. Without making available appropriate and inclusive
education and training facilities, it is not possible to prepare the
Children With Disabilities live a more satisfied life that enable them
contribute to the society.
Assuming that one PWD affects one household, the total population
affected by PWDs comes to around 29.2 million at national level.
Government as well as civil society need to take steps to address the
specific requirements of such districts, cities and villages with higher
ratio of PWDs with a view to share the burden of such families,
particularly when such families fall in low income group.

The national, provincial and district wise (by gender, area and type of
disability) data and information of PWDs compiled, tabulated and
consolidated in this book is a valuable contribution towards addressing the
issues of vulnerability of PWDs population in Pakistan.

However, this may not be end of the story that we have a comprehensive and
authentic data in hand but there is a long way to go forward and explore more
dimensions relevant to disability in Pakistan; like awareness, prevention,
accessibility, mobility, rehabilitation and empowerment.
After analyzing the data, there is a need to highlight following additional
points and suggestions for further consideration of government sector and
other stakeholders as well:1)

There is a need to investigate the causes of very high prevalence of


PWDs population in certain districts like Karachi East and Awaran in
Balochistan and some other districts in Punjab and Khyber
Pakhtunkhwa.
Data is available in last census based on district tabulation of PWDs
population with breakup of rural and urban areas. There is a need to
tabulate data on the basis of village, union council and tehsil level in the
forthcoming census to get more accurate and authentic data with
detailed information up to grass root level.
After introduction of UN Convention on the Rights of Persons with
Disabilities (UNCRPD) which has been signed and ratified by the
Government of Pakistan, there is a need to deal with the subject on
priority basis at Federal and Provincial level especially after the 18th
Constitutional Amendment.
Education and vocational/technical training is a basic tool for PWDs
empowerment and employment at all levels. We should focus more on
inclusive education along with the special education institutions in the
country.
National Policy for PWDs should be implemented in letter and spirit,
especially all recommendations mentioned in the policy for
rehabilitation, accessibility, mobility, employment quota, education,
awareness, utilization of information technology and political
empowerment at all levels.

At the end, it is worth to mention that there is a need to come up with


pragmatic recommendations for an integrated and collaborated
implementation of national and international efforts involving all stakeholders
in public, private and corporate sector.

Highlights

The current 2012 disability rate is 2.65 % at national level against 2.54%
mentioned in latest census.
The current population of PWDs in Pakistan 5.035 million is greater than
the combined current-total population of Hyderabad, Multan and
Peshawar cities.
Rural areas contribute 65.7% in the total PWDs population compared to
34.3% in urban areas at national level.
Segregating data by gender, male population of PWDs 58.4% which is
significantly higher than the female population of 41.6%.
At national level 55.9% of PWDs live in Punjab and 28.4% in Sindh. These
two provinces bear the major share of total population of PWDs.
By comparing provincial PWDs population by area, out of total disabled
population in Sindh 60.2% live in urban area against 39.8 in rural area.
The major dierence of rural and urban PWDs population is in Khyber
Pakhtunkhwa as 87.0% live in rural area against 13.0% in urban area.
The districts having maximum disability rates within respective province
are: Chakwal (7.74%) & Jhang (7.20%) in Punjab, Karachi East(10.31%) &
Dadu (5.57%) in Sindh, Malakand (7.6%) & Tank (4.1%) in KPK and Awaran
(9.73%) & Kharan (8.67%) in Balochistan.
The current PWDs population in the districts of Rahim Yar Khan &
Faisalabad in Punjab, Karachi East & Dadu in Sindh, Swabi & Malakand in
KPK and Jaffarabad & Quetta in Balochistan has maximum numbers
within respective province.
If we calculate the total number of PWDs by applying disability rates and
by assuming the effect of one disable person on one household, the total
affected population by PWDs is 29.2 million at national level. Infact, one
disable person engages the whole family and affects the economic and
social aspects of the whole family.
The number of disabled children (1-15 years) is 2.18 million out of total
PWDs population at national level which is 43.4% of total PWDs
population. (Reference: Population Census 1998).

Chapter 1: Introduction
1.1

Background

In Pakistan , the work for persons with disabilities is being done both in the public
and private sector mainly for five categories , which are; Physically disabled ,
Mentally Retarded, Visually impaired (Blind) , Hearing impaired (Deaf ) and Multiple
disabled (having more than one disability). So far as data of PWDs is concerned, we
have only one major source i.e Population Census 1998. According to this, the
disability rate at national level is 2.54%.Our projections for PWDs as of today show
that the disability rate has shifted to 2.65% and more than five million people fall
in this category in Pakistan.
These five million PWDs need attention and collective efforts for the
comprehensive rehabilitation as these are most vulnerable section of society. The
total estimated affected population due to PWDs, is 29.2 million. There are so many
issues of PWDs which need attention. Some of which are; prevention, treatment,
rehabilitation, education, vocational training, employment, accessibility and social
participation etc. To address these issues, there is need of comprehensive approach
by all concerned like family, community, media, NGOs, INGOs, Disabled People
Organizations (DPOs) UN agencies and above all, the Government.
But for the appropriate planning and execution, reliable statistics of PWDs are
needed which are not available at this stage at any level in consolidated form.
To overcome this issue and facilitate all government departments, NGOs, INGOs
and other welfare organization, a resource book titled Persons With Disabilities
(PWDs) Statistics in Pakistan 2012 has been prepared. The data for the current year
2012, on PWDs by rural/urban, gender and type of disability i.e. blind, deaf/mute,
crippled, insane, and mentally retarded, multiple disability and others have been
added.
The coverage, limitations and methodology has been discussed in subsequent
paragraphs and chapters.
1.2

Coverage and limitations

This report confines to the disabilities as mentioned and covered in last population
census which includes blind, deaf/mute, crippled, insane, and mentally retarded
and multiple disability.

The data for all the districts of Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan
have been prepared separately based on last Population Census Reports 1998.
However the data for newly created Torghar district in KPK , has not been prepared
separately. The data for this district is included in Mansehra district.
The last census covered all the agencies of Federally Administrative Tribal Area
(FATA) however the data on disabilities was not processed. Since no data and rate
of PWDs population is available, projections for all agencies of FATA could not be
included.
No projection of any of districts of Azad Jammu & Kashmir and Gilgit Baltistan was
possible due to non availability of baseline data from census.
Since the data on disability was compiled at district level only in the census 1998
reports, it is not possible to calculate population parameters for districts created
after 1998. The population parameters of such districts have been used based on
the parameters of the parent districts.
The terms, definitions, concepts and categories of disability, used in population
census reports 1998 have been followed in this report which is the latest census
data available.
Population for the year 2012 for each district has been projected using inter census
annual average growth rate. All other factors /events since 1999 to date that might
have affected the growth could not be accounted for.
1.3

Structure of Report
The report is organized as mentioned below:
Chapter 1: Introduces the background of report, coverage, limitations and
structure.
Chapter 2: Reflects the data collection procedures, projections,methodology and
tabulation patterns.
Chapter 3: Main finding at national and for Punjab, Sindh, Khyber Pakhtunkhwa,
Balochistan and Federal Capital are mentioned.
Chapter 4: Shows separate data by area and gender for each district in Pakistan
and comparison of districts within each province.

Chapter 2: General
2.1

PWDs Data Collection and Projections

The data and rate of disability is available in the population census reports. The data
on disability was collected in both censuses 1981 and 1998.
For this report, latest available data and population parameters for population of
PWDs, calculated in district census 1998 reports, have been used. The population of
PWDs has been calculated based on the total projected population of each district.
2.2

Methodology

The district wise population for each district has been taken from the District Census
1998 Report.
This population has been extrapolated for 2012, using the following formula.
C = B*(1+R)^P
Where C=Current Population, B= Baseline Population , R= Rate and P= period
The PWDs population, has been calculated directly, from total projected population,
by applying disability rate (%) , determined in each district.
This total PWDs population 2012 for each district has been bifurcated into male,
female, rural and urban using census parameters.
The inter census 1981-98 population growth rates (%) for the districts, created after
1998, have been recalculated separately and have been used in all estimates. All
efforts have been made to collect reliable data from all available resources and its
projection particularly in respect of newly created districts. Only the categories
mentioned in the census reports have taken into account for uniformity. This
includes blind, deaf/mute, crippled, insane, mentally retarded, multiple disability
and others.
The figures by area and by type of disability, at provincial level have been calculated
by adding the district estimates instead of using direct estimates at provincial level.
Similarly the estimates at national level are addition of provincial estimates and
Islamabad.
2.3

Tabulation Pattern
The results have been prepared at district level with rural urban
bifurcation
Segregation of data by male and female both at rural and urban level has
also been calculated.
Comparative statement for all districts in each province presents
comprehensive summary at provincial level.

Chapter 3: Main Findings


3.1

Comparison of Provincial Disability Rates and Numbers


The analysis at national level shows that the highest rate of disability
3.05% in Sindh and the lowest 1.0% in Islamabad.
Rural areas contribute 65.7% in the total PWDs population compared to
34.3% in urban areas at national level.
Segregating data by gender, it is interesting to note that male population
of PWDs 58.4% which is significantly higher than the female population
of 41.6%.
At national level 55.9% of PWDs live in Punjab and 28.4% in Sindh
respectively. These two provinces bear the major share of total
population of PWDs
If we compare data at national level by type of disability, the crippled and
blind constitute 19.2% and 8.2 % of total population of PWDs
respectively.

and remaining 52.6% to urban areas.
Comparison by sex shows that 61.5% of PWDs in Islamabad are male
while 38.5 % are female .

The population of crippled is dominant as it contributes 29.9% and
insane contributes 12.57% of the total population.

Out of total PWDs population in Punjab, 73.8% belong to rural areas and
remaining 26.2% to urban areas.
Comparison by sex shows that 59.1% of PWDs in Punjab are male while
40.9 % are female .
By disability rates at district level, Chakwal has the highest rate of 7.74%
and Rajanpur has the lowest of 0.9%.
The population of crippled is dominant as it contributes 21.2% and blind
contributes 8.7% of the total PWDs population.
Examination of the share of districts in total population of PWDs in
province show that Rahim Yar Khan and Faisal Abad have 9.6 % and 8.9 %
of PWDs population respectively.

Out of total PWDs population in Sindh 39.8% belong to rural areas and
remaining 60.2% to urban areas.
Comparison by sex shows that 57.1% of PWDs in the Sindh are male
while 42.9 % are female .
By disability rates at district level, Karachi East has the highest rate of
10.31% and Jacobabad and Kashmore has the lowest of 0.65%.
The population of crippled is dominant as it contributes 10.8% and blind
contributes 7.6% of the total population.
Examination of the share of district in total population of PWDs in
province shows that Karachi East and Dadu have 32.7 % and 6.2 % of
PWDs population respectively.

Out of total PWDs population in Khyber Pakhtunkhwa 87.0% belong to
rural areas and remaining 13.0% to urban areas.

By disability rates at district level, Malakand has the highest rate of 7.6%
and Peshawar has the lowest of 0.75%.

province shows that Swabi and Malakand 9.9 % and 9.7 % of PWDs

Summary of Balochistan Data


Out of total PWDs population in Balochistan, 78.5% belong to rural areas
and remaining 21.5% to urban areas.
Comparison by sex shows that 56.9% of PWDs in Balochistan are male
while 43.1 % are female .
By disability rates at district level, Awaran has the highest rate of 9.73%
and Killa Abdullah has the lowest of 0.43%.
The population of crippled is dominant as it contributes 14.7% and blind
contributes 8.7% of the total population.
Examination of the share of districts in total population of PWDs in
province shows that Jaffar Abad and Quetta have 17.3 % and 9.8 % of
PWDs population respectively.

Annexure 1 Definitions

Disability:
Refers to malfunctioning of any organ of the body, visible or invisible.
Blind:
A person with a severe visual impairment.
Deaf/Mute:
A person who is unable to hear or speak especially one in whom inability to
speak is due to congenital or early deafness.
Crippled:
Someone who is unable to walk normally because of an injury or disability to
the legs or back.
Mentally Retarded:
The term mentally retarded, is used to refer to the condition of a person who
is significantly below average of the general intellectual functioning of a
normal person.
Multiple Disability:
The persons having more than one disability.

The vision of management of Helping Hand for Relief and Development (HHRD) for
preparation of a resource book on Persons With Disabilities (PWDs) Statistics in
Pakistan 2012 has been changed from dream to a reality with the help of Allah.

Rehabilitation and Empowerment of Persons with Disabilities (PWDs) on 28-29

About Helping Hand for Relief & Development


Helping Hand for Relief and Development-HHRD is a non-governmental and
non-profit organization, established in Pakistan after 2005 earthquake. The
organization works as a regional office of Helping Hand-USA. It operates through
its 11 Major Programs including Emergency Response, Health, Physical
Rehabilitation, Education, Water for Life, Orphan Support, Construction &
Infrastructure Development, Micro-Finance and Economic Empowerment
Program, Skill Development, Capacity Building and Seasonal Program. At HHRD,
We strive that maximum of all donations should directly consumed in programs to
help disadvantaged communities. In 2010, we expanded our program scope across
all provinces of Pakistan and AJ&K. Over the short span of five-year, through our
integrated efforts, that reflects our love to Almighty Allah (Lord), we earned a
considerable recognition across Pakistan and AJ&K.
At national level, we are registered with government of Pakistan and globally, we
work as a regional office of Helping Hand-USA.
An independent organization called Pakistan Centre for Philanthropy (PCP),
evaluated HHRD performance, governance, and transparency and certified HHRD
with a three-year (2010-2013) quality assurance certificate. Since 2009, HHRD
gained the tax-exempted status.
