1. Executive Summery
The Energy Audit of WASA Faisalabad includes Disposal Stations, Water supply
Schemes City area, JICA tube wells and Chiniot Well field area tube wells.
The energy audit report consists of:
o Walk through audit of WASA installations.
o Detail energy audit of all installations i.e. Energy consumption, vibration and
temperature measurement.
o Water discharge/flow measurement of JICA tube wells, Chiniot tube wells, City
area tube wells and over head reservoirs (OHRs) pumps.
o Repair, rehabilitation and improvement of system estimated cost Rs. 6.0 millions.
o Energy bill analysis of water supply schemes.
o Requirement of Energy Audit Instruments estimated cost Rs. 4.3 millions.
o Energy management recommendations.
o Implementation of SCADA system at tube wells in FY 2015-16.
o Inclusion of Electric Cell opinion during design of pumping machinery.
o Creation of separate head in the budget for R&M of Electrical System.

tolerance in voltages but the efficiency of motor reduces with the reduction in
voltage because the current increases and reactive power also increases with
the decrease in voltage. For compensation of reactive power capacitors are
installed with the motor but the capacity of capacitors also reduces with the
reduction of voltages. The voltages can be increased or decreased by changing
the tapping positions of transformers.
The efficiency of pumps is calculated with measured flow rate divided by
pump designed flow rate and found that all the pump sets are working
accurately except pump No. 3, 14, 20 and 23 whose efficiency is almost 85%.
These pumps are required to be checked in detail because during the course of
energy audit we have installed the flow meter for only 10-15 min. It is
required that the flow meter should be installed at least for 2-6 hours for
accurate measurement of flow rate and corresponding energy consumption.
The power factor of JICA tube well No. 5, 6, 7, 11, 12, 15, 17 and 23 is less
than 0.90 due to which the motors are consuming more power. The capacitors
might be damaged some time ago and penalty is also being imposed in the
electricity bills, however, an estimate for installation of power factor
capacitors has been forwarded to the Director (Water Resources) and
capacitors shall be installed very soon.

Almost all the motors of Chiniot well field area are drawing greater
than the designed voltage of the motor. Though the motor has 10 tolerance
in voltages but the efficiency of motor can be optimized by providing the
nearly exact voltage to the machine.
The efficiency of pumps is calculated with measured flow rate divided
by designed flow rate and found that efficiency of pump set No. 1, 9, 13, 14,
16, 21, 22 is below than 75%. These pumps are required to be checked in
detail because during the course of energy audit we have installed the flow
meter for only 10-15 min. It is required that the flow meter should be installed
at least for 2-6 hours for accurate measurement of flow rate and corresponding
energy consumption.
At tube well No. 4, 5, 12, 18, 23, 25 flow data could not be measured
due to non availability of enough signal strength. It could be due to rusting
inside the pipe.
The power factor improvement capacitors are not installed at Chiniot
tube wells. The power factor of an electrical supply is the ratio of the real
power to the apparent power of the supply. It is the useful power used by the
machine divided by the total power that is drawn. The latter includes power
that is unusable, so a power factor of 1 is desirable. A low power factor would
mean that the electricity supplier would effectively supply more energy than
the consumers bill would indicate, and suppliers are allowed to charge for
low power factors same as FESCO charge WASA for low power factor.
It is very necessary that power factor improvement capacitors be
installed at all of WASA installations particularly at Chiniot tube wells. An
amount of Rs. 3.0 millions may be reserved in the procurement plan of PCGIP
for the year 2015-16.
1.3.3. Unbalanced Voltage On Polyphase Induction Motors
Three phase induction motors are designed and manufactured such that all
three phases of the winding are carefully balanced with respect to the number
of turns, placement of the winding, and winding resistance. When line
voltages applied to a polyphase induction motor are not exactly the same,

unbalanced currents will flow in the stator winding, the magnitude depending
upon the amount of unbalance. A small amount of voltage unbalance may
increase the current an excessive amount. The effect on the motor can be
severe and the motor may overheat to the point of burnout.
The tube well No. 10, 11, 18 and 27 showing the unbalance voltages in the
previous table.
1.3.3.1. Effect on Performance General
The effect of unbalanced voltages on polyphase induction motors is equivalent
to the introduction of a "negative sequence voltage" having a rotation opposite
to that occurring with balanced voltages. This negative sequence voltage
produces in the air gap a flux rotating against the rotation of the rotor, tending
to produce high currents. A small negative sequence voltage may produce in
the windings currents considerably in excess of those present under balanced
voltage conditions.
1.3.3.2. Unbalance Defined
The voltage unbalance (or negative sequence voltage) in percent may be
defined as follows:

With voltages of 220, 215 and 210, the average is 215, the maximum deviation
from the average is 5, and the percent unbalance = 100 X 5/215 = 2.3 percent.
1.3.3.3. Temperature Rise and Load Carrying Capacity
A relatively small unbalance in voltage will cause a considerable increase in
temperature rise. In the phase with the highest current, the percentage increase
in temperature rise will be approximately two times the square of the
percentage voltage unbalance. The increase in losses and consequently, the
increase in average heating of the whole winding will be slightly lower than
the winding with the highest current.

Torques
The locked-rotor torque and breakdown torque are decreased when the voltage
is unbalanced. If the voltage unbalance should be extremely severe, the torque
might not be adequate for the application.
1.3.3.5.
Full-load speed
The full-load speed is reduced slightly when the motor operates at unbalanced
voltages.
1.3.3.6.
Currents
The locked-rotor current will be unbalanced to the same degree that the
voltages are unbalanced but the locked-rotor KVA will increase only slightly.
The currents at normal operating speed with unbalanced voltages will be
greatly unbalanced in the order of approximately 6 to 10 times the voltage
unbalance. This introduces a complex problem in selecting the proper
overload protective devices, particularly since devices selected for one set of
unbalanced conditions may be inadequate for a different set of unbalanced
voltages. Increasing the size of the overload protective device is not the
solution in as much as protection against heating from overload and from
single phase operation is lost.i

Some of the newly constructed disposal stations are not working properly. For
instance, Disposal station Satiana Rd PS-42 has one pump set which was out of
order due to some fault in motor control panel. Similarly, audit of Disposal station
Bhai Wala could not be conducted due to leakage of gate valve. The automatic
power factor controller panel was not being operated due to lack of knowledge of
power factor.
At many disposal stations the pump sets were found out order and not
operational, some of them due to very small faults.
Some disposal stations were in worse condition and exposed to weather
condition and hazardous to the operators as well as to general public. The disposal
Jhumra road, disposal Mehmoodabad, disposal Al-Masoom Town, disposal Dost
Street.

In the pictures, it can be seen that the wiring is juggling, components are out of order

tend and their energy consumption is also in permissible limits. For instance, JICA
tube well No. 8, 18, 19, 22, 23, 24 have a very consistent energy consumption trend,
on the other hand JICA tube well No. 1, 2, 4, 5, 11, 16, 17 and 20 have shown very
uncertain trend. It can easily be deduced from these trends that either the tube wells
have not been operated properly or there is some fault in the system. However, all
these assumptions have been clarified during the course of energy audit and presented
in this report.
Similarly, the Chiniot well field area tube wells also shown the juggling
energy consumption trend. Chiniot tube well No. 4, 5, 7, 9, 10, 11, 13, 14, 15, 16, 19
and 24 have shown very consistent trend but Chiniot tube well No. 1, 2, 3, 6, 8, 12,
17, 18, 20, 21, 22, 23, 25, 26, 27 and 28 shown haphazard behavior. These trends are
not useful for calculation of water production and energy consumption.
These kinds of uncertainties stress the water utilities to implement the SCADA
system for intelligent monitoring and control. The SCADA system is important for
utilities discussed at the end of this report.

1.7.2. Energy Action Plan
The analysis of energy bills have shown that there are many areas where energy
and cost can be saved

it has been found that the tube wells installed along the Jhang Branch Canal
usually consume 500-1000 KWH / month during peak hours and due to high
cost ultimately charged at peak rate. This cost can be saved by implementing
SCADA system and monitoring of tube well operators. The amount charged in

There is also a leakage of energy in the form of reactive power which actually does
not perform any work but its cost included in the electricity bills. The solution of
this problem is installation of power factor improvement capacitors with the
motors.

The cost that is being charged as fixed charges can also be saved by using the
machines efficiently. This cost is charged at MDI (Maximum Demand Indicator)

used at any time during the whole month. The cost of MDI can be reduced if all the
motor do not run at once, however, in an alternative time.
iv.
At usual, during the design process of pumping machinery, the input of the Electric
Cell or some electrical engineer has not been taken. Now the technology has been
changed and leading water and wastewater utilities are moving towards variable
frequency drives which use the energy more efficiently. For instance, a new
electricity connection has been applied for installation of new pump at Kokian
wala Chowk but Electric Cell has not been asked for technical opinion. Similarly,
two pump sets are in process to be installed at Disposal station Ismail, Daewoo Rd
and conventional star-delta starters are considered for installation.

1.8. Monitoring and Control System
Water utilities have been using Supervisory Control and Data Acquisition (SCADA)
for many years. A SCADA systems primary function is to monitor and control the
conditions of remote assets, such as pump and lift stations, distribution networks, and
treatment plants while ensuring data integrity, overall system visibility and security. Due to
population growth, water scarcity, regulatory requirements, and aging workforce, water
utilities are left to manage expanding service areas with less financial and human resources.
Doing more with less is becoming a necessity. With the right hardware and software
components, advanced, scalable SCADA systems could play a role in assisting water utilities,
small and large, to cope with ever changing demands in data collection and reportingiv.
Increased demand for higher productivity and efficiency has led to a second trend in
SCADA where systems are designed and deployed to be more pro-active, supporting
extensive data management and security capabilities, in order to prevent problems from
happening in the first place.

A third trend that is just emerging in the design and implementation of SCADA
systems pushes more intelligence throughout the infrastructure to drive further efficiency by
reducing the amount of time and cost required to maintain, adjust, and expand the system. In
a sense, an intelligent SCADA system will adjust itself to suit ever-changing demands in data
collection and remote monitoring without putting pressure on the utilitys technical staff.
