Clintons college plan is the big ticket item of her campaign at $350 billion over 10 years. The
proposal would be paid for by capping tax deductions for the wealthy, including the deduction

Clinton has proposed a comprehensive child care agenda for children ages 0-3 and has
called for doubling investment in Early Head Start programs. While Clintons campaign has
not detailed the costs for this proposal, a similar plan proposed by liberal think tank Center for
American Progress would increase federal spending by $84.2 billion over ten years. CAP also
proposed doubling enrollment in Early Head Start at an estimated cost of over $11.5 billion over

Clinton has proposed universal pre-kindergarten for all 4 year-olds in the next decade. Her plan
would be paid for by unspecified revenue enhancements. Clintons plan builds on President
