Implementation of a pilot Toll Plaza in the State of Odisha
1. Background
a) The State Government of Orissa (GOO) through the Government of India
(GOI) has received a loan from the International Bank for Reconstruction and
Development (IBRD) for implementation of the Orissa State Roads Project and
part of the proceeds of this loan towards payments for Road Sector
Institutional Development Study, with the objective of implementing the
Institutional Strengthening Action Plan (ISAP) 2008-18.
b) In the roads sector, the GOO is aiming for more effective capabilities and
performance, to provide improved services to road users and assist the
states economic development. Towards this end, the Orissa Works
Department (OWD) plans to improve its maintenance management of the
major road network through the revenue generated from road user fees
c) The OWD, through the services of RSID consultant, have developed a
concession agreement for Road Toll Collection, Operation and Maintenance,
which shall be the guiding document for the implementation of operation and
maintenance contracts on the major road network in Odisha.
d) As a part of the implementation of Institutional Strengthening Action Plan
(ISAP), under the Odisha State Roads Project being funded by IBRD loan,
OWD now intends to implement a pilot project for Toll Collection and
Management through automated systems.
e) As a part of post RSID services, the OWD therefore now requires RSID
Consultant to provide design and project management services for
implementing an automated toll plaza on a location on the State road
network, where, at present, toll collection are being carried out using manual
methods.
f) The services to include detail design of the toll plaza complete with the
approach roads including the required automation, provision of required
drawings and documents for construction, bid documents, support in bidder
evaluation, support during construction and initial 6 months of its operation.
g) The total duration of consultancy service shall be 21 months and the services
shall be performed as per approved schedule.

2. Scope of Work
The scope of services under the consultancy services are spread into three different
stages (i) Design Stage; (ii) Bidding stage; (iii) construction supervision stage; and
(iv) Operations. The scope of work during these stages is detailed below:
Detail design stage

The Toll Plaza shall include the access roads, the Toll Plaza (Building), required
hardware and software for automation and the design of space adjacent to the
Toll Plaza to check overloading of the vehicles. The space for checking
overloading shall include provisions for unloading the excess load and reloading
of the same to a stand-by Truck apart from parking spaces for 20 Trucks.

The facilities to be provided are:


a. Civil Works shall include Toll Plaza, Weighbridges, approach and exit to
toll plaza building including passage for banking and emergency vehicles,
parking/ holding area, provision for operational requirements of tolling

system like control room, point of sale room, server/ UPS/ battery room,
cashier and cash up room, and rooms for plaza staff and peripheral
activities;
b.

Electrical and Lighting shall include additional power distribution


equipment for new toll equipment, additional power supply to cater to
system load and additional lighting especially in parking/ holding area as
well as SWB area;

c. Toll equipment and internet connection shall include toll system as per
specifications and high speed data communication;
d. Miscellaneous works shall include drainage and horticulture

The works during the design stage include topographic survey of the proposed
Toll Plaza location, soil/ material investigations, estimation of the current and
future traffic, layout geometric design of the approach roads, design of the Toll
Plaza (building) including details of required automation, pavement design of the
approach roads, design of facilities for pedestrians and cyclists, drainage around
the Toll Plaza location, street lighting, layout design of weighing station including
provision of parking spaces for 20 Trucks.

Pavement design of the access roads shall consider the braking forces applied on
the approaches to the Toll Plazas and pavement design for the Weighing Station
must take into consideration the stress caused by turning movements of
overloaded multi-axle trucks expected to access the facility; The design should
be in accordance with the national/ international best practices complying to the
IRC, MORTH or other international guidelines;

The consultants shall provide good for construction drawings including, but not
limited to the following:
a. General Alignment drawing;
b. Land acquisition plan;
c. Layout plan of the entire facility including static weighing station;
d. Alignment layout & Cross sections;
e. Traffic Signs & Road Markings;
f. Drainage layout & details;
g. Utility relocation plan; and
h. Details/ drawings for Toll Plaza, Weighing Stations, parking/ holding area
for trucks, warehousing, future expansion, if any, including specification
for toll equipment.

Apart from the above drawings, the consultants shall provide a detail project
report including the following:
a. Material (including soils) investigation and analysis required for the design
of accesses, toll plaza building, weighing stations and loading/ parking
area;
b. Traffic Survey and analysis;
c. Pavement analysis and design;
d. Geometric design including cross sections;
e. Drainage design;
f. Social and environmental impact assessment;
g. Traffic operation and safety plan; and
h. Technical specifications for all the facilities to be provided at the Toll Plaza
including ancillaries.

Complete bid documents (20 sets) including cost estimates to enable OWD to
tender the works.

Within 2 months of commencement of services, the consultant shall determine


the extent of required land acquisition and provide OWD with the land
acquisition plan and other documents to enable OWD to acquire the land for
implementing the facility before the commencement of construction.

Bidding Stage
During this stage, the consultant shall provide all required assistance to OWD for
the evaluation of bids submitted for construction of the Toll Plaza and procurement
of equipment supplier for toll collection and management system. The consultant
will provide the services of Toll Equipment Design Expert and other services at this
stage, as per the requirement.
Construction Supervision Stage
It is expected that the construction supervision/ project management will be carried
out by OWD utilizing their internal resources. The Consultants will provide expert
advice on any issues on the drawings or any other amendments required on the
contract documents to enable the contractor to complete the works in time and
quality as per the specifications.
Apart from that, if agreed by the Client, the Consultant can provide supervision of
works done by civil contractor for readying the toll plaza for equipment installation.
This may include verification of laying conduits for equipment cabling, cable trays,
pulling chambers, rooms for Point of Sale, Server Room , Battery Room, Control
Room etc.
Operation Stage
At this stage, the Consultants will provide the following services:
Verification of TMS material on site for quality and quantity;
Supervision of installation by the equipment vendor;
Performing Acceptance Test on site and at factory location (precommissioning); and
Verification of software functionalities post commissioning.

3. Project Duration
The expected duration of the consultancy services shall be 21 months from the date
of mobilization, which is allocated for the following tasks:

The qualifications and tasks of the proposed professionals to deliver the services are
as below:
Project Manager - Graduate in Civil Engineering having minimum 15 years of
design experience in highway DPR projects. The project manager will be responsible
for the entire project preparation and implementation activities, and will be the
point of contact for any correspondences between the Client and the Consultants.
Highway Design Engineer a graduate/ post graduate in Civil Engineering, having
minimum 10 years experience in road design based on IRC standards. He shall be
responsible for preparation of all good for construction drawings and technical
specifications required for the civil works, apart from preparation of bid documents,
including preparation of cost estimate and bills of quantities.
Traffic Engineer - Post graduate in Transport Planning/ Traffic Engineering, having
minimum 10 years experience in at least 3 highway DPR projects implemented by
NHAI/ State Road Agencies. He will be responsible for conducting traffic surveys,
traffic analysis, traffic demand forecasting and design of traffic signs and road
markings.
Pavement Design Specialist Post graduate in pavement engineering, having
minimum 10 years experience in at least 3 highway DPR projects implemented by
NHAI/ State Road Agencies. He will be responsible for pavement and foundation
design for all access roads to the Toll Plaza facility and the parking layout for the
static weigh stations.

Building Architect Should have relevant degree in Architecture and also be


registered with Council of Architecture. He / she should have minimum 8 years
experience in building planning & services.
Structural Engineer The Structural Engineer shall be a Post graduate in
structural engineering and will have minimum 10 years of experience in structural
design of Steel and RCC buildings.
MEP Design Engineer Graduate civil engineer with minimum 8 years of
experience in design of plumbing and sanitation works of building/ infrastructures.
Electrical Engineer - Graduate electrical engineer with minimum 8 years of
experience in design of electrical services of building/ infrastructures.

(hardware as well as software); (iii) Assisting the plaza building contractor for

(v) Preparation of SLAs (Service Level Agreements); (vi) Bid Process Management
(technical part) respond to pre-bid queries, set up evaluation criteria, evaluation of
bids, technical ranking of bids; (vii) Vendor selection/award; (viii) Document review
review of documents submitted by vendor (maintenance procedures, operational
manuals etc.); and (ix) Conducting Factory Acceptance Test (FAT) and Site
Acceptance Test (SAT)

Testing Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT) and Project

5. Deliverables and Payment Schedule:


During the design stage, the payments will be based on deliverables submitted
during the course of services as shown in Table 1. The consultant shall submit four
hard copies and a soft copy for review and approval.

During the bidding and construction supervision stage, the payment shall be based
on actual inputs provided by the designated experts.

6. Approval of Reports:
To be added by the Client ..

Reporting

The Inception Report (detailed proposal) will consist of the tolling strategy,
approach to the delivery of the project, activity schedule, manning schedule
etc.
The draft DPR will be done in four volumes: Volume I (Main Report) should
include background, details of surveys and investigations carried out, analysis
and interpretation of survey and investigation data, traffic studies and demand
forecasts, design of Toll Plaza facility including accesses, Toll Plaza building,
layout of static weigh stations and access roads, pavement design, parking
spaces and drainage including details of cost estimate for civil works and
equipment for toll collection and management systems, economic and
commercial analyses and conclusions. A separate Executive Summary shall be
included giving brief account of the findings of the study and
recommendations.
Volume II will include good for construction drawings of all civil works including
plan, elevation, section and structural details of Toll Plaza facility (building),
cross sections and layout drawings of all access roads etc., to enable the
contractor to complete the work and technical specifications of all materials to
be used for construction of Toll Plaza facility;
Volume III will include bid documents with detailed bills of quantities for the
selection of civil works contractor;
Volume IV will include the bid documents for selection of Toll Collection and
Management Systems equipment supplier, including technical specifications
and detailed bills of quantities.
After the receipt of comments/ observations on the draft DPR, the Consultant will
submit a Final DPR to OWD in 10 paper copies and on digital media (word and
PDF format)..

8. Services and Support from Client (OWD)


To facilitate the work of the consultants, OWD shall provide/bear:
Provide necessary security arrangements for the Consultants to carry out the
required surveys/ investigations
Provide relevant maps, reports and other documents of previous studies or such
official documents which can used to achieve the desired outcomes envisaged
under this contract

9. Method of Payment
During the design stage, the payment shall be made against the approval of
deliverables mentioned in Table 1.
During the next 3 stages (bidding, construction & operation stages), the Client shall
pay to the Consultant (i) remuneration that shall be determined on the basis of time
actually spent by each Expert in the performance of the Services after the date of
commencing of Services or such other date as the Parties shall agree in writing; and
(ii) reimbursable expenses that are actually and reasonably incurred by the
Consultant in the performance of the Services.

The payment shall be made as soon as practicable and not later that fifteen (15)
days after the end of each calendar month during the period of the Services, the
Consultant shall submit to the Client, in duplicate, itemized invoices. The Client shall
pay the Consultants invoices within thirty (30) days after the receipt by the Client
of such itemized invoices with supporting documents.
