MAKUENI COUNTY LEADERS CONSULTATIVE FORUM HELD ON THURSDAY, 20TH AUGUST,

2015 AT THE MACHAKOS PEOPLE'S PARK

Several MPs while addressing a Rally at Mavoko requested Governor Dr. Alfred N. Mutua to convene
the Kamba Community urgently to discuss among other issues:1. The Development Agenda of the region.
2. How to roll back poverty and create Wealth and Employment in the region.
3. The Political future of the Community

This was borne on the reality that Dr. Alfred N. Mutua has been able to implement several flagship
projects which have direct impact on Wananchi as the Governor of Machakos.
Consequent to this, Makueni Leaders led by a number of MPs, all the MCAs, Religious Leaders,
Elders, Community Leaders, Women and Youth approached and requested to visit the Governor to
further this discussion.

This has led to this meeting being held here at the Machakos Peoples Park Bustani La Wananchi
today, Thursday, 20th August, 2015 attended by Leaders from all corners and villages of Makueni
County.

This meeting appreciates the fact that the problems afflicting the people of Makueni, Machakos and
Kitui are more or less similar. There are problems of poverty and under development in all the three
Counties. The surest way to tackle them is the introduction of a new way of thinking and doing things
it cant be business as usual.

The new philosophy involves doing things efficiently and in a faster manner. High speed of
development means eliminating poverty within a short time. Laxity and lethargy mean living in
poverty forever.

This new philosophy is what we are calling Maendeleo Chap Chap. It is people centered, high
quality, efficiency and speed in delivery of Development Projects.

This meeting of Makueni County Leaders is the first in a series of consultative meetings aimed at
building consensus on the best way forward in tackling the problems that bedevils our Community
while we modernize our economies for the real benefit of our people.

The meetings are not about which Leader gets what position but about real Development to
empower the people.

After deliberations, we the leaders of Makueni have resolved as follows:1. We are for Kamba unity. The unity of the community must henceforth be about Development,
Rolling back poverty and creating wealth. It should no longer be about the personal welfare of
individual leaders.

2. We welcome and support the Maendeleo Chap Chap Movement and unity and invite Dr. Alfred N.
Mutua and all other leaders of good will under this banner to tour Makueni County.

3. Cognizant of the fact that Kambas are settled and own property in all parts of Kenya, we urge for
National Unity and Political Tolerance. We are against ethnic profiling and urge all Kenya
Communities to live together in Peace and respect each other.

4. This is not the time for political campaigns. Politics will come in 2017. Elected Leaders must be
given time and space to deliver Development. In particular, we commend and support the emerging
good relations between the Governor of Makueni Prof. Kivutha Kibwana and the County Assembly.

5. When the time for politics comes, the Community will negotiate with those who commit the largest
share of National Budget to Development Projects in the region. It will no longer be about individual

positions but money to the peoples development projects, in particular the following will be key in
any national political negotiations.

1. Water to all households in Ukambani

2. Tarmacking of major roads e.g Kibwezi-Kitui road, Tawa to Itangini road, Emali to Ukia.

3. Realization of Konza TechnoPolis

6. We have also resolved to lobby for senior appointments for Kamba Professionals in the National
Government. We have also resolved to urge the President to protect the already existing positions
held by persons from this region.

7. We, the Leaders of Makueni County support Dr. Alfred N. Mutua and his Maendeleo Chap Chap
and Unity Movement because that is the only way to uplift the Kamba Community.

8. We also resolve to protect Governor Alfred N. Mutua from malicious attacks and propaganda by
people who do not want the people to develop since Governor Alfred N. Mutua is doing Gods work.
