thisplan.Weareresolvedtofreethehuman
racefromthetyrannyofpovertyandwantandtohealandsecureourplanet.Weare
determinedtotaketheboldandtransformativestepswhichareurgentlyneededtoshiftthe
worldontoasustainableandresilientpath.Asweembarkonthiscollectivejourney,we
pledgethatnoonewillbeleftbehind.The17SustainableDevelopmentGoalsand169
targetswhichweareannouncingtodaydemonstratethescaleandambitionofthisnew
universalAgenda.TheyseektobuildontheMillenniumDevelopmentGoalsandcomplete
whatthesedidnotachieve.Theyseektorealizethehumanrightsofallandtoachieve
genderequalityandtheempowermentofallwomenandgirls.Theyareintegratedand
indivisibleandbalancethethreedimensionsofsustainabledevelopment:theeconomic,
socialandenvironmental.
TheGoalsandtargetswillstimulateactionoverthenextfifteenyearsinareasofcritical
importanceforhumanityandtheplanet:

importanceinensuringthatthepurposeofthenewAgendaisrealised.Ifwerealizeour
ambitionsacrossthefullextentoftheAgenda,thelivesofallwillbeprofoundlyimproved
andourworldwillbetransformedforthebetter.

1.We,theHeadsofStateandGovernmentandHighRepresentatives,meetingattheUnited
NationsHeadquartersinNewYorkfrom25-27September2015astheOrganization
celebratesitsseventiethanniversary,havedecidedtodayonnewglobalSustainable
DevelopmentGoals.
2.Onbehalfofthepeoplesweserve,wehaveadoptedahistoricdecisionona
comprehensive,far-reachingandpeople-centredsetofuniversalandtransformativeGoals
andtargets.Wecommitourselvestoworkingtirelesslyforthefullimplementationofthis
Agendaby2030.Werecognizethateradicatingpovertyinallitsformsanddimensions,
includingextremepoverty,isthegreatestglobalchallengeandanindispensable
requirementforsustainabledevelopment.Wearecommittedtoachievingsustainable
developmentinitsthreedimensionseconomic,socialandenvironmentalinabalanced
andintegratedmanner.WewillalsobuildupontheachievementsoftheMillennium
DevelopmentGoalsandseektoaddresstheirunfinishedbusiness.
3.Weresolve,betweennowand2030,toendpovertyandhungereverywhere;tocombat
inequalitieswithinandamongcountries;tobuildpeaceful,justandinclusivesocieties;to
protecthumanrightsandpromotegenderequalityandtheempowermentofwomenand
girls;andtoensurethelastingprotectionoftheplanetanditsnaturalresources.Weresolve
alsotocreateconditionsforsustainable,inclusiveandsustainedeconomicgrowth,shared
prosperityanddecentworkforall,takingintoaccountdifferentlevelsofnational
developmentandcapacities.
4.Asweembarkonthisgreatcollectivejourney,wepledgethatnoonewillbeleftbehind.
Recognizingthatthedignityofthehumanpersonisfundamental,wewishtoseetheGoals
andtargetsmetforallnationsandpeoplesandforallsegmentsofsociety.Andwewill
endeavourtoreachthefurthestbehindfirst.

6.TheGoalsandtargetsaretheresultofovertwoyearsofintensivepublicconsultationand
engagementwithcivilsocietyandotherstakeholdersaroundtheworld,whichpaid
particularattentiontothevoicesofthepoorestandmostvulnerable.Thisconsultation
includedvaluableworkdonebytheGeneralAssemblyOpenWorkingGrouponSustainable
DevelopmentGoalsandbytheUnitedNations,whoseSecretary-Generalprovideda
synthesisreportinDecember2014.

7.IntheseGoalsandtargets,wearesettingoutasupremelyambitiousand
transformationalvision.Weenvisageaworldfreeofpoverty,hunger,diseaseandwant,
wherealllifecanthrive.Weenvisageaworldfreeoffearandviolence.Aworldwith
universalliteracy.Aworldwithequitableanduniversalaccesstoqualityeducationatall
levels,tohealthcareandsocialprotection,wherephysical,mentalandsocialwell-beingare
assured.Aworldwherewereaffirmourcommitmentsregardingthehumanrighttosafe
drinkingwaterandsanitationandwherethereisimprovedhygiene;andwherefoodis
sufficient,safe,affordableandnutritious.Aworldwherehumanhabitatsaresafe,resilient
andsustainableandwherethereisuniversalaccesstoaffordable,reliableandsustainable
energy.
8.Weenvisageaworldofuniversalrespectforhumanrightsandhumandignity,theruleof
law,justice,equalityandnon-discrimination;ofrespectforrace,ethnicityandcultural
diversity;andofequalopportunitypermittingthefullrealizationofhumanpotentialand
contributingtosharedprosperity.Aworldwhichinvestsinitschildrenandinwhichevery
childgrowsupfreefromviolenceandexploitation.Aworldinwhicheverywomanandgirl
enjoysfullgenderequalityandalllegal,socialandeconomicbarrierstotheirempowerment
havebeenremoved.Ajust,equitable,tolerant,openandsociallyinclusiveworldinwhich
theneedsofthemostvulnerablearemet.
9.Weenvisageaworldinwhicheverycountryenjoyssustained,inclusiveandsustainable
economicgrowthanddecentworkforall.Aworldinwhichconsumptionandproduction
patternsanduseofallnaturalresourcesfromairtoland,fromrivers,lakesandaquifersto
oceansandseas-aresustainable.Oneinwhichdemocracy,goodgovernanceandtherule
oflawaswellasanenablingenvironmentatnationalandinternationallevels,areessential
forsustainabledevelopment,includingsustainedandinclusiveeconomicgrowth,social
development,environmentalprotectionandtheeradicationofpovertyandhunger.Onein
whichdevelopmentandtheapplicationoftechnologyareclimate-sensitive,respect
biodiversityandareresilient.Oneinwhichhumanitylivesinharmonywithnatureandin
whichwildlifeandotherlivingspeciesareprotected.

alsoreaffirmthefollow-uptotheseconferences,includingtheoutcomesoftheFourthUnited
NationsConferenceontheLeastDevelopedCountries,theThirdInternationalConferenceon
SmallIslandDevelopingStates;theSecondUnitedNationsConferenceonLandlocked
DevelopingCountries;andtheThirdUNWorldConferenceonDisasterRiskReduction.
12.WereaffirmalltheprinciplesoftheRioDeclarationonEnvironmentandDevelopment,
including,interalia,theprincipleofcommonbutdifferentiatedresponsibilities,assetoutin
principle7thereof.
13.Thechallengesandcommitmentscontainedinthesemajorconferencesandsummitsare
interrelatedandcallforintegratedsolutions.Toaddressthemeffectively,anewapproachis
needed.Sustainabledevelopmentrecognizesthateradicatingpovertyinallitsformsand
dimensions,combattinginequalitywithinandamongcountries,preservingtheplanet,
creatingsustained,inclusiveandsustainableeconomicgrowthandfosteringsocialinclusion
arelinkedtoeachotherandareinterdependent.

14.Wearemeetingatatimeofimmensechallengestosustainabledevelopment.Billionsof
ourcitizenscontinuetoliveinpovertyandaredeniedalifeofdignity.Therearerising
inequalitieswithinandamongcountries.Thereareenormousdisparitiesofopportunity,
wealthandpower.Genderinequalityremainsakeychallenge.Unemployment,particularly
youthunemployment,isamajorconcern.Globalhealththreats,morefrequentandintense
naturaldisasters,spirallingconflict,violentextremism,terrorismandrelatedhumanitarian
crisesandforceddisplacementofpeoplethreatentoreversemuchofthedevelopment
progressmadeinrecentdecades.Naturalresourcedepletionandadverseimpactsof
environmentaldegradation,includingdesertification,drought,landdegradation,freshwater
scarcityandlossofbiodiversity,addtoandexacerbatethelistofchallengeswhichhumanity
faces.Climatechangeisoneofthegreatestchallengesofourtimeanditsadverseimpacts
underminetheabilityofallcountriestoachievesustainabledevelopment.Increasesin
globaltemperature,sealevelrise,oceanacidificationandotherclimatechangeimpactsare
seriouslyaffectingcoastalareasandlow-lyingcoastalcountries,includingmanyleast
developedcountriesandsmallislanddevelopingStates.Thesurvivalofmanysocieties,and
ofthebiologicalsupportsystemsoftheplanet,isatrisk.
15.Itisalso,however,atimeofimmenseopportunity.Significantprogresshasbeenmade
inmeetingmanydevelopmentchallenges.Withinthepastgeneration,hundredsofmillions
ofpeoplehaveemergedfromextremepoverty.Accesstoeducationhasgreatlyincreasedfor
bothboysandgirls.Thespreadofinformationandcommunicationstechnologyandglobal
interconnectednesshasgreatpotentialtoacceleratehumanprogress,tobridgethedigital
divideandtodevelopknowledgesocieties,asdoesscientificandtechnologicalinnovation
acrossareasasdiverseasmedicineandenergy.
16.Almostfifteenyearsago,theMillenniumDevelopmentGoalswereagreed.These

childhealthandtoreproductivehealth.Werecommitourselvestothefullrealizationofall
theMDGs,includingtheoff-trackMDGs,inparticularbyprovidingfocussedandscaled-up
assistancetoleastdevelopedcountriesandothercountriesinspecialsituations,inlinewith
relevantsupportprogrammes.ThenewAgendabuildsontheMillenniumDevelopmentGoals
andseekstocompletewhatthesedidnotachieve,particularlyinreachingthemost
vulnerable.
17.Initsscope,however,theframeworkweareannouncingtodaygoesfarbeyondthe
MDGs.Alongsidecontinuingdevelopmentprioritiessuchaspovertyeradication,health,
educationandfoodsecurityandnutrition,itsetsoutawiderangeofeconomic,socialand
environmentalobjectives.Italsopromisesmorepeacefulandinclusivesocieties.Italso,
crucially,definesmeansofimplementation.Reflectingtheintegratedapproachthatwehave
decidedon,therearedeepinterconnectionsandmanycross-cuttingelementsacrossthe
newGoalsandtargets.

18.Weareannouncingtoday17SustainableDevelopmentGoalswith169associatedtargets
whichareintegratedandindivisible.Neverbeforehaveworldleaderspledgedcommon
actionandendeavouracrosssuchabroadanduniversalpolicyagenda.Wearesettingout
togetheronthepathtowardssustainabledevelopment,devotingourselvescollectivelyto
thepursuitofglobaldevelopmentandof"win-win"cooperationwhichcanbringhugegains
toallcountriesandallpartsoftheworld.WereaffirmthateveryStatehas,andshallfreely
exercise,fullpermanentsovereigntyoverallitswealth,naturalresourcesandeconomic
activity.WewillimplementtheAgendaforthefullbenefitofall,fortodaysgenerationand
forfuturegenerations.Indoingso,wereaffirmourcommitmenttointernationallawand
emphasizethattheAgendaistobeimplementedinamannerthatisconsistentwiththe
rightsandobligationsofstatesunderinternationallaw.
19.WereaffirmtheimportanceoftheUniversalDeclarationofHumanRights,aswellas
otherinternationalinstrumentsrelatingtohumanrightsandinternationallaw.We
emphasizetheresponsibilitiesofallStates,inconformitywiththeCharteroftheUnited
Nations,torespect,protectandpromotehumanrightsandfundamentalfreedomsforall,
withoutdistinctionofanykindastorace,colour,sex,language,religion,politicalorother
opinion,nationalorsocialorigin,property,birth,disabilityorotherstatus.
20.Realizinggenderequalityandtheempowermentofwomenandgirlswillmakeacrucial
contributiontoprogressacrossalltheGoalsandtargets.Theachievementoffullhuman
potentialandofsustainabledevelopmentisnotpossibleifonehalfofhumanitycontinuesto
bedenieditsfullhumanrightsandopportunities.Womenandgirlsmustenjoyequalaccess
toqualityeducation,economicresourcesandpoliticalparticipationaswellasequal
opportunitieswithmenandboysforemployment,leadershipanddecision-makingatall
levels.Wewillworkforasignificantincreaseininvestmentstoclosethegendergapand
strengthensupportforinstitutionsinrelationtogenderequalityandtheempowermentof
womenattheglobal,regionalandnationallevels.Allformsofdiscriminationandviolence
againstwomenandgirlswillbeeliminated,includingthroughtheengagementofmenand
boys.Thesystematicmainstreamingofagenderperspectiveintheimplementationofthe
Agendaiscrucial.

prioritiesWewillrespectnationalpolicyspaceforsustained,inclusiveandsustainable
economicgrowth,inparticularfordevelopingstates,whileremainingconsistentwith
relevantinternationalrulesandcommitments.Weacknowledgealsotheimportanceofthe
regionalandsub-regionaldimensions,regionaleconomicintegrationandinterconnectivity
insustainabledevelopment.Regionalandsub-regionalframeworkscanfacilitatethe
effectivetranslationofsustainabledevelopmentpoliciesintoconcreteactionatnational
level.
22.Eachcountryfacesspecificchallengesinitspursuitofsustainabledevelopment.The
mostvulnerablecountriesand,inparticular,Africancountries,leastdevelopedcountries,
landlockeddevelopingcountriesandsmallislanddevelopingstatesdeservespecial
attention,asdocountriesinsituationsofconflictandpost-conflictcountries.Therearealso
seriouschallengeswithinmanymiddle-incomecountries.
23.Peoplewhoarevulnerablemustbeempowered.Thosewhoseneedsarereflectedinthe
Agendaincludeallchildren,youth,personswithdisabilities(ofwhommorethan80%livein
poverty),peoplelivingwithHIV/AIDS,olderpersons,indigenouspeoples,refugeesand
internallydisplacedpersonsandmigrants.Weresolvetotakefurthereffectivemeasuresand
actions,inconformitywithinternationallaw,toremoveobstaclesandconstraints,
strengthensupportandmeetthespecialneedsofpeoplelivinginareasaffectedbycomplex
humanitarianemergenciesandinareasaffectedbyterrorism.
24.Wearecommittedtoendingpovertyinallitsformsanddimensions,includingby
eradicatingextremepovertyby2030.Allpeoplemustenjoyabasicstandardofliving,
includingthroughsocialprotectionsystems.Wearealsodeterminedtoendhungerandto
achievefoodsecurityasamatterofpriorityandtoendallformsofmalnutrition.Inthis
regard,wereaffirmtheimportantroleandinclusivenatureoftheCommitteeonWorldFood
SecurityandwelcometheRomeDeclarationonNutritionandFrameworkforAction.Wewill
devoteresourcestodevelopingruralareasandsustainableagricultureandfisheries,
supportingsmallholderfarmers,especiallywomenfarmers,herdersandfishersin
developingcountries,particularlyleastdevelopedcountries.
25.Wecommittoprovidinginclusiveandequitablequalityeducationatalllevelsearly
childhood,primary,secondary,tertiary,technicalandvocationaltraining.Allpeople,
irrespectiveofsex,age,race,ethnicity,andpersonswithdisabilities,migrants,indigenous
peoples,childrenandyouth,especiallythoseinvulnerablesituations,shouldhaveaccessto
life-longlearningopportunitiesthathelpthemacquiretheknowledgeandskillsneededto
exploitopportunitiesandtoparticipatefullyinsociety.Wewillstrivetoprovidechildrenand
youthwithanurturingenvironmentforthefullrealizationoftheirrightsandcapabilities,
helpingourcountriestoreapthedemographicdividendincludingthroughsafeschoolsand
cohesivecommunitiesandfamilies.
26.Topromotephysicalandmentalhealthandwell-being,andtoextendlifeexpectancyfor
all,wemustachieveuniversalhealthcoverageandaccesstoqualityhealthcare.Noone
mustbeleftbehind.Wecommittoacceleratingtheprogressmadetodateinreducing
newborn,childandmaternalmortalitybyendingallsuchpreventabledeathsbefore2030.
Wearecommittedtoensuringuniversalaccesstosexualandreproductivehealth-care
services,includingforfamilyplanning,informationandeducation.Wewillequallyaccelerate

behavioural,developmentalandneurologicaldisorders,whichconstituteamajorchallenge
forsustainabledevelopment.
27.Wewillseektobuildstrongeconomicfoundationsforallourcountries.Sustained,
inclusiveandsustainableeconomicgrowthisessentialforprosperity.Thiswillonlybe
possibleifwealthissharedandincomeinequalityisaddressed.Wewillworktobuild
dynamic,sustainable,innovativeandpeople-centredeconomies,promotingyouth
employmentandwomenseconomicempowerment,inparticular,anddecentworkforall.
Wewilleradicateforcedlabourandhumantraffickingandendchildlabourinallitsforms.
Allcountriesstandtobenefitfromhavingahealthyandwell-educatedworkforcewiththe
knowledgeandskillsneededforproductiveandfulfillingworkandfullparticipationin
society.Wewillstrengthentheproductivecapacitiesofleast-developedcountriesinall
sectors,includingthroughstructuraltransformation.Wewilladoptpolicieswhichincrease
productivecapacities,productivityandproductiveemployment;financialinclusion;
sustainableagriculture,pastoralistandfisheriesdevelopment;sustainableindustrial
development;universalaccesstoaffordable,reliable,sustainableandmodernenergy
services;sustainabletransportsystems;andqualityandresilientinfrastructure.
28.Wecommittomakingfundamentalchangesinthewaythatoursocietiesproduceand
consumegoodsandservices.Governments,internationalorganizations,thebusinesssector
andothernon-stateactorsandindividualsmustcontributetochangingunsustainable
consumptionandproductionpatterns,includingthroughthemobilization,fromallsources,
offinancialandtechnicalassistancetostrengthendevelopingcountriesscientific,
technologicalandinnovativecapacitiestomovetowardsmoresustainablepatternsof
consumptionandproduction.Weencouragetheimplementationofthe10-YearFramework
ofProgrammesonSustainableConsumptionandProduction.Allcountriestakeaction,with
developedcountriestakingthelead,takingintoaccountthedevelopmentandcapabilitiesof
developingcountries.
29.Werecognizethepositivecontributionofmigrantsforinclusivegrowthandsustainable
development.Wealsorecognizethatinternationalmigrationisamulti-dimensionalreality
ofmajorrelevanceforthedevelopmentofcountriesoforigin,transitanddestination,which
requirescoherentandcomprehensiveresponses.Wewillcooperateinternationallyto
ensuresafe,orderlyandregularmigrationinvolvingfullrespectforhumanrightsandthe
humanetreatmentofmigrantsregardlessofmigrationstatus,ofrefugeesandofdisplaced
persons.Suchcooperationshouldalsostrengthentheresilienceofcommunitieshosting
refugees,particularlyindevelopingcountries.Weunderlinetherightofmigrantstoreturn
totheircountryofcitizenship,andrecallthatStatesmustensurethattheirreturning
nationalsaredulyreceived.
30.Statesarestronglyurgedtorefrainfrompromulgatingandapplyinganyunilateral
economic,financialortrademeasuresnotinaccordancewithinternationallawandthe
CharteroftheUnitedNationsthatimpedethefullachievementofeconomicandsocial
development,particularlyindevelopingcountries.
31.WeacknowledgethattheUNFCCCistheprimaryinternational,intergovernmentalforum
fornegotiatingtheglobalresponsetoclimatechange.Wearedeterminedtoaddress
decisivelythethreatposedbyclimatechangeandenvironmentaldegradation.Theglobal

undertheConventionapplicabletoallPartiesshalladdressinabalancedmanner,interalia,
mitigation,adaptation,finance,technologydevelopmentandtransfer,andcapacity-building,
andtransparencyofactionandsupport.
33.Werecognisethatsocialandeconomicdevelopmentdependsonthesustainable
managementofourplanetsnaturalresources.Wearethereforedeterminedtoconserve
andsustainablyuseoceansandseas,freshwaterresources,aswellasforests,mountains
anddrylandsandtoprotectbiodiversity,ecosystemsandwildlife.Wearealsodeterminedto
promotesustainabletourism,tacklewaterscarcityandwaterpollution,tostrengthen
cooperationondesertification,duststorms,landdegradationanddroughtandtopromote
resilienceanddisasterriskreduction.Inthisregard,welookforwardtoCOP13ofthe
ConventiononBiologicalDiversitytobeheldinMexicoin2016.
34.Werecognizethatsustainableurbandevelopmentandmanagementarecrucialtothe
qualityoflifeofourpeople.Wewillworkwithlocalauthoritiesandcommunitiestorenew
andplanourcitiesandhumansettlementssoastofostercommunitycohesionandpersonal
securityandtostimulateinnovationandemployment.Wewillreducethenegativeimpacts
ofurbanactivitiesandofchemicalswhicharehazardousforhumanhealthandthe
environment,includingthroughtheenvironmentallysoundmanagementandsafeuseof
chemicals,thereductionandrecyclingofwasteandmoreefficientuseofwaterandenergy.
Andwewillworktominimizetheimpactofcitiesontheglobalclimatesystem.Wewillalso
takeaccountofpopulationtrendsandprojectionsinournational,ruralandurban
developmentstrategiesandpolicies.WelookforwardtotheupcomingUnitedNations
ConferenceonHousingandSustainableUrbanDevelopmentinQuito,Ecuador.
35.Sustainabledevelopmentcannotberealizedwithoutpeaceandsecurity;andpeaceand
securitywillbeatriskwithoutsustainabledevelopment.ThenewAgendarecognizesthe
needtobuildpeaceful,justandinclusivesocietiesthatprovideequalaccesstojusticeand
thatarebasedonrespectforhumanrights(includingtherighttodevelopment),oneffective
ruleoflawandgoodgovernanceatalllevelsandontransparent,effectiveandaccountable
institutions.Factorswhichgiverisetoviolence,insecurityandinjustice,suchasinequality,
corruption,poorgovernanceandillicitfinancialandarmsflows,areaddressedinthe
Agenda.Wemustredoubleoureffortstoresolveorpreventconflictandtosupport
post-conflictcountries,includingthroughensuringthatwomenhavearoleinpeace-building
andstate-building.Wecallforfurthereffectivemeasuresandactionstobetaken,in
conformitywithinternationallaw,toremovetheobstaclestothefullrealizationoftheright
ofself-determinationofpeopleslivingundercolonialandforeignoccupation,whichcontinue
toadverselyaffecttheireconomicandsocialdevelopmentaswellastheirenvironment.

40.ThemeansofimplementationtargetsunderGoal17andundereachSDGarekeyto
realisingourAgendaandareofequalimportancewiththeotherGoalsandtargets.The
Agenda,includingtheSDGs,canbemetwithintheframeworkofarevitalizedglobal
partnershipforsustainabledevelopment,supportedbytheconcretepoliciesandactionsas
outlinedintheoutcomedocumentoftheThirdInternationalConferenceonFinancingfor
Development,heldinAddisAbabafrom13-16July2015.Wewelcometheendorsementby
theGeneralAssemblyoftheAddisAbabaActionAgenda,whichisanintegralpartofthe
2030AgendaforSustainableDevelopment.Werecognizethatthefullimplementationofthe
AddisAbabaActionAgendaiscriticalfortherealizationoftheSustainableDevelopment
Goalsandtargets.
41.Werecognizethateachcountryhasprimaryresponsibilityforitsowneconomicand
socialdevelopment.ThenewAgendadealswiththemeansrequiredforimplementationof
theGoalsandtargets.Werecognizethatthesewillincludethemobilizationoffinancial
resourcesaswellascapacity-buildingandthetransferofenvironmentallysound
technologiestodevelopingcountriesonfavourableterms,includingonconcessionaland
preferentialterms,asmutuallyagreed.Publicfinance,bothdomesticandinternational,will
playavitalroleinprovidingessentialservicesandpublicgoodsandincatalyzingother
sourcesoffinance.Weacknowledgetheroleofthediverseprivatesector,rangingfrom
micro-enterprisestocooperativestomultinationals,andthatofcivilsocietyorganizations
andphilanthropicorganizationsintheimplementationofthenewAgenda.
42.Wesupporttheimplementationofrelevantstrategiesandprogrammesofaction,
includingtheIstanbulDeclarationandProgrammeofAction,theSIDSAcceleratedModalities
ofAction(SAMOA)Pathway,theViennaProgrammeofActionforLandlockedDeveloping
CountriesfortheDecade2014-2024,andreaffirmtheimportanceofsupportingtheAfrican
UnionsAgenda2063andtheprogrammeoftheNewPartnershipforAfricasDevelopment
(NEPAD),allofwhichareintegraltothenewAgenda.Werecognizethemajorchallengeto
theachievementofdurablepeaceandsustainabledevelopmentincountriesinconflictand

relevant,coherent,efficientandeffectiveUNsysteminsupportingtheachievementofthe
SDGsandsustainabledevelopment.Whilestressingtheimportanceofstrengthenednational
ownershipandleadershipatcountrylevel,weexpressoursupportfortheongoingECOSOC
Dialogueonthelonger-termpositioningoftheUnitedNationsdevelopmentsysteminthe
contextofthisAgenda.

47.OurGovernmentshavetheprimaryresponsibilityforfollow-upandreview,atthe

wewillprovideforsystematicfollow-upandreviewatthevariouslevels,assetoutinthis
AgendaandtheAddisAbabaActionAgenda.TheHighLevelPoliticalForumunderthe

54.Followinganinclusiveprocessofintergovernmentalnegotiations,andbasedonthe
ProposaloftheOpenWorkingGrouponSustainableDevelopmentGoals,whichincludesa

55.TheSDGsandtargetsareintegratedandindivisible,globalinnatureanduniversally

ofAction(SAMOA)Pathway,theViennaProgrammeofActionforLandlockedDeveloping
CountriesfortheDecade2014-2024,andreaffirmtheimportanceofsupportingtheAfrican
UnionsAgenda2063andtheprogrammeoftheNewPartnershipforAfricasDevelopment
(NEPAD),allofwhichareintegraltothenewAgenda.Werecognizethemajorchallengeto
theachievementofdurablepeaceandsustainabledevelopmentincountriesinconflictand
post-conflictsituations.
65.Werecognizethatmiddle-incomecountriesstillfacesignificantchallengestoachieve
sustainabledevelopment.Inordertoensurethatachievementsmadetodatearesustained,
effortstoaddressongoingchallengesshouldbestrengthenedthroughtheexchangeof
experiences,improvedcoordination,andbetterandfocusedsupportoftheUnitedNations
DevelopmentSystem,theinternationalfinancialinstitutions,regionalorganizationsand

66.Weunderscorethat,forallcountries,publicpoliciesandthemobilizationandeffective

67.Privatebusinessactivity,investmentandinnovationaremajordriversofproductivity,
inclusiveeconomicgrowthandjobcreation.Weacknowledgethediversityoftheprivate
sector,rangingfrommicro-enterprisestocooperativestomultinationals.Wecallonall
businessestoapplytheircreativityandinnovationtosolvingsustainabledevelopment

69.Werecognizetheneedtoassistdevelopingcountriesinattaininglong-termdebt
sustainabilitythroughcoordinatedpoliciesaimedatfosteringdebtfinancing,debtrelief,
debtrestructuringandsounddebtmanagement,asappropriate.Manycountriesremain
vulnerabletodebtcrisesandsomeareinthemidstofcrises,includinganumberofleast
developedcountries,small-islanddevelopingStatesandsomedevelopedcountries.We
reiteratethatdebtorsandcreditorsmustworktogethertopreventandresolve
unsustainabledebtsituations.Maintainingsustainabledebtlevelsistheresponsibilityof
theborrowingcountries;howeverweacknowledgethatlendersalsohavearesponsibilityto
lendinawaythatdoesnotundermineacountrysdebtsustainability.Wewillsupportthe
maintenanceofdebtsustainabilityofthosecountriesthathavereceiveddebtreliefand
achievedsustainabledebtlevels.
70.WeherebylaunchaTechnologyFacilitationMechanismwhichwasestablishedbythe
AddisAbabaActionAgendainordertosupportthesustainabledevelopmentgoals.The
TechnologyFacilitationMechanismwillbebasedonamulti-stakeholdercollaboration
betweenMemberStates,civilsociety,privatesector,scientificcommunity,UnitedNations
entitiesandotherstakeholdersandwillbecomposedof:aUnitedNationsInteragencyTask
TeamonScience,TechnologyandInnovationfortheSDGs,acollaborativeMultistakeholder
ForumonScience,TechnologyandInnovationfortheSDGsandanon-lineplatform.
TheUnitedNationsInteragencyTaskTeamonScience,TechnologyandInnovationforthe
SDGswillpromotecoordination,coherence,andcooperationwithintheUNSystemonSTI
relatedmatters,enhancingsynergyandefficiency,inparticulartoenhancecapacity-building
initiatives.TheTaskTeamwilldrawonexistingresourcesandwillworkwith10
representativesfromthecivilsociety,privatesector,thescientificcommunity,toprepare
themeetingsoftheMultistakeholderForumonScience,TechnologyandInnovationforthe
SDGs,aswellasinthedevelopmentandoperationalizationoftheon-lineplatform,including
preparingproposalsforthemodalitiesfortheForumandtheon-lineplatform.The10
representativeswillbeappointedbytheSecretaryGeneral,forperiodsoftwoyears.The
TaskTeamwillbeopentotheparticipationofallUNagencies,fundsandprogrammes,and
ECOSOCfunctionalcommissionsanditwillinitiallybecomposedbytheentitiesthat
currentlyintegratetheinformalworkinggroupontechnologyfacilitation,namely:UN
DepartmentofEconomicandSocialAffairs,UnitedNationsEnvironmentProgramme,UNIDO,
UnitedNationsEducationalScientificandCulturalOrganization,UNCTAD,International
TelecommunicationUnion,WIPOandtheWorldBank.
Theon-lineplatformwillbeusedtoestablishacomprehensivemappingof,andserveasa
gatewayfor,informationonexistingSTIinitiatives,mechanismsandprogrammes,within

TheMulti-stakeholderForumonScienceTechnologyandInnovationfortheSDGswillbe

areasfortheimplementationoftheSDGs,congregatingallrelevantstakeholderstoactively
contributeintheirareaofexpertise.TheForumwillprovideavenueforfacilitating
interaction,matchmakingandtheestablishmentofnetworksbetweenrelevantstakeholders
andmulti-stakeholderpartnershipsinordertoidentifyandexaminetechnologyneedsand
gaps,includingonscientificcooperation,innovationandcapacitybuilding,andalsoinorder
tohelpfacilitatedevelopment,transferanddisseminationofrelevanttechnologiesforthe
SDGs.ThemeetingsoftheForumwillbeconvenedbythePresidentoftheECOSOCbefore
themeetingoftheHighLevelPoliticalForumundertheauspicesofECOSOCor,alternatively,
inconjunctionwithotherforaorconferences,asappropriate,takingintoaccountthetheme
tobeconsideredandonthebasisofacollaborationwiththeorganizersoftheotherforaor
conference.ThemeetingsoftheForumwillbeco-chairedbytwoMemberStatesandwill
resultinasummaryofdiscussionselaboratedbythetwoco-chairs,asaninputtothe
meetingsoftheHighLevelPoliticalForum,inthecontextofthefollow-upandreviewofthe
implementationofthePost-2015DevelopmentAgenda.
ThemeetingsoftheHLPFwillbeinformedbythesummaryoftheMultistakeholderForum.
ThethemesforthesubsequentMultistakeholderForumonScienceTechnologyand
InnovationfortheSDGswillbeconsideredbytheHighLevelPoliticalForumonsustainable
development,takingintoaccountexpertinputsfromtheTaskTeam.,br>71.Wereiterate
thatthisAgendaandtheSustainableDevelopmentGoalsandtargets,includingthemeans
ofimplementationareuniversal,indivisibleandinterlinked.

72.Wecommittoengageinsystematicfollow-upandreviewofimplementationofthis
Agendaoverthenextfifteenyears.Arobust,voluntary,effective,participatory,transparent

implementationandwillhelpcountriestomaximizeandtrackprogressinimplementingthis
Agendainordertoensurethatnooneisleftbehind.
73.Operatingatthenational,regionalandgloballevels,itwillpromoteaccountabilityto
ourcitizens,supporteffectiveinternationalcooperationinachievingthisAgendaandfoster
exchangesofbestpracticesandmutuallearning.Itwillmobilizesupporttoovercome
sharedchallengesandidentifynewandemergingissues.AsthisisauniversalAgenda,
mutualtrustandunderstandingamongallnationswillbeimportant.
74.Follow-upandreviewprocessesatalllevelswillbeguidedbythefollowingprinciples:
a.Theywillbevoluntaryandcountry-led,willtakeintoaccountdifferentnationalrealities,
capacitiesandlevelsofdevelopmentandwillrespectpolicyspaceandpriorities.Asnational

h.Theywillrequireenhancedcapacity-buildingsupportfordevelopingcountries,including
thestrengtheningofnationaldatasystemsandevaluationprograms,particularlyinAfrican
countries,LDCs,SIDSandLLDCsandmiddle-incomecountries.
i.TheywillbenefitfromtheactivesupportoftheUNsystemandothermultilateral
institutions.
75.TheGoalsandtargetswillbefollowed-upandreviewedusingasetofglobalindicators.
Thesewillbecomplementedbyindicatorsattheregionalandnationallevelswhichwillbe
developedbymemberstates,inadditiontotheoutcomesofworkundertakenforthe
developmentofthebaselinesforthosetargetswherenationalandglobalbaselinedata
doesnotyetexist.Theglobalindicatorframework,tobedevelopedbytheInterAgencyand
ExpertGrouponSDGIndicators,willbeagreedbytheUNStatisticalCommissionbyMarch
2016andadoptedthereafterbytheEconomicandSocialCouncilandtheGeneralAssembly,
inlinewithexistingmandates.Thisframeworkwillbesimpleyetrobust,addressallSDGs
andtargetsincludingformeansofimplementation,andpreservethepoliticalbalance,
integrationandambitioncontainedtherein.
76.Wewillsupportdevelopingcountries,particularlyAfricancountries,LDCs,SIDSand
LLDCs,instrengtheningthecapacityofnationalstatisticalofficesanddatasystemsto
ensureaccesstohigh-quality,timely,reliableanddisaggregateddata.Wewillpromote
transparentandaccountablescaling-upofappropriatepublic-privatecooperationtoexploit
thecontributiontobemadebyawiderangeofdata,includingearthobservationand
geo-spatialinformation,whileensuringnationalownershipinsupportingandtracking
progress.
77.Wecommittofullyengageinconductingregularandinclusivereviewsofprogressat
sub-national,national,regionalandgloballevels.Wewilldrawasfaraspossibleonthe
existingnetworkoffollow-upandreviewinstitutionsandmechanisms.Nationalreportswill
allowassessmentsofprogressandidentifychallengesattheregionalandgloballevel.
Alongwithregionaldialoguesandglobalreviews,theywillinformrecommendationsfor
follow-upatvariouslevels.

sharingofexperiences,includingsuccesses,challengesandlessonslearned,andprovide
politicalleadership,guidanceandrecommendationsforfollow-up.Itwillpromote
system-widecoherenceandcoordinationofsustainabledevelopmentpolicies.Itshould
ensurethattheAgendaremainsrelevantandambitiousandshouldfocusontheassessment
ofprogress,achievementsandchallengesfacedbydevelopedanddevelopingcountriesas
wellasnewandemergingissues.Effectivelinkageswillbemadewiththefollow-upand
reviewarrangementsofallrelevantUNConferencesandprocesses,includingonLDCs,SIDS
andLLDCs.
83.Follow-upandreviewattheHLPFwillbeinformedbyanannualSDGProgressReportto
bepreparedbytheSecretaryGeneralincooperationwiththeUNSystem,basedonthe
globalindicatorframeworkanddataproducedbynationalstatisticalsystemsand
informationcollectedattheregionallevel.TheHLPFwillalsobeinformedbytheGlobal
SustainableDevelopmentReport,whichshallstrengthenthescience-policyinterfaceand
couldprovideastrongevidence-basedinstrumenttosupportpolicy-makersinpromoting
povertyeradicationandsustainabledevelopment.WeinvitethePresidentofECOSOCto
conductaprocessofconsultationsonthescope,methodologyandfrequencyoftheReport
aswellasitsrelationtotheSDGProgressReport,theoutcomeofwhichshouldbereflected
intheMinisterialDeclarationoftheHLPFsessionin2016.
84.TheHLPF,undertheauspicesofECOSOC,shallcarryoutregularreviews,inlinewith

85.ThematicreviewsofprogressontheSustainableDevelopmentGoals,includingcrosscuttingissues,willalsotakeplaceattheHLPF.Thesewillbesupportedbyreviewsbythe
ECOSOCfunctionalcommissionsandotherinter-governmentalbodiesandforumswhich
shouldreflecttheintegratednatureofthegoalsaswellastheinterlinkagesbetweenthem.
Theywillengageallrelevantstakeholdersand,wherepossible,feedinto,andbealigned
with,thecycleoftheHLPF.
86.Wewelcome,asoutlinedintheAddisAbabaActionAgenda,thededicatedfollow-upand
reviewfortheFinancingforDevelopmentoutcomesaswellasallthemeansof
implementationoftheSDGswhichisintegratedwiththefollow-upandreviewframeworkof
thisAgenda.Theintergovernmentallyagreedconclusionsandrecommendationsofthe
annualECOSOCForumonFinancingforDevelopmentwillbefedintotheoverallfollow-up
andreviewoftheimplementationofthisAgendaintheHLPF.
87.MeetingeveryfouryearsundertheauspicesoftheGeneralAssembly,theHLPFwill
providehigh-levelpoliticalguidanceontheAgendaanditsimplementation,identify
progressandemergingchallengesandmobilizefurtheractionstoaccelerate
implementation.ThenextHLPF,undertheauspicesoftheGeneralAssembly,willtakeplace
in2019,withthecycleofmeetingsthusreset,inordertomaximizecoherencewiththe
QuadrennialComprehensivePolicyReviewprocess.
88.Wealsostresstheimportanceofsystem-widestrategicplanning,implementationand
reportinginordertoensurecoherentandintegratedsupporttoimplementationofthenew
AgendabytheUNdevelopmentsystem.Therelevantgoverningbodiesshouldtakeactionto
reviewsuchsupporttoimplementationandtoreportonprogressandobstacles.We
welcometheongoingECOSOCDialoguesonthelongertermpositioningoftheUN
developmentsystemandlookforwardtotakingactionontheseissues,asappropriate.
89.TheHLPFwillsupportparticipationinfollow-upandreviewprocessesbythemajor
groupsandotherrelevantstakeholdersinlinewithResolution67/290.Wecallonthese
actorstoreportontheircontributiontotheimplementationoftheAgenda.
90.WerequesttheSecretaryGeneral,inconsultationwithMemberStates,topreparea
report,forconsiderationatthe70thsessionoftheGeneralAssemblyinpreparationforthe
2016meetingoftheHLPF,whichoutlinescriticalmilestonestowardscoherentefficient,and
inclusivefollow-upandreviewatthegloballevel.Thisreportshouldincludeaproposalon
theorganizationalarrangementsforstate-ledreviewsattheHLPFundertheauspicesof
ECOSOC,includingrecommendationsonavoluntarycommonreportingguidelines.Itshould
clarifyinstitutionalresponsibilitiesandprovideguidanceonannualthemes,onasequence
ofthematicreviews,andonoptionsforperiodicreviewsfortheHLPF.
91.WereaffirmourunwaveringcommitmenttoachievingthisAgendaandutilizingittothe
fulltotransformourworldforthebetterby2030.
