For example, in an organization without specific rules concerning individual accountability
for decisions, a leader may prefer
to achieve some degree of consensus with peers or superiors before making a decision. This
situation could result in the leader
using various forms of power to
influence peers to agree with the
leaders position.
Leaders may also behave politically when resources are
scarce and there is substantial
competition to secure sufficient
resource allocation. In this situation, political behaviors such as
trade-offs and maneuvering to

among peers are rewarded when
the leader obtains sufficient resources.
The leaders in an organization can also use the performance
appraisal process to foster political behaviors among followers,
which is an example of a negative

are helping to build the Brooklyn brand throughout the borough, as he unveiled the details
of his cultural institutions and libraries capital budget for Fiscal Year 2016, an investment of

Defends His Rights

ttorney General Eric T. Schneiderman
on Monday announced a $6 million
settlement with Empire State Home Care
Services, Inc. (Empire), a home care agency
operating out of Brooklyn.
The settlement resolves claims that
Empire improperly reported its home health
aide hours as well as administrative and
general expenses on cost reports filed between 2002 and 2005. These cost reports
were used to set the reimbursement rates
that Empire received from the state for the
years 2004 through 2007 and resulted in
over $3 million in reimbursements to which
Empire was not entitled.
The audit revealed that Empire reported
the salaries and benefits of administrative
personnel under direct care cost centers,
rather than administrative and general cost
centers. By improperly placing these costs

n Ozone Park auto body repair shop and
its owner have been charged with criminal tax fraud, grand larceny and other
charges for allegedly stealing more than
$125,000 in collected taxes that were owed to
New York State and local municipalities.
Queens District Attorney Richard A.
Brown identified the defendants as Stephanie
Davino, 31, of Howard Beach, Queens, and
her business, A&W Auto Collision Center,
Inc., located at 104-11 101st Street in Ozone
Park, Queens. Davino was arraigned earlier
last week before Queens Criminal Court
Judge Ernest Hart on a criminal complaint
charging her and the business with second-,
third- and fourth-degree criminal tax fraud,
second- and third-degree grand larceny, firstdegree scheme to defraud and fifth-degree
conspiracy.
Davino, who faces up to 15 years in
prison if convicted, was released on her own
recognizance and ordered to return to court
on September 30, 2015. In the case of a cor-
hourly rate at which the state would reimburse the agency for such services. Further,
improperly reporting administrative costs
under the category of nursing services also
inflates the size of a home health agencys
reimbursement.
BRONX:

Hamilton Smith, a Bronx resident, and
three other people with disabilities filed a
class action lawsuit last week in federal court
to end the illegal administration of a program
designed to transition them to their own
homes with the care and support they need to
live independently.

Inc. and Patterson Belknap Webb & Tyler
LLP, the suit alleges that the New York State
Department of Health (DOH), DOH Commissioner Howard Zucker, and Visiting Nurse
Association Health Care, Inc. (VNA) have
administered the Nursing Home Transition
and Diversion Medicaid Waiver Program
(NHTD Program) unconstitutionally and illegally. New Yorks Medicaid Plan trumpets
NHTD as a program that helps senior citizens
and individuals with disabilities avoid unnecessary confinement in nursing home facilities.
Hamiltons story is a common one. He
first applied to the NHTD Program nearly
three years ago and VNA found that he qualified to transition out of a nursing home. He
was unable to complete his application despite his repeated requests to VNA for assistance allegedly due to a lack of program
resources. After two years of trying to complete his application, VNA informed Mr.
Smith during a routine status update that his
eligibility determination had expired and
that he would need to reapply to the NHTD
Program.

Cayman Islands:
hree money transfer services have struck
an eleventh hour deal to continue offering
remittance services in the Cayman Islands,
thereby averting a shutdown.
Jamaica National Money Transfer, MoneyGram, and Quik Cash have all made new
arrangements to stay in business.
The money service businesses will remain
under the oversight of the Cayman Islands
Monetary Authority (CIMA).
Uncertainty plagued the money transfer business in the Cayman Islands, following a sudden
closure of Western Union by Fidelity Bank in
early July. The companies had been given a
deadline of August 31 to make new banking
arrangements.
A remittance report released last year by
the CIMA revealed that Jamaicans send home
more money than any other group of foreign
nationals living in the Cayman Islands.

Bolt took the gold medal in the 100 meters, edging out American rival and current title
holder, Justin Gaitlin, snapping his 28 race win
streak. Bolt finished with a 9.79, his fastest of
the year time of the year, but slowest of all his
championship victories. Bolt has been struggling with injuries for most of the season, and
beat Gaitlin by only 0.01 seconds. He said he
wanted this win for himself, and called it a big
deal.
Fraser-Pryce on Sunday retained her number one title in the womens 100 metres, by
winning gold in 10.76 seconds, just .05 seconds
faster then the silver medal winner from the
Netherlands. American Tori Bowie finished
third for the bronze and Fraser-Pryces compatriot, Veronica Campbell-Brown finished
fourth.
Both Bolt and Fraser-Pyrce each hold
three 100-metre world titles. Fraser-Pryce also

The challenge to the current leadership
came from Renard Moxam and Sharon Roulstone but the CIFA committee is refusing to

he Who's Who's within New York's Jamaican Diaspora, turned out in their fineries to celebrate the island's 53rd year of
Independence at the annual Jamaica Independence Grand Ball held on Saturday, August 15th at the New York Hilton hotel in the
heart of New York City.
It was a grand evening of fun and fashion, with lots of food and drinks flowing.
Ladies were looking elegant in their gowns
and the men were quite dapper in their suits.
For the first time, the Jamaican Independence
Celebration Foundation, Inc., (JICFI) under
the leadership of Paulette Willoughby, made
the bold move to recognize "young and gifted
Jamaicans at home and of the diaspora as Future Leaders."

he Caribbean may be missing an important opportunity by not fully tapping into the growing volunteer tourism or
"voluntourism" market, according to veteran community development expert and
nonprofit advisor Kwayera Archer-Cunningham.
With more than 25 years of experience
as a nonprofit leader, Archer-Cunningham,
who travels frequently between her Jamaica
and New York offices, said many tourists
are traveling to the region with a desire to
have a positive impact and make a difference in addition to having fun.
"Unfortunately, too often there are not
enough avenues that are visible for visitors
to figure out how they can help before they
leave and go back home," she lamented.
"Many people have great intentions.
They want to figure out how they can make
the region a home away from home, not
just by enjoying the beach, but also volunteering for an hour or helping a school whether by contributing towards the cost of
a computer or a smart board," said ArcherCunningham, who specializes in community and organizational development,
philanthropy, and social entrepreneurship.
Archer-Cunningham believes that the
hospitality industry, especially hotels,
should be encouraged to establish strategic
partnerships with local and regional media
to increase awareness of the social and philanthropic needs within the destination. "We
need broad communications channels so
that people traveling to the Caribbean - either single or multiple destinations - receive
the information and access they need to
make decisions about how they can contribute their time, dollars and energy," she
commented.
