Experts have noted that several binding regulations for exporters have been hindering
Vietnamese rice exports, according to local sources.Speaking at a workshop in Hanoi on August
25, the Deputy Director of the National Agricultural Extension Center suggested the government
to loosen the existing rice export regulations to encourage exporters. He noted that Vietnam
government requires rice exporters to have large processing plants and storehouses to qualify for
exporting rice. However, Thailand allows even small exporters to export rice, he added.
Other speakers also suggested the government to change the transfer of land ownership Act as
the current law does not have landowner retention limit. They urged the government to include
the landowner retention limit of 3 hectares to help the small scale farmers.They noted that though
Vietnam exports over 6 million tons of rice annually, exporters' and farmers' incomes have been
low compared to their counterparts in Thailand.
They also reiterated that since Vietnamese rice exporters are facing a stiff competition with
India, Pakistan and the U.S., easing of export regulations could help boost Vietnamese rice
exports.

Vietnam exported about 3.343 million tons of rice in January 1 - August 13, 2015, down about
22% from about 4.26 million tons of rice exported in first eight months of 2014, according to
data from the Vietnam Food Association (VFA).
Bangladesh rice farmers have been advised to preserve as well as increase production of
indigenous rice varieties such as 'Parija' through modern technologies, according to local
sources.
Speaking at a training session organized for farmers of Rangpur District, experts advised the
agricultural officers to disseminate the latest seed technology among farmers and educate them
on production, preservation and management of Parija rice seeds.

The Chief Guest of the session suggested various means to preserve seeds of Parija rice. She also
note that expanding Parija rice farming does not require additional irrigation as its plants grow
well with the unused seasonal rain waters between May and July of the year. The official added
that farmers would be largely benefited through producing and preserving Parija rice seeds
especially during price hikes.
Some farmers have already started cultivation of Parija rice in rotation with other crops such as
mustard, potato or mungbean.
Planting for Nepal 2015-16 rice crop is lagging by 3% over last year due to unfavorable
monsoons , local sources quoted the Ministry of Agricultural Development (MoAD).
According to data from the MoAD, rice planting area stood at around 1.487 million hectares as
of August 24, 2015, down 3% from around 1.533 million hectares planted last year. The current
acreage accounts for about 87% of the country's total acreage.
Rice planting area in the High Hills region stood at around 61,620 hectares (about 91% of the
total acreage in the region), area in the Mid Hills region stood at around 409,393 hectares

(around 92% of total acreage in the region), and area in the Tarai region stood at around 1.015
million hectares (about 86% of the total acreage in the region).

Chicago rough rice futures for Nov delivery settled 2.5 cents per cwt (about $1 per ton) lower at
$11.600 per cwt (about $256 per ton). The other grains finished the day lower, as they continued
to be weighed down by macroeconomic conditions; Soybeans closed about 1.5% lower at
$8.6500 per bushel; wheat finished about 1.1% lower at $4.9425 per bushel, and corn finished
the day about 1% lower at $3.7325 per bushel.

investors eyed a solid durable-goods report and stimulus in China. The major averages traded
about 2% higher. The Dow Jones industrial average held more than 300 points higher in early
afternoon trade, after spiking 433 points in the open. Stocks traded in a range throughout the day,

paring gains after European stocks closed lower and spiking on morning comments from New
York Federal Reserve President William Dudley. The Fed's Dudley said in a question-andanswer session that a September rate hike looks "less compelling.
" In prepared remarks, he said the region is doing well, and said NYC job strength is linked to
tech. Orders for durable goods for July rose 2.2%, above the expected 0.1% rise, but down from
the 3.4% gain last month. The Shanghai composite closed down 1.3% after fluctuating
throughout the day. The Hang Seng also closed lower, while Japan's Nikkei jumped 3.2%.
European stocks closed lower but off sharp initial lows. The Dow Jones industrial average traded
up 293 points, or 1.9%, at 15,963. The S&P 500 traded up 34 points, or 1.8%, at 1,902, with
information technology leading all 10 sectors higher. The Nasdaq traded up 89 points, or 1.97%,
at 4,595. Gold is trading about 0.9% lower, crude oil is seen trading about 0.9% lower, and the
U.S. dollar is seen trading about 0.5% higher about 1:15pm Chicago time.Tuesday, there were
3,287 contracts traded, up from 2,612 contracts traded on Monday. Open interest the number of
contracts outstanding on Tuesday increased by 33 contracts to 10,827.
Chicago rough rice futures for Nov delivery are currently paused 5.5 cents per cwt (about $1 per
ton) higher at $11.680 per cwt (about $257 per ton) ahead of floor trading in Chicago. The other
grains are seen trading mostly higher ahead of early morning action; soybeans are currently seen
trading about 0.1% lower, wheat is listed about 0.3% higher and corn is currently noted about
0.3% higher.
U.S. stock index futures pointed to a sharply higher open on Wednesday after a highly-volatile
session for China's Shanghai Composite, with investors left largely unimpressed by the stimulus
measures from the People's Bank of China. Futures extended gains, with the Dow indicating a
higher open, rising more than 350 points and implying a plus-450 point open after China's
central bank said on Wednesday it had injected 140 billion yuan ($21.8 billion) into the interbank
money market via short-term liquidity operations (SLOs).

The Peoples' Bank of China fired a double-barrelled easing shot on Tuesday lowering interest
rates and the reserve requirement ratio (RRR) by 25 basis points and 50 basis points respectively
- but this was not enough to reassure markets of slowing growth fears. Investors are finding it
difficult to know which direction to turn, with global indices flipping wildly between gains and
losses after brutal selling seen at the start of the week. China's benchmark Shanghai Composite
finished down 1.3% after fluctuating throughout the day.Wednesday's markets are expected to
take their cue again from the action in China, but there will also be plenty of speculation about
the Fed and when it might raise rates. Gold is currently trading about 1% lower, crude oil is seen
trading about 0.9% higher, and the U.S. dollar is currently trading about 0.4% higher
at 8:15am Chicago time.
