Proposed Fish & Game License Fee

Increases Announced_________________

The proposal is out for public comment, but the question is not
whether to raise prices, but which prices should increase and by
how much, said Fish and Game Executive Director Glenn
Normandeau. The Legislature is counting on this new revenue to
keep the Department going. Weve already cut costs as much as
we can without reducing services to sportsmen and women.

Normandeau pointed out that while costs have gone up over the
past twelve years, license prices have not. Basic hunting and
freshwater fishing license fees have not increased since 2003.
Public hearings on the proposed fee increases will be held at 6:30
p.m. on these dates:

September 28, 2015 - Keene High School, 43 Arch Street, Keene

Hunting and fishing license fees would increase in 2016 under a

proposal from the N.H. Fish and Game Department. The increases were authorized by the Legislature to fill a $1.2 million hole in
the Departments proposed budget for this biennium. They would
take effect January 1, 2016. On August 12, the N.H. Fish and
Game Commission approved moving forward with the rule-making process.

(POS) angrily kicked me off her
property in front of my family
and friends because of four little
words I muttered to my wife. I
did quietly leave and went home
and felt terrible. I called a friend
and told him, I really stepped in
it now! After our conversation, I
sat down at the computer to write
an apology because, of course, I
was wrong; I always am in her
world but... something didnt feel
quite right. Why would there be
such an explosive response to my
four words? Last column I called
my words terrible, horrible, no
good, very bad, but were they?
My actual words were, She
spoke to me, and thats what set
her off. It didnt make any sense!

Before I began drafting my apology, I started looking up things

like angry women, manly
women, and women with testicles. As way led on to way, I
ended up with an epiphany (no, I
didnt get any on me)! Suddenly,
everything over the past 29 years
fell into place and made absolute
sense! What I learned is that what
happened had absolutely nothing
to do with what I said. It was a
convenient catalyst. (To be continued....)

I would also add I tell this story

as I have entered the 30-secondsor-30-years-left-in-Life phase; I
want to tell my story just in case.
If there is anything you want to
know, ask me. When I met someone recently and I said there is
only one person I have active
issues with, the person said, I
know she told me. I can only
imagine what she said....

Occasionally, the conflict about

whether dogs should be
allowed on hiking trails or not
comes to a head. Lately, it
seems, its been more of a conversation point. Sometimes its
heated. But I dont believe dogs
are the problem. Where the
problem lies is with some of the
people who hike with dogs.

I recently received an email

about a person hiking with her
dog on a ninety-degree day with
high humidity. The dog was
wearing one of those large hiking packs and panting away.
The woman thought nothing of
putting her dog through the
stress of those conditions of a
lengthy hike to the top of a four
thousand foot peak. It was
important to the woman that the
dog she hikes and lives with
gets the peaks done faster than
most.

Two days ago, on the hottest

day of the year, a German shepherd weighing approximately
one hundred and twenty pounds
was seen being baked by the hot
sun in the still air above treeline
on a long hike. He was panting
and struggling, but the woman
with the dog said he was just

ity, a small group of hikers has

taken to trail running with their
dogs. Trail running is a great
bonding experience, but if
youve seen a trail runner, they
are equipped with small packs
and those small packs are mostly just for carrying water.
Unfortunately, these trailer runners are heading out for twentymile jaunts, often high above
water sources, with their dogs
and little to no water to share
with them.

These mountains are a wondrous place to share adventures

with those we love whether
they have two feet or four.
Unfortunately, far too often
those with two feet dont hold
up their end of the bargain.
Dogs have been referred to as
mans best friend for decades.
Wouldnt it be nice if some hikers started treating dogs in that
same way? And would it be

forests. In 1876, a Charlestown,
NH, resident was quoted as saying, Hunting, in the infancy of
our country, was the most profitable employment of its inhabitants. For early settlers, survival, not science-based wildlife
management, was job one.

Weeks Act provided for the protection of forestland, including

the White Mountain National
Forest; the Lacey Act prohibited
the interstate transport of illegally taken fish and wildlife; and the
Migratory Bird Treaty Act was an
international treaty to protect
migratory birds. These were all
reflective of changing societal
priorities.

implementation of research projects, the conversion of good data
into effective management decisions, the implementation of
these decisions in the form of
regulations, the enforcement of
regulations, and public outreach
and education all require adequate funding and broad public
support. Department funding is
flat, while basic costs have continued to rise. The fact that Fish
and Game faces funding challenges should surprise no one;
weve been actively spreading
the word about funding shortfalls
for years now, and the proverbial
chickens have arrived home to
roost.

A Public Trust Resource

In North America, wildlife is a
public trust resource; wildlife
belongs to the people and is managed on their behalf. Such a system requires a well-informed and
well-vested public. The commercialization of wildlife can undermine the public trust doctrine by
prioritizing commercial interests
over broader public interests.
Disease issues associated with
the national proliferation of commerce in deer serve to illustrate
this threat. The rapid urbanization of our human population cre- If wildlife makes your heart beat

A Daunting Future for Wildlife

Despite our successes, there is no
time to rest, as the future for
wildlife is more daunting than the
past. As our human population
grows, habitat loss represents a
significant and ongoing threat to
New Hampshires game and
nongame wildlife. Climate
change literally threatens to
rewrite the book on wildlife distribution, health and abundance.
This is particularly true for
species on the edge of their
range, where subtle shifts in temperature and moisture regimes
can have significant adverse
impacts. Moose, at the southern
edge of their range in New
Hampshire, are a prime example.
Shorter winters appear to favor
an abundance of winter ticks that
negatively impact moose productivity and survival. Fish and
Game is heavily vested in
research to better understand the
ecology and impacts of winter
tick on our invaluable moose
resource.

The Question of Balance

Attention

ou all talk a big game on the subject of creating new jobs in this
country, how about bringing the
old manufacturing jobs back into
this country before you fantasize
about new jobs. The question is:
How are you going to deal with
the vast number of American
company's, with the American
trade mark behind their names,
enjoying the American tax shelters and loop holes? Are you
going to tell all of these compa-

their corporate offices to the

North Haverhill, NH (Located Near The North Haverhill Fairgrounds)

NATURE BLEST UPDATE from Sue: Hello Everyone! Apple season has arrived and we will be
opening at the INDIAN CORN MILL (located near the No. Haverhill Fairgrounds) on Saturday,
Sept. 5th (open daily 9 a.m. to 5 p.m.) The apple crop appears to be a bountiful one; and,
other great news is that the fresh pear crop is likewise looking very good this year.

Apple varieties for opening weekend: McIntosh, Paula Red, Tydeman, and Ginger Gold. As
you know, there are "many" other apple varieties to follow in rapid succession as harvesting
progresses daily. Keep watch for updates in the paper regarding apple varieties; but, also for
the arrival of the fresh pears. There are only four words needed to describe the pears from
the orchard: "They are the best" -- they also sell very, very fast. Fresh apple cider, homemade apple pies, homemade doughnuts and more of your favorite items will await you.

This marks my 37th year at the INDIAN CORN MILL. I make this comment each and every
year; and, likewise, I will say it again: "I wouldn't have missed this incredible (this 'truly,
incredible) journey of 37 years with each of you for all the money in the world! Looking forward to seeing you on opening day, Sept. 5th and throughout the apple season.
As always, Peace..........Sue (the Apple Lady

Dear Friends, the Psalms are some of

the best parts of the Bible. Psalm 150
is one of them. If you are feeling over
whelmed, try reading them, they give great
comfort. Praise the Lord. Praise God in his
sanctuary; praise him in his mighty heavens.
Praise him for his acts of power; praise him
for his surpassing greatness. Praise him with
the sounding of the trumpet, praise him with
the harp and lyre, praise him with timbrel and
dancing, praise him with the strings and pipe,
praise him with the clash of cymbals, praise
him with resounding cymbals. Let everything
that has breath praise the Lord. Praise the
Lord. Read the Bible it's the gps to life's
journey. God bless you all.

The Outside Story - by Meghan McCarthy McPhaul__________________________________________________

The distinctively feline tracks

last winter intrigued me. They
would follow the narrow ski

the trees or, sometimes, seem to
disappear altogether. There was

Woodsville
Firefighters Attend
National Fire
Academy__________

Firefighters
from
the
Woodsville Fire Department
traveled to Maryland August
22-23 to attend the National
Fire Academy to receive special
training. Their multi-state
training weekend was held
with groups that came from
New Hampshire, Vermont, and
Alabama. Firefighters attending from Woodsville were
Andrew Achilles, Jeffrey
Brooks,
Jason
Fullerton,
Nathan Heathe, Brian Hubbard,
Louis Loutrel, Jeffrey Robbins,
and Kevin VanNorden. They
were part of a forty person
group from New Hampshire.

The
2-Day
On-Campus
Program is offered at the
National Fire Academy (NFA)
as an educational opportunity
for fire and rescue personnel
from specific states. The courses are intended to strengthen a
state's fire service community
through education, personal
networking, and a shared collegial experience. Students are
offered an opportunity to grow
professionally through a quality
educational experience and to
increase their knowledge and
skills to provide a safe and
effective response to their communities.

State fire training agencies

sponsor the training program in
cooperation with National Fire
Academy (NFA). The state
agency selects the courses and
recruits and enrolls the students
according to established student
selection criteria. The NFA
hosts the program and provides
the instruction and course materials. This program provides a
unique opportunity for NFA and
state fire training agencies to
collaborate in the delivery of a
quality training program.
