KATYS ENDLESS SUMMER GROM SURF CLASSIC


This years Katys Endless Summer Grom Surf Classic was a huge and sold
out success. The rosters filled up quickly with over 70 groms in 12 Divisions
jumping into the waves to compete for the 6th Annual Katys Endless Summer
Surf Competition. For the first time, the contest was held in August not September or October and the weather did not disappoint. This year it will be
bikinis and board shorts. I want to worry about sunscreen not beanies, said
Katy Fallon, the co-creator of the contest with Manny Vargas. Katy and Vargas
had the idea of a surfing contest for kids 16 and younger while out surfing one
day. She suggested a contest and volunteered to run it if Vargas got the judges

HOST ANNUAL FISHING DERBY
It was an absolutely beautiful day packed full of family, fun and pier fishing on Saturday,
August 15th. The Imperial Beach Kiwanis and the Port of San Diego hosted their annual Kids
Fishing Derby. There were kids of all ages lined up and fishing on the pier. The fun didnt
stop there, every child that registered received a free t-shirt from Boca Rio, bag of Kettle
Corn from Twisted Kettle, raffle ticket (every tickets a winner) along with fishing support
throughout the event and prizes. (ContdPg.5)

An after school learning center joins the Boys & Girls Clubs of South County
Imperial Beach has gained an invaluable program that hopes to propel forward
the younger generation into academic scholars. Team John Harvard Academy
unveiled their after school learning center at the Boys & Girls Clubs of South
County, Saturday August 15th. Mayor Dedina was the guest of honor and
conducted the ribbon cutting. The event provided games, live music, a photo

MID-AIR PLANE CRASH


RAISES CONCERNS
Just before noon on August 16th, two small planes headed toward
Brown Field collided in midair. The wreck left five people dead and
ignited brush fires in a field not far from the Municipal Airport.
While the Federal Aviation Administration (FAA) and National Transportation Safety Board (NTSB) are still investigating the cause of
the crash, many locals have since expressed concern over the incident, and the likelihood of it happening again.
It was just dumb luck that they went down in a field, said Brad
Tyce, a longtime Imperial Beach resident. It could have just as well
happened over one of our homes or the schools.
Just weeks before the accident, many south county residents had
expressed concerns over what they perceived as reckless flying on
the part of private plane owners. Reports of small aircraft mockdogfighting with each other and flying lower than the minimum

Our Mayor has been very active attending events all


over the City. Because of the expansion of programs in
conjunction with the Boys and Girls Club and Sports
Park, our Mayor recently participated in a Zumba Class!
Were still trying to get photos of that to publish. If the
citizens of Imperial Beach are doing something; the
chances are pretty good that Mayor Dedina will be doing it with them or at least stopping by. Mayor Serge
Dedina continues to demonstrate leadership and transparency never seen in this City previously. Along with
City Staff, they have opened a new page in Imperial
Beach History and setting an example that other south
bay communities would do well to follow.
Its the Perfect Storm right now at City Hall. We have a
City Manager and Mayor that are Problem Solvers
and four Council Members that are now listening to the
public. Thanks to the many folks who came out over
the YMCA/Sports Park Debacle and now see the results. The public now sees that there is strength in numbers. Even after a recent vote on a development project,
the citizens proved that they still have power over elected
official decisions and were able to gain considerable
additional concessions regarding a project that had been
previously considered a done deal. Public Speakers
suggested that the City reconsider its decision not to
re-establish a Planning Commission. Over 20 speakers
slips handed in that supported changes to the plans of
the Lighthouse Project and almost all took issue with
the process and how I.B.s General Plan and Codes are
not being enforced as they relate to new developments.
The Parking Issues remain yet unresolved.
When we first started this newspaper, we gave away
some free advertising as a promotion. One particular
business thinks that we owe them free advertising and
recently refused to allow us to continue to place our
newspapers in their establishment unless, we first gave
them more free advertising. Our newspaper is not available now at one location you might frequent for breakfast because we wont give them free advertising.
As I tried to explain, our newspaper could be an asset
to their business as many people like to read the local
newspaper with coffee or breakfast. If you frequent
this establishment and our newspapers are not there,
we encourage you to bring your own copy and make
sure to tell them how much you enjoy reading it when
you come there to eat breakfast.
This newspaper has been an experiment in community
journalism. We believe that we have demonstrated a
need for a local newspaper that is not owned and operated by the politically powerful and allows the public a
greater voice in local affairs. We believe that the newspaper has become more popular with a wider group of
people including visitors who come from other cities.

Mar Vista scrimmaged Chula Vista High School on 8/21 on all three levels (Freshman, JV and
Varsity). It was a chance for kids to showcase their improvement under live fire against an
opponent. The team had a solid showing with good effort and hustle. There are things that
we need to work on (improving technique, learning assignments) but the coaching staff was
generally please with the overall outcome (there was no score kept). A couple of standouts
plays included an interception by Alfredo Ramirez (Jr.), a touchdown pass from Jake Borst
(Sophomore QB/LB) to Cleveland Camper (Senior WR/DB). Michael Wilson (Junior QB/DB)
had a solid game completing four passes and rushing for 20 yards.
The first home game is this Friday (8/28) against San Diego High School. Homecoming (and
Senior Night) is October 30th against Hilltop. Also, we have a fundraiser at Boll Weevil
(Saturn & Palm) this Saturday 8/29 from 3PM-10PM. 25% of the sales (food and beverages) will go towards Mar Vista Football. All you have to do is show up. Thanks so much

LOCAL LITTLE LEAGUE CHAMPIONS
Last Tuesday night, the Sweetwater Valley Little League team moved up the ranks in the Little
League World Series Play-Offs. The team defeated Bowling Green East, a little league team
from south-western Kentucky, by a score of 11-3.
The victory was made possible by heavy hitters such as Antonio Andrade, Dante Schmid and
Levi Hernandez, who efforts greatly helped the team move into the semi-finals.
While San Diegans from all parts of the county are firmly behind the team, those of us in the
south bay are especially excited to see our boys make it this far.
Everything is about to change for these guys, says Kiko Garcia, a south bay local and
former pitcher for the Chula Vista Park View Little League. In 2009, his team went on to win
the 63rd Little League World Series in a stunning, 6-3 victory over their opponents from
Taoyuan, Taiwan.
Winning opens a lot of doors for you and your teammates, said Garcia. Shortly after their
victory, his team was invited to the White House to meet with President Barak Obama, as well
as a special guest appearance on the Tonight Show.
Regardless of how the Sweetwater Valley Little League Team does in the coming days, the
people of San Diego are proud of how far theyve come. - Jordan Jacobo

CHILD PREDATOR WARNING FOR I.B. PARENTS


Local parents were horrified last week after receiving an urgent message
from the South Bay Union School District warning of a suspicious man
that had approached various students in Imperial Beach.
According to Sheriffs Department officials, a group of students were
approached after school by a man holding a clipboard who asked them to
sign up for a program offering extra-credit. If they did, they would have
a chance at earning a free iPad.
One of the kids approached was a Mar Vista High School student, and the
other a much younger child from a local elementary school.
The South Bay Union School District has since stated that the unknown
man was not at all affiliated with the district, nor any known after-school
program. Upon learning of the encounter, district officials notified police
and sent out a series of recorded telephone messages to local parents,
warning them of the incident and asking that they take all necessary precautions.

The stranger has been described as a white male, aged 35-45, with a
semi-muscular build, crooked teeth and long black hair set in a ponytail.
Anyone with information concerning this ongoing investigation is urged

and the sponsors. Katys Endless Summer Grom Surf
Classic was born. Katys idea for the contest was to
have a free grass root competition for the younger kids.
She has many wonderful memories of taking her own
son Joey and his best friend surfing. Joey had many
surfers to look up to and thats what she wanted to create for the younger generation of groms in IB. Although
it is a free and grassroots competition, they have locked
in some big name sponsors like Oakley and Nixon and
many local ones like Surf Hut, Brad Bender with Natural
Selection, and TNT. Three participants walked away with
brand new custom boards. My sponsors are incredible
and generous, she said. The surf was incredible and it
was run just like a pro contest. The groms hit the water
and shredded it out for the title. It was hours of endless
summer fun. Since the first year, local artist Greg
Broadfoot has been making the wooden trophies. This
years had a beautiful hand painted wave with the year
and name of the contest on them. The contest had two
judges tables with three judges each. Participants also
enjoyed a lunch sponsored by Katy after the contest behind the caf. Groms got trophies for sportsmanship
and etiquette as well as performance. It was a day filled
with family filled fun in the waves and some of IBs best
up and coming surfers. Congratulations to all of the groms
who got out there and gave it their best!

At 9 am, kids started fishing their hearts out and
didnt quit until 11 when the buzzer went off. It
was a race to see who could catch the biggest,
funniest, smallest or ugliest fish. Volunteers from
Imperial Beach South Bay Kiwanis were on hand
walking up and down the pier assisting kids in any
way possible. The MVHS Key Club was there to
judge and mark all catches. Ily Alfred was doing
face painting and shirt signing. IB Posse created
one of their famous sandcastles and the IB Lifeguards, WILDCOAST and IB Girl Scout Troop
5912 were also on hand volunteering and educating participants.
Such a successful event would not be possible
without the many donations and sponsors. This
years sponsors did not disappoint. Prizes ranged
from a free year at the Boys and Girls Club, fishing gift baskets to 4 passes to Sea World!!! Every
child left a winner. This years prizes and gifts

Derby it is greatly appreciated! We cannot forget IB ShaRon, the event manager and organizer who spent so much
of her time working on planning this event and getting it
all to come together and run so well! She spent countless
hours working very hard to make sure the event was
such a success. I was told by other Kiwanis that in the
old days they used to only get a dozen or so kids and this
years event had well over 100 kids. Great Job Sha-Ron!

Diego, has been successful in raising the level
of education that their students strive to attain.
The after-school learning centers program focuses on homework tutoring with supplemental
Math and English. John Harvard Academy also
offers an ACT preparatory and college application program. The new partnership allows students to receive both academic enrichment from
John Harvard Academy and extra-curricular activities from the Boys & Girls Clubs. John
Harvard Academy not only serves the Boys &
Girls Clubs, but also the community of Imperial
Beach; in which, many local residents have expressed genuine interest and welcome the program into the community.

Patrons of the Ye Olde Plank Inn, or
the Plank as its known locally, were
pleasantly surprised to learn that
Channing Tatum, star of the Magic Mike
film franchise, had stopped into their
local watering hole to share a drink with
Imperial Beach locals last Friday night.
I couldnt believe it was actually him,
said one patron, who managed to snap
a series of photos with him. He was
really cool about it too.
Tatum had come to San Diego to attend a Navy SEAL reunion in Coronado
as the guest of Kristin Beck, a former
SEAL team member who made national
headlines back in 2013 when she came
out as a Transgendered Person.
Beck, who went on to write the memoir, Warrior Princess: A U.S. Navy
SEALs Journey to Coming out
Transgender, had recently asked

WAYNE CARR CELEBRATED CENTENNIAL BIRTHDAY


Thursday, August 20, 2015, Wayne Carr celebrated his 100th Birthday! Friends, Family, Veterans and local dignitaries gathered at the Fleet Reserve Association #289 to celebrate 100 years of
life with Wayne. It was all a surprise to him as his daughter along with friends of Wayne, put the
party together with everything from local news crews to the I Love Wayne t-shirts, it truly was
a magical day. Wayne has had a very long and happy life. He was married to the love of his life
Belle for many years and had 3 lovely children. He joined the Navy at a very young age in 1934
and proudly served 35 years of diligent and impeccable service. In that time, he traveled the
world and lived throughout some of our countries most amazing historical times. He truly loved
serving his country and enjoyed all aspects of his service career. Mayor Serge Dedina came to
the party to hand deliver a certificate from the City of Imperial Beach. Carr also received letters
from the Secretary of the Navy and President Obama as well as a Special Commendation from
Supervisor Greg Cox thanking him for his years of service and proclaiming that August 20th
will always be known as Wayne Carr Day! Thank you Wayne for all of your hard work, time,

Market you can give away the items that you
no longer need to your IB neighbors. If you
don't have anything to donate,no problem -- you
are also invited to come and browse and take
home a new treasure for FREE! If you have
items to give away, you can drop them off anytime from 9:30am to 1:30pm (the earlier the
better) on the day of the event. Ideas for items
to bring include excess fruits or vegetables from
your garden, small appliances and tools, books,
dishes, games, toys, clothes, etc. Items that
don't find a new home will be donated to a local
charity at the end of the day.
The first IB Free Market will be held on Saturday, September 26th from 10:00 a.m. to 2:00
p.m. The event will take place at the IB United
Methodist Church (IBUMC), 455 Palm Avenue.

On Thursday, August 27th, the Imperial Beach


Chamber of Commerce Networking Breakfast took
place at the usual Dempsey Holder Center. Arnie
Garcia from San Diego Gas and Electric announced
residential and small business programs.
We also had a Maritime Liaison Agent of the U.S.
Border Patrol talk about human and drug trafficking in our area and other criminal maritime activities.
Mayor Serge Dedina made a few announcements
regarding the several upcoming fall events in Imperial Beach. Our community has many plans and
this is a great way to stay in touch with the upcoming events.

AFTER 11 YEARS TO COMPLETE, A RIBBON CUTTING FOR A


SIDEWALK PROJECT TOOK PLACE LAST WEEK ON DELAWARE

The Challenge is to build a self contained


and portable device that can purify sea water into potable drinking water. Device
should have the capacity to exceed the water requirements or water footprint of the
contestants. We are also seeking sponsors,
mentors, parents and teachers to collaborate as teams or to make entries as well.
Imperial Beach has the ability to become
fresh water independent in the middle of a drought. Lets see what the community can come up
with in the way of innovation and practical application of simple , self contained technology?
Want to take the challenge? How about making it a Science Project at Mar Vista and going
public with some prize money for the winners of the most innovative and practical devices? We
can set up a public demonstration and have judging of the winners at another public event this
fall. Heres some ideas to get you started.

These notes are only a synopsis and some observations of the August 19th
Council Meeting. If you are interested in any of these subjects we encourage
you to view the entire video or read the agenda package or minutes.
Pledge was lead by local honor student Janet Figueroa, a 6th grade student at
Nicoloff School.
Two Public Speakers Addressed City Council. One was a Code Compliance
person from an unstated municipality and the other speaker was former Imperial Beach Code Officer David Garcias representing the Public Employees
Union. In what seemed to be a conciliatory statement, Garcias commented
that the negotiations regarding the Public Employees Union had been heated
and difficult but, he was asking Council to Approve the new Contract.
COUNCIL REPORTS OF EVENTS ATTENDED BY COUNCIL MEMBERS
2.1-2.3 CONSENT CALENDAR APPROVED (Spriggs Absent)
4.1 Was a Public Hearing to authorize an Abatement Order for 741 Hickory
Court. Another property scheduled for the same kind of hearing was cancelled after the property owner made direct contact with Code Compliance
and worked out an agreement to resolve the outstanding issues of debris and
junk cars on the property. An attorney appeared on behalf of the owners/
residents of 741 Hickory and pleaded for more time to come into compliance. Jack Holden presented the report to Council about how many years
this has been going on at the same property. His Compliance Officer said that
the residence has not had trash service since she has worked for the City and
neighbors had seen cats entering and leaving the property from a hole in the
roof. The attorney was able to buy time and granted a continuance till the
second Council Meeting in September to resolve the outstanding issues or an
abatement order would be issued by City Council at that time. City Attorney
Jennifer Lyons let another attorney advise Council as she has had previous
involvement with the case.
5.1 This was the Bi-Annual Investments report by Chandler Assets. A synopsis of the Citys approximately $35 million in assets was given. For more
details, please consult the staff report or watch the video.
5.2 Appointments to Fill empty positions on the Design Review Board and
Tidelands Advisory Committee. DRC appointments are Peter Smith, Dante
Pentantum, Ila Bran Cummings. TAC Appointments John Hill, Mary Doyle
and Bruce Roberts. (Apologies for any names mis-spelled). Council talked
about new procedures for interviewing applicants and a more transparent
process than in previous years in their selection.
5.3 Finalizing Sports Park Funding Agreement. The $50,000 grant to continue operations of the Sports Park was officially given to the Boys and Girls
Club along with clarification of hours for the Skate Park, Boys and Girls Club
and other recreational programs.
5.4 This was probably the most interesting item on the agenda. This agenda
item dealt with a previous agenda item we have written about at 951 Seacoast
Drive (also called The Lighthouse Project). In our last paper, we wrote that
many neighbors had been excluded from the process and were not given
adequate time to rebut the plans. Since that publication, an Appeal was filed
by Michael Carey and Anna Shapiro along with about 50 signatures of support from neighbors. What resulted is a most amazing demonstration of democracy and transparency in motion.
A series of meetings involving the Applicant, the Neighboring Residents and
City Staff were held. The Applicant agreed to make some modifications to
the plans if the Appeal were to be dropped. Among the concessions were
elimination of the roof deck and stairwells which would lower the overall
height from 44 feet to 35 feet. A setback on Elder will move back a couple
feet creating a much wider sidewalk. In addition, setbacks on the 2nd and
3rd floor and corner setbacks will allow improved views for neighbors who
would have their ocean views blocked otherwise.
These meetings and these agreements represents a new spirit of transparency for City Hall and underscores that this new administration wants to get
things right. Without the cooperation of the applicant to compromise, this
situation could have become ugly, long and costly. It appears now that with
the exception of the Parking Element, all sides are pretty much in agreement
that the project can move ahead. There was also a commitment to take a
closer look at the General Plan in regards to future development projects and
that variances should be limited or eliminated in future projects.
5.5 Was in regards to proposed bike lanes on 13th Street and putting the
project out to bid.

LOCAL MOMTREPENEURS COLLABORATE


On August 24, 2015, Fit4Mom (formerly Stroller Strides) celebrated their 14th anniversary. As local franchise owners of the fitness company for moms in every stage
of motherhood, Ashlee Lyman and Julie Anstedt held a wonderful anniversary party
for all their Fit moms! They enlisted the help of other local businesses, including
Silver Strand Spine & Sport to offer free massages for their mothers, gathered local
donations for a spectacular raffle, had an awesome playdate after fitness class complete with healthy snacks at Dunes Park. They also enlisted the help of other local
momtrepeneurs Jennifer Bellis & Amber Olsen, who own Amber Jade Mobile Craft
Classes, to host a craft class for their anniversary party. The moms and kids were
treated to painted sand dollar plaques, and the children got to paint their own locally
gathered Imperial Beach sand dollars, mount them on a reclaimed wood plaque that
they could take home and commemorate the celebration! A wonderful example of
local businesses helping each other out and keeping things in IB! We are always
growing as a city, and we love to see healthy outdoor family time being celebrated.
