bite in the early morning and evening. Wear
proper clothing and repellent if outside
during these times. Make sure that doors
and windows have tightfitting screens to keep
mosquitoes out. Repair
or replace screens with
tears or holes.
3. DRAIN Mosquitoes lay their eggs
on standing water.
Eliminate all sources
of standing water on
your property, including flower pots, old car
tires, rain gutters and
pet bowls. For standing water, fountains,
ponds, etc., consider adding Mosquito
Dunks or mosquito fish, which feed on
mosquito larvae. Report unmaintained
swimming pools to the local Mosquito and
Vector Control District at (530) 342-7350
or (530) 533-6038.

The first human infections of West Nile

Virus (WNV) have been confirmed in two
residents of Butte County after a routine
blood donation. These are the first human
infections of WNV reported this year. Blood
donation centers routinely check for viruses
in the blood as a precautionary measure and do
not retain any infected
blood. The two people
were unaware of their
virus and are symptom
free. Both infections are
separate and unrelated
to each other.
Reports as of July 15, 2015, WNV activity has been detected in 31 of Californias 58 counties, with 152 non-human
cases of WNV infection. In Butte County,
one dead bird and 15 mosquito samples
have tested positive for the virus this year.
Mosquito sampling is done throughout the
county by the Butte County Mosquito and
Vector Control District, with a majority
of the positive samples coming from the
southern part of the county.
This is a timely reminder that we
must do our best to prevent mosquito bites
and protect ourselves and our families
from WNV. The public should take extra precautions to avoid mosquitos, said
Dr.Lundberg, Butte County Health Officer.
80% of people infected with WNV do
not have symptoms. People 50 years of
age and older are more likely to develop
serious symptoms if infected, however, all
ages are vulnerable. WNV is transmitted to
humans and animals through a mosquito
bite. Mosquitoes become infected when
they feed on infected birds. Residents can
reduce the risk of infection by practicing
the Three Ds:
1. DEET Use a proven insect repellent
like DEET. Other recommended repellents
include: picaradin, lemon eucalyptus oil,
para-menthane-diol, or IR3535. Always
use according to label instructions. DEET
can be used safely on infants and children
2 months of age and older.

When it comes to conserving water,

small adjustments can have a big impact.
Here you can sort through nearly 200
water-saving tips, download and print tip
posters or share your favorites on social
media.
INDOOR TIPS: KITCHEN
#1 There are a number of ways to save
water, and they all start with you.
#2 When washing dishes by hand, dont
let the water run. Fill one basin with wash
water and the other with rinse water.
#3 Dishwashers typically use less water
than washing dishes by hand. Now, Energy Star dishwashers save even more water
and energy.
#4 If your dishwasher is new, cut back
on rinsing. Newer models clean more thoroughly than older ones.
#5 Designate one glass for your drinking water each day, or refill a water bottle.
This will cut down on the number of glasses to wash.
#6 Soak pots and pans instead of letting the water run while you scrape them
clean.
#7 Use the garbage disposal sparingly.
Instead, compost vegetable food waste and
save gallons every time.
#8 Wash your fruits and vegetables in a
pan of water instead of running water from
the tap.
#9 Dont use running water to thaw
food. For water efficiency and food safety,
defrost food in the refrigerator.
#10 Install an instant water heater near
your kitchen sink so you dont have to run
the water while it heats up. This also reduces energy costs.
#11 Keep a pitcher of drinking water in
the refrigerator instead of running the tap.
This way, every drop goes down you and
not the drain.
00
#12 Reuse leftover water$from
cooked
or steamed foods to start a nutritious soup,
its one more way to get eight glasses of
$ 00
water a day.
#13 Cook food in as little water as possible. This also helps it retain more nutrients.
#14 Select
OFFthe proper pan size for cooking. Large pans may require more cooking
water than necessary.
#15 If you accidentally drop ice cubes,
dont throw them in the sink. Drop them in
$ 00
a house plant instead.
#16 Collect the water you use while
rinsing fruit and vegetables. Use it to water
house plants.
#17 When shopping for a new dishwasher, use the Consortium for Energy
Efficiency website to compare water use
California
between
models. Lottery Sold Here!
LAUNDRY ROOM
#18 When doing laundry, match the water level to the size of the load.

Water Tips, Continued________________________________________

#19 Washing dark clothes in cold water saves water and energy, and helps your
clothes retain their color.
#20 When shopping for a new washing
machine, compare resource savings among
Energy Star models. Some can save up to
20 gallons of water per load.
#21 Have a plumber re-route your
greywater to trees and plants rather than
the sewer line. Check with your city and
county for codes.
#22 When buying a washer, check the
Consortium for Energy Efficiency website
to compare water use between models.
BATHROOM
#23 If your shower fills a one-gallon
bucket in less than 20 seconds, replace the
showerhead with a WaterSense labeled
model.
#24 Shorten your shower by a minute
or two and youll save up to 150 gallons
per month.
#25 Time your shower to keep it under
5 minutes. Youll save up to 1,000 gallons
per month.
#26 Toilet leaks can be silent! Be sure
to test your toilet for leaks at least once a
year.
#27 Put food coloring in your toilet tank. If it seeps into the bowl without
flushing, theres a leak. Fix it and start saving gallons.
#28 When running a bath, plug the
bathtub before turning on the water. Adjust
the temperature as the tub fills.
#29 Upgrade older toilets with watersaving WaterSense labeled models.
#30 If your toilet flapper doesnt close
properly after flushing, replace it.
#31 Use a WaterSense labeled showerhead. Theyre inexpensive, easy to install, and can save you up to 750 gallons
a month.
#32 Turn off the water while you brush
your teeth and save up to 4 gallons a minute. Thats up to 200 gallons a week for a
family of four.
#33 If your toilet was installed before
1992, purchasing a WaterSense labeled
toilet can reduce the amount of water used
for each flush.
#34 Consider buying a dual-flush toilet. It has two flush options: a half-flush
for liquid waste and a full-flush for solid
waste.
#35 Plug the sink instead of running the
water to rinse your razor and save up to
300 gallons a month.

#36 Turn off the water while washing

your hair and save up to 150 gallons a
month.
#37 When washing your hands, turn the
water off while you lather.
#38 Take 5-minute showers instead of
baths. A full bathtub requires up to 70 gallons of water.
#39 Install water-saving aerators on all
of your faucets.
#40 Drop tissues in the trash instead of
flushing them and save water every time.
#41 Look for WaterSense labeled
toilets, sink faucets, urinals and showerheads.
#42 One drip every second adds up to
five gallons per day! Check your faucets
and showerheads for leaks.
#43 While you wait for hot water, collect the running water and use it to water
plants.
GENERAL INDOOR
#44 Teach children to turn off faucets
tightly after each use.
#45 Watch the Home Water Challenge
video or use the Home Water Audit Calculator to see where you can save water.
#46 When the kids want to cool off, use
the sprinkler in an area where your lawn
needs it most.
#47 Encourage your school system and
local government to develop and promote
water conservation among children and
adults.
#48 Play fun games while learning how
to save water!
#49 Monitor your water bill for unusually high use. Your bill and water meter are
tools that can help you discover leaks.
#50 Learn how to use your water meter
to check for leaks.
#51 Reward kids for the water-saving
tips they follow.
#52 Avoid recreational water toys that
require a constant flow of water.
#53 Grab a wrench and fix that leaky
faucet. Its simple, inexpensive, and you
can save 140 gallons a week.
#54 Hire a GreenPlumber to help
reduce your water, energy, and chemical
use.
#55 Be a leak detective! Check all hoses, connectors, and faucets regularly for
leaks.
#56 Were more likely to notice leaky
faucets indoors, but dont forget to check
outdoor faucets, pipes, and hoses.

Water Tips, Continued from page 9_____________________________

#57 See a leak you cant fix? Tell a parent, teacher, employer, or property manager, or call a handyman.
#58 At home or while staying in a hotel,
reuse your towels.
#59 Make suggestions to your employer or school about ways to save water and
money.
#60 Run your washer and dishwasher
only when they are full. You can save up to
1,000 gallons a month.
#61 See how your water use stacks up
to others by calculating your daily water
use.
OUTDOOR TIPS
XERISCAPE LANDSCAPING
#62 Use porous material for walkways
and patios to prevent wasteful runoff and
keep water in your yard.
#63 Group plants with the same watering needs together to avoid overwatering
some while underwatering others.
#64 Choose the right Arizona-friendly
plants and watch them thrive in our desert
environment.
#65 Reduce the amount of lawn in your
yard by planting shrubs and ground covers
appropriate to your site and region.
#66 Plant species native to your region.
#67 Plant in the spring and fall, when
the watering requirements are lower.

Page 10 The Digger Shopper & News September, 2015 Visit us on the web at diggernews.com

#68 When sprucing up your front or

backyard, consider xeriscaping. This landscape method uses low-water-use plants to
limit your water use.
#69 Consider attending a landscape
class hosted by a water provider. Most
workshops occur in the spring and fall.
#70 Avoid planting grass in areas that
are hard to water, such as steep inclines
and isolated strips along sidewalks and
driveways.
#71 Leave lower branches on trees and
shrubs and allow leaf litter to accumulate
on the soil. This keeps the soil cooler and
reduces evaporation.
#72 Start a compost pile. Using compost in your garden or flower beds adds
water-holding organic matter to the soil.
#73 Use a layer of organic mulch on the
surface of your planting beds to minimize
weed growth that competes for water.
#74 Spreading a layer of organic mulch
around plants helps them retain moisture,
saving water, time and money.
#75 Use 2 to 4 inches of organic mulch
around plants to reduce evaporation and
save hundreds of gallons of water a year.
#76 Visit your local xeriscape garden
to view plants that thrive in our hot desert
environment.

Introducing the Lets Get Healthy

California Innovation Challenge
Improving Community Health and
Promoting Health Equity

The California Health and Human Services Agency (CHHS) and the California
Department of Public Health (CDPH) today announced the Lets Get Healthy California Innovation Challenge to engage
and empower people to work together
toward improving the health of their community and the state.
Lets Get Healthy California encourages us allstate policymakers and local
communitiesto create and share innovations as we strive to make California the
healthiest state in the nation, said CHHS
Secretary Diana S. Dooley. The Innovation Challenge is an exciting opportunity
for us to learn from and connect with our
local community partners.
We invite all passionate creative thinkers, community and health advocates,
health care providers, community-based
organizations, civic data enthusiasts, and
visionary practitioners impacting the lives
of Californians to participate and share
their innovations.
We are accepting submissions now
through September 30, 2015, in the six
Lets Get Healthy California goal areas:
Healthy Beginnings
Living Well
End of Life
Redesigning the Health System
Creating Healthy Communities
Lowering Cost of Care
This Innovation Challenge allows people to think outside of the traditional public health framework to create innovative
solutions that support the Triple Aim of
better health, better care, and lower costs,

said Dr. Karen Smith, CDPH Director and

State Health Officer. We hope that these
ideas will launch Californians on a path to
living healthier lives.
We will select finalists from each of
the six Lets Get Healthy California goal
areas. Finalists will be announced this fall
and will be highlighted at the statewide
Innovation Conference in early 2016. Selected submissions will also be featured on
the Lets Get Healthy California website,
scheduled for a 2016 launch. Data-focused
innovations will additionally be highlighted at the statewide Open Data Fest in
spring 2016.
To submit an innovation, or for more
information regarding Lets Get Healthy
California and the Innovation Challenge,
visit the California Health and Human Services Agency Lets Get Healthy website or
email Innovate@chhs.ca.gov and LGHC@
cdph.ca.gov.
In 2012, Governor Brown issued Executive Order B-19-12 to create the Lets Get
Healthy California Taskforce with the goal
of making California the healthiest state in
the nation by 2022. The Lets Get Healthy
California initiative focuses on furthering the Triple Aimbetter health, better
care, and lower costsand promoting
health equity. It consists of two strategic
directionsHealth Across the Lifespan
and Pathways to Healthsix major goal
areasHealthy Beginnings, Living Well,
End of Life, Redesigning the Health System, Creating Healthy Communities, and
Lowering the Cost of Careand 30 priorities.

Water Tips, Continued from page 10____________________________

#77 Next time you add or replace a
flower or shrub, choose a low-water-use
plant and save up to 550 gallons each
year.
#78 Call your local conservation office
for more information about xeriscaping
with water-thrifty trees, plants, and ground
covers.
#79 Collect water from your roof by installing gutters and downspouts. Direct the
runoff to plants and trees.
#80 For automatic water savings, direct
water from rain gutters and HVAC systems
to water-loving plants in your landscape.
LAWN CARE
#81 Hire a qualified pro to install your
irrigation system and keep it working
properly and efficiently.
#82 Hire a Smartscape Certified professional landscaper who has received
landscape training specific to the Sonoran
Desert.

Page 14 The Digger Shopper & News September, 2015 Visit us on the web at diggernews.com

#83 Adjust your lawn mower to the

height of 1.5 to 2 inches. Taller grass
shades roots and holds soil moisture better
than short grass.
#84 Leave lawn clippings on your
grass, this cools the ground and holds in
moisture.
#85 If installing a lawn, select a lawn
mix or blend that matches your climate
and site conditions.
#86 Aerate your lawn periodically.
Holes every six inches will allow water
to reach the roots, rather than run off the
surface.
#87 If walking across the lawn leaves
footprints (blades dont spring back up),
then it is time to water.

Moving into the month of September, this is

a time for many that sees attendance at the proverbial end of summer tradition of the Labor
Day BBQ and the realization that summer is
in fact coming to a close and the start of the
last quarter of the year is about to begin. The
time that many are back to the daily grind of
school and other responsibilities. As the season begins to change and the move toward fall
occurs, it provides the realization that time is in
fact fleeting and with that, every second truly
does count. For those of us that have lived in
this little community of ours, or the state, for
any period of time, it can often be said that the
days of summer may start to wind down by this
time of the year but the warmth of the weather
still holds on, giving way that some things may
change, while others still stay the same. A nice
idea, in terms of our community itself, as the
town as seen a lot of change over the years,
especially as of late but at the same time, it
has still retained a semblance of staying within
what we have all come to expect of small town
life and what it has to offer.
Any community is best served by those that
call it home, such as the businesses that seek
to serve the community and its inhabitants on
a daily basis with the goods and/or services
that they provide. Such as a unique gem that
is located in the heart of Downtown Oroville.
The gem in question is Feather River Kitchen
& Gift. A wonderful store that is not only full
of wonderful household items but is run by a
truly remarkable woman who believes in this
community and its potential. The next time
youre in the market for something that would
be great in your house, go visit the store, located at 2005 Bird Street during their business
hours of 10am to 6pm. A unique tid-bit about
the store: the grand opening for the store was
originally held on 11/11/11. Marsha, Charlene, Regina, or any of the other ladies would
be more than happy to help, so stop in! Marshas husband also owns Bird Street Caf; so
if youre hungry, why not stop in at the store
and then head over the caf? Talk about hitting
two birds with one stone.
For another treat that our lovely town has
to offer, a truly wonderful addition to the business community is The Broken Plate, located
at 1836 Feather River Blvd. Samantha and her
husband have really created something wonderful and everyone needs to check this out!
Having tried it personally myself, the food is
fantastic and wonderfully fresh. The service is
great as well. A true epitome of quality small
town dining and one that needs to be welcomed to this community, as its proprietors
are really phenomenal human beings and have
introduced something to our town that really is
great! So, the next time youre in the mood for
something to eat and want to try something dif-

ferent, The Broken Plate is the place you need

to check out. Small towns, especially Oroville,
are built upon the principle of small business
and what they can and often do offer and The
Broken Plate is no different.
Also important to mention is something
that, while occurring in October, is very important and needs to be celebrated. For many
years now, there has been a process being engaged in to build a memorial park that is to
honor the selfless sacrifices of those that have
served in the Armed Forces, those who continue to do so and to really show the gratitude that
these honorable men and women, as well as
their families, truly deserve. As a way to help
bring awareness to this project, on October 10,
2015, there will be a spaghetti and dance fundraiser held at the Veterans Hall, located off of
Montgomery Street, here in Downtown Oroville. The event will be catered by The Chico
Sons of Italy, with the music being provided
by the group Decades. Dinner is $12/person,
with dinner & dancing being either $20/person, or 2 people for $35. There will also be a
raffle. As many of us either know people and/
or have served personally, this is an event that
really shouldnt be missed. All proceeds will
be going to the building of the park. Our town
is composed of a lot of truly valuable sites,
such as the Historic State Theater. The Digger
Shopper & News is now located near this historic site at 1461 Myers Street & is open M-F
10-4p. This memorial project for our veteran
community is something that is LONG overdue and something that is well deserved for
those that seek to make the selfless act to serve,
often at great personal cost to themselves, so
that the rest of us can live in what we often
call the land of the free. The Digger, as well
as the State Theater and the other gems of the
community, are all a reason why this little town
of ours is truly one that has been built upon and
continues to shine through its sense of appreciation for history and community.

(StatePoint) There are many reasons

why a home could need a door makeover.
Entry doors, like other major components
